Indonesian Aerospace Hesitates to Take NC212i Order

KUALA LUMPUR—Indonesian Aerospace is temporarily declining to accept a Philippine order for six NC212i transports while it considers whether it can deliver them on time. 

Philippines Air Force (PAF) Chief Air Lt. Gen. Rozzano Briguez said the aircraft should be received in 2020, but the manufacturer would not confirm when asked by Aerospace Daily. 

“We need to synchronize the aircraft production line to ensure that we can meet the delivery schedule before the contract"

Royal boat, Prachuap Khiri Khan 552 move again into the dry dock at Mahidol Adulyadej Naval Dockyard to make a Ship Stability Test and preparing to test the ship in the part of the hull and the propulsion system in the next week



The Royal Ship Prachuap Khiri Khan is a type of Offshore Patrol Vessel (OPV), the number of ships 552, which is affiliated with the 1st ship division Battle Squadron.



Offshore Patrol Vessel (OPV) will be named seaside provinces such as HMS Prachuap Khiri Khan etc. In the past, when there was no Long-range surveillance ship the Navy used to use the province name.

Highly Mobile Rocket Systems to Stay in Australia after Talisman Sabre Ends

High-Mobility Artillery Rocket Systems, known as HIMARS, will train with Marines in Darwin, Australia, after participating in this month’s Talisman Sabre exercise Down Under, according to the Marine Corps.

A platoon from the Okinawa-based 12th Marine Regiment brought three HIMARS launchers to Australia for the monthlong, biennial drills involving 34,000 U.S. and Australian troops.

“The HIMARS is a highly mobile artillery rocket system,” 12th Marines commander Col. Mike Roach said in a phone interview from Australia on Thursday. “It’s light and it’s air transportable but it’s all-weather capable and provides a range up to [186 miles].”

On Monday, 50 Marines teamed up with the Air Force, Australian army and Royal Australian Air Force to practice inserting the launchers into an expeditionary air base before conducting live-fire drills in coordination with ground and amphibious forces, Roach said.



Air Force C-130J cargo planes out of Kadena Air Base, Okinawa, and KC-130s out of Marine Corps Air Station Iwakuni in mainland Japan flew the launchers into Williamson Airfield in the Australian state of Queensland.

The launchers conducted live-fire training with reduced-range practice rounds, but the capability of the HIMARS wasn’t lost on Australian troops who watched them in action, Roach said.

“All the folks out there were very impressed at what it can do,” he said.

The rocket artillery has participated in Talisman Sabre in past years. It has also seen service in Afghanistan and Iraq, where it struck insurgents up to 50 miles from where launchers were based, Roach said.

In an area as large as the Pacific, the rocket artillery provides commanders with the range to go after time-sensitive targets, he said.



After the exercise, the launchers will move to Australia’s Northern Territory, where 2,500 Marines are training over summer as part of Marine Rotational Force — Darwin, Roach said.

“The HIMARS are taking advantage of the opportunity that Australia provides,” he said.

The sparsely-populated continent with its massive military training areas is a contrast to the Marines’ home on Okinawa, where military bases take up much of the island, causing friction with some locals.

The HIMARS will conduct training in Darwin in August, Roach said.

Vietnam Quietly Builds Up 10 Islands in South China Sea

Both China and Vietnam are building up small islands in the South China Sea, a waterway known in Vietnam as the East Sea.

China has received a lot of criticism for its actions there. But Vietnam receives very little international criticism. In fact, the country even gets some support because the speed of its island-building project is slower and widely seen as defensive.

There are several differences between the ways the countries are operating in the South China Sea. First, Vietnam has held its islands for many years. In addition, the areas where work takes place are close to the Vietnamese mainland. The country avoids military projects that might appear offensive. Lastly, Vietnam belongs to the Association of Southeast Asian Nations (ASEAN). That organization is known for helping its members work out any differences.

Alan Chong is an associate professor at the S. Rajaratnam School of International Studies in Singapore. He explains that Vietnam and neighboring ASEAN nations have kept to the areas near their borders around the sea.

"They've never had, I think, a standoff with any other country," Chong said. He added that within ASEAN, members do not want to cause each other trouble "so as to present a common front towards China."

The Asia Maritime Transparency Initiative said in a report on April 8 that Vietnam has "slowly" added buildings on some of its 10 islands since 2017. The initiative is a project of the Center for Strategic and International Studies, a research group based in the United States.

The report also noted new communications equipment, a sports field and the extension of an airport runway on Vietnam’s largest property in the Spratly Islands.

Army’s RPG Launchers Ordered from Russia to be Delivered Soon

“The Philippine Army (PA) is expected to receive its shipment of Russian-made RPG-7V2 rocket propelled grenade (RPG) launchers in the next few days,” MaxDefense Philippines said in its Armed Forces of the Philipppines (AFP) modernization portal.

The said project was delayed due to issues on United States government’s Countering America’s Adversaries Through Sanctions Act (CAATSA).

The Special Allotment Release Order (SARO) worth PHP408 million was released by Department of Budget and Management (DBM) in June 2018 to cover the Rocket Launcher Light Acquisition Project under the Horizon 1 of the Revised AFP Modernization Program.

National Defense Secretary Delfin Lorenzana and Director General of JSC Rosoboronexport Alexander Mikheev signed the deal for supply and delivery of RPG-7V grenade launchers and ammunition in October 2017 at the sidelines of 4th ASEAN Defence Ministers-Plus Meeting in in Clark, Pampanga.

KUANTAN – Eksesais Taming Sari 19/2019 menyaksikan kejayaan Tentera Laut Diraja Malaysia melakukan penembakan peluru berpandu anti kapal, Exocet MM40 Block II dan Sea Skua.

Eksesais Taming Sari yang merupakan kemuncak Eksesais Kerismas 26/2019 yang telah dilaksanakan semenjak 1 Julai yang lalu.

Penembakan peluru berpandu Exocet MM40 Block II telah dilancarkan oleh kapal KD Kasturi manakala dua peluru berpandu Sea Skua telah dilancarkan dari helikopter Super Lynx.

Menteri Pertahanan, Mohamad Sabu dan Timbalan Menteri Pertahanan, Senator Liew Chin Tong turut hadir menyaksikan latihan ini.



“Apa yang saya lihat adalah TLDM mempunyai keupayaan untuk mengendalikan keupayaan teknologi baharu,

“Kalau dilengkapkan dengan lebih moden, saya percaya TLDM mampu melakukannya,” kata Menteri Pertahanan dalam sidang media di Markas Wilayah laut 1 (MAWILLA 1) di Kuantan, hari ini.

Beliau turut menegaskan bahawa Malaysia merupakan negara maritim dan perlu menjaga khazanah lautnya.

“Saya berharap kelengkapan TLDM dipertingkatkan dari masa ke semasa,” ujarnya yang turut berpuas hati dengan kejayaan tersebut.



Eks Kerismas merupakan latihan terbesar buat TLDM. Latihan ketenteraan yang dijalankan di kawasan laut pantai timur Semenanjung Malaysia menyaksikan kehadiran 13 buah kapal dan sebuah kapal selam TLDM.

Menurut kenyataan yang dikeluarkan oleh Markas Pemerintahan Armada Barat, latihan ini juga turut menyaksikan kehadiran aset-aset TUDM seperti F/A-18D, helikopter EC-725 dan pesawat rondaan maritim Beechcraft B200T.

“Latihan ini dapat memberikan impak positif kepada komuniti maritim di Pantai Timur Semenanjung Malaysia khususnya keyakinan mereka terhadap kemampuan serta komitmen ATM amnya dan TLDM khasnya dalam menjaga keselamatan perairan negara,” jelas kenyataan tersebut.

BAE Systems Looks to Position Hunter-class Frigate for New Zealand

BAE Systems Australia has confirmed a potential move to position the company's Hunter-class frigate design for the Royal New Zealand Navy (RNZN).

A spokesperson for BAE Systems Australia told Jane's on 12 July that given its commitment to deliver the Hunter-class platform to the Royal Australian Navy (RAN) under its Sea 5000 project, it would be "logical" for the Australian government to also pursue international sales of the vessel.

When asked by Jane's to confirm that the company will look to export the Hunter-class frigate to New Zealand, the spokesperson said, "It is critical to understand that the programme to design and build nine world-leading Hunter-class frigates [for the RAN] will also see BAE Systems transfer technology and skills to Australia to enable the development of an enduring world-class naval shipbuilding industry for the nation.

"It would be a logical conclusion for the Australian government and its close allies to consider the potential export opportunities."

The spokesperson's comments followed a news report by the Financial Times newspaper on 11 July, which quoted Steve Timms, BAE managing director for naval ships, as saying "New Zealand is clearly interested" in the company's 6,900-tonne Type 26 frigate, on which the Hunter-class design in based.

According to the report, Timms said a deal with New Zealand could involve "two or three" vessels but declined to elaborate.

BAE Systems Australia signed a AUD35 billion (USD25 billion) contract in June 2018 with the Australian government to locally build nine Hunter-class frigates to replace the RAN's Anzac-class frigates, which have been in service since 1996 and were built by Australian shipbuilder Tenix Defence. Tenix Defence was acquired by BAE Systems in 2008.

India Delivers First Batch of Indigenous Lightweight Torpedoes to Myanmar

India has delivered the first batch of Shyena advanced lightweight torpedoes to Myanmar as part of a USD37.9 million deal that New Delhi signed with Naypyitaw in early 2017.

Official sources told Jane's on 15 July that an undisclosed number of these torpedoes, which were designed by India's Defence Research and Development Organisation (DRDO), had been transferred to the Myanmar Navy (MN), or Tatmadaw Yei, in early July.

Inducted into the Indian Navy in early 2012, the electrically propelled 2.75 m long, self-homing Shyena weighs 220 kg, is packed with 50 kg of explosive, and can be launched from triple-tube launchers on surface ships and helicopters, according to DRDO sources.

MANADOPOSTONLINE.COM—Pertahanan udara di Sulawesi Utara bakal makin kokoh sebagai benteng Negara Kesatuan Republik Indonesia (NKRI). Pangkalan Udara TNI AU Sam Ratulangi Manado tak lama lagi bertipe-A. Tipe A bakal mendorong kehadiran pangkalan militer berupa skadron udara.

Pesawat-pesawat tempur bakalan mondar-mandir di angkasa Sulut. Hal ini diungkapkan Komandan Pangkalan Angkatan Udara Sam Ratulangi (Danlanudsri) Manado Kolonel Penerbang (Pnb) Johnny Sumaryana.

“Seperti kita ketahui, Sulawesi Utara memang berbatasan langsung dengan negara tetangga, Filipina. Nah, pembentukan Skadron sudah sangat dibutuhkan di daerah ini (Sulut) guna semakin memperkuat wilayah udara kita,” ungkap Kolonel Sumaryana, ketika diwawancarai Manado Post di ruang kerjanya, Selasa (16/7) siang.

Lanjutnya, panglima sudah memberi bocoran soal beberapa daerah yang bakal dibentuk skadron. “Ada Manado, Kupang, dan Solo,” ujarnya.

“Karena salah satu syarat naik ke tipe A itu (pembentukan skadron). Selain penambahan pembangunan kantor pangkalan. Sekarang kan masih tipe B. Jadi kita tunggu saja perkembangannya,” sambung Sumaryana.

Rencana tersebut juga untuk mendukung program Presiden RI Joko Widodo, yang ingin terus menguatkan pertahanan udara kita lewat keberadaan pangkalan militer milik TNI AU. Lalu kapan Skadron tersebut bisa dibentuk? Jawabnya tak lama lagi.

“Nantinya akan ada pesawat-pesawat tempur yang nongkrong di pangkalan. Kita juga mulai perluas pangkalan yang ada sekarang. Misalnya penambahan fasilitas apron (tempat parkir pesawat) serta semua kebutuhan pangkalan militer lainnya,” paparnya. “Skadronnya tetap akan berkedudukan di lokasi saat ini (samping Bandara Sam Ratulangi),” bebernya.

Bagaimana dengan pengadaan alat utama sistem persenjataan (Alutsista)? “Misalnya, di Makassar ada Sukhoi-nya. Maka, di Sulut juga akan ada jet-jet tempur dan pesawat-pesawat tempur canggih pendukung lainnya. Tapi untuk sekarang saya belum tahu pesawat jenis apa yang akan hadir di daerah ini,” jelasnya.

Diketahui, jika Lanudsri sudah tipe A, otomatis komandan Lanudsri bakal dikendalikan jenderal bintang satu dengan pangkat Marsekal Pertama TNI.(

PHL Coast Guard’s First OPV BRP Gabriela Silang Finally Launched

The Philippine Coast Guard (PCG) said that its first offshore patrol vessel (OPV) was launched today, July 17 at OCEA’s shipyard in France.

PCG said that the OPV, based on OCEA OPV 270, will be commissioned in the PCG service as Barko Republika ng Pilipinas (BRP) Gabriela Silang.

“It incorporates characteristically modern design with low radar cross section to minimize reflectability and a modern hull design capable of ocean voyage and operations in rough sea condition,” PCG said.

The vessel will be used to patrol the West Philippine Sea, Benham Rise and will be utilized in other anti-piracy and terrorism campaigns of the government in the Southern Philippines.

“This 83.6-meter long vessel has a maximum speed of 20 knots and it has an endurance that will take up to 22 days long and can accommodate 64 crew onboard,” PCG said.

PCG said the OPV is equipped with a mission management system (MMS) with dedicated command and control center, which integrates vessel’s sensors such as radars, automatic identification system (AIS), communications equipment, surveillance equipment, day and night vision camera, etc.

The future BRP Gabriela Silang also carries two 9-meter Rigid Hull Inflatable Boats (RHIBs) with speed of 40 knots specially designed for law enforcement to include visit and boarding of other vessels.

Pesawat N219 Uji Terbang di Pangandaran Selama 3 Bulan

Uji Terbang N219 di Bandara Nusawiru Dipiloti Oleh Putra Daerah

PANGANDARAN,(PR).- Pesawat perintis jenis N219 melakukan uji terbang di atas wilayah Kabupaten Pangandaran dan sekitarnya melalui bandara Nusawiru Cijulang, Rabu, 17 Juli 2019.

Pesawat bertuliskan Produk Anak Bangsa Hadir Untuk Negeri di badan pesawat buatan PT Dirgantara Indonesia itu dipiloti oleh seorang Kapten asal putra daerah Kabupaten Pangandaran. 

Adi Budi seorang pilot pesawat perintis N219 mengaku merupakan warga Kab. Pangandaran yang beralamat di Dusun Cibarengkok, Kecamatan Cijulang. 

"Saya asli Cibarengkok Cijulang, dari putra daerah," ungkap Adi beberapa saat sebelum naik ke pesawat di bandara Nusawiru, Rabu, 17 Juli 2019.

Menurut Adi, Pangandaran cocok untuk melakukan pengujian pesawat, pasalnya kalau di Bandung elevasinya tinggi sedangkan untuk di Pangandaran elevasinya selevel. 

"Jadi untuk pengujian pesawat di Nusawiru bagus. Kita gunakan dua pilot, saya dan teman saya," ujar Adi yang mengaku sudah dari sejak tahun 1991 melakukan uji terbang pesawat. 

Adi pernah juga disuruh ngantar pesawat ke Afrika dan Arab Saudi. 

Selama 3 bulan

Koordinator Infrastruktur Test Area N219 PT Dirgantara Indonesia, Dedi Suhendi mengatakan, rencana uji terbang pesawat N219 akan dilakukan di Pangandaran selama 3 bulan. 

Menurut Dedi, uji terbang pesawat dinilai kritikal sehingga penerbangan tidak boleh di atas populasi area atau tidak boleh di atas pemukiman warga. 

"Uji terbang pesawat N219 sudah dilakukan beberapa kali seperti Bandung, sekarang di Pangandaran mungkin ke depan di daerah mana, sampai sertifikatnya dikeluarkan," ungkap Dedi kepada wartawan Kabar Priangan, Agus Kusnadi.

Dirinya mengatakan, pada pelaksanaan uji terbang pesawat N219 diawaki sebanyak 2 pilot dan 3 crew mekanik dengan lama penerbangan sekitar 2 jam.

"Pilotnya juga bukan pilot asal bisa bawa pesawat aja, tetapi pilot khusus yang bisa membaca kondisi cuaca dan seluruh bagian pesawat termasuk montir," ujarnya

Sementara Kepala Bandara Nusawiru Dinas Perhubungan Provinsi Jawa Barat, Hendra Gunawan menginformasikan, bahwa kondisi cuaca saat ini di wilayah Kab Pangandaran cukup bagus, sehingga uji terbang pesawat tidak mendapat kendala.

Hendra juga mengatakan, rencana perpanjangan runway di bandara Nusawiru akan dilakukan pada tahun 2020. Panjang runway saat ini hanya 1.400 meter.

"Rencananya tahun depan runway akan diperpanjang menjadi 1.850 meter," ujarnya. 

Ditanya soal kesiapan untuk pengembangan bandara Nusawiru, Hendra mengatakan, segala macam perlengkapan bandara baik sarana maupun prasarana nya sudah lengkap.

Pilatus Completes Delivery of Royal Australian Air Force PC-21

TSAMTO - On July 12 Pilatus announced the completion of the assembly of the third PC-21 intended for the Air Force Research and Development Unit of the Australian Air Force (ARDU). According to Scramble Magazine, the aircraft with serial number A54-045 (serial number SN 278, temporary registration number HB-HWS) was presented in gray tones of the Australian Air Force and with an ARDU icon on its tail.

The ARDU aviation research and development unit plans, conducts and analyzes the results of ground and flight tests of existing and new aircraft of the Australian Air Force. The ARDU group consists of four units located at air bases in Edinburgh, Amberley, Richmond and Williamtown, which employ qualified test pilots, flight test engineers and flight test systems specialists. Previously, ARDU received PC-21 aircraft with serial numbers A54-017 (serial number 250) and A54-018 (serial number 251).

According to TSAMTO, judging by the serial number of the third PC-21 for the ARDU group, the delivery program of the Australian Air Force to 49 machines of this type is being completed. In particular, the aircraft intended for the ARDU group is the 45th in the series.

Recall that on September 6, 2015, the Australian Ministry of Defense announced the selection of a consortium headed by Lockheed Martin Australia as a preferred participant in the tender for the supply of a new system of military pilots training for the country's air force under the AIR 5428 project. New aircraft are designed to replace 63 obsolete PC-9/A, as well as the CT-4B Airtreiner. PC-9/A should be decommissioned in 2019 after 30 years of operation.

On 8 December 2015, the Australian Ministry of Defense concluded a contract with Lockheed Martin Australia worth 1.2 billion Austrians. dollars (863 million dollars) for the supply and maintenance of the flight training system based on the TC-21 PC-21. The agreement provides for the delivery of 49 Pilatus Aircraft's PC-21 aircraft, seven flight simulators, the creation of a flight training system, and logistics during the initial seven-year period. Hawker Pacific has been assigned technical support services for aircraft.

The flight tests of the first PCT-21 produced for the Australian Air Force, PC-21 (serial number A54-001), began in June 2016. The transfer of the first pair of aircraft to the air force took place in March 2017 during the international aviation and defense exhibition AVALON-2017. The first 6 PC-21 aircraft were officially adopted by the Australian Air Force in August 2017.

Indonesia Rampungkan Renegosiasi Pesawat KFX/IFX Tahun Ini

Pemerintah Indonesia menargetkan revisi negosiasi kerja sama pembuatan pesawat tempur KFX/IFX dengan Korea Selatan akan rampung pada tahun ini.

Menteri Koordinator Politik Hukum dan Keamanan Wiranto mengatakan rencana itu dalam rapat koordinasi mengenai kelanjutan proyek pesawat tempur generasi 4.5 itu, Kamis.

Wiranto mengatakan sejumlah poin yang akan masuk di dalam negosiasi tersebut yakni mengenai kesepakatan skema pembiayaan antara Indonesia dengan Korea Selatan dalam pembuatan pesawat.

Dalam kesepakatan awal, Indonesia akan membiayai sekitar 20 persen dari total nilai proyek KFX/IFX sementara sisanya akan dibayar oleh Pemerintah Korea Selatan.

Diubahnya skema pembiayaan itu kata Wiranto karena Presiden Joko Widodo fokus menggunakan Anggaran Pendapatan dan Belanja Negara (APBN) untuk pembangunan infrastruktur.

"Mengurangi share Indonesia dalam program pembantuan pesawat tempur KFX/IFX. Mengapa? karena kita juga tidak mau mengganggu persahabatan kedua negara indonesia dan Korea Selatan yang sudah berlangsung lama dan cukup baik," ujar Wiranto.

Wiranto juga menegaskan Indonesia tidak mau kehilangan kesempatan dalam mendapatkan alih teknologi dalam proyek itu.

Apalagi kata dia, Pemerintah Indonesia dalam lima tahun ke depan fokus dalam membangun sumber daya manusia yang berkualitas.

Korea Selatan memahami kepentingan Indonesia menghormati usaha [renegosiasi] tapi dia [Korea Selatan] juga punya batas tertentu dan juga proses di dalam negeri mereka," tambah dia.

Sebelumnya, pesawat tempur KFX dan IFX merupakan pesawat tempur generasi 4.5 yang mengungguli pesawat tempur jenis F-16 dan F-18 buatan Amerika Serikat (AS).

Dalam produksinya, Pemerintah Indonesia melibatkan PT Dirgantara Indonesia.

Pembiayaan proyek ini menggunakan skema 80 persen dari Pemerintah Korsel dan 20 persen dari Pemerintah Indonesia.

Kerja sama pengembangan proyek tersebut berlaku hingga 2026 mendatang.

Pada 2016 lalu, Indonesia menganggarkan Rp21,6 triliun untuk proyek tersebut.

DND to Look for European Military Equipment

MANILA -- Department of National Defense (DND) Secretary Delfin Lorenzana will visit five European countries to look into military equipment and platforms being sold by these nations.

In a message to reporters Wednesday, the defense chief said he will be visiting France, the Czech Republic, the United Kingdom, Spain and Portugal this September.

"Mag-canvass lang muna. Window shop kung meron silang gamit na kailangan at gusto natin na kaya ng budget. (We will just window shop at first to determine if they have equipment we need and if we can afford it based on our budget)," he said.

And when asked what particular equipment they will be checking, Lorenzana said they will be looking into diesel-electric submarines manufactured by France.

"In France, it is their submarines," the DND chief said.

Using European-produced military equipment is not new for the Philippines as the country has acquired two AW-159s "Wildcat" anti-submarine helicopters and 13 AW-109 helicopters, 10 attack and three combat utility versions from Anglo-Italian manufacturer AgustaWestland (now Leonardo) and surface-to-air missiles from MBDA France, to name a few.

The missiles will be used to arm the Philippine Navy's Jose Rizal-class missile frigates being constructed in South Korea while the AW-159 helicopters will be the country's first anti-submarine platforms.

While the attack and utility AW-109s are being used by the Navy and Air Force for internal security operations and other missions.

Banten, Indikatornews.com – TNI Angkatan Laut akan menambah Alat Utama Sistem Persenjataan (Alutsista) dengan kembali membangun 2 unit Kapal Patroli Cepat (PC) 40 Meter di galangan kapal PT. Caputra Mitra Sejati. Pembangunan tersebut diawali dengan prosesi Peletakan Lunas Kapal (Keel Laying) yang ditandai dengan penekanan tombol sirine oleh Wakil Kepala Staf Angkatan Laut (Wakasal) Laksamana Madya TNI Wuspo Lukito, S.E., M.M., di Banten, Kamis (18/7).

Kapal PC 40 yang dibangun rencananya akan memperkuat jajaran KRI di Komando Armada II. Alutsista ini merupakan kapal perang karya anak bangsa yang diproduksi oleh PT Caputra Mitra Sejati, Banten. Kapal Perang tersebut memiliki panjang 45.50 meter, lebar 7.90 meter, tinggi 1.80 meter serta memiliki kecepatan ekonomis 15 knot, kecepatan jelajah 17 knot, kecepatan maksimum 24 knot serta endurance selama 6 hari.

Laksamana Madya TNI Wuspo Lukito dalam amanatnya antara lain menyampaikan bahwa, sebagai bagian integral dari komponen pertahanan negara, TNI AL akan terus mengembangkan dan membangun kekuatannya hingga mencapai kekuatan laut (sea power) yang profesional dan modern serta dipercaya oleh rakyat, sejalan dengan kebijakan Minimum Essential Force (MEF).

“Dalam merencanakan suatu pengadaan Alutsista seperti halnya pembangunan kapal perang ini, memerlukan suatu perencanaan yang matang. Pengadaan bukan saja berarti Angkatan Laut hanya akan memiliki kapal perang ini saja, namun juga harus bisa menggunakan kemampuan dari Alutsista tersebut sesuai dengan fungsi azasi yang diharapkan,” ujar Wakasal.

Turut hadir menyaksikan prosesi Keel Laying ini, para pejabat tinggi di lingkungan TNI AL antara lain, Irjenal Laksda TNI Djoko Erwan, M.Tr (Han), CFrA., Aslog Kasal Laksda TNI Moelyanto, M.Si (Han)., Kadisadal Laksma TNI Prasetya Nugraha, S.T., Kadismatal Laksma TNI Budi Sulistyo, Direktur PT. CMS Kris Pramono serta jajaran Direksi PT. CMS Banten.

Singapore and US Armies Successfully Conduct Exercise Tiger Balm 2019

The Singapore Army and the United States (US) Army successfully conducted an integrated urban operations exercise at the Murai Urban Training Facility (MUTF) today, as part of Exercise Tiger Balm 2019. The brigade-level exercise, which started on 8 July and will end on 19 July, involved approximately 766 personnel from the 76th Singapore Infantry Brigade and 5th Battalion Singapore Infantry Regiment (5 SIR), and the US Army's 33rd Infantry Brigade Combat Team, 2-130th Infantry Battalion (2-130 IN), and 1-23 Stryker Platoon.

During the exercise, 1-23 Stryker Platoon operated with the US' Stryker Combat Vehicles while 5 SIR and 2-130 IN operated with the Singapore Armed Forces (SAF)'s Terrex Infantry Carrier Vehicles. Operating together under the ambit of a Combined Task Force, the exercise troops performed mounted and dismounted actions onto the enemy's objective, before a final assault within MUTF to secure the area of operations. The exercise was supported by the SAF's STrike ObserveR Mission (STORM) team and the US Army's Fire Support Team (FiST) which provided real-time target surveillance and acquisition support. For the first time, an integrated Explosive Ordnance Disposal (EOD) team from the SAF's 36th Battalion Singapore Combat Engineers and US Army's 303rd EOD Battalion also planned and coordinated responses to improvised explosive device scenarios.



Speaking on the significance of this exercise, Commander, 6th Singapore Division Brigadier-General (BG) Lee Yi-Jin said, "Exercise Tiger Balm is an annual bilateral exercise that we do between the Singapore Army and the US Army, and we have been doing this since 1981. 39 years incidentally makes it the longest-standing bilateral exercise that the Singapore Army has, with anybody. I think that, in itself, says something about the relationship that we have – it is an excellent relationship… It is built on professionalism, mutual trust… I think it is not common that two armies can operate like this so comfortably at the various echelons. I think it takes a lot of trust and it takes a lot of confidence in each other… I think it is something that we built up over many years and we are very happy with this exercise."

Hawaii Army National Guard Chief of Staff, Colonel (COL) Stephen Logan also said, "For 39 years this exercise has been ongoing between our great nations, and we not only share our knowledge, our expertise, and our skill-sets but we have built some lifelong friendships here. I think the hardest part for the US forces will be when they have to board the plane and then go home because of those friendships that they have built."



BG Lee and The Adjutant General Illinois National Guard (TAG ILNG), BG Richard R.Neely will co-officiate at the closing ceremony of Exercise Tiger Balm at Mandai Hill Camp on 19 July.

Exercise Tiger Balm was first conducted in 1981 and is the longest-running bilateral exercise between the Singapore Army and US Army. This annual exercise allows both armies to collaborate and share tactics, techniques and procedures, and is the hallmark of excellent and long-standing ties between both armed forces.



Apart from this exercise, both armies also interact extensively through professional exchange programs, cross-attendance of courses, and bilateral and multilateral exercises. These interactions have enhanced the professionalism, and built friendships and mutual understanding between the personnel from both armies.

Indonesia Allocates USD143 Million for Two Naval Hydrographic Vessels

The Indonesian Ministry of Finance has approved an additional IDR2.04 trillion (USD143 million) for the country's 2019 defence budget, with a view on accelerating the procurement process for two new hydrographic survey ships that can be swiftly converted into vessels of opportunity (VOO) for submarine rescue operations.

The funds will be added to the country's previously approved 2019 defence budget of IDR108 trillion, according to an official document seen by Jane's on 17 July.

Jakarta (ANTARA) - Menteri Koordinator Politik Hukum dan Keamanan (Menkopolhukam) Wiranto mengatakan pemerintah mencoba menegosiasi pembayaran kerja sama pengembangan pesawat tempur KFX/IFX dengan skema imbal beli. 

“Kita sedang menyesuaikan, misalnya pembayaran nanti untuk tahap-tahap berikutnya tidak harus dengan tunai, misalnya imbal beli,” jelas Wiranto usai rapat koordinasi khusus di kantor Kemenkopolhukam Jakarta, Kamis. 

Wiranto mencontohkan salah satu skema yang ditawarkan yakni produksi alat-alat pertahanan Indonesia yang dapat dibeli oleh pihak Korea Selatan. Misalnya pesawat CN235 yang saat ini sudah dipakai Korea Selatan. 

Wiranto berharap upaya negosiasi yang sedang dijalankan tetap mengedepankan nilai-nilai persahabatan. Namun kata dia, tetapi jangan sampai Indonesia yang juga ingin menghemat APBN sampai terdesak untuk mengucurkan dana-dana yang cukup besar. 

“Ini dinegosiasikan, yang penting kita maksimal untuk berusaha,” ujar Wiranto. 

Sebelum pelaksaan Rakorsus, Wiranto mengatakan hal itu menjadi tugasnya untuk melakukan negosiasi dengan pihak Korea Selatan, yang mana program itu sudah disepakati oleh kedua presiden dalam pertemuan tahun lalu. 

Wiranto mengatakan pihak Indonesia menunjuk dirinya sebagai koordinator dan Menteri Pertahanan Korea Selatan sebagai ketua tim dari negara mereka. 

Wiranto menyampaikan di satu sisi Indonesia ingin mengurangi pembagian dalam program itu, tetapi tidak ingin juga mengangu persahabatan kedua negara antara Indonesia dan Korea Selatan yang sudah lama dan berlangsung baik. 

Tetapi di sisi lain, Indonesia juga tidak ingin kehilangan kesempatan untuk alih teknologi. Hal itu kata Wiranto sesuai dengan orientasi Presiden Jokowi untuk lima tahun ke depan meningkatkan pembangunan sumber daya manusia (SDM) yang berkualitas. 

Hingga akhir tahun 2018, proses pengembangan pesawat tempur generasi 4,5 yang merupakan kerja sama antara Indonesia dan Korea Selatan, KFX/IFX, sejak 2011 sudah mencapai 20 persen. 

Pesawat-pesawat tempur ini ditargetkan baru bisa diproduksi massal pada 2026 usai uji coba dan sertifikasi. 

Sementara jumlah pesawat yang akan diproduksi mencapai 168, dengan rincian Korea Selatan akan memiliki 120 pesawat terbang dan Indonesia 48 unit.

Singapura Ingin Hapuskan Keempat Tanker Boeing Tuanya

MELBOURNE, Australia - Singapura sedang mencari cara untuk menghapuskan armada pesawat tanker Boeing KC-135R saat pengiriman tanker Airbus barunya berlanjut.

Menanggapi pertanyaan dari Defense News tentang apa yang akan dilakukan negara itu dengan empat pesawat Angkatan Udara Singapura (RSAF) KC-135R, Kementerian Pertahanan mengatakan bahwa “rencana penghapusan sedang dikerjakan dan persetujuan yang relevan akan dicari seperti yang dipersyaratkan."

Defense News memahami dari berbagai sumber setidaknya satu operator potensial telah menyatakan minatnya pada pesawat Singapura ini dan kelihatannya berpotensi membeli pesawat tersebut. Karena KC-135 dibuat di Amerika Serikat, maka metode penghapusan apa pun akan memerlukan persetujuan pemerintah AS sebelum dilanjutkan.

Kementerian menambahkan bahwa "KC-135R akan secara progresif dipensiunkan saat A330 MRTT  dioperasionalkan," meskipun beberapa sumber mengatakan kepada Defense News bahwa armada ini  telah berhenti terbang sejak akhir Juni dengan upacara pemensiunan untuk tipe ini telah dilakukan pada awal Juli.

Singapura mengakuisisi empat KC-135A bekas Angkatan Udara AS yang disimpan di boneyard pesawat di Arizona pada pertengahan 1990-an, lalu membawa mereka ke standar KC-135R dengan mesin yang lebih bertenaga bersama dengan avionics suite baru dan glass cockpit. Keempat pesawat itu, yang semula dibuat antara tahun 1959 dan 1963, mulai beroperasi di militer Singapura pada tahun 1999.

Perkembangan terjadi karena empat dari enam kapal tanker multi peran Airbus A330 yang dipesan Singapura pada tahun 2014 untuk menggantikan KC-135R telah tiba di negara ini setelah diserahkan ke RSAF dari pabriknya.

Selain Singapura, KC-135 masih dioperasikan oleh Angkatan Udara AS, Prancis, Turki dan Chili.
