Govt Mulled New Base for Singapore Fighter Jets

The Government contemplated building a new air base to house a squadron of Singapore fighter jets in New Zealand, newly released documents show. However, worries about the impact on New Zealand’s own military ultimately killed off the plans for good.

In December, Defence Minister Ron Mark told Newsroom the Government had decided against establishing a permanent training base at Ohakea for one of Singapore’s F-15 fighter jet squadrons.

While the National government initiated discussions with Singapore in early 2017, Mark said the potential costs were too high to justify the project.

Now, Cabinet papers released to Newsroom and published by the Ministry of Defence have offered some insight into the lengths officials went to as the Government tried to see if it could make the plans work.

A December report from Mark and Foreign Affairs Minister Winston Peters said an official assessment of the proposal was “strongly in favour on foreign policy grounds”, given New Zealand’s shared strategic interests with Singapore and the likely benefits for the bilateral relationship.

However, the overall assessment was only marginally in favour, with some small long-term economic benefits for Manawatū but a number of negative environmental impacts.

An earlier, more detailed Cabinet report raised specific concerns about the impacts on community wellbeing of noise from the F-15s - one of the loudest aircraft in the world.

Acoustics experts had said at least 75 percent of Sanson properties, as well as the local school, would require acoustic insulation. NZ Defence Force (NZDF) personnel and their families who worked and lived at Ohakea would be in a noise zone where buildings were normally deemed uninhabitable - something that would require $24 million of noise insulation to partially mitigate.

There were also concerns about air and water pollution from extra fuel emissions and used munitions, while the discovery of toxic compounds from firefighting foam used at Ohakea had placed “a significant strain on NZDF’s long-standing relationship with the local community”.

“Although local mayors are still enthusiastic about the proposal, residents’ tolerance of local defence operations has diminished and the noise impact of the F-15s is expected to exacerbate this.”

Previous defence projects at Ohakea, such as the Project Takitini construction of helicopter hangars and support facilities, had not “notably altered the region’s economic fortunes” despite the short-term boost from construction work.

“While the initial cash injection looks lucrative, the benefits would not be enduring and may displace other construction activity.”

RAAF Hawks Back Flying after Three Week Grounding Due to Engine Issue

The Royal Australian Air Force (RAAF) fleet of 33 BAE Systems Hawk 127 Lead-in Fighter Trainers are back flying after being grounded for three weeks following an “engine issue” during a training flight.

The incident that led to the grounding occurred at RAAF Base Pearce north of Perth on May 14, when a 79SQN Hawk was conducting touch-and-go training. The aircraft experienced an unspecified engine issue, and the trainee pilot was able to safely land the aircraft without damage or injury.

Following the incident, the RAAF grounded its fleet of Hawks until June 6 to allow the investigation sufficient time to deliver preliminary findings and to discover a root cause of the engine incident.

In response to questions from Australian Aviation sister publication ADBR, an RAAF spokesman said the “current state of investigations with Rolls-Royce, the Hawk Design Authority (BAE Systems in the UK) and RAAF have allowed the Hawk Lead-In Fighter aircraft to resume flying on Thursday 6 June”.

While there were no operational restrictions to the fleet following the removal of the grounding, the spokesman said “aircrew have been advised to be stringent in their application of existing operational controls to ensure any risk is reduced so far as reasonably practicable”.

The Hawk Mark 127 Lead-In Fighter is a tandem, two-seat jet aircraft. It is used to prepare the RAAF’s fast jet aircrew for operational conversion to the F/A-18 Hornet, F/A-18 Super Hornet and the F-35 Joint Strike Fighter.

The type entered service with the RAAF in 2001 and is powered by a single Rolls-Royce Turbomeca Adour Mk 871 engine.

The fleet recently completed the comprehensive AIR 5438 Lead-in Fighter Capability Assurance Program (LIFCAP) upgrade to better provide advanced training for the next generation of RAAF frontline air combat pilots for aircraft such as the F-35A Lightning II.

It was announced earlier in 2019 that BAE Systems Australia had signed a two-year contract, worth $245 million, to continue sustaining the RAAF Hawk Mk127 Lead-In Fighter fleet at RAAF Base Pearce and RAAF Base Williamtown in New South Wales until at least 2022, with further potential performance-based extensions.

Makassar (ANTARA) - Kepala Staf Angkatan Udara (KSAU), Marsekal TNI Yuyu Sutisna, akhirnya meresmikan base Skadron Udara 33 di Bandara Lanud Sultan Hasanuddin Makassar, Kabupaten Maros, Sulawesi Selatan.

"Tujuan pembangunan Skadron 33 ini untuk pemerataan kekuatan TNI dari barat, tengah dan timur Indonesia. Harapan saya, hadirnya Skadron agar TNI bisa melaksanakan operasi secara maksimal," katanya usai upacara peresmian, Jumat

Selain pelaksanaan latihan operasi dengan mengefektifkan Pasukan Penanggulangan Reaksi Cepat (PPRC) seperti operasi latihan perang, juga akan membantu dalam hal percepatan penanganan bencana alam, pergeseran pasukan, serta kerja-kerja sosial lainnya.

Sebab, selama ini belum ada base skadron di wilayah timur untuk transportasi pesawat angkutan berat termasuk membantu proses pemulihan saat terjadi bencana alam

"Skadron ini bertugas untuk kesatuan, tidak hanya sebagai pesawat angkut berat membantu bencana alam, tapi juga keperluan militer seperti pengiriman pasukan dan logistik.

Skadron 33 memiliki 3 pesawat dari Lanud Abdurahman dan 1 dari Lanud Perdana Halim dengan total empat pesawat," .

"Kedepan, tentu hadirnya Skadron ini akan bekerja sama dengan TNI AD dan AL serta membina skuadron ini dengan melaksanakan latihan, operasi dan membantu Pemerintah Daerah, "katanya.

Menurutnya, pembangunan kekuatan TNI sudah sesuai dengan Rencana Stategis (Renstra) untuk 20 tahun kedepan, termasuk jangka panjang, menengah dan jangka pendek.

Tidak hanya itu, dibentuknya Skadron 33 ini dengan melihat adanya ancaman, dan dasarnya ada. Ancaman tersebut tidak hanya dari musuh tetapi juga ancaman bencana alam serta disparitas harga bahan pokok di daerah timur.

"Berdasarkan ancaman itu dasarnya dan melihat jangka pendek dan panjang. Kita perlu kecepatan dan cepat makanya Skadron ini dibentuk, sebab belum ada Skadron angkut di wilayah timur yang ada Skadron Tempur dan Intelejen," beber dia.

Tambahan lagi pesawat Hercules

Untuk jumlah pesawat Hercules, sebutnya, ada empat dan akan ditambah satu pesawat totalnya lima pesawat Hercules. Hanya saja satu pesawat Hercules tipe J tersebut yang sudah dilengkapi teknologi moderen atau komputerisasi, masih antre dalam proses pembuatan.

"Kenapa di timur?, karena dianggap penting. Selain operasi udara, TNI juga bertugas mengantisipasi disparitas harga kebutuhan bahan pokok dan lainnya pada wilayah timur seperti di Papua. Kita juga menyiapkan pesawat angkut di Tarakan untuk mengantisipasi perbedaan harga di perbatasan, sesuai permintaan Pemda," tambahnya.

Komandan Skadron Udara (Danskadron) 33 Lanud Sultan Hasanuddin, Letkol Pnb Agus Rohimat mengemukakan Skadron 33 adalah bentukan baru khusus pesawat angkut berat dengan tugasnya melaksanakan pemindahan baik personel maupun barang.

Pada tahap awal akan dioperasikan empat pesawat yang didatangkan dari Skadron Udara 31 Lanud Halim Perdanakusuma, Jakarta, dan Skadron Udara 32 Lanud Abdul Rachman Saleh di Malang.

Sementara Komandan Lanud Sultan Hasanuddin (Danlanud), Marsma TNI H Haris Haryanto menambahkan, postur TNI AU akan terus dibangun dalam menguatkan posisi kekuatan TNI di udara.

"Skadron Udara 33 tersebut dibentuk untuk memenuhi postur TNI AU. Selain untuk pengiriman dan pemindahan prajurit, juga mengangkut barang sesuai dengan permintaan pemerintah," tambahnya.

Acceptance, Turn-over and blessing FA-50PH Flight Simulator and Facility

The Philippine Air Force held the Acceptance, Turn-Over and Blessing of FA-50PH Flight Simulator and Facility at 5th Fighter Wing, Basa Air Base, Floridablanca, Pampanga on June 14, 2019 with the Secretary of National Defense, Delfin N Lorenzana as Guest of Honor together with the Ambassador of the Republic of Korea to the Philippines, His excellency Dong-Man Han.

The FA-50PH Flight Simulator is a ground-based simulation training system that can help improve the operational capability of real aircraft through systematic flight training and tactical mission training programs.

It also provides the appropriate training environment for pilots by simulating scenarios similar to actual flight operations.

The FA-50PH Flight Simulator and Facility is part of the Horizon I of the AFP Modernization Project.

The construction of the facility started last October 19, 2018 and was finished last February 20, 2019 with the Korea Aerospace Industries Ltd. (KAI) as the contractor.

Ministry of Defense informed the military aircraft case crashed in Khanh Hoa

TTO - June 14, the Military News Agency of the Ministry of Defense issued a notice about the flight safety of regiment 920.

An IaK-52 flight training session at the Regiment 920

TTO - Air Force 920 is one of the units responsible for training pilots for the army. In order to have a safe flight, all faculty, rooms, workshops, stations ... all have to work together with the highest sense of responsibility.

Air Force 920 - Air Force Officers School of the Air Defense - Air Force is currently stationed at Cam Ranh airport, Khanh Hoa.

Here training flights are carried out on IaK-52 propeller aircraft and usually start at dawn.

At the aircraft gathering area, around 3am, the technicians, information, petrol, health ... were present.


At 4 am, the order to deploy flight from the regimental headquarters, all forces are focused on carefully preparing all aspects, ensuring eligibility for training flights.

Each aircraft has technical staff to do tasks such as starting the engine, pumping gasoline, cleaning glasses ... meticulously checking every detail on the aircraft, ensuring safety before handing over to the pilot.

IaK-52 trainer aircraft

The Yakovle Yak-52 training aircraft was designed and built by the Soviet design department Yakovlev in the 1970s, later licensed by Romani's Aerostar and produced under the name IaK-52.

IaK-52 is equipped with an aviation electronic system according to European standards. Length 7.7m, wingspan 9.3m, 2.7m high, 15m 2 wing area , empty weight 1.015kg, maximum takeoff weight 1,315 kg.


The aircraft has a 9-cylinder single-cylinder Vedeneyev M-14P piston engine that provides 360 horsepower. The maximum speed of 360 km / h, the travel speed of 190 km / h, the range of 500 km, the ceiling of 4,000 m, the climbing speed of 7m / s.

The highest flying speed when weight is 1.315kg on a height of 1000m, with more tires 270 km / h, with more and more ski bars 223 km / h.

Students who learn to fly for the first time use IaK-52 because of advantages such as small, light, simple, easy to control and maintain.

The crew on IaK-52 consists of two people.

Danmenart 2 Marinir Kunjungi Uji Fungsi Roket R-HAN 122 B

Dispen Kormar (Lumajang). Komandan Resimen Artileri 2 Marinir Kolonel Marinir Encep Wahyu Gumelar, S.E., M.M., mengunjungi prajuritnya yang sedang melaksanakan uji dinamik penembakan Munisi Roket R-Han 122B di pantai Dampar Lumajang, Jawa Timur. Kamis (13/06/2019).

Dalam melaksanakan kunjungan tersebut Danmenart 2 Marinir didampingi Pasops Menart 1 Mar Letkol Mar Dian Suryansyah, S.E.,M.M., Pasops Menart 2 Mar Letkol Mar Marhabang, S.H.,M.M., Paslog Menart 1 Mar Letkol Mar Wahyudi, S.E.,M.M., Komandan Batalyon Roket 2 Marinir Letkol Marinir Anthonius Temmy Irawan selaku pimpinan penembakan serta tim penguji dari Kementrian Pertahanan dan PT.Pindad.



Penembakan yang menggunakan dua pucuk Roket MLRS Vampire Grad dibawah komando Danyon Roket 2 Marinir Letkol Marinir Anthonius Temmy Irawan dari tempat stelling yang berada di pantai Dampar Lumajang menuju sasaran yang ditentukan oleh tim penguji.

Usai meninjau penembakan, Danmenart 2 Marinir beserta rombongan melakukan pemeriksaan material Roket Korps Marinir dan memberikan motivasi kepada prajuritnya yang melaksanakan latihan agar tetap mendekatkan diri kepada Allah SWT, melaksanakan latihan sesuai prosedur, mengutamakan faktor keselamatan agar latihan benar-benar zerro accident.



Di akhir kunjungannya, orang nomor satu di jajaran Menart 2 Mar tersebut melaksanakan pengecekan amunisi R-HAN 122B yang akan ditembakkan oleh tim penguji.

PACAF Viper Demo based in Misawa Air Base in Japan as the element of Pacific Air Forces (PACAF) a Major Command of the United States Air Force announced that PACAF Viper Demo Team will make performing for the local community of Indonesia next weekend.

Announcement was made on Saturday, June, 15th 2019 this means performing will be held  on June 22-23, 2019 marks the 70th anniversary of relations between the U.S. and Indonesia.

PACAF Viper Demo Team’s charter includes three primary goals:
1. Support USAF recruiting and retention efforts. 
2. Reinforce public trust in the U.S., its aircraft and personnel.
3. Foster productive relationships with U.S. allies in the Pacific region through cooperation and dedication.

As reported before, Indonesia considered the purchase of two squadrons (32 units) new Lockheed Martin F-16V from United States.

Panus is Preparing to Launch a Custom 8x8 Wheeled Vehicle for the Thai Marines

The latest set of images shows the latest automotive products from Panus Assembly Co Ltd., Thailand that has developed a new 8x8 prototype wheeled vehicle that is designed, developed, and built in Thailand.

This new prototype of Panus was identified as a wheeled amphibious vehicle designed to meet the needs of Royal Thai Marine Corps Headquarters of Royal Thai Navy.

Philippines, Spain armies boost ties with Army chief visit

MANILA, Philippines — The potential of increasing defense ties between the armies of the Philippines and Spain was among the issues discussed during the recent visit to Spain of Philippine Army chief Lt. Gen. Macairog Alberto.

He was the first Philippine Army general to be invited and given honors by the Spanish Army, said Army spokesperson Lt. Col. Ramon Zagala.

The Philippines was a colony of Spain for almost 400 years until 1898 with Spain’s defeat in the Spanish-American War.

Alberto was in Madrid, Spain from June 4 to 11 to explore efforts on training and education that will enhance joint operation capabilities of the two armies.

The Philippines and Spain signed a memorandum of understanding on military training more than a decade ago which allows Filipino officers to study in Spain.

“We are still continuing our MOU on studies. We send officers in their command staff school,” he said.

Zagala said both armies are “slowly” building their defense ties.

Alberto also paid a visit at the Fuerzas Aeromóviles del Ejército de Tierra, the Helicopter Command of the Spanish Army, which opened the opportunity to discuss the Philippine Army’s interest in improving its aviation battalion.

CN235 MPA yang Digabung ke Skadron Udara 27 Tetap Sebagai Pesawat Intai Taktis

AIRSPACE REVIEW (angkasareview.com) – Skadron Udara 27 di Lanud Manuhua, Biak, Papua baru saja diresmikan operasionalisasinya oleh KSAU Marsekal TNI Yuyu Sutisna pada Kamis, 13 Juni 2019. Dalam siaran persnya Dinas Penerangan TNI AU menyatakan, untuk tahap awal skadron ini akan diperkuat oleh empat pesawat CN235 buatan PT Dirgantara Indonesia (PTDI).

Salah satu pesawat yang digunakan sebagai simbol peresmian Skadron Udara 27 adalah CN235 nomor ekor A-2307 yang dipindahtugaskan dari Skadron Udara 2 Lanud Halim Perdanakusuma, Jakarta. KSAU membuka stiker lambang Skadron Udara 2 yang ada di pesawat untuk kemudian berganti menjadi lambang Skadron Udara 27.

Skadron Udara 27 dibentuk sebagai skadron pertama TNI AU di Tanah Papua. Berikutnya, TNI AU juga akan membentuk Skadron Udara 9 di Lanud Silas Papare, Jayapura, Papua dengan kekuatan helikopter Super Puma/Caracal juga dari PTDI.

Selain dari Skadron Udara 2, pesawat CN235 yang dipindahtugaskan ke Skadron Udara 27 adalah dua unit CN235-220 MPA dari Skadron Udara 5. Yaitu pesawat dengan registrasi AI-2317 dan AI-2318. Pesawat ini mengusung beragam peralatan pengamatan dan pengintaian dari udara.

Kepala Dinas Penerangan Angkatan Udara (Kadispenau) Marsma TNI Fajar Adriyanto saat dikonfirmasi oleh Airspace Review menyatakan, dua CN235 dari Skadron Udara 5 yang dipindahkan ke Skadron Udara 27 tetap akan menjalankan tugas sesuai fungsinya.

“Tetap sesuai fungsinya sebagai pesawat intai taktis,” kata Kadispenau, Kamis (13/6/2019) malam.

Para pengawak Skadron Udara 27, baik kru penerbang maupun teknisi, diambil dari Skadron Udara 2, Skadron Udara 5, dan Skadron Teknik 044. Saat ini berdasarkan siaran Dispenau, sebanyak 71 personel sudah siap melaksanakan tugasnya di skadron baru tersebut.

Australian Industry Ready for Next-Gen US Ammo

General Dynamics Ordnance and Tactical Systems (GD-OTS) has been awarded a contract by the Pentagon valued at US$15 million for a prototype of the 155mm XM1113 Rocket-Assisted Projectile (RAP) round.

The agreement was enabled by the US Government’s expanded definition of the National Technology and Industrial Base to include Australia. In a statement, GD-OTS said it is working with Thales Australia to expand the international supply chain and make the round available to overseas customers.

The XM1113 RAP uses rocket technology to deliver greater thrust to the round compared the legacy M549A1. The improvement will enable current US 155mm field artillery systems to fire to a range of 40 kilometres, a 30 per cent increase. When fired from the planned future Extended Range Artillery Cannon, the XM1113 shell will achieve ranges out to 70 kilometres.

“The XM1113 RAP brings enhanced performance to the battlefield, increasing lethality and extending range for the cannon artillery warfighter. PHL Navy Showcases New Amphibious Assault Vehicles

The Philippine Navy showcased its newly acquired amphibious assault vehicles (AAVs) to open its 121st founding anniversary celebration today, June 17 at the Commodore Rudiardo A. Brown Beaching Area (CRABBA) located within the Naval Base Heracleo Alano in Sangley Point, Cavite City, Cavite.

President Rodrigo Duterte attended the event as speaker and guest of honor.

These AAVs are the first four of eight ordered AAVs from South Korea. These AAVs, operated by the Philippine Marines, can be deployed from ship to shore through Tarlac-class landing platform docks.

These vehicles were acquired from South Korea's Hanwha Techwin (now Hanwha Defense Systems) under the Philippine Navy's Amphibious Assault Vehicle acquisition project, a Horizon 1 Phase Priority Project under the RAFPMP.

Australia Progressing Plans to Upgrade Cocos Keeling Islands Airport to Support P-8A MPA Operations

Australia is moving ahead with plans to upgrade facilities at the Cocos Keeling Islands airport to support operations using P-8A Poseidon maritime patrol aircraft (MPA): a move that will significantly extend the country’s surveillance capability in the northern Indian Ocean.

A Department of Defence (DoD) Request for Tender released on 14 June sought planning proposals by 8 August under Project 8129 for the strengthening and widening of runways, taxiways and aprons, improvements to airfield stormwater infrastructure, and refurbishment of airfield ground lighting “to meet [the Department of] Defence’s operational and support requirements”.

The estimated value of the upgrade was put at AUD190–220 million (USD133–154 million).

TNI AU. MANADO – DISPENAU. Meningkatkan profesionalisme prajurit angkatan udara, sekaligus memperkokoh persahabatan dua negara yang telah terjalin selama 70 tahun, menjadi tujuan TNI AU dan Angkatan Udara Amerika Serikat (United States Air Force-USAF) menggelar latihan bersama (latma), di Lanud Sam Ratulangi (Sri) Manado, Sulawesi Utara.

Latma bersandi “Cope West 2019” ini dibuka secara resmi dengan upacara militer dan bertindak selaku inspektur upacara (Irup) Komandan Wing Udara 3 Lanud Iswahjudi Kolonel Pnb M. Satriyo Utomo, yang didampingi Vice Commander 35th Fighter Wing, Colonel Paul Donald Kirmis selaku Exercise Director dari TNI AU dan USAF, Senin (17/6/2019).

Kolonel Pnb M. Satriyo dalam sambutannya menyampaikan latihan ini memberikan kesempatan bagi kedua angkatan udara untuk meningkatkan kemampuan dan profesionalitas personel, baik TNI AU maupun USAF yang terlibat dalam latihan ini.

“Yang terpenting adalah untuk mempererat hubungan bilateral, tidak hanya antara kedua angkatan udara, tetapi juga antara kedua negara, yang akan sangat berguna bagi kita di masa yang akan datang,” ujar Danwing 3.

Pada kesempatan ini Danwing 3 juga mengingatkan agar seluruh peserta latihan selalu mengedepankan keselamatan terbang dan kerja (lambangja) sehingga seluruh latihan dapat berjalan dengan aman dan lancar.

Senada dengan Danwing 3, Colonel Paul D. Kirmis juga mengatakan bahwa latihan ini akan memberikan kesempatan untuk memperkuat persahabatan yang sudah ada seraya mengasah kemampuan dan keterampilan personel yang terlibat.

“Kami semua sangat bersemangat untuk melaksanakan latihan ini. Bersama kita akan mendorong keamanan, stabilitas dan kemakmuran di seluruh wilayah Indo-Pasifik,” ujarnya.

Selain melibatkan 13 pesawat tempur dari TNI AU dan USAF, Cope West 2019 juga didukung hampir 300 personel dari kedua Angkatan Udara.

TNI AU mengerahkan 7 pesawat tempur F-16 dari Skadron Udara 3 Lanud Iswahjudi Madiun sementara USAF mengerahkan 6 pesawat dari 14th Fighter Squadron yang berpangkalan di Misawa Jepang.

Hadir dalam pembukaan latihan, Duta Besar AS untuk Indonesia YM. Joseph R. Donovan Jr., Gubernur Sulawesi Utara Olly Dondokambey, S.E., Pangdam XIII/Merdeka, Kapolda Sulut, Danlanud Iswahjudi, Danlantamal VIII, Danrem 131/Santiago, jajaran Forkopimda Sulut, Paban III/Lat Sopsau, Danlanud Samratulangi serta pejabat TNI-Polri wilayah Manado lainnya.

Philippines Opens Landing Dock Acquisition Project

The Department of National Defense (DND) has released the invitation to bid for two units of landing docks for the Philippine Navy with approved budget for contract of PHP5,560,000,000.00.

The Philippine Navy is currently operating two Tarlac-class landing platform docks acquired under Armed Forces of the Philippines (AFP) Modernization Program First Horizon.

This new landing dock acquisition project is under the AFP Modernization Program Second Horizon.



“The DND/AFP, sealed bids for the Acquisition of Two (2) units New Construction Landing Docks Vessels with Four (4) units Landing Craft Utility (LCU) and Four (4) units Rigid Hull Inflatable Boat (RHIB) with Integrated Logistics Support (ILS) for the Philippine Navy. Delivery of Goods or the contract duration should not be later than 1,095 calendar days as per Bidding Documents. Similar contract shall refer to the construction and delivery of Military Vessel with a minimum gross tonnage of 7,000 tons,” the DND said in its invitation to bid.

“The Philippine Navy requires tie-up with local companies or shipyard so that a minimum of one (1) unit of the LD will be constructed in-country,” it added.

A pre-bid conference is set on June 20, 2019. The bid opening is scheduled on July 04, 2019.

The future of AAPC 01 cars, the prototype of the rubber wheel vehicle for the mission of the Marine Corps, according to Defense Technology Institute (DTI) with the Navy. What will it be, will it be just a research result, or will it be built to be used in the duty.



AAPC 01 is a amphibious water vessel for transporting personnel, weapons, and various devices of the battle. Land on the move from ship to shore, truck to the ship and tactical operation, land from the sea. The coast goes to the destination of the beach and continuation in the battle area.



Weight 21-30 tons, length 7-8 meters, width 2-3 meters, speed on the road 80km/h, water speed 10-15 km/h, operation range on the terriers 600 km. The Chief of the car. Car 1 Mr. Pol Drive 1 Mr. Pol 1, you can carry the infantry for less than 11 troops.



The weapon system is 30 mm, firearm system 7.62 mm, and the 400 horsepower engine,  smoke bomb machine for driven on the terriers and in water, which is currently in progress and evaluation by the Marine.

Jokowi Luncurkan Perpres Pengadaan Alat Pertahanan-Keamanan

Jakarta, Gesuri.id - Presiden Jokowi telah menandatangani Peraturan Presiden (Perpres) Nomor 27 Tahun 2019 tentang Syarat dan Tata Cara Pengadaan Alat Peralatan Pertahanan dan Keamanan Produk Industri Pertahanan dengan Kontrak Jangka Panjang.

Hal itu untuk melaksanakan ketentuan Pasal 44 ayat (4) Undang-Undang Nomor 16 Tahun 2012 tentang Industri Pertahanan. Alat Peralatan Pertahanan dan Keamanan yang selanjutnya disebut Alpalhankam, menurut Perpres tersebut adalah segala alat perlengkapan untuk mendukung pertahanan negara serta keamanan dan ketertiban negara.

Disebutkan dalam Perpres tersebut, Industri Pertahanan menghasilkan Alpalhankam yang terdiri atas: 
a. alat utama sistem senjata; 
b. alat pendukung; dan 
c. alat perlengkapan.

“Pengadaan Alpalhankam sebagaimana dimaksud huruf a dilakukan dengan Kontrak Jangka Panjang,” bunyi Pasal 2 ayat (2) Perpres tersebut.

Sedangkan untuk pengadaan Alpalhankam sebagaimana dimaksud huruf b dan c, menurut Perpres ini, dilakukan dengan Kontrak Jangka Panjang jika memenuhi kriteria: a. digunakan sebagai alat material khusus Kepolisian Negara Republik Indonesia (Polri); dan b. digunakan sebagai alat utama dalam rangka melaksanakan tugas pokok kementerian dan/atau lembaga.

“Jenis produk Alpalhankam yang dilakukan dengan Kontrak Jangka Panjang ditetapkan oleh Ketua KKIP (Komite Kebijakan Industri Pertahanan) dengan mempertimbangkan usulan pengguna melalui mekanisme pengambilan keputusan KKIP,” bunyi Pasal 2 ayat (4).

Selain Alpalhankam, menurut Perpres ini, pengadaan Alpalhankam dapat dilakukan dengan Kontrak Jangka Panjang sepanjang memenuhi kriteria: 
a. proses produksi lebih dari 1 (satu) tahun; 
b. memenuhi persyaratan operasional; 
c. memiliki spesifikasi teknis sama selama kurun waktu 5 (lima) tahun atau lebih; dan/atau 
d. bernilai strategis sesuai kebutuhan pengguna.

Pengadaan

Pengadaan Alpalhankam dengan Kontrak Jangka Panjang, menurut Perpres ini, harus memenuhi persyaratan: 
a. tercantum dalam Rencana Induk Pemenuhan Kebutuhan Alpalhankam yang ditetapkan oleh Ketua KKIP; 
b. dilakukan oleh Menteri (yang menyelenggarakan urusan pemerintahan di bidang pertahanan), menteri, atau pimpinan lembaga; dan 
c. dapat diproduksi oleh Industri Pertahanan.

“Pengadaan Alpalhankam untuk pertahanan negara dilakukan oleh Menteri, pengadaan Alpalhankam untuk keamanan dan ketertiban masyarakat dilakukan oleh menteri, Kepala Kepolisian Negara Republik Indonesia (Kapolri), atau pimpinan lembaga sesuai dengan ketentuan peraturan perundang-undangan,” bunyi Pasal 5 ayat (2) Perpres ini.

Disebutkan dalam Perpres ini, pengadaan Alpalhankam dengan Kontrak Jangka Panjang dilakukan dalam bentuk: 
a. pengadaan barang pemerintah; atau 
b. penugasan pemerintah.

Pengadaan barang pemerintah sebagaimana dimaksud dengan huruf a dilaksanakan sesuai dengan ketentuan peraturan perundang-undangan. Sementara penugasan pemerintah sebagaimana dimaksud dengan huruf b dapat digunakan untuk: 
a. Alpalhankam dengan tingkat kerahasiaan tinggi; 
b. penelitian dan pengembangan untuk prototipe Alpalhankam; dan/atau 
c. tahap lanjutan dari prototipe untuk menghasilkan produk yang siap untuk diproduksi massal (first article) Alpalhankam.

Selanjutnya pengendalian dan pengawasan Pengadaan Alpalhankam dengan Kontrak Jangka Panjang, menurut Perpres ini, dilaksanakan oleh Ketua Harian KKIP, yang diatur dengan Peraturan Menteri.

“Peraturan Presiden ini mulai berlaku pada tanggal diundangkan,” bunyi Pasal 12 Peraturan Presiden Nomor 27 Tahun 2019, yang telah diundangkan oleh Menteri Hukum dan HAM Yasonna H. Laoly pada 2 Mei 2019 itu.

Philippines To Beef Up Navy With Two New Corvettes

Philippine President Rodrigo Duterte has green-lighted an acquisition plan for two new corvettes and other naval assets, the Philippine Navy chief Vice Admiral Robert Empedrad said on June 17, 2019 - Naval News.

In a speech celebrating the Philippine Navy’s 121st founding anniversary in Sangley Point in Cavite province, Empedrad said the two corvette vessels plus other assets will cost about US$669 million.

Empedrad stated the two warships, which costs about US$535 million, are more expensive but more capable than the two brand new frigates which are currently being constructed by the South Korean shipyard Hyundai Heavy Industries for US$344 million. Hyundai is expected to deliver the ships in April and September next year.

The Philippine Navy currently operates three classes of corvette vessels belonging to the the Rizal, the Malvar and the Jacinto classes.

Besides the two corvettes, Empedrad said the President Duterte also approved the acquisition of eight fast attack interdiction boats equipped with anti-boat missile systems with an approved budget of US$191 million.

Empedrad said other projects are in the pipeline, including the upgrade of the navy’s two patrol vessels, acquisition of two submarines, and shore-based missile systems.

He said a second-hand Pohang-class corvette donated by South Korea is due to arrive next month. Empedrad said the deployment of BRP Condrado Yap and other multi-purpose attack craft of the Navy “will hasten the end of the 50-year-old (communist) insurgency problem.”

Viking Air Wins Launch Order for CL-515 Water Bomber

Viking Air has secured a launch order for its new-generation CL-515 water bomber from Indonesia, with a seven-unit deal that also includes a single modernised CL-415EAF.

Jakarta will acquire four CL-515s in a "first responder" multimission configuration, and two examples delivered in a configuration optimised for aerial firefighting missions. Deliveries are set for 2024. No value was disclosed for the transaction.

In addition, the agreement provides for the enhancement of a CL-215 to the new CL-415 Enhanced Aerial Firefighter standard.

Upgrade work is to be performed by Viking sister company Longview Aviation Services.

Although the agreement with Indonesia is a firm one, it still hinges on parent company Longview Aviation Capital approving the launch of production.

The CL-series programme was acquired by Longview from Bombardier in 2016.

"We are thrilled to welcome Indonesia as the first customer for this extraordinary aircraft," says David Curtis, chief executive of Longview Aviation Capital, describing the contract as a "major milestone" in bringing the twin-turboprop to market.

"The confidence of a sovereign government in our programme is matched by our own confidence in our ability to deliver this new aircraft platform to the world."

Curtis says it is nearing a decision on manufacturing and final assembly sites for the CL-515 and expects to "complete the remaining programme milestones in the near future".
