Singapore Army's Commando VSV Breaks Cover

Although its existence was officially announced as far back as 2009, the Singapore Army's Very Slender Vessel (VSV) finally made its debut public appearance as a static exhibit at its Army Open House 2017 event that is being held from 27 May to 28 May.

According to army specifications, the VSV is a wave piercing watercraft that measures 16 m long, 2.4 m wide, and 2.5 m tall. The service also stated that the VSV operated by the Singapore commando forces for high speed interdiction missions at speeds in excess of 40 kt, although Jane's understands from manufacturer specifications that it is also designed to be deployed for covert insertion and exfiltration of personnel with maximum transit speeds in the region of 60 kt.

It is understood that the VSV was built by military small boat specialist Halmatic, a subsidiary of former shipbuilder Vosper Thornycroft before the latter's UK-based operations were acquired by Babcock International. Jane's earlier reported that the VSV product line includes three other models in the 18 m, 22 m, and 26 m sizes.

The VSV centres on a slender, low radar cross section canoe hullform with an elliptical cross-section and a length-to-beam ratio in excess of 6:1. The VSV's wide chines provide roll stability when stationary, while generating hydrodynamic lift during transit as well as control heeling when it performs tight manoeuvres.

An army commando spokesperson briefed Jane's on 25 May that the VSV is operated by three crew - comprising the boat commander, coxswain, and navigator - and is typically fitted seating for up to 10 personnel.

"A standard high speed craft, rigid hull inflatable boat (RHIB), or even our own assault boat usually planes on the water's surface and this produces an extremely uncomfortable ride over long, high speed transits in higher sea states," the spokesperson said.

Philippine Restarts Maritime Patrol Aircraft Acquisition Programme

The Philippine Department of National Defense (DND) has invited bids for a PHP5.976 billion (USD120 million) contest to supply the country's air force with two new maritime patrol aircraft.

The platforms, which are being acquired under the programme formally known as the Long Range Patrol Aircraft (LRPA) Acquisition Project, are to be delivered equipped with sensors and mission support facilities. The integration of these sensors and a logistics package to deliver the aircraft are also required, according to a tender notice posted by the DND.

Bidding is open to all qualified local or foreign suppliers who have completed a similar contract within the last 10 years from the date of submission of tender documents. The winning bidder must deliver the aircraft within 1,035 calendar days from the receipt of notice to proceed.

The DND Bids and Awards Committee (BAC) will hold a pre-bid conference for the contest on 16 June 2017 at 10.00 a.m. at Camp General Emilio Aguinaldo in Quezon City, near Manila. Parties interested in the contest will have to submit their bids by 30 June 2017.

New Gear for Singapore Special Forces

The Special Operations Task Force (SOTF) of the Singapore Armed Forces has inducted a series of new personal equipment and firearms.

A notable additional is the Heckler & Koch (HK) MP7 personal defence weapon, which was carried on SOTF operatives conducting a parachute insertion into the Army Open House show site from 27-29 May. 

SOTF examples of the MP7 were seen with a silencer and an EOTech or Trijicon red-dot sight mounted on a Picatinny rail. 

Shephard understands that the MP7 was inducted by the SOTF in the last 1-2 years, although they also use the FN Herstal P90 depending on the type of operations. The unit also prefers the HK416 assault rifle, which comes in 10-inch and 14-inch barrel versions, and the smaller-calibre FN Five-SeveN as its sidearm. 

ST Kinetics has also developed a Compact Personal Weapon, with conversions for either 9mm, 5.7mm or 4.6mm rounds. Shephard understands that the weapon is currently under production.

This is the first time the SOTF had showcased deployment via parachute insertion in tactical gear. Also of interest are new black camouflage coveralls, which are different to the black tactical uniform seen in most units. 
Other accessories seen on SOTF operatives were Thales Angenieux night-vision goggles.

Singapore’s SOTF is a combination of the army’s Commandos, Special Operation Force and the navy’s Naval Diving Unit. It was formed in 2009 to meet the full spectrum of terrorist threats. 

Usually kept under wraps, the SOTF has been active in many events in recent years to provide the public with greater confidence against potential threats.

Madrid - Indonesia tengah bersiap memiliki kapal layar latih baru. Kapal yang sudah diberinama Bima Suci dan dibuat di Spanyol ini ditargetkan akan dilepas untuk dikirim ke Indonesia pada pertengahan Agustus mendatang. Kapal yang dibuat Freire Shipyard, perusahaan produsen  kapal ternama Spanyol yang berlokasi di kota Vigo ini sedang dalam proses finishing.

"Kami mendapat informasi pembuatan kapal sudah tinggal finishing. Setelelah selesai, targetnya Bima Suci ini akan berangkat dari Spanyol pada 15 Agustus dan sampai di Indonesia pada 5 Oktober 2017," kata  Dubes RI untuk Spanyol, Yuli Mumpuni Widarso di Madrid, Jumat (20/5).

Bima Suci akan menggantikan KRI Dewa Ruci yang sudah terlalu tua karena sudah beroperasi sejak 1953. Target pengiriman dan tiba di Indonesia pada awal Oktober sepertinya akan berbarengan dengan momen peringatan HUT TNI.

Kapal yang mulai dikerjakan Freire Shipyard pada 2014 ini disebut-sebut memiliki spek canggih. Rancangan teknis kapal layar tiang tinggi itu, memiliki panjang total 111,20 meter, lebar 13,65 meter, kedalaman draft 5,95 meter, dan tinggi maksimal tiang layar 49 meter dari permukaan dek atas. Kapal kelas Bark (Barque, bahasa Inggris) tiga tiang itu akan memiliki 26 layar dengan luas keseluruhan layar 3.352 meter persegi. Ketinggian dek utamanya 9,20 meter dari permukaan laut.


Bima Suci, yang sudah diresmikan oleh Menteri Pertahanan Ryamizard Ryacudu ini mempunyai kecepatan maksimal 12 knot jika menggunakan daya dorong mesin. Sementara jika ditambah dengan menggunakan layar, menjadi 15 knot. Untuk tingkat endurance (ketahanan berlayar tanpa mengisi BBM) dapat mencapai 30 hari. Kapal layar tiang tinggi ini dilengkapi dengan 5 dek, 7 kompartemen, dan 48 blok.

Keistimewaan kapal ini terletak pada instrumen navigasi pelayarannya yang lebih canggih. Instrumen pemurnian air laut menjadi air tawar, hingga alat komunikasi dan data digitalnya.

Dari segi kapasitas, kapal ini dapat menampung 120 taruna dengan 80 awak kapal. Jumlah layar keseluruhan ada 26 buah, lebih banyak dari KRI Dewa Ruci dengan 16 buah layar. Jika di KRI Dewaruci tidak terdapat ruang kelas, KRI Bimasuci menyediakan ruang kelas secara khusus sebagai tempat belajar para taruna AAL saat berlatih dalam operasi Kartika Jala Krida. Ruang kelas yang tersedia mampu memuat 100 taruna.

Singapore Army Reveals Rafael Spike SR Anti-Armour Missile System

The Singapore Army has acquired the manportable Rafael Advanced Defense Systems Spike Short Range (SR) missile system as the next-generation guided anti-armour weapon for its infantry forces, Jane's has learnt at the army's Open House 2017 event that was held from 27 to 29 May.

Jane's understands that the Spike SR has replaced the ageing Saab Bofors Dynamics 84 mm Carl Gustaf recoilless rifle and is now "fully operational". It is primarily employed by the service's infantry, although Jane's understands that it may also be employed by its commando and guards depending on mission requirements.

The Spike SR is the latest and most compact member of Rafael's Spike fire-and-forget missile family. Specifications released by the army describe the system as a disposable, day/night-capable weapon that is 970 mm long with an overall weight of 9.8 kg inclusive of the missile, control launch unit (CLU), and battery.



Unlike the gimballed seeker installed in the Spike MR/LR/ER (medium-, long-, and extended-range) missiles, the Spike SR incorporates an uncooled and fixed day/night-capable electro-optical (EO) seeker and tracker. According to company literature, the SR has a short activation-to-launch cycle of less than six seconds.

The baseline Spike SR configuration features a tandem high-explosive anti-tank (HEAT) warhead designed to engage static and moving armoured vehicle targets. However, Jane's reported in 2016 that Rafael has introduced a new penetration blast fragmentation (PBF) warhead - employing the warhead technology developed jointly by the Singapore Defence Science and Technology Agency (DSTA) and the company's Dynamit Nobel Defence subsidiary for the 90 mm MATADOR (Manportable Anti-Tank, Anti-DOoR) light support weapon - to provide troops operating in urban environments with a tactical anti-structure capability.

The service has also stated a minimum and maximum effective range of 100 m and 1,000 m respectively, although Rafael is now specifying a high hit probability against moving targets at ranges from 50 m up to 1,500 m.

DND to Acquire Precision-Guided Munitions for FA-50PHs in Russia

MANILA --- The Department of National Defense (DND) is looking at the possibility of acquiring precision-guided munitions (PGMs) from Russia to further develop the FA-50PHs' ground-attack capability which can be used against a variety of threat groups.

DND Secretary Delfin Lorenzana said PGMs are quite useful as they can be delivered with "pinpoint accuracy" against ground targets by the South Korean-made FA-50PHs "Fighting Eagle" jet aircraft.

"(PGMs) are more expensive than conventional ammo but are economical in the long run as we will use less ammo (target is hit within five meter radius) and collateral damage is minimized if not completely eliminated," Lorenzana told the PNA Monday.

The DND chief did not give specifics on what types of PGMs it is planning to evaluate for possible Philippine acquisition and use.



The Philippine Air Force, by May 31, will complete its 12 FA-50PH order from Korea Aerospace Industries worth PHP18.9 billion.

Lorenzana earlier said the Philippines is planning to acquire weapons, including advanced diesel-electric submarines from Russia.

"Yes, we have plans to purchase weapons from them. They have also very sophisticated and advanced weaponry. We will look into them, we have not decided what equipment but off the bat, we are looking, we would like to develop our submarine force so we will look into their submarines one of these days," he added.

>Lorenzana was with President Rodrigo Duterte on his official trip to Russia last week. The trip was cut short because of the ongoing clash between security forces and the Maute terror Group in Marawi City, Lanao Del Sur last week.

AUSTAL Delivers Second Cape Class Patrol Boat to Royal Australian Navy

Austal (ASX:ASB) is pleased to advise that it has delivered Cape Inscription, the second Cape-class Patrol Boat for the Royal Australian Navy (RAN).

The Australian Defence Vessel (ADV) Cape Inscription is the tenth Cape-class designed and constructed by Austal. Cape Inscription joins Cape Fourcroy, which was delivered to the Navy in April 2017 and a further 8 Capes delivered to the Australian Border Force between 2013 and 2015.

Austal Chief Executive Officer David Singleton said the delivery confirmed Austal’s position as Australia’s preeminent patrol vessel builder, with 32 deliveries in total to the Commonwealth since 1998.

“Austal is proud to have delivered Australia’s entire border patrol capability over the past 19 years, through the Bay, Armidale and Cape-class patrol vessels. This work has enabled us develop an unrivalled local shipbuilding capability – we have a highly motivated and competent workforce and a comprehensive supply chain from across Australia. ” Mr Singleton said.

 “With the delivery of Cape Inscription and construction of 19 steel Pacific Patrol Boats underway, we are now preparing for both the Offshore Patrol Vessel (OPV) and Future Frigate projects, which are due to commence next year,” he added.

Austal has partnered with German shipbuilder and designer, Fassmer for the Australian Government’s OPV contract and recently announced a new design office in Adelaide, South Australia to support this project. This joint-venture partnership is dedicated to providing the best capability and build solution for the Australian Government.

Since 1998, Austal has delivered 74 patrol vessels, including 24 exported to 5 countries. The company continues to pursue export opportunities for platforms, such as the Cape-class and new markets for vessels like the Pacific Patrol Boat.

UkrOboronProm Announces Delivery Plan for Next Batch of Oplot Tanks to Thailand

The Ukroboronprom state concern has announced that the next batch of Oplot main battle tanks will be supplied under the contract to Thailand next week.

“Next week we ship the next shipment: the amount is confidential information, we fulfilled three quarters of the contract,” chief engineer at Kharkiv-based Malyshev Plant (part of Ukroboronprom) Oleksandr Sheiko said.

The next batch Oplot main battle tanks will arrive at the Sattahip Naval Base in Thailand by sea.

“Delivery of 29 more tanks under contract will be finished this year if the Thai military agency agrees it,” Oleksandr Sheiko said.

At the moment, about 30 tanks were sent by Royal Thai Armed Forces.



The Oplot is main battle tank is developed by Kharkiv Morozov Machine Building Design Bureau (KMDB) and produced at Kharkiv-based Malyshev Plant. The main battle tank can destroy ground-based and low-flying, low-speed aerial targets, while offering superior protection and high mobility for troops.

The Ukrainian Ministry of Defence inducted the Oplot-M MBTs into service in 2009. In September 2011, the Royal Thai Army placed an order with Ukrainian arms trading company Ukrspetzexport for 49 Oplot MBTs.

The first two Oplot tanks entered service with the Ukrainian Armed Forces in May 2009. An over $200 million contract for the delivery of 49 Oplot tanks to Thailand was signed in 2011. The Malyshev company started implementing the contract in April 2012. Investment in the tanks’ serial production amounts to $30 million, according to the company management.

Last batch of Korean fighter jets arrives in PH

Two more FA-50 fighter jets from South Korea arrived on Wednesday morning at the Philippine Air Force Harribon Hangar in Clark Airbase, Pampanga.

The latest batch completes the PAF acquisition of 12 FA-50 fighter jets.


The jets with tail numbers 011 and 012 are capable of carrying short range air to air missiles, air to surface missiles with 2-seat capacity and a length of 43 feet.

The PAF said that the fighter jets are on standby in case these are needed for operations in Marawi, where terrorist group Maute besieged key areas.

Singapore Army's Next-Generation Armoured Vehicle Prototypes Make Public Debut

Combat and recovery vehicle prototypes of the Singapore Army's next-generation armoured vehicle (NGAV) family have made their public debut during a capability demonstration and exhibition at the Army Open House 2017 event held on 27-29 May

The yet unnamed combat variant, currently designated the next -generation armoured fighting vehicle (NGAFV), has been under development by the country's Defence Science and Technology Agency (DSTA) in partnership with Singapore Technologies (ST) Kinetics - the land systems arm of local defence prime ST Engineering - since 2006.

It will replace the army's ageing M113A2 Ultra armoured personnel carriers (APC), which are increasingly obsolescent, and operate alongside the in-service tracked Bionix infantry fighting vehicles (IFV).

Singapore's Ministry of Defence (MINDEF) announced on 22 March that it had awarded a contract to ST Engineering for the production of the NGAFV with deliveries expected to commence in 2019. However, the ministry did not disclose how many vehicles have been ordered.

According to specifications released by MINDEF, the NGAFV measures 6.9 m long, 3.28 m wide, and has an overall height of 3.2 m. It will be operated by a crew of three comprising a driver, gunner, and vehicle commander with accommodation for up to eight fully equipped dismounts.

The vehicle is powered by a 710 hp MTU 8V-199 TE20 diesel coupled to a Kinetics Drive Solution (KDS) HMX3000, which provides a power-to-weight ratio of 24.5 hp/tonne. This enables the vehicle to achieve a maximum stated speed of 70 km/h and operating range of 500 km.

The prototype shown is equipped with a remote weapon station (RWS) armed with an Orbital ATK Armament Systems 30 mm MK44 30 mm calibre main gun, a coaxial 7.62 mm machine gun, and eight 76 mm smoke grenade launchers. An independent commander's sight enables the commander to survey the environment for threats independently of the gunner's sight, and lay the gun on potential targets for the gunner to engage.

Indonesia Interested in Hughes HM500 Portable SATCOM Terminal

Hughes Defense is marketing a multi-band transportable manpack satellite communications (SATCOM) terminal that can be assembled in as quickly as 10 minutes, according to a company executive.

Wayne Marhefka, Hughes Defense senior director of business development, told Jane's in a recent interview the company saw an opportunity for the HM500 terminal after a meeting with an Indian military signal corps commander who expressed a desire for an easy-to-use, lightweight terminal that weighs 15 kg or less. The terminal, weighing less than 14 kg without batteries, is dramatically lighter than automatic pointing terminals that Marhefka said can weigh 100 kg or more.



Marhefka said he returned to India six months later with an operational terminal. Not only did he perform the demonstration for the India military official, but he said the terminal has performed another 20 demonstrations for various military users. Marhefka said Indonesia, Malaysia, and Singapore have also expressed interest in a terminal similar to the HM500.

The terminal, Marhefka said, takes less than 15 minutes to assemble and as quickly as 10 minutes for someone with training. The terminal has three legs to serve as a tripod that screws into a base, which has the modem and connectors. The assembly includes eight panels made of composite materials, including two other pieces, Marhefka said.

The terminal is compatible with X-, Ku-, Ka-, and military Ka-bands. It would work with the US Wideband Global SATCOM (WGS) constellation, Marhefka said, but the terminal has not been through WGS certification. Marhefka said the HM500 is designed to work with different types of Hughes modems, including the HM and HX product lines as well as the Jupiter high-throughput capability the company is developing.

Defence Issues RFI for a Maritime UAV for OPVs

Defence’s Capability Acquisition and Sustainment Group (CASG) has issued a request for information (RFI) for a Maritime Tactical Unmanned Air System (MTUAS) to be operated from the Navy’s forthcoming Offshore Patrol Vessels (OPVs).

Published on May 26, the RFI notice states that the SEA 129 Phase 5 Stage 1 project will introduce into service an MTUAS which will provide the OPVs with an embedded, off-board intelligence, surveillance and reconnaissance (ISR) platform.

An industry briefing is due to be held on June 8, and the RFI closes on July 21.

Potential contenders for the requirement likely include the Saab Skeldar, Schiebel Camcopter S-100 and Northrop Grumman MQ-8 Fire Scout.

A second stage of SEA 129 Phase 5 separately is expected to acquire a MTUAS to operate off the Navy’s new Air Warfare Destroyers and forthcoming Future Frigates.

Twelve Offshore Patrol Vessels are due to be built in Australia for the RAN under the SEA 1180 program, with Damen Shipyards Group, Fassmer Group and Lürssen Shipyards shortlisted for the program last year.

Sebagai negara pertama di Asia Tenggara yang memboyong Main Battle Tank buatan Jerman Leopard 2A4, Singapura tidak lantas berhenti.

SAF (Singapore Armed Forces) terus menerus mengupgrade Leopard 2A4SG dengan berbagai perangkat elektronik yang memastikan bahwa MBT yang mereka gunakan selalu satu langkah di depan teknologi yang digunakan oleh tetangganya, dan harus diakui, tercanggih di kawasan.

Bukti kecanggihan itu terpampang jelas dalam Army Open House 2017 yang diselenggarakan di F1 Pit pada 27-28 Mei 2017. Dalam pameran statik, terpampang dua Leopard 2A4SG yang dibeli Singapura dari perusahaan Krauss Maffei Wegmann, seolah jadi macan penjaga ke arena display statik.

Awalnya penulis biasa-biasa saja. Soalnya Leopard 2A4SG sudah cukup lama dibeli, bahkan sudah lebih 5 tahun umurnya digunakan SAF.Mau naik ke atas juga malas, karena palkanya ditutup.



Tapi tunggu dulu, saat menengok ke arah atap kubah, kok ada yang tidak biasa? Di tempat yang biasanya dihuni sistem optik panoramik untuk komandan yaitu Hensoldt PERI R-17A2, sekarang digantikan sebuah sistem optik panoramik dalam modul berukuran besar.

Buka-buka kitab rujukan, penulis terkaget-kaget karena ternyata sistem optik tersebut adalah ELOP COAPS (Commander Open Architecture Panoramic Sight) buatan Elbit Optronics Israel!

COAPS menawarkan sistem optik untuk komandan tank yang lebih baik dari PERI R-17 dengan kamera termal terintegrasi buatan Sagem-Matis-STD Perancis, kamera FLIR (Forward Looking Infra Red) kamera berwarna yang bisa di-zoom, serta laser pengukur sasaran (laser rangefinder), seluruhnya distabilisasi pada dua sumbu.

Untuk menggambarkan seberapa canggihnya COAPS, Leopard 2A4SG kini bisa mengenali sasaran berupa tank atau ranpur dalam kondisi gelap malam pada jarak 10,5 km melalui sistem FLIR yang terpasang.

COAPS juga sudah terbukti laris. Sebelum Leopard 2A4SG menggunakannya, India sudah membeli COAPS untuk dipasangkan ke program MBT dalam negeri, Arjun MK1A. Program upgrade tank medium Argentina TAM juga memilih COAPS sebagai solusi modernisasi tank yang berbasis dari sasis Marder.

Nah, kecanggihan Leopard 2A4SG juga ditampilkan pada dynamic show yang diadakan setiap hari pada pukul 10 pagi dan 4 sore. Penonton yang mengambil tempat duduk di tribun akan disuguhkan atraksi Leopard 2A4SG menari pivot dengan lincahnya, lalu tanpa ragu melindas mobil yang diletakkan di tengah-tengah panggung, tanpa ampun.

Department of Defence Extends Optus Satellite Contract

Minister for Defence Senator, the Hon Marise Payne, has welcomed the extension of Defence’s C1 satellite partnership with Optus well into the next decade.

Minister Payne said Optus had provided satellite communication services to Defence through the Optus C1 satellite and on-board Defence Payload System since 2003.

“Optus will reconfigure the C1 satellite to operate in an inclined orbit to reduce on‑board fuel usage and extend the life of the satellite as far as 2027. The existing agreement with Optus was due to expire in 2020 coinciding with the satellite’s anticipated end-of-life,” Minister Payne said.

“The Optus C1 satellite partnership will provide Australian Defence Force users additional satellite communications capacity throughout Australia and the Asia-Pacific region.



“The extended use of Optus C1 will preserve Australia’s orbital filing precedence and options to place future satellite communications capabilities within the region,” she said.

Minister Payne said the extended arrangements with Optus provides Defence with prolonged capacity to continue to support Defence, other Australian Government agencies, and international partners.

“The agreement assists Defence and the Government to preserve Australia’s right to continue to operate in the radio-frequency spectrum from space until such a time as Government elects an alternative course of action,” she said.

The total cost of the contract is approximately $40 million over the next ten years, which includes the necessary preparation of ground infrastructure within Optus facilities at Belrose, NSW and Lockridge, WA as well as operating and sustainment costs associated with continued use of Optus C1.

The exhibition IDET 2017, Excalibur Army demonstrated a modernized version of 122 mm MLRS BM- 21MT Grad (BM-21 MT "Grad", 4x4), said "Military Parity".



The basic system is designed for fire support of ground troops on the firing distance of 2,000 to 20,000 meters. The main requirement for the modernization was to increase shooting accuracy and reduce the time of preparation for firing, as well as the rapid abandonment of position.



System is equipped with 40 rockets, Czech's  Excalibur Army modernization allowed to slightly improve the characteristics of range - the minimum shooting distance is reduced to 1.600 m, and maximum increased to 20.380 m, 



Launch all rockets takes about 20 seconds and covered 70 hectares. The maximum speed of  vehicle is 90 km/h.

RMAF Wants New Assets to Keep Air Defence Relevant, Capable

LABUAN: The Royal Malaysian Air Force (RMAF) has submitted its proposal to acquire new assets to uplift the country’s air defence capability.

RMAF chief, General Datuk Seri Affendi Buang said among the assets proposed were multi-role combat aircraft, maritime patrol aircraft, and ground base radar system.

“It is in the 11th Malaysia Plan (11MP), and if the government’s financial situation allows it, we may get these assets in the near future.

“We need these assets to keep our air defence relevant and capable,” he told a press conference during RMAF with media session in conjunction with the force’s 59th anniversary at its base in Labuan recently.

Although the procurement of the new assets is still in the process, he said that the RMAF’s existing assets such as the Sukhoi, FA-18, and Hawk aircraft ensure that the force’s capability is not compromised.

According to him, to ensure that the force have sufficient airframes while waiting for the new assets to be delivered, it is considering to reactivate its MiG aircraft by upgrading them.

Commenting on the Japan Maritime Self Defence Force’s (JMSDF) plan to give its P3 Orion maritime patrol aircraft to Malaysia, Affendi said that the RMAF has sent technical a team to evaluate the aircraft to determine its effectiveness and practicality.

“The technical team will determine whether we can support the aircraft operation and whether it is suitable with our capability. These will be focused on by our team to ensure our decision will uplift our maritime patrolling capability.

“At the moment, we are looking at several options for maritime patrol aircraft because we are a maritime nation, and the ever changing situation in the South China Sea.

“Therefore, we are putting emphasis on acquiring sophisticated maritime patrol assets which can accomplish our missions effectively,” he said adding that the RMAF will do its best to achieve it.


On a question on RMAF’s plan on having Unmanned Ariel Vehicle (UAV), Affendi said that the force is currently studying its application comprehensively.

Should RMAF decide to acquire such technology, he said that it might do it through smart partnership between local defence companies and foreign technological partners.

Speaking of his visit to Labuan RMAF base, he said that it is its main forward base for its South China Sea and Sulu Sea operation.

“This is also where we place our important assets to ensure effective operations, and the mini air show was to showcase that our assets and our pilots are always ready to be deployed for any operations,” he said.

Speaking of the RMAF’s 59th anniversary’s theme ‘Kuasa Udara Tunggak Kedaulatan Negara’, he said that air power is critical in defencing the country’s sovereignty, considering the geo political and geo strategic situation in the South China Sea that requires a strong force that can be deployed in the front line.

In that context, he said that RMAF can be a balancing act in determining the peace and stability in the region according to the country’s favour.

“We also want to remind our personnel of the importance of the responsibilities shouldered on them. They should understand that they have been entrusted in ensuring the peace and sovereignty of the country and the stability in the region.

“Labuan is a very important base in ensuring we can achieve that, therefore we have built many infrastructures to support the assets that we have ordered, and our operations should the situation requires us to do so,” he added.

Dengan dibangunnya Lanal tipe C di Kulonprogo itu setidaknya bisa memperkuat tugas dari Lanal Yogyakarta sehingga sistem pertahanan pesisir selatan DIY bisa maksimal. Diungkapkannya, dalam melakukan pengamanan di pesisir selatan memang sarana pendukung masih kurang memadai, namun hal tersebut tak dijadikan hambatan personel TNI AL dalam menjalankan tugas.

Salah satu terobosan yang kini dilakukan untuk mencegah terjadinya tindakan bersifat ilegal di pesisir selatan yakni dengan gencar menjalin kemitraan dengan masyarakat setempat. Yang tidak kalah penting prajurit TNI AL juga mendampingi dan memberdayakan nelayan hingga menjaga keselamatan wisatawan.

New Small Unmanned Aerial Systems for ADF

A new world-class surveillance and reconnaissance capability acquired by Defence will give our soldiers an edge on the front line.

Minister for Defence, Senator the Hon Marise Payne, and Minister for Defence Industry, the Hon Christopher Pyne MP, today announced the $101 million investment into Small Unmanned Aerial Systems will directly create up to 10 new jobs in Canberra plus supporting dozens of jobs in the supply chain.

Minister Payne said the systems were small enough to be carried, assembled and used by one person, and allowed the soldier to 'see over the hill, around the corner and down the road'.

"Similar systems, including the Skylark, have been used by our soldiers in Afghanistan and Iraq with tremendous success," Minister Payne said.

"They provide our military with a faster and better understanding of the battlefield than our adversaries."

Minister Payne said the capability would be acquired in two tranches; with the WASP AE chosen as the preferred option for the first tranche to meet an immediate need.



This funding is for the first tranche of the capability.

Minister Pyne said the WASP AE will be modified with Australian content utilising other companies such as Sentient in Melbourne and Mediaware in Canberra and acquired through Canberra based company, XTEK.

“It’s a proven capability used by militaries around the world, including with the US Marine Corps,” Minister Pyne said.

“Importantly, a significant proportion of this investment will remain in Australia, with local industry content valued at approximately $11 million for acquisition, plus up to $4 million each year for sustainment.”

"The majority of maintenance and support will be carried out in Australia by XTEK.”

The second tranche will upgrade the WASP AE or acquire a replacement system within the next decade.

"This will also provide opportunities for Australian industry," Minister Pyne said.

"Upgrading or replacing the WASP AE will ensure our troops continue to have the latest technology available to keep them safe on the battlefield.”

"Defence will work closely with Australian industry through the Centre for Defence Industry Capability to maximise opportunities for local companies to get involved in this important project,” he said.

NZ Defence Force Gets $1 Billion for New Technology

The Defence Force has been given nearly $1 billion in new funding to upgrade bases, intelligence and surveillance systems, and to purchase a new ship for the Royal New Zealand Navy.

Budget 2017 includes $406m more in operating funding for Defence over four years, and $576m in capital funding.

Much of the funding will go towards priorities identified in the Defence White Paper last year, newly-appointed Defence Minister Mark Mitchell said.

"It is vital that the NZ Defence Force has what it needs to meet the country's security and defence interests," he said.

"One of our biggest priorities is ensuring the NZDF has the right people with the right training ready when needed."

"It will also go towards a variety of new initiatives and projects in train already, including a cyber security support capability for the protection of NZDF communication networks, a new pilot training capability service, and more funding for our helicopter fleets."

The capital funding of $576 million included:

• $100m to upgrade defence camps and bases in Auckland, Manawatu, Canterbury and other locations.

• $302m to upgrade the communications systems on frigates, and to purchase a new navy support ship, which will replace the HMNZS Manawanui (to be retired in 2018) and the HMNZS Resolution (retired in 2012)

• $36m to replace the Royal NZ Air Force Orion's underwater intelligence and surveillance systems.

• $28m for countering explosive devices in overseas deployments.

• $110m for a modern logistics system

Another $9.6m will be invested in New Zealand's operations in Antarctica.

Of that total, $4m will go into redeveloping Scott Base, which is expected to come to the end of its lifespan within 10 years. And $3.5m will go into the National Antarctic Programme's offices in Christchurch.
