In January 2019, Spetstekhnoexport, the Main Contingent Artillery, exported by sea to the Ministry of Defense of Indonesia a batch of 100-mm rounds UOF-2T for the Russian cannon 2A70 infantry fighting vehicle BMP-3F worth $ 349,440.

Goods in quantities of 273 pcs. delivered in a disassembled state in 137 wooden boxes with shots and 5 wooden boxes with fuses RGM-2M, packed on 8 wooden pallets. The total weight is 5088.17 kg.

High-explosive fragmentation shots of a 100-mm UOF-2T caliber are developed and produced by TASKO Corporation, Rubin-2017 LLC, affiliated with it, in cooperation with the State Research Institute of Chemical Products (Shostka) and the Shostkin governmental plant Zvezda »As a Ukrainian analogue of 3UOF17 shots with a Russian-made ZOF32 projectile for the BMP-3F previously assigned to the Marine Corps of the Indonesian Navy.

The equipment of the 3OF32 case, the manufacture of igniters and charges and the conduct of ballistic tests were carried out in the summer-autumn of 2018 under the agreement 1-59 / 2018-VGT in Shostka of the State Research Institute of HP and Zvezda.

“TASKO” corporation at the international exhibition “Arms and Security-2018”, which was held in Kiev from October 9 to 12, 2018, presented “100-mm high-explosive ordnance to the 2A70 cannon used by Soviet infantry fighting vehicles BMP- 3 Two types of such shells have been developed - an analogue of the old Soviet ammunition with a range of 4 km and a new one that can hit a target at a distance of up to 7 km. ”

RGM-2M fuses are manufactured by KP Shostkinsky State Plant Impulse.

It is interesting that the Armed Forces do not have either BMP-3s or 2A70 artillery launchers, but this type of ammunition was one of the first to go into mass production with new equipment obtained as part of the state targeted program for the development of the ammunition industry.

Multi Purpose Mission Ship was proposed by Muhibbah Engineering (photos : MFH)

Port Klang-based Muhibbah Engineering is offering its 100 meters Multi Purpose Mission Ship (MPMS) to fulfill the requirement by the Malaysian Maritime Enforcement Agency (MMEA) for two motherships to be deployed to the eastern and western sectors of the South China Sea.

The proposed MPMS features stowing capabilities for six Rigid Hull Inflatable Boat (RHIB) as well as flight deck on the bow to accommodate one helicopter. The stern deck is large enough to accommodate missionised  hangar or to enable catapult launched or vertical take off and landing (VTOL) unmanned aerial vehicle (UAV) operated by the coast guard.

The MPMS is also equipped with 30mm Remote Weapon Control System (RCWS) similar to the Bagan Datuk-class New Generation Patrol Craft (NGPC) and the new Offshore Patrol Vessel (OPV) that the coast guard has in its fleet.

A scaled model of the MPMS was displayed at the company’s booth during the Langkawi International Maritime & Aerospace (LIMA) 2019 show last March.

Muhibbah Engineering also took the opportunity to showcase its CJ66 Fast Interceptor Craft (FIC), essentially a Rigid Hull Inflatable Boat (RHIB) which features deep V shaped hull for better high speed handling. Powered with three 350 horse power engines, the CJ66 could reach maximum speed of 60 knots.

Muhibbah Engineering is able to customised the CJ66 according to the needs and requirement set by the client including the provision of shock absorbing seats, helm console position, long range thermal imager camera, weapon integration mounts, ballistic protection and cabin configurations.

The CJ66 is proposed as the FIC element for the MPMS. During Defence Service Asia (DSA) 2016 exhibition, the marine craft as well as a coaxial rotor, peanut shaped VTOL UAV (which looks like Canadair Cl-227 Sentinel) have been jointly promoted as integral element of the company’s bid to ESSCOM in the form of Mobile Offshore Base (MOB).

The MOB provides effective and real time C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance), increasing Situational Awareness capability to Security Forces.

In line with the main objectives of seabase deployment along the waters of eastern Sabah, the MOB provides better respond and reaction time to counter any unwanted elements. It can be mobilized into high security threat area or other areas for other tasks such as to assist disaster relief or SAR (Search & Rescue).

ESSCOM had previously outline the need for six seabases to be deployed along the waters of Sabah. The Royal Malaysian Navy (RMN) currently deploys three seabases namely the KA Bunga Mas 5, KA Tun Azizan and PL Tun Sharifah Rodziah while the Royal Malaysian Police (RMP) Marine Operation Force deploys one Supply Base vessel, the PSB-1 and one Landing Craft, the PLC-1.

The coast guard first set forth its idea of operating mothership or seabase in mid 2017 following intrusion by foreign coastguard and fishing ships into Malaysian territorial waters. Several incident of sea robbery in the western waters of the South China Sea has also prompted the coastguard to look for such platform. (here)

Since then, the coastguard has received several proposal including from shipping industries in Sarawak.

Muhibbah Engineering is the company responsible for building the famous MV Polaris, a buoy tender ship operated by the Malaysian Marine Department (Jabatan Laut Malaysia – JLM) which was involved in naval standoff with Singapore off Johor earlier this year that has resulted both countries to withdraw their maritime border extension plan and returned to previous status quo.

MV Polaris had also makes its appearance during LIMA 2019 and became one of five civilian vessels that participated in the naval review off the waters of Langkawi in conjunction with the event.

Panser Pandur II CZ mendapat proteksi tambahan berupa add-on passive armour buatan Rafael, Israel.

Turkish naval shipbuilder Savunma Teknolojileri Mühendislik ve Ticaret (STM) has made a formal presentation on its Type 214 and Type 209 submarine designs to senior Indonesian Navy (Tentara Nasional Indonesia - Angkatan Laut: TNI-AL) officials, with the intention of eventually offering the boats for Jakarta's further submarine requirements.

The presentation was made at the Neptunus Building within the TNI-AL's headquarters in Cilangkap, East Jakarta, on 12 February 2019, according to de-classified meeting documents that have been provided to Jane's . Also present during the meeting were STM's local representative in Indonesia, PT Cipta Citra Perkasa, and the crew of Indonesia's second Nagapasa-class submarine, KRI Ardadedali (404).

Indonesia signed a contract for its first batch of three Type 209/1400 Nagapasa-class submarines with South Korea's Daewoo Shipbuilding and Marine Engineering (DSME) in 2011. Two of the vessels acquired under this batch, KRI Nagapasa (403), and Ardadedali , have been commissioned, while a third boat, Alugoro (405), was launched on 11 April 2019.

A day later Jakarta signed a contract for a second batch of Type 209/1400 submarines with DSME. This batch will bring Indonesia's fleet of submarines to eight by 2024, when including its pair of German-built Cakra-class boats that were commissioned in the early 1980s. This fleet strength is line with the revised objectives found in the Indonesian Armed Forces' modernisation blueprint known as Minimum Essential Force (MEF).

However, beyond 2024 Indonesian naval planners maintain the requirement for a total submarine fleet strength of 12 to adequately defend its vast archipelago. This means Jakarta could eventually acquire up to four vessels under its third submarine acquisition programme.

Perth-based Total Marine Technology has secured its first Royal Australian Navy contract as it landed a deal to design and deliver a remotely-operated vehicle (ROV) for the service’s new submarine rescue system (SRS).

TMT was selected by Phoenix International, who is in charge of delivering the new air transportable submarine rescue service under a contract from March 2019.

TMT will also design and supply the external propulsion and non-life support-related electrical and control systems as well as the submarine rescue bell.

The rescue system will be accepted into operational service in 2022 and will be one of four air transportable systems in the world. The primary mission of the system is to deliver rescue capability to the Royal Australian Navy’s submarine fleet. It will also be capable of supporting other submarine operating nations by means of the NATO standard escape hatch.

The SRS will be based in Western Australia and support both the Collins-class submarine force and the Attack-class submarines for the next 25 plus years.

Palm Oil Defence Offset the Way Forward, Says Kok

KUALA LUMPUR: Defence equipment procurement via offset deals is the way forward to prop up palm oil sales.

And with palm oil prices sagging, it may well save the jobs and business of millions of Malaysians, says Primary Industries Minister Teresa Kok.

She said such a barter trade would augur well towards increasing the export of palm oil and improving the nation’s trade balance with foreign countries.

“We most welcome such trade offset deals which will also save us foreign exchange, while boosting the sale of our palm oil,” she said in reference to Defence Minister Mohamad Sabu’s forthcoming visit to Russia on Saturday.

Mohamad is leading a high-level defence delegation to Moscow and is scheduled to meet Russian Defence Minister Sergei Shoigu and its President Vladimir Putin, during his four-day visit.

Mohamad is attempting to engage in billion-dollar trade-offs on defence and security procurement, including military aircraft, armaments and software, to spur palm oil sales via the transfer of technology and job spin-offs.

The New Straits Times understands that his visit concerns the future of the RMAF’s existing fleet of 18 Sukhoi Su-30MKM Flankers and the grounded MiG-29N Fulcrums.

Malaysia is also considering Russia’s offer of the fourth-generation Su-35 or even its latest Su-57E (the equivalent of the United States’ F-22), and eight units of Ansat, Mil Mi-8/17 and Kamov Ka-32A11DC from Russian Helicopters.

Also on the cards is the Yak 130 as a trade-in for the RMAF’s ageing lead-in fighter trainer, the Italian-made Aermacchi MB339.

Rostec State Corp’s international cooperation and regional policy director Viktor Kladov said Russia was committed to drastically increase its purchase of palm oil from Malaysia.

Kladov had said that Russia was willing to buy Malaysian palm oil in substantial amounts to improve the bilateral trade balance, with the possibility of trade-offs for arms and defence procurement.

Kok added that many countries like Russia had shown a keen interest in using palm oil as a biofuel, including in the aviation sector.

“So, too, have other countries like India, China, Pakistan, Iran, Turkey, African nations and those from the Middle-East,” she said at the ‘5th Tan Sri B. C. Sekhar Memorial Lecture 2019’ at the Royal Selangor Club at Dataran Merdeka.

Kok added that the livelihoods of some 650,000 smallholders were at stake owing to the anti-palm oil lobby by Europe and the United States.

“Such destructive campaigns have discredited us for deforestation, loss of biodiversity, destruction of critical habitat for endangered species and labour issues,” she said.

And the RM22 billion required to bail out the Federal Land Development Authority (Felda) was of no help to the oil palm industry, either, she said.

“Palm oil is cholesterol-free and as good as olive oil for nutritional consumption, with an increasing demand for its use as edible oils.

“There have been no reported ill effects to health like causing cardiovascular disease, as claimed by some quarters.

“Therefore, the public should not shy away from consuming or using palm oil-based products,” she said.

Another industry player, who spoke on condition of anonymity, said that the drop in palm oil prices had caused a chain reaction.

“Many smallholders, transport operators, fertilizer suppliers and sundry owners have gone bust in Sandakan (in Sabah) and Gurun (in Kedah).

“Felda schemes are failing and planters are suffering,” he said, recounting how the nation managed to produce 20 million tonnes for last year, accounting to about RM48 billion.

Meanwhile, Malaysian Scientific Association’s past president Tan Sri Salleh Mohd Nor said genomics and molecular markers had been used to increase palm oil yield.

“There are an estimated two billion palm oil consumers, globally.

“But adverse publicity on palm oil, and its adulteration with additives and colouring agents are damaging it,” he said.

Malaysian Oil Palm Board biology advisory committee chairman Denis Murphy urged Malaysia to avoid a trade war but instead look at rebranding, increasing yields and extending the oil palms’ life span.

“You are not big enough to win. So, focus on being smart by forging partnerships.

“Also, avoid promoting biodiesel for motor-vehicles as manufacturers were rolling out power efficient cars,” he said.

Lecture organising committee chairman Ramachandran Nair warned that Malaysia risked being a sunset industry for commodities like palm oil and rubber by the next decade if drastic remedial actions, via partnerships, were not taken.

KUALA LUMPUR : Kapal tempur pesisir pantai (LCS) pertama milik Tentera Laut Diraja Malaysia (TLDM), LCS Maharaja Lela dijangka ditauliahkan pada 2021, kata Panglima Tentera Laut, Laksamana Datuk Mohd Reza Mohd Sany.

Korps Marinir TNI AL memiliki 34 unit kendaraan BTR-50PK (image : Korps Marinir)

BTR-50PK Korps Marinir: Masih ‘Orisinil’ Dengan Performa Maksimal

“I’m proud that more than 200 full time positions will remain in Australia to carry out this very important work supporting the Army Aviation Australia-wide, including the creation of apprenticeships in Darwin,” he added. “Moreover, our Airbus engineering capabilities continue to expand thanks to this contract, with key software and modifications being developed on Australian soil.”

Mr Mathewson also said that there would be a cycle of continuous improvement as Airbus continues to learn from the extensive operational experience gained by Tiger helicopters in other countries.

“This is an aircraft type that will serve on into the 2040s in the worldwide fleet. “We will endeavour to provide the best armed reconnaissance helicopter capability in Australia over the same timeframe,” he said.

The two-seater ARH Tiger attack helicopter serves as a key asset for the Australian Army. Today, the fleet of 22 ARH Tiger has flown over 30,000 hours, deployed for day-and-night surveillance and fire-support missions. Globally, 181 Tigers have been delivered to Australia, France, Germany and Spain, and have accumulated over 115,000 flight hours to date. First deployed by the French Army in Afghanistan in 2009, the Tiger continues to demonstrate its essential role on theatres of operation as a highly versatile, stealthy, and maneuverable attack helicopter.

KD Perantau 151, kapal hidrografi TLDM (photo : Utusan)

Pengarah Kanan Hidrografi, Laksamana Pertama Dr. Najhan Md.

State-owned oil and gas holding company Pertamina plans to buy Airbus A400 aircraft to be operated by PT Pelita Air Service (PAS), an airline owned by Pertamina and PT Pertamina Pedeve Indonesia, an official has said.

State-Owned Enterprises (SOE) Ministry undersecretary for financial, survey and consulting services Gatot Trihargo did not reveal details on the plan, such as the number of aircraft to be purchased.

The official said Indonesia had used the Airbus A400 for natural disaster mitigation in the past.

“The rescue mission for the Palu earthquake could be implemented quickly because the Airbus A400 could land on the short runway yet carry a larger number of passengers than Hercules planes,” Gatot said recently, as quoted by kontan.co.id.

With the new planes, PAS could transport cargo to Papua as well as other remote regions, the official noted, adding that the plane was expected to arrive this year or next year.

He said PAS was expected to join a state-owned aviation holding company that was being prepared by the SOE Ministry.

The government is likely to appoint PT Survei Udara Penas to head the holding company, which is expected to also include flag carrier PT Garuda Indonesia and airport operators PT Angkasa Pura I (AP I) and PT Angkasa Pura II (AP II).

“Garuda as an open company cannot easily become the leader of the holding company, while Penas is a small company but booked Rp 3 billion (US$213,041) last year. It will be easier [for that firm] to become [the] leading company,” he added.

Malaysia to countertrade palm oil with LCA (photo : quwa)

The Malaysian government is in discussion with countries including Russia, China, and Pakistan over deals to procure defence equipment in exchange for palm oil, Malaysian Defence Minister Mohamad Sabu has stated.

In comments reported by local news agencies on 19 April, Mohamad Sabu said the move forms part of Malaysia’s resurgent strategy to utilise national commodities instead of state funds. “We have been working towards a barter system and have received a positive response,” he said.

He said Russia, China, and Pakistan had all expressed a willingness to accept transfers of Malaysian palm oil in part exchange for materiel. Mohamad Sabu also said that he planned to discuss such countertrade deals with Russia during his four-day visit to Moscow, which started 20 April.
