Russian Federation suggested the Philippines helicopters, marine equipment and small arms

Moscow - INTERFAX.RU - Russia held a presentation for the Philippines helicopters, marine equipment, small arms, "Interfax" on Wednesday, the Federal Service for Military-Technical Cooperation (FSMTC) Russia.

"Talking about the supply of certain models of arms and military equipment is premature waiting for official requests from the Philippine side." - said the official representative of the Russian FSMTC Maria Vorobyova.

She said that the Philippine side held presentation of production of concern "Kalashnikov", Mi-17V-5, Mi-171SH helicopter, Mi-35 helicopters, speedboats, Coast Guard Systems, other samples of military products.

In FSMTC we said that we are talking about military equipment and weapons that will help the Philippines improve the efficiency of the fight against terrorism and piracy.

"The question of the formation of the legal framework of the Russian-Philippine military-technical cooperation", - said m.Vorobevy.

"The Russian Federation in response to the interest of the military-technical cooperation of the Republic of the Philippines in the development of leadership expressed its readiness to further discuss the parameters of mutually beneficial partnerships in this sphere", - said the representative of the Russian FSMTC.

JAKARTA, KOMPAS.com - Menteri Pertahanan Ryamizard Ryacudu mengungkapkan bahwa Rusia berencana membangun pabrik suku cadang pesawat Sukhoi di Indonesia.

Hal itu merupakan imbal dagang dari pembelian pesawat tempur Sukhoi antara Indonesia dan Rusia.

Sementara pihak Rusia tertarik dengan produk karet asal Indonesia.

Adapun nilai imbal dagang yang akan dilakukan dengan Rusia sekitar 600 juta dollar AS.

"Mereka (Rusia) akan buat pabrik di sini untuk suku cadang. Jadi enggak usah dibawa ke Rusia, mahal itu," ujar Ryamizard saat ditemui di Kemenko Polhukam, Jakarta Pusat, Senin (12/6/2017).

Menurut Ryamizard, Indonesia akan mendapat keuntungan jika rencana tersebut direalisasikan.

Negara-negara tetangga yang menggunakan Sukhoi akan membeli suku cadang dari pabrik di Indonesia.

"Jadi nanti yang punya Sukhoi seperti Malaysia, perbaikannya akan sama kita," kata Ryamizard.

Sebelumnya, Ryamizard mengonfirmasi bahwa pemerintah Indonesia berniat membeli 10 unit pesawat tempur jenis Su-35 (NATO: Flanker-E) buatan Sukhoi dari Rusia.

Ia menegaskan, proses pembelian pesawat tempur tersebut masih dalam pembahasan dan belum terjadi penandatanganan persetujuan.

Boeing’s eagle eyes scan Australia

Boeing has begun to plan for the likely early retirement of the Australian Army’s Tiger armed reconnaissance helicopter by considering such a requirement as a ‘prospect’. The company recently demonstrated its capabilities, including linking with UAVs.

In February this year the Australian Government in its Defence White Paper planned for the replacement of the troubled Tiger fleet from the mid-2020s.

The helicopter had a difficult birth and continues to struggle to achieve availability and datalink requirements and has not yet operated from the Royal Australian Navy’s new amphibious assault ships.

The possibility of a new requirement led Boeing to pull out almost all the stops at the Australian Air Show 2017, there was no public flight display, and demonstrate the AH-64E Apache to Australian personnel and to also demonstrate integration with a grounded Insitu ScanEagle UAV.

‘It took about two weeks to work out how to integrate with the ScanEagle; not full-time but we needed to find laboratory time to carry out the work,’ a company spokesperson said.

‘We had to lease the Apache and get the ScanEagle brought down from Queensland and we looked at how we could set that up.’

The company has added Australia to its potential future customer list, along with another in Asia-Pacific and one in Europe, which could take manufacture of the aircraft out beyond the current production line of 2027. The company is hoping to hit contract for some of these potential orders in the next four years.

The company is continuing to deliver AH-64Es for the US Army, and has just completed delivery of the last of 36 Apaches to South Korea, eight aircraft are in flight test for Indonesia, and Boeing has 24 on contract for Qatar.

The spokesperson said further that the production line can produce almost 100 helicopters a year and the company expects to achieve close to that level ‘in the next few years at least’.

BATAMNEWS.CO.ID, Jakarta - Panglima TNI Jenderal Gatot Nurmantyo mengatakan TNI akan membuat pangkalan militer di semua pulau terluar yang ada di Indonesia. Pulau terluar ini akan difungsikan seperti kapal induk.

Hal itu diungkapkan Gatot saat buka bersama dengan Insan Pers di Balai Sudirman, Tebet Jakarta Selatan.

"Jadi sesuai dengan kebijakan yang saya sampaikan ke Presiden, pulau pulau terluar seperti Natuna, Morotai, Biak itu akan dibuat pangkalan militer terluar," kata Gatot di Jakarta, Senin (12/6) malam.

Gatot menggambarkan pangkalan militer itu diibaratkan seperti kapal induk. Hanya saja kapal induk tersebut dalam bentuk pulau-pulau.

"Ibaratnya seperti kapal induk, tetapi pulau cuma pangkalan-pangkalan militer di situ ada," ujar Gatot.

Pangkalan-pangkalan militer itu nantinya akan dibuat seperti pangkalan militer yang ada di Natuna. "Gambarnya liat saja Natuna, akan sama seperti Natuna," kata Gatot.

Sebelumnya, Presiden Jokowi, Menkopolhukam Wiranto dan Panglima TNI Jenderal Gatot Nurmantyo, meninjau lokasi yang akan dijadikan pangkalan militer di Natuna.

Tiba di lokasi itu, Jokowi dan rombongan langsung diberi penjelasan oleh Direktur Zeni TNI Angkatan Darat, Brigjen Irwan.

Dia menjelaskan, nantinya di lokasi itu akan dibangun pangkalan militer terintegrasi. Misalnya, mess prajurit yang terintegrasi dengan hanggar pesawat, helikopter serta rumah sakit (RS).

"Kemudian Angkatan Udara juga membangun hanggar pesawat drone, kemudian perpanjangan runway pembangunan taxiway, bunker untuk pesawat tempur nantinya dan pusat Arhanud (Artileri Pertahanan Udara)," katanya dalam pemaparan kepada Presiden Jokowi.

Untuk kekuatan darat, akan dibangun satu Kompi Infantri, yang terletak di Desa Sungai Hulu. Kini, masih dalam proses pembangunan, yang turut ditinjau oleh Jokowi.

"Kemudian di Tanjung Seka juga nanti dibangun dermaga bunker kapal selam yang tahun ini masih dalam tahap survei," kata dia.

Di Desa Tanjung Datuk, akan dibangun pusat radar. Sementara di Selat Lampa, lokasi yang dikunjungi Jokowi, akan dibangun dermaga atas air oleh TNI Angkatan Laut dan Yon Kompi Zipur oleh TNI Angkatan Darat.

"Inilah pangkalan-pangkalan yang dibangun oleh TNI Angkatan Laut yang berada di sekitar Natuna, baik Kompi Balai Prajurit dan segala macam," katanya menambahkan.

Dermaga di Selat Lampa ini, lokasinya hanya beberapa meter dari pusat cold storage di bawah koordinasi Kementerian Kelautan dan Perikanan. Dermaga  akan berbentuk L sepanjang 200 meter untuk bersandar kapal-kapal TNI Angkatan Laut.

ENGLEWOOD, Colo., /PRNewswire/ -- The Royal Australian Air Force (RAAF) has signed an agreement with Jeppesen and Tapestry Solutions, both Boeing Companies [NSYE:BA], to integrate the Mission Management Suite to optimize military operations. Formerly known as Jeppesen Operations Solution, the Mission Management Suite from Jeppesen and Tapestry will enhance RAAF air mission planning, operations management and resource scheduling in the complex Air Operations Center environment.

"Working with the Jeppesen and Tapestry team to integrate critical operational tools delivered through the Mission Management Suite will enhance operational mission effectiveness and improve efficiency," said James Hogg, commanding officer and deputy director of the Air Mobility Control Centre, Royal Australian Air Force. "This operations management resource will allow us to maximize use of our capabilities, including resources, assets and time to ensure optimal performance." 

The Mission Management Suite is a military operations center suite of applications that efficiently manages air mission activity throughout the full mission lifecycle. It is a Web-based solution that provides military operators with a single user interface that integrates multiple functions in a unified platform. The solution will help the RAAF optimize their Air Mobility Group air-lift operations, which is managed by the Air Mobility Control Centre (AMCC) in Sydney. The Military aircraft that the AMCC task and control include KC-30 MRTT (Multi Role Tanker Transport), C-130J Hercules, C-27J Spartans, C-17, B300 King Air, BBJ 737 and CL-604 Challenger.
     

"The Royal Australian Air Force will significantly improve AMCC operations, specifically related to request and mission planning, diplomatic clearance management, automated/on-demand report generation, expense tracking and management, hazardous cargo management, security and integration with their existing systems," said Matt Buettner, director, Jeppesen Flight Planning and Dispatch. "We will continue to work with RAAF to further enhance Mission Management Suite to meet their exact operational needs."

Additionally, Mission Management Suite provides RAAF commanders with increased, real-time visibility to their operations and provides improved transparency, according to Kurt Meidel, director, Tapestry Solutions. "When fully implemented, the tool will enable the RAAF to manage 50 percent more missions without adding any staffing headcount, providing significant cost savings," said Meidel.

As previously reported by bmpd colleague on November 1, 2016 the journalists of the Chinese resource Sina.com met with officers of the Myanmar Air Force, and those "confident" confirmed the purchase of Sino-Pakistani fighter FC-1 (JF-17). 



To date, Myanmar Air Force have 50 obsolete Chinese fighters J-7M and 30 MiG-29 and 20 Q-5 attack aircraft. Training of pilots for these aircraft carried out on Chinese jet training aircraft Nangchang K-8.



The appearance in the Air Force fighter FC-1 Chinese development will facilitate its development, who have experience of piloting Chinese aircraft. Myanmar repeatedly called as a first zakazachika fighter FC-1 (JF-17). In the spring of 2015, Pakistani media reported on the conclusion of a contract for the supply of aircraft to Myanmar.

Australia’s F-35As Grounded over Oxygen Issues

The US Air Force has grounded a fleet of F-35s after the aircraft started starving their pilots of oxygen.

The 56th Fighter Wing at Luke Air Force Base in Arizona suspended all F-35A flights last week after five pilots experienced hypoxia-like symptoms.

Australia's F-35As are among the 55 aircraft grounded, with the grounding currently indefinite.

US Airforce spokeswoman Major Rebecca Heyse said in a statement, "The 56th Fighter Wing will continue their pause in local F-35A flying to co-ordinate analysis and communication between pilots, maintainers, medical professionals and a team of military and industry experts.

"This co-ordination will include technical analysis of the physiological incidents to date and discussions on possible risk mitigation options to enable a return to flying operations."

Five incidents have been reported since 2 May with pilots experiencing hypoxia, but the Air Force said pilots all used their backup oxygen to land the planes safely and without serious harm to themselves.

While there are other F-35s based in Japan and Europe, the grounding is only specific to the Luke Air Force Base as no incidents have been reported elsewhere.

A team of pilots, maintainers, medical professionals and military and industry experts will investigate the issue

Australia will have 72 F-35As with the full fleet in service by the end of 2023. Two, AU-001 and AU-002, have been delivered and each cost more than US$120 million.

The F-35s are no stranger to controversy, with much criticism over costs and timing of the program.

While in Australia for Avalon Airshow, former head of the F-35 Joint Program Office Lieutenant General Christopher Bogdan addressed some of these controversies, noting “there has been a lot of controversy about how late that program is and completing that program, and how much it costs to complete that program".



"Back in 2011, this program was re-baselined, it was re-baselined because in prior years we have not done such a good job on the program. It was many years late, and many millions of dollars over budget, so in 2011 we re-baselined the program," Lt Gen Bogdan said.

The Lieutenant General also conceded there are ongoing risks to the program, including with the performance of some of the current aircraft.

"We have risks, we have things we have to sort out. There are challenges ahead," Lt Gen Bogdan said.

Despite the positive performances of the 200 aircraft in the field, Lt Gen Bogdan expressed his concern and disappointment with the performance of the older aircraft.

"The aeroplane today, the 200 aeroplanes out in the field are performing fairly well. Unfortunately, our older aeroplanes that came off the production line some years ago are not performing as well as the newer aeroplanes," he said.

"If you took a look at our newer aeroplanes compared to some of our older aeroplanes, you would see a very significant improvement in their aircraft availability, and their reliability and maintainability. That's a good thing, because what we're doing is we're building newer aeroplanes now, and eventually when we modify those older aeroplanes up to the standards of the newer aeroplanes, we'll have a fleet that's fairly robust."

Lt Gen Bogdan went as far to declare the reliability and maintainability of the older aircraft as "flat", and said there is much room for improvement, particularly in comparison to the newer aircraft.

"Unfortunately, today, the aircraft availability, the reliability and maintainability of the aeroplane is what I would call flat. It's not bad, it's just not getting a whole lot better really fast. Now if you separate out those good aeroplanes, they are getting better faster, but not if you include the older aeroplanes, and we have to work on that. That is a challenge we have on the program, that is a risk on the program, because we need to continue to drive the cost of flying and maintaining the aeroplane down, lower and lower each and every year."

Lt Gen Bogdan also cautioned about the ramp up of the production line, fearing the workload of the manufacturing companies.

"I'm worried about that, the ramp up of some of the aeroplanes coming off the production line, while at the same time we have 200 aeroplanes out in the field that we have to support," he said.

"Because those companies that are building pieces and parts for the production line, are the very same companies that we're turning to, to fix older parts on the aeroplane. There is a natural tension and a capacity issue with those industry partners in building new parts for the production line, and fixing the older parts on our aeroplanes in the field. That's a risk, that's a problem we have to work with."

The F-35 aircraft is the most expensive in history, with the 72 F-35As ordered by the Australian government is expected to cost $17 billion.

Acquisition of 6 Close Air Support Aircraft Finally Advances

Department of National Defense (DND) and Armed Forces of the Philippines (AFP) 6 Close Air Support (CAS) aircraft acquisition project for Philippine Air Force is now moving to a “milestone” stage after several failed initiations in the past years.

This project is part of AFP Modernization Program First Horizon which is set to end this year.

“The acquisition of the Philippine Air Force’s (PAF) next Close Air Support Aircraft has finally reached an important milestone after 4 years of failing to have it move beyond planning and pre-bid conferences,” MaxDefense Philippines said in an article.

“With Embraer already considered the Sole Compliant Bidder, the Philippine Air Force will be conducting Post-Bid Qualification (PQ) Inspections to confirm the submitted documents of Embraer, while also checking Embraer’s aircraft manufacturing as well as the Super Tucano itself,” MaxDefense said.

“Once they get the conformance approval from the PQ inspection team, the PAF would make a recommendation for the DND to provide a Notice/Letter of Award to Embraer which fomally signifies the awarding of the project to Embraer, and with that a Contract will follow between the two parties,” MaxDefense added.

The six close air support aircraft to be acquired will be replacing/complement the Air Force’s Rockwell OV-10 “Bronco” turboprop attack planes.

The DND previously confirmed that projects under First Horizon will be completed.

“The leadership of the Department of National Defense and the Armed Forces of the Philippines will pursue the implementation of the approved projects which are not yet contracted or completed under the First Horizon (2013-2017) of the Revised AFP Modernization Program (RAFPMP),” DND said.

“Projects such as the CAS aircraft, LRPA (2 long-range patrol aircraft) and FA-50 Munitions are still in various stages of procurement,” it added.

ShinMaywa Outlines Options for Industrial Collaboration in Indonesia

Japanese aerospace company ShinMaywa has confirmed that it is prepared to distribute work on the US-2 aircraft with local companies, should it be selected for Jakarta's amphibious search-and-rescue (SAR) requirements, but played down the option of a final assembly in Indonesia.

Speaking to Jane's at the MAST Asia 2017 exhibition in Tokyo, Masayuki Tanaka, from ShinMaywa's export division, confirmed that the company is prepared to make concessions for technology transfers in line with Jakarta's defence acquisition policies.

However, he noted that these will depend ultimately on the Japanese government, which is taking the lead on the potential deal. The Indonesian Armed Forces (Tentara Nasional Indonesia: TNI) is reportedly considering an initial contract for three US-2 aircraft.

Although there are several options to distribute work on the platform, it is logistically very challenging and expensive to transport major aircraft components to be assembled in Indonesia, said Tanaka, who posited that such an arrangement could end up costing the customer a lot more.

It could be more feasible for the aircraft to be delivered fully assembled with final configuration works to be done in the customer's country, he added, naming Indonesian state-owned aircraft manufacturer PT Dirgantara Indonesia as a possible partner in the collaboration.

However, Tanaka was not able to give any indication as to when a deal for the US-2 is expected to materialise, adding only that talks between the two governments are ongoing.

Thai Cabinet Nod for Bt2.3 bn Armoured Carriers Deal with China

The Cabinet on Tuesday approved the Army’s proposal to buy 34 armoured personnel carriers from China.

The proposal to buy the ZBL-09/VN-1 for Bt2.3 billion was put forward by Deputy Prime Minister and Defence Minister General Prawit Wongsuwan.

The Cabinet gave the nod for the purchase with budgetary commitments in fiscal years 2017-20.

The Army chief will later fly to China to sign the government-to-government purchase contract.

The Cabinet was told that the new VN-1 carriers will be stationed at the First Cavalry Division, the 10th Cavalry Battalion in Nan, and the 7th Cavalry Battalion in Uttaradit. (NationMM)

Army chief defends purchase of 34 armoured personnel carriers from China

Army commander-in-chief General Chalermchai Sitthisart on Wednesday defended the decision to spend Bt2.3 billion on the purchase of 34 Chinese VN-1 armoured personnel carriers, saying it was a good deal and cheaper than any offered by Western countries.

Following Cabinet approval yesterday for purchase of the ZBL-09 vehicles, he said one of his assistants would travel to China next month to sign the contract.

The country’s economic woes make it appropriate to buy cheaper military hardware from China, the Army chief reasoned. However, he acknowledged that having an unelected government makes it “more difficult” to purchase military hardware from the West.

The Army will use the VN-1s to replace the ageing V150 and M113 armoured personnel carriers bought from the US after the Vietnam War more than 40 years ago, Defence Ministry spokesman Kongcheep Tantravanich said.

The procurement is part of the Army’s plan to strengthen its capacity, he said. 

Under the military cooperation, China will provide assistance to Thailand in setting up maintenance facilities and transfer technology, Kongcheep said, adding the Army has already prepared a maintenance centre in the northeastern Nakhon Ratchasima province.

Mitsubishi Heavy Industries (MHI) has revealed further details of a tracked amphibious vehicle demonstrator it is currently proposing for the Japan Ground Self-Defense Force (JGSDF).

The details were revealed at the MAST Asia 2017 defence exhibition and conference, which is taking place in Tokyo from 12-14 June. According MHI officials who spoke to Jane's at the exhibition, the Mitsubishi Amphibious Vehicle has been designed to achieve both good manoeuvrability on land, and relatively higher speeds in the water in comparison to other amphibious vehicles in the market today.



"MHI has extensive experience in the design and construction of large surface ships," said Mitsuhiko Ikeya, a corporate communications officer representing the company at MAST Asia, in response to questions from Jane's . "As such, MHI has incorporated these experiences in the design of the vehicle so that in can operate very well in the water," he added.

Among features that can achieve this is the vehicle's integrated arm hydro pneumatic suspension, which can retract the platform's wheels and track during water operations to recue drag, said MHI. In the water, the vehicle is powered by compact high-thrust water jets. The vehicle has been incorporated with MHI's 3,000 metric hp (2,206 kW) diesel engine but the vehicle's top speeds on land and water are still being verified with the demonstrator unit, said the company.



According to further specifications provided by an MHI representative on site, the vehicle can accommodate a crew of about 15, but this can be changed according to requirements of the JGSDF and its intended mission sets. Weapons that can be mounted on the vehicle have also not been finalised.

The Mitsubishi Amphibious Vehicle demonstrator unit is currently undergoing further verifications internally within the company, but a full show of the vehicle's capabilities is expected to be made to the JGSDF soon, said MHI.

Thailand Announces USD6.5 billion Defence Budget

Thailand’s military government has proposed a defence budget of THB222.4 billion (USD6.5 billion) for 2018, representing a year-on-year increase of about 5%.

New documents published by the budget bureau show that the 2018 defence budget amounts to 7.7% of total government spending in the year.

The budget was approved by the National Assembly on 8 June and will come into effect in October 2017.

A breakdown of the new defence budget was not announced but Jane’s understands that it features an increase in funding for operations, which will be directed to tackling long-running insurgency in the south of the country.

KUANTAN: Tentera Udara Diraja Malaysia (TUDM) memutuskan untuk menggantung semua operasi latihan atau penerbangan  pesawat jenis Hawk Mk-108 bagi memberi ruang siasatan ke atas nahas pesawat mereka dilakukan.

Panglima Tentera Udara, Jeneral Datuk Seri Affendi Buang berkata, bagaimanapun tempoh penggantungan operasi pesawat itu akan diputuskan dalam masa terdekat.

Menurutnya, penggantungan itu akan dimaklumkan kemudian, selepas mengambil kira hasil siasatan Badan Siasatan yang akan ditubuhkan.

"Keputusan ini (penggantungan) dibuat  memberikan ruang kepada pasukan siasatan melakukan siasatan mereka... ini adalah antara langkah segera yang kita ambil.

"Selain itu, kita juga akan memastikan kebajikan keluarga kedua juruterbang kami yang terkorban ini mendapat perhatian sewajarnya.

"Kematian Mejar Mohd Hasri Zahari, 31 tahun dan Mejar Yazmi Mohamed Yusof, 39 tahun adalah juruterbang berpengalaman dan aset kami... insiden ini adalah kehilangan besar kepada TUDM," katanya.

Beliau berkata demikian dalam sidang media khas di Pangkalan TUDM Kuantan, di sini.



Sebelum itu, katanya,  dua juruterbang Hawk 108 Tentera Udara Diraja Malaysia (TUDM) yang dilaporkan hilang jam 11.30 pagi tadi disahkan meninggal dunia.

Mohd Hasri berasal dari Kuala Lumpur manakala  Yazmi pula dari Negeri Sembilan ditemui kira-kira jam 2.30 petang, di kawasan hutan dan berpaya berhampiran Kampung Chukai, Terengganu iaitu 48 Kilometer daripada Pengkalan TUDM Kuantan.

Jelasnya, mayat mangsa ditemui 20 meter antara satu sama lain dengan payung terjun kecemasan masing-masing.

"Kita percaya mereka sempat menarik kerusi anjal ketika pesawat itu apabila pesawat terbabit mula hilang kawalan.

"Bagaimapun, rangka pesawat  mangsa pesawat masih belum ditemui dan pihaknya kini akan menjalankan kerja mencari rangka terbabit," katanya

Jelasnya, kedua juruterbang tersebut sedang melalukan latihan lanjutan sebelum pesawat yang dinaiki mereka hilang dari unit kawalan udara kira-kira jam 11.30 pagi, semalam.

Yazmi jurulatih penerbang pesawat yang sudah berkhidmat kira-kira 19 tahun, dan  Mohd yang berkhidmat 13 tahun.

Airbus Proposes Upgrade for Australian Attack Helicopters

LONDON — In the lead up to the 2017 Paris Air Show, European giant Airbus has revealed details of its two-stage proposal to upgrade the Australian Army’s Tiger armed reconnaissance helicopter.

The managing director of Airbus Group Australia Pacific, Tony Fraser, said Airbus Helicopters is proposing an interim upgrade based on the Tiger Mark 2 development being mulled by European operators, including France. Beyond that, Fraser says a Mark 3 variant now on the drawing board will form the basis of a future armed reconnaissance helicopter, or ARH, replacement program flagged by the Australian government for the middle of the next decade. 

Australia has 22 Tigers and was to undertake an extensive capability assurance program, or CAP, to keep the fleet relevant in the coming years. However, the ARH program has been mired in controversy since the first helicopters were delivered at the end of 2004, suffering a lower-than-expected rate of effort and a higher-than-desired cost of ownership to the commonwealth.

Australia's 2016 Defence White Paper and the associated Integrated Investment Program singled the helicopter out from all Australian Defence Force platforms for criticism, describing the program as "troubled."

Most recently, a 2017 report by the Australian National Audit Office, or ANAO, into the ARH program was scathing of the helicopter, which only achieved final operational capability last year, despite being in operational service for more than a decade.  

The program is now seven years late, and although it hasn’t reached planned levels of availability and reliability, recent remediation efforts by the Australian Army; the Defence Capability Acquisition and Sustainment Group of Australia's Defence Department, or CASG; and industry continue to improve performance indicators to the point where the Tiger’s cost of ownership has dropped by almost a third since 2012.

Navy Launches Repair Projects for 2 Patrol Corvettes

The Philippine Navy, through the Department of National Defense (DND)-Armed Forces of the Philippines (AFP), has launched separate procurement projects for the Dry Docking and Other Related Repairs of two Miguel Malvar-class Patrol Corvettes BRP Magat Salamat (PS20) and BRP Sultan Kudarat (PS22).

Approved budget for two separate contracts are PHP82,444,000.00 and PHP75,732,000.00 for BRP Sultan Kudarat and BRP Magat Salamat, respectively.

Pre-bid conference was set today, while bid opening is scheduled on June 29 at DND Building, Camp General Emilio Aguinaldo in Quezon City.

“Delivery of the Goods is required within One Hundred Fifty (150) Calendar Days upon receipt of Notice To Proceed (NTP),” said in the invitation to bid.

MaxDefense Philippines said, in a post in its official social networking page, these projects for BRP Magat Salamat and BRP Sultan Kudarat “means that these ships might continue to serve the Philippine Navy well after 2020 if no replacement ships become available, as dry docking includes extending the ship’s lifespan.”

JET pejuang dua tempat duduk, Hawk 108 milik TUDM dikhuatiri hilang di utara Kuantan iaitu di sempadan antara Terengganu dan Pahang, 11.30 kamis pagi hari.

Mengikut rekod, TUDM memilik enam pesawat Hawk 108 untuk tujuan latihan lanjutan manakala 16 unit Hawk 208.

Difahamkan, Hawk mula bersama TUDM sejak 1996. Ia adalah pesawat latihan lanjutan dan pesawat pejuang ringan.

*31 Mei 2006 - Seorang juruterbang Tentera Udara Diraja Malaysia (TUDM) dikhuatiri hilang ketika melakukan sesi latihan peperangan selepas jet pejuang Hawk 100 dipandunya terhempas di kawasan berpaya di Endau, dekat Rompin, Kuantan.

*23 Jun 2005-Seorang juruterbang Tentera Udara Diraja Malaysia (TUDM) yang baru melangsungkan majlis persandingannya, sebelum sebelum nahas, terbunuh apabila pesawat Hawk Mk208 terhempas dalam belukar berhampiran Kampung Kerupang di utara Lapangan Terbang Labuan.

* 18 Disember 2003 - Dua juruterbang pesawat Hawk 100 terbunuh selepas pesawat mereka terhempas di perairan Pantai Sepat, Kuantan.

* 4 September 2002 - Pesawat pejuang Hawk MK208 TUDM, terhempas ketika melakukan latihan di ruang udara Pulau Tioman, Pahang.

Bagaimanapun juruterbangnya, Kapten S Nadzeer Sallehudin, 31, berjaya menyelamatkan diri dengan menekan butang kerusi anjal.

* 19 Mac 2002 - Seorang anggota kejuruteraan Tentera Udara Diraja Malaysia (TUDM) Butterworth, Pulau Pinang, Laskar Udara Kanan (LUK) Shawn Cristopher Chew, 25, terbunuh apabila kerusi anjal sebuah jet pejuang Hawk 108 tiba-tiba melantun selain menyebabkan enam lagi melecur terkena api roket.

* 10 September 1998 - Sebuah pesawat pejuang jenis Hawk 208 Skuadron Ke-6 dari pangkalan TUDM Kuantan terhempas di Kampung Kuala Betis, kira-kira 30 kilometer dari Gua Musang menyebabkan juruterbangnya, Kapten Jaidev Biaspal a/l Basdav Biaspal, terkorban.

*18 Jun 1996 - Sebuah pesawat Hawk 100 milik Tentera Udara Diraja Malaysia (TUDM) berkecai setelah terhempas dalam kawasan sawah berhampiran pangkalannya di Butterworth.

Juruterbang yang terbabit dikenali sebagai Lt Kol Roshaimi Zakaria dan Kapten K Chandran, bagaimanapun selamat keluar menggunakan kerusi anjal.

Raytheon Co., Missile Systems, Tucson, Arizona, is being awarded $82,818,665 for modification P00029 to a previously awarded fixed-price-incentive-firm contract (N00019-15-C-0092) for procurement of 180 AIM-9X Block II all-up-round tactical full-rate production Lot 17 missiles for the Air Force (52); Navy (8); and the governments of Poland (93); Indonesia (14); Romania (10); and Belgium (3).

First Air Warfare Destroyer Hobart Accepted by Defence

Osborne Naval Shipyard. Today, the Air Warfare Destroyer (AWD) Alliance celebrated the Government’s provisional acceptance of the first destroyer, Hobart, at the Osborne Naval Shipyard in South Australia.

Hobart is the first of three destroyers being built and integrated by the AWD Alliance which comprises the Department of Defence, Raytheon Australia and ASC with support from Navantia. In the coming months, Hobart will transit from Adelaide to Sydney where she will be commissioned into service by the Royal Australian Navy (RAN) later this year.

AWD Alliance General Manager Paul Evans said today’s provisional acceptance is a testament to more than 5,000 Australian shipbuilders and systems integrators who have worked on the AWD program over the past decade.

“Ten years ago, the AWD Alliance was formed to undertake the complex task of designing, constructing, integrating and testing a new class of warships for Australia. Along the way, we have created an entire workforce of highly skilled Australian shipbuilders, program managers and systems integrators.”

The importance of this workforce was reinforced by AWD Program Manager Commodore (CDRE) Craig Bourke. “I am proud to see our workforce meeting the program’s cost and schedule targets since the implementation of the Government’s successful reform initiative.”

“With Hobart entering service later this year, the Royal Australian Navy will gain an extremely capable surface combatant capability – one which will provide new levels of safety across an entire task force. Hobart will also allow our Navy to work more closely with our allies than ever before, because of its combination of US and Australian technology,” said CDRE Bourke.

CDRE Bourke also commended the Defence industry involvement in the AWD program over the past decade as a true example of industry’s shift to becoming a fundamental input into capability.

The AWD Alliance industry participants also expressed their pride in today’s achievement, including ASC Shipbuilding Chief Executive Officer, Mark Lamarre. “Delivery of the first destroyer Hobart represents the contribution of over 1,500 dedicated and highly skilled shipbuilders, working together over more than a decade to deliver the RAN a potent new air warfare capability,” he said.



“ASC Shipbuilding and our skilled workforce are immensely proud of building the Hobart ship platform, which successfully completed all sea trials with flying colours and will be critical to Hobart and its crew serving safely and effectively. It is another successful milestone on the AWD journey proving the highly skilled and professional naval capability that exists here in South Australia,” said Mr Lamarre.

Raytheon Australia Managing Director Michael Ward acknowledged the significance of today’s event, commenting on the contribution of AWD’s combat systems integration workforce. “As the combat systems integrator for the AWD program, Raytheon Australia has applied its highly skilled Australian workforce of 350 architects, systems engineers and project managers to the AWD project over the last decade,” he said.

“The AWD’s combat system integration activities represent some of the most advanced engineering and project management skills in this country. It is extremely satisfying that our strong investment in local capabilities has contributed so much to this provisional acceptance milestone today.

“Raytheon Australia is responsible for the integration of ten major subsystems, including the Aegis Weapon System, which is provided through Foreign Military Sales, and associated delivery of more than 3,500 major pieces of combat system equipment required to establish the warfighting capability of the AWD. This will contribute to making the AWD the most lethal and sophisticated warship ever operated by the RAN.

“The success of the combat system integration activity is a source of tremendous pride for Raytheon Australia. Not only have we performed admirably on this project but we have built for Australia a national asset in combat system integration,” said Mr Ward.

Finally, Managing Director Navantia Australia Paco Barón also praised the Alliance team on their achievement today. “Navantia Australia is proud to be part of this magnificent Australian naval shipbuilding milestone. Our team, working together with the Alliance, has contributed significantly to this great achievement,” he said.

“The acceptance of Hobart by the Commonwealth signifies what can be undertaken by Australian industry and bodes well for future shipbuilding programs in this country,” said Mr Barón.

Malaysia adapts Russian-built jets to drop US-made bombs

MELBOURNE, Australia — Malaysia has adapted its Russian-built Sukhoi Su-30 multi-role combat aircraft to drop U.S. laser-guided bombs, with a successful release of a live weapon at the end of last year.

A video by the Tentera Udara Diraja Malaysia, or Royal Malaysian Air Force, to celebrate its 59th anniversary showed a brief clip of a Su-30MKM dropping a 500-pound GBU-12 laser-guided bomb, with the accompanying caption stating that the event happened in November 2016 at the service's weapons range at Kota Belud in the state of Sabah, Malaysia. 

The segment of the Su-30 dropping the GBU-12 has since been deleted from the video. 

It was unclear how the Air Force guided the weapon during the successful weapons release. Malaysia possesses the Thales Damocles surveillance and targeting pod for its Su-30MKMs, which it uses in conjunction with the Russian KAB-series of laser-guided bombs and Kh-29TE air-to-surface missile.

Alternatively, Malaysian special forces on the ground are able to designate targets using hand-held designators. 

The country also acquired six Raytheon AN/ASQ-228 Advanced Targeting Forward-Looking Infrared pods in 2012 under a capability upgrade program for its eight Boeing F/A-18D Hornets. 

Malaysia operates a fleet of 18 Su-30MKMs alongside its Hornets as the Air Force's primary combat aircraft. The service's Sukhois are fitted with a mixture of Russian and Western systems, while Malaysia’s Hornets have previously employed the GBU-12 successfully against armed militants from the southern Philippines who had taken over the town of Lahad Datu, Sabah, in 2013.
