Russia Providing Free VVIP Chopper as Part of Mi-17 Offer

Russia is reportedly providing a freebie helicopter on top of the 16 Mi-17 medium-lift helicopters that the Philippines is reportedly poised to buy for Philippine Air Force (PAF).

The said freebie helicopter will be a very, very important person (VVIP) helicopter, according to report by Manila Bulletin citing sources.

Business Mirror earlier reported that the signing of contract may take place during the visit of President Rodrigo Duterte to Russia this week.

In a pre-departure briefing, Assistant Secretary for European Affairs Amelita Aquino said “the highlight of the trip will be the President’s bilateral meeting with President Putin where they will discuss the state of our bilateral relations and how both sides can further enhance and expand our cooperation in various areas.”

Earlier this year, the Department of National Defense (DND) awarded Sikorsky Aircraft Corporation – PZL Mielec with contract for 16 Sikorsky S-70i Black Hawks for Philippine Air Force (PAF)’s Combat Utility Helicopter (CUH) acquisition project.

Formerly the PCC-765 Yeosu, the ship has been overhauled and now sports the signature red-colored deck paintjob traditionally associated with communist/east bloc navies along with light grey hull paintjob present on all nearly all Vietnamese navy ships. 

The corvette is shown here docked next to two Vietnamese-built TT400TP class gunboats. 

Ship #20 also differs from the earlier Ship #18 (former PCC-761 Gimcheon) in the fact that #20 has retained nearly all original weaponry as was equipped while the ship was still serving as ROKS Yeosu.

Thai Navy Selects S-100 UAV

As the Navy has an invitation letter for Purchased 1 unmanned aerial vehicle (UAV) system. Specifically, the selected candidates were Schiebel Aircraft GmbH. 

By bidding in total amount 26,660,490.00 baht including VAT and other taxes, transportation costs, registration fees and other expenses, all announced on 24 September 2019.

Singapore and US Navies Conduct Live-Firing at Sea as Part of Bilateral Exercise Pacific Griffin

SINGAPORE - Off the coast of Guam in the western Pacific Ocean, Singapore frigate RSS Formidable fired a surface-to-air missile to intercept a high-speed aerial target flying at a distance that was hard to observe on radar

The Aster missile was fired for the first time in Exercise Pacific Griffin, a bilateral exercise between the Singapore and US navies.

A Ministry of Defence (Mindef) statement on Wednesday (Oct 2) said the bilateral exercise is being held in Guam Naval Base and in the waters off Guam. It began on Sept 24 and will end on Oct 11.

First conducted in 2017, Exercise Pacific Griffin highlights the strong navy-to-navy relations between Singapore and the US, as well as the excellent and longstanding bilateral defence relations between both countries, said Mindef.

During the exercise, another frigate, RSS Intrepid, fired a Harpoon anti-ship missile against a target, a decommissioned United States Navy (USN) warship. A Sikorsky Seahawk naval helicopter from the Republic of Singapore (RSN) will also be firing a torpedo to neutralise an underwater threat.

The exercise involves the two RSN frigates, and the United States Navy's littoral combat ship USS Gabrielle Giffords, destroyer USS Momsen, auxiliary ship USNS Amelia Earhart, and a Los Angeles-class submarine.

Supporting air assets from the USN include the P-8 Poseidon aircraft and Hawker Hunter fighter jets. Two Republic of Singapore Air Force Sikorsky S-70B Seahawk naval helicopters embarked on the two Singapore frigates are also involved.

RSN's Commander of First Flotilla, Colonel Lim Yu Chuan, said in the Mindef statement that the exercise is a valuable platform for the two navies to strengthen mutual cooperation and inter-operability.

"With the vast training space in the waters off Guam, the exercise also provides the RSN with the opportunity to conduct high-end exercises of substantial scope and complexity," added the commanding officer of 185 Squadron.

Commodore of the USN's Destroyer Squadron 7, Captain Matthew J. Jerbi, said that the exercise provides important opportunities for realistic at-sea training with live ordnance, conditions that cannot be duplicated otherwise.

"Training alongside our Singapore partners in a complex exercise like this is invaluable," he added.

Mindef said that the vast training space in the waters off Guam provides the RSN with the opportunity to conduct exercises of substantial scope and complexity.

This includes the conduct of advanced naval warfare with the USN such as anti-air, anti-surface, and anti-submarine warfare.

Mindef added that apart from bilateral exercises, both navies also engage in a wide range of activities, including professional exchanges, cross-attendance of courses and participation in multilateral exercises.

French Submarine ‘Fits’ PH Navy Requirement

MANILA -- The French-made diesel-electric submersible, the Scorpène, is very ideal for the Philippine Navy's submarine requirement, PN flag-officer-in-command, Vice Admiral Robert Empedrad said Wednesday.

This is because the proposal of the company building the submarine fits the requirement of the PN due to its stealthy design, and good weapon and sonar capabilities.

While these characteristics are also found in comparable submarines like Russia's Kilo-class, Empedrad said the Russian model is very large and expensive for the PN to acquire and operate.

"We are continuously studying this and then hopefully we finalized what is our preference and then the budget will come out so we can bid it," the PN chief emphasized in an interview with reporters.

It is also possible that the project will be funded through government-to-government procurement, Empedrad stressed.

The Navy chief, however, clarified that the French-made submersible is not yet the preferred platform even if it fits the PN's requirements.

"Hindi ko sinabing preferred pero sa ngayon yung requirements namin, 'yung proposal nila (It does not mean that we prefer it but for now, as for our requirements, it) fits the requirements of the PN. But we continue to request for proposals from other company as well. So merong proposal ang (South) Korea, I think may proposal 'yung Germany (South Korea has a proposal. I think Germany has a proposal too)," Empedrad said.

He also added that they are still processing the requirements for the project.

"Hopefully, makapagbigay ang Congress ng budget para mabili na (the Congress can provide the budget so we can buy immediately). I think kung mabili namin 'yung (if we are able to buy the) submarine, it serves as a strategic, psychological deterrence (against enemies)," the PN chief said.

Initially, Empedrad said the PN is planning to acquire two but pointed out that ideal numbers for these undersea vessels are six in a fleet.

The Scorpène-class submarines are a class of diesel-electric attack submarines jointly developed by the French Direction des Constructions Navales and the Spanish company Navantia, and now by Naval Group. It features diesel propulsion and additional air-independent propulsion.

The Scorpène can be armed with a variety of torpedoes, missiles and mines and it has range of 6,500 nautical miles and is capable of speeds of 12 to 20 knots.

Earlier, Department of National Defense Secretary Delfin Lorenzana said that should the PN submarine acquisition program push through, it will be acquired via government-to-government procurement.

"The submarine, if we finally decide to buy them, will be on a government-to-government procurement and under a loan so that we do not need a large upfront capital outlay," he added.

The DND chief also said they are looking at proposals made by Russia, South Korea, Germany and France for the PN submarine acquisition program.

AIRSPACE REVIEW (angkasareview.com) – Ada penampakan beberapa alutsista baru milik Tri Matra Tentara Nasional Indonesia (TNI) dalam kegiatan geladi kotor perayaan HUT TNI ke-74 pada Rabu (2/10).

Ucapara HUT TNI ke-74 akan dilaksanakan di Lanud Halim Perdanakusuma pada Sabtu, 5 Oktober 2019.

Dari pandangan mata langsung Airspace Review di lapangan, alutsista baru ini belum tampak pada parade HUT TNI tahun sebelumnya.

Pertama yang sangat mencolok adalah debut drone intai serang tanpa awak CH-4 buatan China Aerospace Science and Technology Corporation (CASC). Sebanyak dua unit drone CH-4 kini telah dimiliki TNI AU dan akan menyusul enam unit lagi.

Sebelumnya, CH-4 sempat dilibatkan dalam pelaksanaan Latihan Gabungan (Latgab) Dharma Yudha 2019 yang digelar di Pusat Latihan Tempur Marinir Asembagus, Situbondo Jawa Timur, 9-12 September 2019.

Selanjutnya, debut TNI AD dalam perayaan HUT TNI kali ini adalah kendaraan tempur (ranpur) Hanoman. Ditilik dari desainnya, Hanoman tak lain adalah ranpur First Win buatan Chaeseri Defense, Thailand.

Hanoman merupakan ranpur jenis MRAP yang sanggup bertahan dari ranjau darat atau bahan peledak improvisasi (IED). Kendaraan yang dapat menampung 11 prajurit ini dimiliki oleh Satuan Kopassus TNI AD.

Kendaraan perang baru lainnya adalah tank medium Harimau buatan Pindad bersama mitranya dari Turki, FNSS. Dalam pameran IDEF 2019 silam di Istanbul, Turki, tank berkanon 105 mm ini telah resmi dipesan 18 unit untuk Batalyon Kavaleri (Yonkav) TNI AD.

Selain kendaraan darat, TNI AD juga mulai mengoperasikan kendaraan air jenis swamp boat. Umumnya kendaraan ini dioperasikan di atas rawa atau aliran sungai. Namun, swamp boat juga bisa dijalankan di atas tanah.

Wahana swamp boat berawak tujuh orang ini dikembangkan oleh perusahaan lokal PT Mega Perkasa Engineering yang telah dioperasikan di Papua, Sulawesi Selatan, dan Kalimantan Timur.

TNI AL juga ketinggalan memamerkan kendaraan perang barunya yang diwakili oleh Satuan Pasukan Katak (Satpaska) dan Korps Marinir.

Russia Offers Upgraded Variant of the Gepard 3.9 to Vietnam

Compared to existing Vietnamese warships, the upgraded Gepard 3.9 variant possesses superior overall power with many changes, giving it more comprehensive warfare capability at sea. What the current Gepard ships cannot do yet.

If Vietnam chooses to design the upgraded Gepard 3.9 ship being introduced at DSE Vietnam 2019, then this is likely to be the future flagship of the Vietnamese Navy because of its "terrible" design.

What is special about the flagship model offered to Vietnam?

Based on the model presented by Rosoboronexport at DSE Vietnam 2019, the upgraded Gepard 3.9 vessel has a larger size and amount of water expansion than the existing Gepard ships in Vietnam.

The ship's weapons system has undergone a complete change, when the 2x4 8 Kh-35 Uran-E anti-ship launch tube assembly was removed, instead of a vertical missile launcher cluster that could carry 16 names. fire, double that of conventional Gepard ships.

3 Ranpur Pindad Terbaru Tampil di Defile HUT TNI

TEMPO.CO, Jakarta - PT Pindad akan menampilkan tiga kendaraan tempur terbarunya dalam defile HUT TNI, yang digelar di Lanud Halim Perdanakusumah, Jakarta, Sabtu, 5 Oktober 2019.

Menurut Kepala Departemen Korporat Komunikasi PT Pindad, Komarudin, kendaraan tempur atau ranpur yang diturunkan adalah medium tank Harimau, ranpur 8x8 Kobra, serta ranpur 6x6 Badak .

“Ini sudah ikut gladi defile,” kata dia saat dihubungi Tempo, Rabu, 2 Oktober 2019.

Medium Tank Harimau

Medium Tank Harimau mengusung turet dengan meriam 105 milimeter dan senapan mesin Kaliber 7,62 milimeter dengan bobot 30-35 ton. Tank ini dilengkapi BMS (Battlefield Managemant System) yang terintegrasi penuh untuk mendukung situasi tempur moderen.

“Tank ini di desain khusus untuk daerah tropis dengan bobotnya yang lebih ringan dari kelas Main Battle Tank,” kata Komarudin.

Kecepatan maksimal Tank Harimau bisa menembus 70 kilometer per jam di jalan raya. Tank Medium ini dilengkapi sistem proteksi 4569 Level 5  untuk standar NATO. “Sistem pertahanannya anti balistik dan anti ranjau. Dan diproyeksikan untuk armada utama,” kata Komarudin.

Badak juga dilengkapi dengan teknologi BMS yang mendukung situasi tempur moderen. “Kelebihannya adalah mampu bertempur dengan kendaraan tempur lawan lainnya, baik jenis panser atau tank,” kata dia.

Badak 6x6 adalah tipe kendaraan tempur yang mengusung kanon 90 milimeter dan senapan mesin 7,62 milimeter. Dengan bobot 12,5 ton, Badak ini dikendalikan oleh 3 kru. Badak mampu dikebut dengan kecepatan penuh 80 kilometer per jam dengan daya jelajah sejauh 600 kilometer.

Badak dikembangkan untuk penguatan satuan kavaleri. “Badak memiliki sistem pertahanan anti balistik untuk memperkuat lini serang kavaleri,” kata Komarudin.

Kobra 8x8

“Kobra ini yang paling baru,” kata Sekretaris Perusahaan PT Pindad, Tuning Rudyati kepada Tempo, Kamis, 3 Oktober 2019.

Tuning mengatakan, kendati Kobra tergolong paling baru, tapi pengembangannya nyaris berbarengan dengan Medium Tank Harimau.

“Sebenarnya berbarengan untuk 8x8 dengan medium tank, pengembangannya bersama-sama. Tapi kalau perjalanan medium tank ini panjang, dulu kita merakitnya 3 tahun karena memang teknologinya beda banget,” kata dia.

Pindad mengembangkan Ranpur 8x8 Kobra bekerja-sama dengan Republik Ceko. Pilihan kerja-sama tersebut sudah ditimbang dari berbagai segi. Mulai dari pemilihan teknologi, isu politik, hingga nilai ekonomi. “Dia sejenis dengan Panser 6x6, bukan tank, masih menggunakan roda,” kata Tuning.

Tuning mengatakan, spesifikasi Kobra berbeda dengan Panser 6x6 yang sudah lebih dulu dikembangkan oleh Pindad. “Ranpur 8x8 ini perbedaannya di mobilisasi. Misalnya mengangkut personil lebih banyak,” kata dia.

Tuning mengatakan, pengembangan Ranpur 8x8 Kobra sudah tuntas. Kobra bahkan sudah masuk dalam persiapan kontrak pemesanan pemerintah.

Departemen Korporat Komunikasi PT Pindad, Komarudin mengatakan, Harimau, Kobra, serta Badak tersebut akan mengikuti defile dalam perayaan Hari Ulang Tahun TNI yang akan dipusatkan di Bandara Halim Perdanakusumah, Jakarta, Sabtu, 5 Oktober 2019. “Ini sudah ikut gladi defile,” kata dia saat dihubungi Tempo, Rabu, 2 Oktober 2019.

Komarudin mengatakan, Pindad menyiapkan masing-masing 1 unit Medium Tank Harimau, Ranpur 8x8 Kobra, serta Badak 6x6.

PH Army Activates Aviation, Rocket, Missile Units

MANILA -- The Philippine Army (PA) activated its Aviation “Bagwis” Regiment (Provisional) AvnR (P)), 2nd Multiple Launch Rocket System Battery (2MLRS Btry) and 1st Land-based Missile System Battery (1LBMS Btry) in Fort Magsaysay, Nueva Ecija Thursday.

Present during activation and assumption of command of the three units was PA chief, Lt. Gen. Macairog S. Alberto, Army spokesperson, Lt. Col. Ramon Zagala said in a statement.

The AvnR (P) will be commanded by Col. Jesus Rico D. Atencio while the 2MLRS Btry will be headed by Maj. Junel D. Uden and the 1LBMS Btry by Maj. Edgardo B. Ocampo.

Zagala said activation of the said units aims to strengthen the PA's defense against current, emerging and future threats. These units will play a vital role in the Army’s fight against terrorism and the communist insurgency.

The Army Aviation Battalion has been upgraded to the AvnR (P). It will be maintaining its current fleet of fixed-wing aircraft for special aviation mission while it develops its capabilities in armed reconnaissance, air assault and air medical evacuation by utilizing rotary wing aircraft.

Zagala said AvnR (P) will allow Army forces to be agile, lethal and versatile.

“We will be acquiring light attack helicopters, armed reconnaissance helicopters, and multi-purpose medium lift helicopters. Through the upgraded Army Aviation Regiment as an integral component of our combined arms operations, our Army will have the capability to conduct a better array of aviation operations to support ground forces and be more responsive in the archipelagic setting in the defense posture,” Alberto said.

On the other hand, the 2MLRS Btry and the 1LBMS Btry under the Army Artillery Regiment (AAR) will help augment the troop’s firepower in large-scale armed confrontation for internal defense and security engagements.

The activation of the two AAR regiment is in line with the Army’s development of air defense units and missile units.

The air defense units will protect the force against air threats while the missile units aim to deny areas of enemy approach as well as suppress their air capabilities.

“We put primacy on the activation of these units in order to continuously enhance our aviation and air defense capability as we operate with the intent to be a modern and well-equipped Army, to address fast-evolving threats and finish the insurgency at the soonest time possible,” Alberto added.

Surabaya, E Java (ANTARA News) - President Director of PT Famindo Inovasi Teknologi Julius Agus Salim inaugurated the first drone technology development plant in Southeast Asia located in Bogor, West Java, on Thursday.

Salim noted in a statement received here, Friday, that several Indonesians possess immense abilities, thus motivating themselves to advance the work of the nation`s children, especially in the development and production of environment-friendly drones.

"So far, we have been importing more drones from China and Europe, but we can produce them ourselves, which has motivated me to establish a drone factory," he noted.

Salim further pointed out that the development of drone technology in Indonesia is still lagging behind due to the lack of technological support and educational use of drones by manufacturers and developers, so production of drones in Indonesia is still low, and the people prefer to use drones produced using foreign technology.



"Some 80 percent of the raw material used in making the drones is produced domestically," he remarked.

He added that the Famindo Group is a company that had forged cooperation with the Army, Police force, National Search and Rescue Agency, and Intelligence Headquarters.

Furthermore, drones by the company are produced in an environment-friendly plant and supported by accredited technologies and standards, both nationally and internationally.

"Each product manufactured passes through three dynamic stages -- design, assembling, and testing -- all of which prioritize detailing and perfection of each circuit on the UAV system or unmanned aircraft," he explained.

Additionally, the company has established a drone school to meet the needs of potential drone pilots in Indonesia, both for the country`s security sector and for civilian needs.

It has provided basic classes, covering material on how to control drones along with the safety aspects. A captain class covers all safety material on the use of drones, manual drone control, and introduction of ground control system to control drones, while an instructor class is held to meet the training needs for drone pilots keen on becoming trainers.

The Department of National Defense (DND) has awarded the joint venture of Scan Marine Inc. and Aces Marine & Links Industrial Corporation contract for Procurement of 15 Units All-Terrain Vehicle Project of the Philippine Army under the current Armed Forces of the Philippines (AFP) Modernization Program.

The contract has an amount of PHP31,720,200.00. The Notice of Award was signed September 25 by National Defense Secretary Delfin Lorenzana.

Among the technical specification of the ATV is having the minimum seating capacity of 4 persons.

Jakarta - Perayaan hari ulang tahun (HUT) ke-74 TNI berlangsung berbeda dari tahun sebelumnya. Di hadapan Presiden Joko Widodo, TNI menampilkan pesawat tanpa awak, yakni pesawat CH-4.

"Perayaan hari ulang tahun TNI ke-74 dan perayaan dilaksanakan secara normatif, mulai parade dan defile. Termasuk defile kendaraan tempur, yang berbeda dari tahun kemarin adalah penampilan khusus yang kami elaborasi dengan kegiatan lain adalah adanya pesawat CH-4 dari pesawat yang telah dimiliki oleh TNI," ujar Panglima TNI Jenderal TNI Marsekal Hadi Tjahjanto di Lapangan Udara Halim Perdanakusuma, Jakarta Timur, Sabtu (5/10/2019).

Drone yang mampu terbang di ketinggian 15 ribu kaki tersebut merupakan alutsista terbaru milik TNI. Pesawat tanpa awak berjenis medium altitude long endurance (MALE) tersebut bahkan bisa terbang dengan jangkauan radius of action-nya 1.000 kilometer apabila menggunakan satelit beyond line of sight (BLOS).

"Hari ini kami tampilkan di depan Presiden bahwa kami sudah memiliki pesawat tanpa awak, memiliki kemampuan MALE, dan mampu terbang dengan radius of action 1.500-2.000 km dengan menggunakan beyond line of sight dengan bantuan satelit," kata Hadi.

Hadi mengatakan pesawat itu memiliki tingkat akurasi penembakan yang tinggi. Kata Hadi, pesawat itu sudah diuji coba saat TNI melaksanakan latihan gabungan di Situbondo, Jawa Timur.

"Pesawat tersebut, ketika latihan gabungan TNI di Situbondo, sudah melaksanakan penembakan rudal dan hasilnya sudah sangat baik," katanya.

Selain pesawat tanpa awak, Hadi menyebut, dalam perayaan HUT ke-74, TNI juga menampilkan pesawat Boeing 737. Pesawat Boeing 737, kata Hadi, memiliki kemampuan pengintaian sangat baik.

"Seluruh kegiatan dimonitor oleh dua pesawat Boeing 737 yang memiliki kemampuan kamera yang akurasinya sangat baik. Pesawat Boeing juga pernah kami coba dalam latihan operasi latihan gabungan di Situbondo dan akurasi ya sangat baik karena bisa memberikan informasi terkait dengan sasaran langsung real time ke satuan satbag-satbag di bawah," katanya.

"Pagi ini kami tampilkan juga pesawat Boeing 737 untuk monitor jalannya upacara hari ulang tahun dan hasil bisa dilihat apa yang terjadi di udara yang kita tidak tahu tapi karena kemampuan bisa dimonitor oleh pesawat Boeing dan ditampilkan di hadapan kita dengan real time," sambungnya.

PHL’s New Command & Control Aircraft Set to Fly Home

The Philippine Air Force (PAF)’s upcoming command and control (C2) aircraft is set to start its journey to Philippines on Monday, October 7.

The upcoming C2 aircraft is based on Airbus C295M twin-turboprop tactical military transport aircraft that PAF is already operating. PAF currently operates three C295 aircraft as medium lift transports.

“Members of Philippine Plane Spotters Group has confirmed that the new Airbus CASA C-295M medium tactical aircraft ordered by the Philippine Air Force as a VVIP/Command and Control Aircraft will start its first leg of its delivery flight to the Philippines from Spain, starting at Seville to Malta on Monday,” MaxDefense Philippines said October 5.

During the 72nd anniversary celebration of PAF at Colonel Jesus Villamor Air Base in Pasay City on July 2, PAF commander Lieutenant General Rozzano D. Briguez announced the supposed delivery of said aircraft in July.

“Operational and strategic command and control shall be augmented through the arrival of two command and control fixed-wing aircraft: one C-295 arriving late July, this month, and one G-280 jet arriving by 2020,” Lieutenant General Briguez said.

In October 2018, the Department of National Defense (DND) awarded a contract worth €28,807,000.00 to Airbus to supply a C2 Fixed-Wing Turbo Prop Aircraft.

Pemerintah Cari Investor Kembangkan Proyek Pesawat R80

JAKARTA, KOMPAS.com - Pemerintah berencana mengembangkan industri aviasi nasional. Salah satunya, dengan meneruskan pengembangan pesawat R80 yang digagas oleh Presiden RI ke-3 BJ Habibie. 

Menteri Koordinator Bidang Perekonomian Darmin Nasution mengatakan, pengembangan pesawat R80 masuk dalam tiga program industri pemerintah.

“Ada program pesawat terbang, ada yang akan dikembangkan oleh Kemenperin, ada yang dikembangkan oleh almarhum Pak Habibie," ujar Darmin di Jakarta, Rabu (2/10/2019).

Darmin menjelaskan, dalam mengembangkan proyek tersebut pemerintah mengajak pihak swasta terlibat dalam mendanai proyek tersebut. Proyek tersebut direncanakan mulai digarap pada 2023. 

Berdasarkan data dari Komite Percepatan Penyediaan Infrastruktur Prioritas (KPPIP) pengembangan pesawat terbang R80 membutuhkan dana sebesar Rp 6,75 triliun. 

“Kita bangun infrastruktur, kita bisa kumpulkan dana, tapi kepemilkan tetap punya pemerintah sehingga kita bisa tambah pembangunan itu sendiri,” kata Darmin. 

KPPIP sendiri mencatat saat ini pemerintah memiliki 223 Proyek Strategis Nasional (PSN) dan tiga program dengan nilai investasi mencapai Rp 4.180 triliun.

Untuk mendanai proyek tersebut pemerintah akan menggandeng para investor. 

Agar investor tertarik, pemerintah telah menyiapkan beberapa program, yakni Viability Gap Fund (VGF), availability payment dan insentif pajak. 

“Sebetulnya ada lagi yang kami kembagkan tapi perumusannya agak lambat. Namanya LCS (limited concession scheme),” ucap dia.

PH Navy Retires BRP Cebu

MANILA -- The Philippine Navy (PN) has formally retired its oldest ship, the BRP Cebu (PS-28), from the service during decommissioning ceremonies in Captain Salvo Pier, Naval Base Cavite early this week.

Retirement ceremonies for the World War II-era vessel took place last October 1.

Present and serving as the guest-of-honor in the ship's retirement ceremonies was Philippine Fleet commander, Rear Admiral Giovanni Carlo Bacordo who had mixed emotions during the event as the retirement of the vintage ship will allow the Navy to receive newer naval platforms.

"We are happy because of her decommissioning we will be able to accommodate newer platforms for the Philippine Navy," Bacordo said.

BRP Cebu, formerly the USS PCE-881, served the PN for 71 years before its decommissioning.

The ship was first commissioned by the US Navy on July 31, 1944 and transferred to the PN in July 1948 and renamed as RPS CEBU (E-28) after the Philippine province of the same name. It was designated as one of the service's six Miguel Malvar-class corvettes.

Its notable accomplishment was the search and rescue operations of the M/V Princess of the Stars of Sulpicio Lines, which capsized off the coast of San Fernando, Romblon at the height of Typhoon Frank on June 22, 2008.

Say No to Foxtrot Fulcrum

Russia is intensifying its pressure to sell its RAC Mig Mikoyan Gurenvich Mig-35 (NATO Reporting Name : Fulcrum F) Multi Role Combat Aircraft (MRCA) to Malaysia.

Russian Industry and Trade Minister Denis Manturov hosted the 1st Joint Russia-Malaysia Commission for Economic, Scientific, Technical and Cultural Cooperation (JCESTC) meeting held in Moscow, Russia where a Malaysian delegation led by Minister of Economic Affair on October 2, 2019.

While the Malaysian Prime Minister and Russian President Vladimir Putin discussed many issue, the most talked about bilateral matters resulted from the two state leaders meeting in Vladivostok was the plan to trade in 10 MIG-MAPO built Mikoyan Gurenvich Mig-29N/NUB (NATO Reporting Name: Fulcrum) and 18 KNAAPO built Sukhoi Su-30MKM (NATO Reporting Name : Flanker) for up to 36 Mig-35s.

Minister Manturov was not shy at all to disclose that “Russia and Malaysia continue to discuss the supplies of MiG-35 and Yak-130 aircraft”.

He further elaborates, “There are commissions for military-technical cooperation which discuss such issues. I am sure we shall continue to discuss the issue, as Malaysia has a major experience in operating MiG-29 and Su-30”

Russia has yet to seal any export deal for the Foxtrot Fulcrum. It is eyeing on Malaysian Fulcrums and Flankers due to their extensive modifications and considered as peculiar variant that could benefit the Russians to study the Western origin avionics, electronic counter measures and weapon system fitted on the two.

The Mig-35 proposal has received negative response from many Malaysian observers stating that these aircraft would only cause logistical support and spare part supply chain problems, hampered existing synergy of Royal Malaysian Air Force (RMAF) combat fleet and undermining the strategic plan for RMAF comprehensive and structured modernisation as stipulated under Air Force Next Generation (AF-Next Gen) and Capability 2055 (CAP55) strategic plans.

Eleventh Poseidon Arrived in Australia

4 October 2019 saw the very first landing of P-8A Poseidon A47-011 at RAAF base Edinburgh (Australia).

The Poseidon routed Seattle - Honolulu - Nadi (Fiji) instead of Pago Pago, then to Edinburgh. Using call sign Poseidon 01, the Poseidon was most likely manned by a mix of Australian and US crew.

011 is the second-last P-8A for the Royal Australian Air Force. Number twelve is expected soon, while the Australian government is looking for the option to buy another three to bring the fleet up to fifteen aircraft.

The P-8As of the RAAF are assigned to 92 Wing, 11 squadron "Shepherd or Destroy".

Army bolstering defense hardware, capabilities

MANILA, Philippines — While still busy dealing with the country’s internal security threats, the Philippine Army (PA) is also gradually shifting from internal to territorial and external defense with its programmed acquisition of Indian-Russian designed land-based BraHmos supersonic missiles.

“Talks are now ongoing for Philippine Army’s BraHmos missile acquisition project with India,” a senior military official bared, adding that BraHmos supersonic missiles are ideal for the Army’s land-based territorial defense operations.

The BraHMos was developed in 1998 in a joint venture between the Defense Research and Development Organization of India and the Federal State Unitary Enterprise NPO Mashinostroyenia of Russia in an inter-government agreement.

The missile system can be launched from land-based mobile vertical launchers, while its variants can also be fired from warships, as well fighter aircraft.

It can attack and disable targets from as far as 290 kilometers when launched, by flying as low as five meters in altitude or at 1,400 altitude as the maximum with a speed of Mach 2.8.

“Once these BraHmos are finally procured and delivered, the Army will have the capability of defending the country from foreign aggressors and other territorial threats in the open seas,” a highly placed military source said.

On top of this, the Army has already created the 1st Brigade Combat Team to be its national quick reaction maneuver force against any land-based aggression of foreign forces anywhere in the country.

Meanwhile, the Department of National Defense (DND) is looking forward to a smooth and increased transfer of defense equipment and technology needed by the Philippines in its ongoing modernization program from Japan following the recent launching of Philippines-Japan Defense Industry Forum in Manila this week.

“We, at the DND, fully support the recent amendment of Japan’s Self-Defense Force Act that would allow the Japanese government and its Ministry of Defense ‘the needed flexibilities’ for the Japanese military force ‘to play a greater role’ in maintaining peace and stability in the Asia-Pacific region by exporting quality defense equipment to foreign countries like the Philippines,” declared Defense Undersecretary Cardozo Luna at the inaugural launching of defense industry forum.

Japan has already handed over for free five maritime patrol trainer aircraft to the Philippine Navy. 

These aircraft, converted into surveillance planes, are being used to conduct patrols over the country’s maritime and territorial domain in the West Philippine Sea and at the Philippine Rise (Benham Rise) in the Pacific.

Tokyo also passed on to the Philippine Air Force excess spare parts for UH-1H helicopters in its inventory.

New air defense, missile units operational

The Philippine Army has activated three new aerial defense units in a bid to bolster defense capabilities against threats and better array of aviation operations to support ground forces. 

Army spokesman Lt. Col. Ramon Zagala said the Aviation “Bagwis” Regiment, 2nd Multiple Launch Rocket System Battery and 1st Land-based Missile System Battery, are now operational.   

“These units will play a vital role in the Army’s fight against terrorism and the communist insurgency,” he explained.  

On the other hand, the Rocket and Missile units under the Army Artillery Regiment will help augment the troop’s firepower in large scale armed confrontation for internal defense and security engagements.
