MANILA -- The Philippine Navy (PN) will now be more capable of tracking and neutralizing hostile submarines if needed, as part of efforts to secure the country's waters.
This as the South Korean-made LIG Nex1 "Blue Shark" lightweight torpedoes, which will serve as the primary weapon of the two Leonardo AW-159 "Wildcat" anti-submarine helicopters acquired by the Navy, are now in the country.
"It was delivered in accordance with the timeline of the project in support of the anti-submarine capability of the AW-159 (anti-submarine helicopters)," Navy public affairs office chief, Lt. Commander Maria Christina Roxas said in an interview Wednesday.
The torpedoes were delivered to the Philippines on July 18, 2019, she said.
Roxas, however, declined to give the specific numbers of the torpedoes delivered for the PN but said there are "sufficient in quantity".
The "Blue Shark" lightweight torpedoes are also capable of shallow and deepwater operations are capable of speeds up to 45 knots. It also weighs 290 kilograms, a diameter of 324mm and a length of 2,700mm.
It can also be fitted to aircraft and warships aside from helicopters including the PN's two newly-acquired AW-159s which were delivered on May 7 of this year and commissioned only on June 17.
The two "Wildcat" helicopters will be deployed aboard the two Jose Rizal-class missile frigates now being completed by South Korean shipbuilder Hyundai Heavy Industries and scheduled for delivery in 2020.
The AW-159s were acquired for PHP5.4 billion including its munition, mission essential equipment and integrated logistic support.
The AW-159 (previously called the Future Lynx and Lynx Wildcat) is an improved version of the Westland Super Lynx military helicopter. The helicopter has been ordered for the Royal Navy and British Army.
It is capable of speeds of 291 km/h (181 mph), range of 777 km (483 miles), ferry range of 963 km (598 miles) and an endurance of one and a-half hours (four hours and 30 minutes if fitted with auxiliary fuel tanks).
The AW-159s can also be armed with rockets, machine guns, missiles, torpedoes and depth charges and fitted with modern sonar systems for tracking down submarines.

KUALA LUMPUR: THE job of a commanding officer (CO) in a warship is becoming challenging. Lt-Cdr Mohd Zayyani Mohd Fauzy of the Royal Malaysian Navy (RMN) can attest to this after serving as the captain of KD Yu for more than 1½ years.
With a crew complement of 40 officers and sailors, Zayyani commanded the Jerong-class fast-attack craft from December 2017 until July 2019.
KD Yu was commissioned on Nov 15, 1976, which means she will be celebrating her 43rd anniversary on Friday.
Captaining a warship for the first time, Zayyani had to manage his crew’s morale, competency and capability. He also had to handle an ageing vessel in terms of readiness and seaworthiness, on top of executing KD Yu’s many assignments.
Based in Sandakan under Naval Region II Command, the ship is assigned to patrol the waters of eastern Sabah.
Under Zayyani’s command, KD Yu had undertaken bilateral and multilateral operations, such as the Trilateral Maritime Patrol initiative with the Philippine and Indonesian navies, besides patrols and exercises with other RMN vessels.
KD Yu had actively taken part in community-related activities with littoral maritime communities to establish better rapport and increase awareness of the RMN’s presence in their areas of living, where they earn their livelihood.
For the whole of last year, the ship was out at sea for 227 days, with each voyage lasting days, or even weeks, at a time.

This means the ship’s crew had spent only 138 days ashore with their families and loved ones.
The situation is similar for most ships in the RMN fleet, with each spending more time at sea in a year. Missing birthdays, important milestones of a child’s growth, weddings and even deaths of loved ones is not easy for the crewmembers.
The more experienced sailors are usually unperturbed as technology has helped tremendously in connecting the ship’s crew with their loved ones.
Still, it is not the same as being there when you are needed.
For Zayyani, taking care of the people under his command also means taking care of the welfare of their families through various channels.
When ashore, he took the initiative to gather his crew and their families for a group outing once a month. Such outings gave Zayyani the opportunity to show his appreciation to the ship’s company.
He instilled in his men a sense of ownership of KD Yu, that each of them was responsible for the operations of the vessel.
As she is already in her fourth decade of service, maintenance becomes the key to a safe and reliable vessel.
Each crewmember is well aware of the importance of preparing for a mission and returning safely. Nobody wants to sail on board a ship that is deemed to be not seaworthy.
The same goes to all RMN vessels operating day in, day out in the Straits of Malacca, the South China Sea, the Sulu Sea and the Celebes Sea. A “healthy” ship is vital for RMN to fulfil its task of protecting Malaysia’s maritime sovereignty.
The presence of Malaysian warships in its territorial waters and Exclusive Economic Zone acts as a deterrence to cross-border crimes that are now on the rise, posing a new kind of threat to an already challenging situation with regard to maritime security.

Last year, KD Yu won the Agong Cup, which was presented by Yang di-Pertuan Agong Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah at the 85th Navy Day parade recently.
The Agong Cup was bestowed by His Majesty upon the RMN ship with the highest state of operational readiness in terms of number of days at sea in a calendar year. It was for the same reason that KD Yu won the Eastern Fleet Commander Cup this year.
There was no doubt that winning the Agong Cup was a great honour for the crew of KD Yu, but the passage that the ship had gone through to achieve that success was never plain sailing.
It was a sacrifice between duty and family, where the crewmembers gained on one side but, to some extent, lost a bit of the other.
Seeing the Agong Cup pennant flying on the ship’s mast will surely make the crew proud of their accomplishment, but it will not replace the time that they were away from their loved ones.
Today, the task of continuing the legacy of KD Yu’s success rests on the shoulders of her new CO, Lt-Cdr Hasanal Aswad Rusli.

The Royal Australian Navy’s Laser Airborne Depth Sounder (LADS) Flight has conducted its final sortie after 26 years of service.
The world-leading capability was developed in South Australia and since 1993 has been providing Navy and the Australian Government survey data for complex coastal and reef waters that are dangerous or difficult to survey by traditional ship-based methods.
Commanding Officer LADS Flight, Lieutenant Commander Mark Matthews, said LADS had likely prevented numerous groundings on what would otherwise have been unchartered dangers.
“LADS is an incredible capability that allows us to survey more than 20 square nautical miles an hour in places that are not suitable or practical for hydrographic ships,” Lieutenant Commander Matthews said.
“For the past three years, LADS’s primary mission has been to survey the Great Barrier Reef and other offshore coral reefs and atolls across northern Australia, resulting in major improvements in the charting of these areas.
“Over its life, LADS has charted vast areas of the Australian coast and has deployed to the Cocos Keeling Islands, the sub-Antarctic, Timor-Leste, Papua New Guinea and New Zealand, collecting hydrographic data to improve the safety for all shipping.”
In total, the LADS Flight has flown more than 3000 sorties, conducted 186 surveys and covered an area of more than 50,000 square kilometres.
Commander Australian Fleet, Rear Admiral Jonathan Mead, paid tribute to the more than 180 Navy personnel who have served in the LADS team and the many contractors who have delivered services in support of the LADS Flight.
“I am proud of the extraordinary work the LADS Flight has achieved and thank everyone involved over the years,” Rear Admiral Mead said.
“It is a sad occasion to see the end of service of a Navy unit, but it is an opportunity to reflect on an excellent job, Bravo Zulu LADS Flight.”
In line with the Defence White Paper 2016, the current hydrographic capabilities of Navy will be replaced by commercial hydrographic companies through the HydroScheme Industry Partnership Program.

AIRSPACE REVIEW (airspace-review.com) – Pesawat angkut militer A400M milik Angkatan Udara Kerajaan Inggris (RAF) pada Selasa, 12 November, datang ke Bandara Halim Perdanakusuma, Jakarta. Kedatangan pesawat difasilitasi oleh Kedutaan Besar Inggris di Jakarta bekerja sama dengan Airbus Defence and Space (Airbus DS), RAF, dan pemerintah Indonesia sebagai tuan rumah.
Tercatat, kunjungan singkat A400M ke Jakarta kali ini merupakan yang keempat kalinya. Sebelumnya, A400M milik Angkatan Udara Perancis datang ke Jakarta mendampingi tiga jet tempur Dassault Rafale-B pada Agustus tahun lalu.
Sejauh ini, pemerintah Indonesia via Kementerian Badan Usaha Milik Negara (BUMN) masih melakukan negosiasi untuk rencana beli dua unit A400M.
Rencana pembelian A400M pertama kali bergaung saat posisi Menteri BUMN masih dijabat Rini Soemarno. BUMN tertarik membeli pesawat angkut militer yang berkapasitas lebih besar dari C-130 Hercules ini untuk melayani penerbangan kargo ke wilayah Indonesia bagian timur khususnya.
Airbus DS mengatakan, hingga saat ini belum ada kontrak yang ditandatangani oleh Indonesia untuk rencana pembelian A400M.

Kedatangan A400M kali ini, selain persinggahan usai mengunjungi Australia, pun dimaksudkan sebagai bagian dari pemantapan lobi yang dilakukan pihak Airbus DS.
Kedutaan Besar Inggris di Jakarta menyatakan, A400M sangat cocok digunakan di Indonesia.
Sumber Airspace Review yang lain, usai acara penyambutan A400M di Bandara Halim mengungkapkan, ada negosiasi antara Airbus Group dengan pemerintah Indonesia plus PT Dirgantara Indonesia (PTDI) terkait A400M yang belum berujung kepada penandatanganan kontrak.
Airbus menawarkan pembelian dua A400M sebagai syarat dikabulkannya hak penuh produksi pesawat CN235 oleh PTDI.
“Artinya, bila Indonesia membeli 2 A400M, maka dalam melaksanakan produksi CN235 PTDI tidak perlu lagi menunggu komponen yang harus di-approve oleh pihak Airbus DS di Spanyol. PTDI bisa punya hak penuh dan langsung melakukan produksi pesawat sendiri serta menjualnya kepada pihak pemesan,” ungkap dia.
Selama ini, komponen CN235 diproduksi bersama oleh PTDI dan Airbus DS. Jadi, produksi CN235 oleh PTDI bagaimana pun, sebagian masih tergantung kepada Airbus DS.
“Kalau pembelian 2 A400M dilaksanakan, itu akan jadi keuntungan buat PTDI dalam melakukan produksi CN235. Pengiriman pesawat kepada pemesan pun bisa jadi lebih cepat,” jelasnya.

The images published on Burma's online social media show images of Chengdu Aircraft Industry Corporation (CAC)/Pakistan Aeronautical Complex (PAC) JF-17 Thunder Chinese/Pakistan of the Myanmar Air Force (Tatmadaw Lay) on the ground and while flying in the air equipped with various weapons on the plane. Confirms that the Myanmar Air Force is ready to practice the use of these weapons with the aircraft.
There are 16 JF-17M fighter jets and plans to open production lines in Myanmar. Dahana Bakal Ekpor Bahan Peledak ke 3 Negara Senilai Rp 29 Miliar
Liputan6.com, Jakarta PT Dahana (Persero) akan melakukan ekspor bahan peledak ketiga negara tujuan yakni Timor Leste, Jepang dan Australia pada 2020 mendatang. Adapun ekspor yang dilakukan Badan Usaha Milik Negara (BUMN) ini akan jauh lebih besar dibanding tahun ini.
Direktur Utama PT Dahana, Budi Antono, mengatakan untuk ekpor bahan peledak ketiga negara tujuan tersebut ditaksir nilainya mencapai Rp 29,64 miliar. Ada pun jenis bahan peledak yang diekspor berupa ammonium nitrat 435.000 kilogram (kg) dan dayagel extra 509.500 kg.
"Ini rencana ekspor, kita sudah tahu karena mereka kontrak dengan Dahana. Tahun 2020 kita mau ekspor ke Timor Leste, Australia dan Jepang," kata Budi di Kementerian BUMN Jakarta, Selasa (12/11).
Budi mengatakan, pada tahun ini, pihaknya hanya mengekspor bahan peledak ke Australia dan Timor Leste saja. Dengan nilai masing-masing mencapai Rp7,02 miliar dan Rp 2,57 miliar.
Di mana, ekspor dilakukan ke Timor Leste untuk kebutuhan bahan peledak pembangunan Pelabuhan Internasional Tibar. Tahun depan, Dahana juga akan membangun pabrik bahan peledak di wilayah tersebut.
"Jadi ekspor itu memang ada MoU dan kalau Timor Leste untuk Tibar Port pelabuhan internasional," imbuhnya.
Sementara, keberhasilannya menembus pasar negara kangguru tersebut lantaran harga bahan peledak di sana relatif lebih mahal. "Kita tahu di Australia harga bahan peledak mahal-mahal kita telah kolaborasi pengusaha Australia dia tertarik. Dia (Australia) tertarik macam-macam pertama kali impor dari Dahana," ungkap Budi.
Dahana Bakal Ekspor Bahan Peledak ke Fiji dan Jepang
PT Dahana (Persero) mulai melebarkan sayap bisnis bahan peledaknya ke sekitar Pacific. Negara tujuannya adalah Australia yang bekerjasama dengan Jhonex. Beberapa kali pengiriman ekspor bahan peledak sudah dilakukan.
Tak puas dengan hal ini, beberapa negara lain juga menjadi sasaran ekspansi Dahana, mulai dari Fiji hingga negara maju seperti Jepang.
"Selain itu, kami ekspor juga ke Timor Leste untuk mendukung project pelabuhan Tibar Bay Port di Dili. Dan beberapa waktu ke depan kami sedang mempersiapkan ekspor ke Fiji dan Jepang," ungkap Direktur Operasi Dahana, Bambang Agung dalam keterangannya, Kamis (11/7/2019).
Sebagai salah satu upayanya dalam berekspansi, Dahana juga bakal mengikuti perhelatan Pacific Exposition 2019 baru akan digelar pada 12 - 14 Juli 2019 di Auckland Selandia Baru. Ini merupakan ajang pameran bisnis dan diplomatik besar di Selandia Baru.
Kehadiran Dahana dalam event internasional ini disambut gembira oleh Duta Besar Indonesia untuk Selandia Baru, Tantowi Yahya.
Menurutnya, Ia bangga BUMN sangat berperan dalam mensyiarkan bahwa Negara RI adalah negara yang berdaulat dengan dukungan Industrinya.
"Kami sangat gembira bahwa produk Dahana sudah masuk ke Australia, dan mengharapkan Produk Dahana bisa masuk ke negara-negara Pasifik lainnya, diantaranya Selandia Baru," ungkap Tantowi Yahya.

The Royal Malaysian Navy’s Lekiu-class frigates, KD Jebat and KD Lekiu, are the most modern surface ships of the service, serving in the 23 Frigate Squadron. To ensure seamless connectivity and support the mission, Rohde & Schwarz has delivered and commissioned its NAVICS IP integrated communications system (ICS) into the Lekiu-class frigates of the Royal Malaysian Navy. Working for a contract with Boustead Naval Shipyard Sdn Bhd (part of Boustead Heavy Industries Corporation Bhd - BHIC), the independent company completed the project on budget and three months ahead of time.
Having upgraded the vessels with NAVICS, and modern software defined radios of R&S M3SR (Series4100 HF, Series4400 VHF/UHF), Rohde & Schwarz also integrates and interfaces with present third party systems on board such as Datalink, message handling, public address and ship telephone system.

The Max Defense Philippines Forum said that the configuration to upgrade the Pohang missile defense boat of Vietnam is well worth the learning of the country's navy.

PT PAL Uji Coba Kapal Selam Alugoro
PT PAL Indonesia (Persero) melaksanakan tahapan First Trimming Test Kapal Selam Alugoro pada 24 Oktober 2019
Uji coba itu digelar di dermaga kapal selam PT PAL untuk menguji keseimbangan kapal baik di permukaan maupun di bawah permukaan.
Dalam pelaksanaan tes ini dibutuhkan kondisi perairan yang tenang dan memiliki kedalaman antara 15 hingga 18 meter.
Berdasarkan keterangan resmi PT PAL dikutip kumparan, Minggu (17/11), Kapal Selam Alugoro berhasil memenuhi syarat kestabilan di kedua lokasi tersebut.Keberhasilan uji coba Kapal Selam Alugoro menjadi pengalaman pertama di Indonesia. Sebab, kapal tersebut merupakan kapal selam pertama yang dibangun PT PAL Indonesia. Selain itu, uji coba itu menjadi salah satu kesiapan sebelum dites di laut lepas.
Kapal Selam Alugoro masih harus menjalani beberapa tahapan tes lain seperti Sea Acceptance Test (SAT) atau tes berlayar di perairan terbuka hingga tahapan Final Completion sebelum akhirnya dapat beroperasi penuh (Comissioning).
Pembangunan Kapal Selam Alugoro merupakan investasi jangka panjang negara untuk memiliki penguasaan teknologi tertinggi alutsista laut yaitu kapal selam. Investasi itu diharapkan bisa menjadi legasi kepada generasi penerus bangsa. Setelah adanya Alugoro, diharapkan ada kapal-kapal berikutnya yang bisa diproduksi dalam negeri.
Sebagai catatan, BUMN memiliki tugas sebagai agent of change negara yang tidak semata-mata menjalankan proses bisnis. Namun juga menjadi faktor penggerak perubahan dan pembangunan bagi bangsa.
PT PAL Indonesia menjadi salah satu BUMN industri pertahanan dan sekaligus lead integrator sesuai dengan amanah UU Nomor 16 tahun 2012 Pasal 11 dan Keputusan Komite Kebijakan Industri Pertahanan (KKIP) nomor 13/2013 ditunjuk sebagai Lead Integrator Alutsista Matra Laut atau Kapal Kombatan.

In the past five years, the armoured vehicle industry in Thailand has leapt forward due to increasing needs for vehicles in the Thai armed forces for a variety of missions.
Unrest in Thailand’s three southern provinces has boiled up since 2005, including ambushes and improvised explosive devices (IED) that continuously cause loss of life and casualties to officials. The Royal Thai Army (RTA) deployed more than 100 Reva MRAPs from South Africa but has lost many to IED attacks. Other armoured vehicles in the inventory such as V-150s, Type 85s and M113s have all been in use for more than 30 years so they are outdated and in need of replacement.

Heavy industries with the most potential in Thailand are privately owned companies that have recognised these problems and started R&D using their own budgets.
An example is Chaiseri Metal & Rubber, which has been repairing wheeled and tracked military vehicles for decades. It initially built the First Win 4x4 multipurpose vehicle in 2012, with approval from the MoD. These protected vehicles allowed the RTA and Department of Special Investigation officials and equipment to enter operational areas with a V-shaped hull and armour plates that protect against 7.62mm ball ammunition.

They cost approximately $500,000 each, which is cheap compared to other armoured vehicles in this class.Deftech from Malaysia also bought a production licence to build First Wins in Malaysia. Today, Chaiseri is still evolving features on the First Win II, including the ability to mount an RWS and other versions for multi-mission purposes. The latest products are the amphibious First Win ATV 4x4 plus the very first tracked APC built in Thailand.

One other fast-growing private company is Panus Assembly, which has built an MRAP 4x4 vehicle named the Phantom 380-X1. This vehicle is suited to the situation in southern Thailand, and Thai marines have been using them in their area of responsibility.
Panus also designed and built the AFV-420P 4x4 armoured vehicle. Weighing 17t and equipped with an SARP turret from Aselsan, its RWS mounts a 12.7mm machine gun. It passed a field testing and evaluation phase in August. The AFV-420P costs $834,000 (excluding the weapon system).

However, the masterpiece from Panus is the latest R600 8x8 IFV. The R600A is an amphibious version for the marines. Each R600 costs $2 million.
These domestically built armoured vehicles are not only cost effective but they also increase availability, sustainability and maintainability levels for the military.

These two companies are also looking to market them internationally in addition to just supplying them to Thailand’s military.

Malaysia expects to formally launch a procurement effort for a light combat aircraft/fighter lead-in trainer (LCA/FLIT) to replace a number of its current platform types in the near future.
Speaking under the Chatham House Rule on 14 November, an official said that the Royal Malaysian Air Force's (RMAF's) plan to procure up to 36 LCAs with options for 26 more had been cleared at service level, and that governmental approval is now expected in the first quarter of 2020.
A briefing slide presented by the official showed eight candidate airframes to replace the RMAF's fleet of BAE Systems Hawk, MiG-29, and Aermacchi MB339 platforms, and to augment the current Boeing F/A-18 Hornet and Sukhoi Su-30 before those are eventually replaced by a different type also.

For the LCA requirement, the types under consideration are the Korean Aerospace Industries (KAI) FA-50 Fighting Eagle; the Hindustan Aeronautics Limited (HAL) Tejas; the Leonardo M-346; the Aero Vodochody L-39NG; the CAC L-15A/B; the CAC/PAC JF-17; the Saab Gripen; and the Yakovlev Yak-130.
In terms of the LCA requirement, the official noted that the selected platform must be able to conduct air-to-air and air-to-ground missions effectively, with a future maritime strike capability; that it must be able to conduct counterinsurgency operations; that it be "economically viable"; and that enough be bought to be able to conduct operations in two theatres simultaneously, and at very short notice.

MANILA -- The BRP Emilio Jacinto (PS-35) is now more suitable and capable of patrolling Western Mindanao waters with the upgrade of as its fire-control system.
Philippine Navy (PN) public affairs office chief, Lt. Commander Maria Christina Roxas, said the upgrade of the fire-control system would allow more efficient operation and firing of the vessel's Oto Melara 76mm auto-cannon and secondary 25mm gun, making it more capable of dealing with surface threats.
She, however, declined to elaborate the specific upgrades citing security reasons.
A fire-control system is designed to assist a ranged weapon system in targeting, tracking and hitting its target.
The BRP Emilio Jacinto is the lead ship of the three Jacinto-class patrol vessels now in service in the PN and considered one of its most modern surface combatants after the larger Gregorio Del Pilar-class offshore patrol vessels.
Upgrade to its fire-control system is part of the PN's ongoing efforts to modernize the ship which is called the "JCPV Phase 3", Roxas added.
All three ships of the Jacinto-class patrol vessels are former Peacock-class vessels of the Royal Navy were acquired by the PN in 1997.
These ships are capable of speeds up to 25 knots and have a gross tonnage of 712 tons.

Thailand's Defence Technology Institute (DTI) - a military research, development and industrial agency under the Thai Ministry of Defence (MoD) - unveiled a prototype of a new command version of the BTR-3 8×8 armoured fighting vehicle (AFV) at the opening day of the Defense and Security (D&S) 2019 show in Bangkok on 18 November.
The vehicle is designated BTR-3CS - also known as ACPC-01 (Armoured Command Post Carrier) - and was built through a collaborative programme funded by the DTI and incorporating Ukrainian state-owned defence industrial group UkrOboronProm and local firm Datagate, which assembled the prototype at its facilities in Chachoengsao, south-central Thailand.
DTI officials told Jane's that the BTR-3CS will start trials with the Royal Thai Army (RTA) soon before an anticipated programme to start building the vehicle in Thailand. Officials said the RTA has a total requirement for more than 60 vehicles across several battalions. The DTI will also pursue exports of the vehicle in regional markets.
"The aim is to start supplying these vehicles for the RTA and once those requirements are satisfied, we will try to win export contracts," said Col Chatchapong Punpayak, business development director at DTI.
He explained that the prototype vehicle was constructed through transfers of technologies from Ukraine to Thailand. The vehicle's Deutz AG engine and Allison transmission were also imported as were some of the on-board mission systems. However, Col Chatchapong said that many of the vehicle's components were sourced locally and that Thai industry will look to maximise its involvement in the programme as it matures over the coming few years.

Russia under a contract from 2018 should supply Indonesia with 11 Su-35 aircraft in the amount of $ 1.1 billion.

Kontrak Pengadaan Radar Pertahanan Medium Range TNI AU Ditandatangani di Thailand
BANGKOK– PT Len Industri (Persero) dan Leonardo S.p.A. asal Italia menandatangani kontrak pengadaan Radar Pertahanan Medium Range pada hari Selasa (19/11/2019) di Bangkok dalam ajang Defence & Security 2019.
Mnurut Manajer Komunikasi Korporasi PT Len Industri (Persero) Rastina Anggraeni di Bandung, Selasa (19/11/2019) penandatanganan dilakukan oleh Direktur Operasi II PT Len Industri, Adi Sufiadi Yusuf dan Direktur Pemasaran dan Penjualan Leonardo Electronics, Davide Fazio.
Radar Pertahanan Medium Range RAT 31 DL/M akan memperkuat sistem pertahanan udara wilayah NKRI di bawah operasi TNI AU. Radar ini akan dipasang di Satuan Radar 221 TNI AU, Ngliyep, Malang, Jawa Timur sebanyak 1 unit.
Adi dalam keterangan resminya mengatakan, “Len akan suplai komponen lokal, mengerjakan infrastrukturnya, dan expert training. Tapi untuk program ke depan kita merencanakan untuk joint production radar di Indonesia. Kita sepenuhnya akan di-training pemeliharaan radar atau maintenance sehingga pemeliharaan radar nanti bisa dilaksanakan langsung oleh PT Len Industri selaku industri pertahanan dalam negeri.”
“Len sebenarnya sudah memiliki produk sendiri radar 2D, namun untuk yang 3D kita masih dalam tahap pengembangan. Makanya sekarang kita bekerjasama dengan Leonardo. Pendanaan kontraknya dari pinjaman dalam negeri Kementerian Pertahanan RI sebesar Rp 375 milyar. Dan radar akan mulai beroperasi di awal 2022 nanti di Satuan Radar 221 TNI AU, Ngliyep, Malang,” ujar Adi.
Radar Medium Range ini tergolong Radar 3 Dimensi atau 3D (Range, Azimuth, Height) dengan kemampuan surveillance (pengawasan/penjagaan) dan memiliki jangkauan hingga 400 km serta ketinggian 30.000 kaki.
Lini bisnis elektronika pertahanan sendiri terus tumbuh dari sisi pendapatan perusahaan. Len diperkirakan akan mencatat sales sebesar Rp.1,88 triliun dari lini bisnis ini di tahun 2019, jauh lebih besar dari tahun sebelumnya sebesar Rp.524 milyar. Hal tersebut seiring dengan keinginan Pemerintah RI yang ingin lebih melibatkan para industri pertahanan dalam negeri dalam pengadaan alutsista.

Leonardo is positioning its Alenia M-345 High Efficiency Trainer (HET) aircraft to meet a requirement in the Royal Thai Air Force (RTAF), the company confirmed to Jane's at the Defense and Security (D&S) 2019 show in Bangkok.
The move is supported through Leonardo's expanding profile in Thailand, demonstrated by a new contract awarded to the company to provide the RTAF with its RAT 31DL/M air- defence radar system.
A Leonardo representative said the M-345 is being positioned for the RTAF programme to replace the service's Pilatus PC-9 turboprop training aircraft. The RTAF's Flying Training School in Kamphaeng Saen has operated more than 20 PC-9s since the early 1990s. A formal programme to replace the type is expected to materialise in the next two years.
Leonardo said the M-345's ability to perform a light attack role will provide additional capability to the RTAF above those offered by a traditional basic trainer platform.

The PC-9 replacement programme is regarded as a continuation of the RTAF's efforts to modernise its training and light attack aircraft.
In recent years the RTAF has also acquired 12 T-50TH (Thailand) Golden Eagle advanced jet trainer/lead-in fighter trainer aircraft from Korea Aerospace Industries (KAI). Another four of the type are understood to be required.
The T-50TH is replacing the RTAF's fleet of Czech Republic Aero L-39ZA Albatros trainers that were also procured in the early 1990s.
The M-345 HET made its maiden flight in 2018. The aircraft is a development of the baseline M-345 jet trainer, which was a redesignation of the Aermacchi M-311.

Sri Mulyani Bebaskan 'Biaya' Impor Senjata, Mantap Nih Pak Prabowo
Jakarta - Kementerian Keuangan (Kemenkeu) yang dipimpin Menteri Keuangan Sri Mulyani Indrawati menerbitkan aturan baru soal pembebasan bea masuk atas impor persenjataan bagi keperluan pertahanan dan keamanan negara.
Aturan tersebut adalah PMK 164 Tahun 2019 tentang pembebasan bea masuk atas impor persenjataan, amunisi, perlengkapan militer, dan kepolisian. Termasuk suku cadang, serta barang, dan bahan yang dipergunakan untuk menghasilkan barang yang dipergunakan bagi keperluan pertahanan dan keamanan negara.
Dalam aturan tersebut, kementerian atau lembaga yang punya wewenang untuk mengimpor persenjataan tidak perlu untuk mengajukan persetujuannya kepada menteri melalui direktur jenderal seperti tertuang pada PMK sebelumnya yaitu PMK 191 Tahun 2016 di Pasal 8.
Dalam PMK 164 Tahun 2019 terbaru atau pengganti PMK 191 Tahun 2016, bleid pasal 8 tersebut dihapus atau ditiadakan.
"Ketentuan Pasal 8 dihapus," tulis PMK tersebut seperti dikutip dari CNBC Indonesia, Senin (18/11/2019).
Berikut isi dari Pasal 8 yang dihapus tersebut:
Untuk mendapatkan pembebasan bea masuk atas impor barang sebagaimana dimaksud dalam Pasal 2 huruf a yang akan dipergunakan oleh kementerian lembaga/badan yang tugas dan fungsinya di bidang pertahanan dan keamanan negara selain kementerian/lembaga/badan sebagaimana dimaksud dalam Pasal 3 ayat ( 1), permohonan pembebasan bea masuk diajukan kepada Menteri melalui Direktur Jenderal.
Saat ini, bagi instansi atau kementerian yang hendak untuk melakukan impor persenjataan, hanya perlu ditandatangani oleh pejabat internalnya, atau paling rendah eselon II yang ditunjuk oleh kementerian/lembaganya.
Adapun barang impor persenjataan hanya boleh dilakukan oleh 8 instansi. Di antaranya, Lembaga Kepresidenan, Kementerian Pertahanan, Markas Besar Tentara Nasional Indoneisa (TNI), Badan Intelijen Negara (BIN), Badan Siber dan Sandi Negara (BSSN), Badan Narkotika Nasional (BNN), dan Badan Nasional Penangulangan Terorisme (BNPT).
Dalam beleid PMK 164/2019 juga menghapus beberapa syarat yang seharusnya dilampirkan dalam surat permohonan izin impor. Kini permohonan paling sedikit hanya perlu dilampiri dengan dua dokumen saja.
Dua dokumen itu berupa perjanjian pengadaan barang dan/atau jasa yang menyebutkan secara tegas, bahwa harga dalam perjanjian pengadaan barang/jasa tidak meliputi pembayaran bea masuk dan/atau pajak dalam rangka impor.
Dokumen lainnya yang perlu disertakan yaitu fotokopi keputusan mengenai penetapan sebagai industri tertentu yang memproduksi barang untuk keperluan pertahanan dan keamanan negara. Serta rencana impor barang (RIB).
Adapun syarat dokumen yang tidak lagi terpakai dalam pengajuan impor persenjataan yakni, fotokopi izin usaha dengan memperlihatkan asli dokumen kepada Pejabat Bea dan Cukai yang ditunjuk, fotokopi NPWP yang digunakan sebagai identitas dalam pemenuhan hak dan kewajiban di bidang kepabeanan, dan fotokopi angka pengenal importir (API-P/APIT).
Artinya, saat ini negara boleh bebas mengimpor dari mana saja persenjataan negara. Sebab angka pengenal importir kini sudah tidak lagi berlaku.
"Peraturan Menteri ini mulai berlaku setelah 30 (tiga puluh) hari terhitung sejak tanggal diundangkan," tulis PMK 164/2019 tersebut. Adapun PMK tersebut ditetapkan di Jakarta pada 5 November 2019.

South Korea's Daewoo Shipbuilding and Marine Engineering (DSME) is lining up a plan to offer additional frigates to the Royal Thai Navy (RTN) with a view to supporting a Thai ambition to construct the vessels locally.
In December 2018 DSME delivered to the RTN a 122 m DW3000-class frigate under a THB14.6 billion (USD484 million) contract signed between the Thai government and DSME in August 2013. The DW3000 frigate derives its design from the Gwang Gae To Daewang (KDX-1)-class destroyer, three of which are in service with the Republic of Korea Navy (RoKN).
A Thai programme to procure an additional frigate is expected to be launched in the near future and one or more additional vessels are anticipated to be required following that, a representative of DSME told Jane's at the Defense and Security (D&S) 2019 show in Bangkok.

Melihat Alutsista Baru Roket Astros II MK6 Batalyon Komposit 1/Gardapati di Natuna
NATUNA, SURYAKEPRI.COM – Panglima Komando Daerah Militer (Pangdam) I/Bukit Barisan (BB) Mayjen TNI MS Fadhilah sambangi Kabupaten Natuna, Senin (18/11/2019).
Kedatangan Pandam I/BB ke Natuna untuk memeriksa penerimaan alat utama sistem senjata (Alutsista) Astros II MK 6 yang baru di Batalyon Armed Batalyon Komposit 1/Gardapati.
Dalam kunjungan kerja ini, Pangdam didampingi Danrem 033/Wira Pratama Brigjen TNI Gabriel Lema, Asintel Kasdam I/BB Kolonel Inf Baginta Bangun, Asops Kasdam I/BB Kolonel Inf Togu Parmonangan, Aslog Kasdam I/BB.Kolonel Czi M Irfan Affandi, Kapaldam I/BB Kolonel Cpl Adolf Surung Simanjuntak, Kazidam I/BB Kolonel Czi Tri Rahardjo, dan Kapendam I/BB Kolonel Inf Zeni Djunaidhi.
Selain untuk menyapa Prajurit TNI yang bertugas di wilayah paling utara Selat Karimata itu, kunjungan Pangdam untuk meninjau kesiapan alutsista yang dimiliki Batalyon Komposit 1/Gardapati. Salah satu Alutsista yang ditinjau adalah alutsista Astros II MK6 yang dioperasikan di Batalyon Komposit 1/Gardapati.
Di kesempatan itu, Pangdam berpesan kepada Danyon Komposit 1/Gardapati Letkol Inf Rahmat, serta para prajurit untuk tetap semangat dalam melaksanakan tugas dan tanggung jawab menjaga batas wilayah Negara Kesatuan Republik Indonesia (NKRI).
“Kalian adalah prajurit-prajurit pilihan dengan tugas mulia menjaga perbatasan wilayah paling utara. Karenanya, maknai tugas mulia ini dengan semangat dan demi kejayaan bangsa, negara dan rakyat Indonesia,” kata Pangdam.
Keberadaan Batalyon Komposit 1/Gardapati ini merupakan jawaban dari pembentukan satuan siap gerak TNI, terutama dalam menghadapi penugasan yang bersifat mendesak dan dapat dikerahkan dalam waktu singkat.
Tugas Batalyon Komposit 1/Gardapati ini meliputi Operasi Militer Perang (OMP) maupun Operasi Militer Selain Perang (OMSP), baik dalam skala nasional maupun internasional.
Batalyon Komposit 1/Gardapati yang merupakan satuan siap gerak TNI, dalam menghadapi penugasan yang bersifat mendesak dan dapat dikerahkan dalam waktu singkat.
Sebagai daerah perbatasan dengan negara luar seperti Thailand, Vietnam, Malaysia dan Laut Cina, kesiapan dan kemampuannya Batalion Komposit 1/Gardapati kini terus diperkuat dengan kelengkapan persenjataan, kini diperkuat 14 unit Roket Astros II MK 6 untuk mempertahankan keamanan perbatasan.

Thailand’s Defence Technology Institute (DTI) has showcased at the Defense and Security (D&S) 2019 show in Bangkok a combat unmanned ground vehicle (UGV) it has jointly developed with Australian company Electro Optic Systems (EOS) and Estonian firm Milrem Robotics.
The so-called ‘D-Iron UGV’ is a DTI-funded integration of Milrem’s THeMIS UGV fitted with EOS’ R400S-Mk2 Direct Drive-Heavy Duty (D-HD) remote weapon station (RWS). DTI has to date built one prototype D-Iron platform, with trials of the platform scheduled to start with the Royal Thai Army (RTA) soon.
The DTI said the modular platform can be adapted for a range of operations including reconnaissance and patrol, anti-tank, counter-improvised explosive device missions, communications relay, and logistics. It can also be fitted with multi-calibre weapons.
According to the DTI, the D-Iron has a tracked-base platform with a large central bay that can accommodate a wide range of payloads, with a stated capacity of up to 1,200 kg. It has a maximum speed of 25 km/h. The platform, without the R400S-Mk2 RWS fitted, weighs 1,630 kg. The R400S-Mk2 can mount a range of weapons up to and including the M230LF lightweight 30 mm autocannon and anti-tank guided missiles.
