MANILA -- The launchers of the Spike-ER surface-to-surface missiles of the three multi-purpose attack crafts (MPACs) activated last month will be installed next year, a Philippine Navy (PN) official said Friday.

"The launchers for the Spike-ER surface-to-surface missiles will be installed early 2020 and installation will be done in the Philippines like in the previous MPACs," Navy spokesperson, Capt. Henry Quinto said in Filipino in a phone interview with the Philippine News Agency (PNA).

The Spike-ER system, which arrived in the Philippines in April 2018, is the PN's first missile weapon capable of penetrating 1,000-mm (39 inches) of rolled homogeneous armor and has a range of eight kilometers.

Once these missiles are installed in the three newest MPACs, there will be a total of six Spike-ER armed platforms in the PN.

Overall, the number of MPACs in PN service is placed at 12 including the three activated last September 23.

These boats, which were delivered early this August, are called the Mark III. They have started constructing these MPACs, which are capable of running at speeds of 30 to 45 knots, in November last year.

Earlier, PN flag-officer-in-command, Vice Admiral Robert Empedrad said at least 12 more MPACs are planned to be acquired during the Third Horizon of the Armed Forces of the Philippine Modernization which will run from 2023 to 2028.

SEOUL (Yonhap) -- Indonesia is in arrears on its payment obligations for a joint project with South Korea to develop a next-generation fighter jet, citing financial problems, data by the arms procurement agency showed Monday.

Indonesia is a partner for South Korea's so-called KF-X project to develop a homegrown fighter aircraft in an effort to procure combat aircraft for its own air force and boost its aerospace industry. The country agreed to shoulder 20 percent of the development cost of the 8.8 trillion-won (US$7.36 billion) project.

But the Southeast Asian country failed to pay 301 billion won it was supposed to pay as of end-September, according to the data by the Defense Acquisition Program Administration (DAPA). So far, it has paid 272.2 billion won.

"Following the Indonesian president's request in 2018 for talks on the payment, South Korea set up a pan-government consultative body and has been holding working-level discussions with Jakarta," DAPA said, noting that the two sides have met four times so far this year.

"Despite such a delay in payment, the Indonesian side has continued to send its researchers to South Korea to take part in the development process," Rep. Kim Joong-ro of the minor opposition Bareunmirae Party said during a parliamentary audit into the administration, voicing concern about technology leaks.

As of July, 114 Indonesian engineers were sent to South Korea to work with Korea Aerospace Industries Co. (KAI), the country's sole aircraft manufacturer, to design and make a prototype of the fighter, according to a DAPA official.

Last month, DAPA confirmed that the design for the combat jet met all military requirements, allowing the project to go on to the next phase of constructing a prototype.

The prototype will be ready in the first half of 2021, and the agency is eyeing 2026 for the completion of development, which began in 2016, according to DAPA.

The Royal Australian Air Force (RAAF) is to equip its Boeing F/A-18F Super Hornets with the same AN/ASG-34 podded infrared search-and-track (IRST) system as carried by the US Navy (USN).

A sources-sought notification issued by the US Naval Air Systems Command (NAVAIR) on 2 October calls for 12 IRST systems to cover the RAAF's fleet of 24 Super Hornets.

According to the notification, the contract is expected to run for 36 months, although no further details pertaining to timelines or contract values were disclosed.

Developed by Lockheed Martin, with Boeing and General Electric, the AN/ASG-34 IRST is a passive system geared at giving the Super Hornet the capability to locate and engage airborne and ground targets when use of the Raytheon AN/APG-79 active electronically scanned array (AESA) radar would give away the aircraft's position.

Unlike most other IRST systems that are fully integrated with their host aircraft, the AN/ASG-34 is designed to be carried in a modified centreline drop tank. Boeing officials previously told Jane's that locating the IRST underneath the aircraft has no adverse effect on its ability to identify and track aircraft that might be flying higher than the Super Hornet and that at 10 miles (16 km) from the target aircraft it will provide unlimited visibility up to 60,000 ft (as high as any target would fly).

The Royal Australian Navy (RAN) has equipped its lead Leeuwin-class hydrographic survey ship with the ScanEagle unmanned aerial system (UAS).

A launcher for the ScanEagle unmanned aerial vehicle (UAV) and its associated Skyhook retrieval system were installed on the ship's flight deck in August, a representative from the RAN's 822X Squadron told Jane's at the Pacific 2019 maritime exhibition in Sydney.

This installation was followed by a series of deck handling and launch trials for the UAS, which have been carried out ahead of HMAS Leeuwin 's deployment to Southeast Asia, said Lieutenant Scott Gidley, an operations officer at 822X Squadron. Leeuwin departed Cairns for this deployment on 1 October.

The ScanEagle on Leeuwin will not be used for hydrographic surveys but will be used to prepare RAN personnel with the necessary skillsets associated with operating such unmanned systems from vessels that are similar in disposition to the hydrographic ship, said Lt Gidley.

The lieutenant pointed to the RAN's incoming pipeline of new vessels, including the Hunter-class frigates and the Arafura-class offshore patrol vessels (OPVs), which are expected to feature similar UAV systems in the future. "The more we can achieve in terms of developing parameters on Leeuwin , the less legwork we will have to do on these future ships," said Lt Gidley.

822X Squadron is an operational formation that was commissioned in October 2018 to conduct on-land and at-sea evaluations of the ScanEagle and the Schiebel S-100 Camcopter UASs.

Deleted image shows Singapore air force Heron 1 UAV with new belly payload pod

The Republic of Singapore Air Force (RSAF) has inadvertently revealed the existence of an enhanced version of its Israel Aerospace Industries (IAI) Heron 1 medium altitude long endurance unmanned aerial vehicle (MALE UAV) during the biennial 'Forging Sabre' exercise being staged from Mountain Home Air Force Base in Idaho, United States, from 30 September to 10 October.

An image published by Singapore-based news agency CNA on 7 October clearly showed an RSAF Heron 1 UAV that has been equipped with a belly mounted bulged pod - housing an undisclosed external sensor payload - being towed at the airbase. The image was quietly removed for unknown reasons by the morning of 8 October and replaced by an image of another RSAF Heron 1 UAV without the belly pod.

According to the Ministry of Defence (MINDEF), the air vehicle is being tasked to perform co-operative lasing with other airborne and ground-based assets to detect, track, and designate multiple moving targets. Real-time intelligence is streamed back to the RSAF's command post at the airbase, which employs artificial intelligence (AI)-driven decision support software called the Automatic Target Detection (ATD) and Target Look Ahead (TLA) systems to enhance targeting accuracy and efficiency of the service's F-15SG and F-16C/D multirole combat aircraft.

F-16 Block 70/72 at DSE 2019 (photo : Duy Le)

At the DSE 2019 National Defense - Security Exhibition, Lockheed Martin Group brought to F-16 Block 70/72 fighter model for the purpose of introducing in Vietnam.

The need for the Vietnam People's Air Force for a light fighter with a low-cost engine to replace the retired MiG-21 is becoming increasingly urgent.

Unfortunately, Russia is no longer producing fighters that meet our needs, as their fighters are both heavyweight engines, so there is a need to find resources. offers from other partners.

Among the potential candidates listed, two prominent names are JAS 39 Gripen and F-16 Fighting Falcon.

F-16 Block 70/72 at DSE 2019 (photo : KienThuc)

Recently when Lockheed Martin Group brought F-16 Block 70/72 fighter model to the DSE Exhibition to introduce, the Russian press has shown interest.

Russian media stated that Vietnam needs to consider carefully the purchase of American fighters, because although we have time to operate the fighter, we are more familiar with the use of Russian aircraft. .

Besides, American weapons are always sold with strict conditions and restrictions, not "airy" like Russia. Not to mention that Moscow also accepts a deferred payment policy and a flexible barter.

Another note from the Russian press is that Vietnam will have to invest in building new technical infrastructure to serve these aircraft, not to mention having to buy large quantities of accompanying weapons because it is difficult to store. fusing bombs and Russian missiles on American fighter jets.

C-130J Super Hercules at DSE 2019 (photo : Duy Le)

In fact, according to a representative of Lockheed Martin, on the sidelines of the DSE 2019 exhibition, the most feasible product they want Vietnam to buy in the near future is the C-130J Super Hercules mechanical transport, when we have just retired. squadron of An-26 and number of C-295 as well as C-212 are small.

In addition, the capacity and cargo compartment of the C-295 as well as the C-212 are not comparable with the C-130J, while the requirements imposed for the transport of large numbers of troops or heavy cargo become more urgent.

The case of F-16 Block 70/72 was also shared by Lockheed Martin that they displayed the model with the purpose of introducing for the far future, because although the arms embargo has been lifted, there are many barriers. Other obstacles are not easy to overcome right away, so signing a contract to buy F-16 in the short term is not feasible.

Whiskey Alpha special boat (photo : Shephard)

As small boats go,  Whiskey Alpha is about as tactical as you can get – a nine-metre watercraft with capacity for 12 crew and special forces operators armed with a EOS remote weapon station and minigun.

Unveiled on October 8 at the PACIFIC 2019 International Maritime Exposition, Whiskey Alpha is being pitched to special forces under Project Greyfin as well as those other operators such as state police.

Whiskey Alpha is the product of Sydney firm The Whiskey Project which is run by a two defence veterans, and is billed as the next generation of tactical watercraft.

“We have used our experience on the water to bring to life safety innovations, whilst looking at ways we can improve operational outcomes by increasing the versatility of these boats,” said Darren Schuback, company managing director and a former Navy clearance diver.

“Taking an operator-first approach to the design of Whiskey Alpha, we believe it will significantly improve the performance of personnel on the water and provide a real advantage in tactical situations, whilst supporting Australia’s sovereign capability with a new global benchmark for tactical watercraft.”

The Whiskey Project was officially launched by Defence Industry Minister Melissa Price who said  this was a great day for small businesses in the Australian defence industry.

“Our $200 billion investment in the record build-up of our sovereign capability has opened the door to so many companies looking to get involved in Australia’s defence industry,” she said.

Under Project Greyfin, the government is boosting special forces capability with a $3 billion investment in new equipment over 20 years.

Mr Schuback said it is impossible to control every element of a tactical situation. “But we can significantly improve our key watercraft assets to ensure operators arrive on task in optimum physical condition,” he said.

“Our advanced tactical boats integrate world-leading technologies that provide operational advantages and improve human performance, reducing the risk of injury and fatigue for our maritime personnel whilst increasing their safety and comfort.”

NSW Minister for Jobs, Investment, Tourism and Western Sydney Stuart Ayres said it was great to see a NSW company like The Whiskey Project developing smart, innovative technology for our highly trained professional soldiers.

“It’s vital our special forces have access to cutting edge technology like the Next Generation Tactical Watercraft. The NSW Government will always get behind small companies that seek to deliver smart, specialised equipment to meet that need,” Mr Ayres said.

“Defence NSW assists NSW SMEs to access federal and state government programs to participate in trade events like Pacific, and target global supply chain and capability development initiatives.”

The exercise again seeks to showcase how the RSAF fights as as integrated force (image : Sing Mindef)

5 Things About XFS 19!

It's the seventh edition of Exercise Forging Sabre (XFS)! XFS 19 is an integrated strike exercise involving a suite of sense and strike assets from the RSAF and the Army. Over two weeks, from 30 Sep to 10 Oct, some 600 SAF personnel, together with our F-15SG and F-16C/D multi-role fighters, AH-64D Apache attack helicopters, Heron 1 Unmanned Aerial Vehicles (UAVs), A330 Multi-Role Tanker Transport (MRTT) aircraft, and the Commandos will take part in this exercise held in the USA.

There's a lot going on and here are five things that you should know about XFS 19!

Exercise Forging Sabre 2019 is an SAF integrated strike exercise involving a suite of sense and strike assets from the RSAF and the Army (photo : RSAF)

1. First XFS in Mountain Home, Idaho

Previously hosted at Luke Air Force Base in Arizona, XFS 19 found a new home in Mountain Home Air Force Base, Idaho. The SAF will be able to train in a vast battlefield over the Mountain Home Range Complex that provides an airspace of more than 20 times the size of Singapore! It also offers urban structures and the ability to have moving targets on the ground for more realistic exercise scenarios.

"Exercise Forging Sabre allows us to exercise the end-to-end integrated sense and strike operations. This means that with an exercise scenario, our planners can use the available intelligence as well as strike assets to plan the missions in accordance to different scenarios. The intelligence assets in the air will provide the surveillance to the Command Post (CP), and the CP will then be able to have a comprehensive situational awareness of the battlefield. With that, we will be able to make better, smarter and more timely decisions, using our strike assets to deliver weapons on the targets at the time and place of our choosing with deadly effects,"" explains BG Ho Kum Luen, Exercise Director for XFS 19.

2. Pervasive - Constant Presence over the Battlefield

High up in the sky, our Heron 1 UAVs operate round the clock, providing persistent and pervasive surveillance of the battlefield by locating and identifying targets. On the ground, the Commandos are able to close in on the enemy and call for air support when needed.

This constant flow of intelligence is transmitted back to the SAF Integrated CP to give Commanders and Battlestaffers a 24/7 situational picture of the battlefield. When the order is given to strike these enemy targets, both the Heron 1 and Commandos can conduct cooperative lasing for our F-15SG and F-16C/D fighters to employ their laser-guided munition to destroy more targets simultaneously.

3. Smart - Exploiting Technology for Smarter Decisions

There is a vast amount of information that needs to be effectively communicated for missions to be accomplished successfully. With the help of the Defence Technology Community, the latest technology is exploited to create a smarter and more connected fighting force.

The CP constantly integrates all the data provided by the sensors in order to provide Commanders with a digitalised and comprehensive situational picture of the battlefield. The locations of multiple hostile threats are also transmitted to the fighters and attack helicopters, guiding them to strike their targets with deadly precision.

This Smart CP enables Commanders to make faster, better informed and more effective decisions that help guarantee a swifter victory.

4. Deadly - Striking Targets with Precision

Directed by the Smart CP, our F-15SG and F-16C/D fighters and the AH-64D Apaches are able to deliver swift, precise and deadly strikes on multiple targets simultaneously across different areas of operations, in both day and night conditions. With their advanced munitions, our fighters are able to rapidly destroy multiple moving targets and demolish enemy buildings with pin-point accuracy to minimise collateral damage.

Supporting the land campaign, our attack helicopters comb the battlefield to neutralise enemy vehicles and tanks.

5. First Overseas Exercise for our A330 MRTT

XFS 19 also marks the inaugural participation of our A330 MRTT in an overseas exercise! The next-generation tanker aircraft is capable of conducting air-to-air refuelling and airlift roles simultaneously. With its support, the fighters will be able to stay airborne for a longer period of time and allow for greater operational flexibility to be employed at a suitable time and location when the opportunity arises!

MANILA -- The Philippine Air Force (PAF) is looking for suppliers capable of providing spare parts needed for the replacement and maintenance of the night targeting system (NTS) of its soon-to-arrive Bell AH-1S "Cobra" attack helicopters, of which two units were donated by the Jordanian government.

The PHP45.71 million budget is for the Integrated Logistics Support (ILS) for the Parts Replacement Program Phase 1 (PRP1) of the AH-IS Night Targeting System (NTS) of the Cobra Attack Helicopters, per the bid bulletin posted at the Philippine Government Electronic Procurement System.

The pre-bid conference is slated on October 15 at 10 a.m. at the PAF Procurement Center Conference Room in Villamor Air Base, Pasay City. The deadline for bid submission and the opening is on October 28 at 9:15 a.m. at the same venue.

"The Philippine Air Force reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders," said PAF Bids and Awards Committee chair, Brig. Gen. Carlo Bueno N. Buena, in the bid bulletin.

The two Jordanian-donated aircraft are expected to arrive next year as the pilots and crews selected to man the aircraft are still undergoing training.

The Bell AH-1 "Cobra" is a two-blade, single-engine attack helicopter manufactured by Bell Helicopter. It was developed using the engine, transmission and rotor system of the Bell UH-1 Iroquois.

A member of the prolific Huey family, the AH-1 is also referred to as the "Huey Cobra" or "Snake".

In September 2018, the Department of National Defense and the Jordan Armed Forces-Arab Army signed a memorandum of understanding (MOU) on defense cooperation.

Defense Secretary Delfin Lorenzana and Joint Chiefs of Staff chairman, Lt. Gen. Mahmoud Freihat, signed the MOU during the three-day official visit of President Rodrigo Duterte to Jordan in September of last year.
