Japan to Grant Patrol Boats to Malaysia to Counter China

VIENTIANE -- Japanese Prime Minister Shinzo Abe will promise to give Malaysia patrol boats during Wednesday's leaders summit between Japan and the Association of Southeast Asian Nations in Laos.

The military vessels, which will come previously used by the Japan Coast Guard, are expected to be handed over free of charge to Malaysia during the first half of 2017. Japan will also provide backing for coast guard training, as well as boat repairs and support for necessary communications equipment.

The Southeast Asian nation is locked in a territorial dispute with China over waters in the South China Sea. Tokyo and the Malaysian government are negotiating a pact in which Japan will transfer military hardware and provide technical support.

This move follow's Tuesday's agreement to provide the Philippines with two large patrol vessels. Japan has already supplied patrol boats and other vessels to the Philippines in 2013 and Vietnam in 2014 -- two countries that are also at odds with China over the South China Sea.

One reason China has been able to engage in provocative activities in those disputed waters is the meager capacity of other nations in the region to protect their shores. Abe seeks to check China's expansionary aims by helping boost the naval capabilities of nations like Malaysia. Tokyo is also looking to pull those nations away from China through that support.

During Wednesday's leaders meeting, Abe will once again appeal for a peaceful resolution to the tensions based on the rule of law. He seeks to form a united front with ASEAN nations against China, whose territorial claims in the South China Sea were rejected by an international arbitration court.

Australia’s GBAD Jigsaw Puzzle

The topic of ground-based air defence (GBAD) and integrated air defence attracted much attention at Land Forces 2016 in Adelaide, although potential vendors are awaiting an RfT to learn more about how Australia will approach this jigsaw.

The 2016 Defence White Paper called for a deployable short-range GBAD system to replace the Saab RBS 70 MANPADS by the early 2020s. Furthermore, new medium-range GBAD missiles will be acquired in the mid-to-late 2020s. These contribute to project Land 19 Phase 7B.


Another consideration is project Air 6500 that will have two phases to replace the Vigilare air defence C2 system and to shape long-range air defence.

The sentiment of industry is that an RfP for Land 19 Phase 7B will appear in late 2016/early 2017. The previously issued RfI sought a sensor suite, effector suite (i.e. missiles) and C4I system that can absorb the existing functionality of Phase 7A.

There is considerable interest from vendors. For example, a spokesman confirmed to Shephard that MBDA is proposing EMADS for the short-to-medium range, and Mistral MANPADS for the lower level.

The former, which stands for Enhanced Modular Air Defence Solutions, has options for both the CAMM and CAMM-ER, which give a layered defensive range of 25km for the former and 45km for the latter. The UK is introducing the CAMM, which uses a soft vertical launch, as its Rapier replacement.

Importantly, Australia already has a foundation upon which to build a capable air defence network, which is what Saab is counting on for further involvement. Australia has the RBS 70, recently updated with IFF Mode 5, and Giraffe AMB radars.

Australia purchased the Giraffes plus SRCTec Light Counter-Mortar Radars as part of Land 19 Phase 7A as an urgent requirement for counter-rocket, artillery and mortar (C-RAM) purposes to protect troops in Afghanistan. However, these give only a sense and warn capacity, with no ability to kill incoming rounds.

These could form the basis of a more expansive system, a Saab Australia spokesman informed Shephard. ‘A little extra work can expand capability considerably,’ he said, plus a layered system could be phased in step by step. For example, the 9LV combat management system used on the navy’s upcoming Air Warfare Destroyers could be integrated.

Saab is also offering the RBS 70NG, which adds an auto-tracker, as an upgrade. Indeed, it exhibited a scale model of a three-tube launcher mounted on a Thales Hawkei vehicle (pictured above). An associated Giraffe 1X radar could also be mounted on a Hawkei to give the Australian Army a mobile air defence capability.

Rheinmetall hopes to cooperate with Saab in offering its 35mm Revolver Gun, but no firm agreement is yet in place.

Earlier this year Australia gave a restricted briefing to Boeing, Lockheed Martin, Northrop Grumman and Raytheon about Air 6500. This indicates that Australia is looking for an American company to oversee this two-phase project. 

Northrop Grumman indicated it was working towards an MoU with Saab, as well as exploring various opportunities to work with other partners. Northrop Grumman is prime integrator for the US Army’s Integrated Air and Missile Defense Battle Command System (IBCS).

Another contender is Rafael with a solution based on Iron Dome, with the system achieving a 90% interception rate to date in Israel. A spokesman told Shephard it is seeking an American partner, since Australia prefers the latter to integrate C4I.

Rafael also has a naval version known as C-Dome that could work with Iron Dome, which uses IAI Elta ELM-2084 radars.

Rafael said it had a good relationship with Australia and is happy to share technology. It is currently finding a local partner with which to work, and it envisions opportunities to cooperate with companies such as CEA and EOS.

Raytheon and Kongsberg are offering its improved NASAMS 2 system based on the AIM-120 AMRAAM. Raytheon claims it can offer 50% local content by incorporating a truck-based CEA Technologies radar. The collective system will be known as Medusa in the Australian market.

There is the potential for Land 400 Phase 2 and 3 vehicles to contribute to air defence as well. For example, BAE Systems’ turret for the AMV35 and CV90 includes Saab’s UTAAS sight originally intended for the air defence role. Guns on the Rheinmetall Boxer and Lynx can fire airburst munitions against air targets too. Indeed, Rheinmetall even showed a picture of a Boxer hull fitted with a 35mm Revolver Gun at Land Forces 2016.

Enormous potential exists for Australia to create an advanced, integrated air defence network under these two programmes. It is possible for Australia to be either too ambitious or not ambitious enough in its requirements. 

It will thus be interesting to see what approach the country takes, with the release of the Land 19 Phase 7B RfT set to shed much-needed light on the thinking of Australian military planners.

Russian Helicopters will Supply Spare Parts to the Indonesian and Thai Air Forces

The contract signed with the Indonesian authorities is to supply rotor blade sets for the Mi-35P helicopters that are in service in the Indonesian Air Force. Under the contract, the Russian holding is to deliver the goods in Q2 2017.

Under the contract signed with the Thai client, Russian Helicopters will supply aviation inventory for the Mi-17V-5 helicopters operated by the Royal Thai Armed Forces, including lifting rotor and antitorque rotor sets.

“Presently, the Southeast Asian market is a priority for our holding,” said Igor Chechikov, Deputy Chief Executive Officer for After Sales Service Igor Chechikov, “as demand for Russian helicopters is stable in this region. Signing contracts is an important step towards the further strengthening of our cooperation. We are ready to supply spare parts to ensure the proper operation of the Russian-made helicopters throughout their lifecycle.”

At Army 2016 expo, Russian Helicopters top managers also met with the Ministry of Defense delegation as well as representatives of the Myanmar military agencies. The forum guests were also given a presentation and received technical and commercial offers on the repair and maintenance of Mi-24P helicopters.

According to its press release, Russian Helicopters presently carries out repairs of four Mi-24P transport and military helicopters operated by the Myanmar Air Force under contracts signed in 2015. Once the work is successfully completed, the parties may sign further contracts.

Monev dan supervisi program pembuatan prototype Man Portable Air Defense System (Manpads) TA 2016

Bertempat di Ruangan Auditorium Direktorat Pindad Bandung dilaksanakan Monitoring Evaluasi (Monev) dan supervisi program pembuatan prototype Man Portable Air Defense System (MANPADS) TA 2016. Acara berlangsung pada 6-9 September 2016.

Kadiv Bangprod, Heru Puryanto dalam sambutannya mengatakan kegiatan ini penting untuk mendorong dan memajukan kegiatan Litbang di Indonesia khususnya antara Pindad dengan Kemhan. “Supaya program bisa berjalan sesuai track-nya, perlu monitor perkembangannya dan disempurnakan bersama-sama,” tutur Heru.

Kapuslitbang Alpalhan Kemhan, Laksamana Pertama TNI Ir. Budihardja Raden mengapresiasi komitmen semua pihak untuk melaksanakan program dengan baik melalui sinergi bersama.”Apresiasi setinggi-tingginya terutama kepada Pindad, Lapan, LAPI ITB karena sudah menunjukan komitmen untuk bekerja sama dalam program yang dinisiasi oleh Balitbang Kemhan,” tutur Budihardja.

“Sebagaimana telah disepakati, dalam melaksanakan program akan dilaksanakan sinergitas SDM, moneternya, sinkronisasi program sehingga bisa membuat sumber daya yang tersedia di masing-masing Kementerian, lembaga maupun industri dan perguruan tinggi menjadi lebih efektif dan efisien untuk menghasilkan satu output bersama,” lanjut Budihardja .

Kapuslitbang Alpalhan Kemhan berpesan kepada semua pihak untuk menjaga konsistensi agar program terlaksana dengan baik dan sesuai harapan. “Kita harus bisa menjaga konsistensi baik mutu, komitmen, dan apa yang sudah dimulai untuk menyajikan sesuatu bagi bangsa dan negara. Kita harus fokus menyelesaikan apa yang sudah kita mulai, kita tuntaskan dan kembangkan sampai tahap user mau memakai dan mutunya bisa bersaing dengan yang ada di pasaran. keinginan kita bahwa apa yang dikawal melalui 3 roadmap: teknologi, sumber daya manusia, dan ekonominya bisa terwujud,” tutur Budihardja.

Kegiatan Manpads merupakan salah satu program unggulan Balitbang Kemhan karena peralatan pertahanan ini sangat dibutuhkan sehingga  Manpads adalah sistem senjata yang digunakan untuk melumpuhkan musuh dengan menggunakan roket kendali, dilengkapi dengan shaped charge warhead. Konsep desain misil dapat menjangkau jarak antara 1 – 5 Km dengan kecepatan misil ± 650 m/detik.

Penerus KRI Dewaruci Siap Diluncurkan Akhir September

RMOL - TNI Angkatan Laut akan segera memiliki sebuah kapal latih tiang tinggi (tall ship) penerus sang legenda KRI Dewaruci.

Sebagaimana kita ketahui, KRI Dewaruci telah lebih dari 6 dasawarsa mendarmabaktikan segenap kemampuannya mengawal para perwira handal TNI AL. 

The Legend Dewaruci yang merupakan kapal latih taruna AAL akan menyerahkan kepercayaan dalam mencetak para pemimpin masa depan bangsa kepada generasi selanjutnya. Kepercayaan tersebut jatuh kepada sang penggantinya, KRI Bimasuci.

Pemotongan perdana baja (steel cutting) sebagai tanda dimulainya pembangunan KRI Bimasuci berlangsung medio November 2015 di Galangan Contruccion Navales Freire Shipyard, Kota Vigo, Spanyol.

Bimasuci adalah kapal layar kelas Barque, yang memiliki dua tiang dengan layar persegi. Kapal layar tiang tinggi ini memiliki panjang 110 meter dan lebar 13,5 meter melebihi KRI Dewaruci yang hanya memiliki panjang 58 meter dan lebar 8 meter.


Dengan ketinggian mencapai 50 meter, KRI Bimasuci jauh lebih menjulang daripada KRI Dewaruci yang memiliki ketinggian 35 meter.

Keunggulan lainnya yang dimiliki KRI Bimasuci, antara lain, jumlah layar 26 buah, sedangkan KRI Dewaruci 16 buah. Jika di KRI Dewaruci tidak terdapat ruang kelas, sebaliknya KRI Bimasuci menyediakan khusus sebagai tempat belajar para taruna AAL saat berlatih dalam operasi Kartika Jala Krida. Ruang kelas yang tersedia mampu memuat 100 orang taruna.

KRI Dewaruci memanfaatkan geladak terbuka sebagai ruang rekreasi, sementara KRI Bimasuci menyiapkan ruang rekreasi dalam sebuah ballroom berukuran 11 x 10,5 m2. Tingkat kenyamanan juga jauh lebih meningkat sebab KRI Bimasuci menyiapkan perangkat multimedia.

Selain itu, KRI Bimasuci mampu menyediakan akomodasi bagi 203 personel. Kecepatan maksimal mencapai 12 knot jika menggunakan daya dorong mesin dan 15 knot jika menggunakan layar. 


Sementara untuk tingkat endurance (ketahanan berlayar tanpa mengisi BBM) dapat mencapai 30 hari. Kapal layar tiang tinggi ini pun dilengkapi dengan lima dek, tujuh kompartemen, dan 48 blok.

Medio Januari lalu atau tepatnya 27 Januari 2016 lalu, KRI Bimasuci memasuki tahap peletakan lunas (keel laying). 

Dalam sambutannya, Direktur Galangan Guillermo Freire Garcia menyampaikan ucapan terima kasih atas kepercayaan pemerintah Indonesia kepada perusahaannya untuk membuat kapal layar latih.

"Sebuah kepercayaan, sekaligus tantangan bagi kami, karena kami tahu bahwa pendahulu kapal ini, yakni KRI Dewaruci telah menjadi kapal yang terkenal dan menjadi legenda dunia," kata Guillermo dalam bahasa Indonesia yang lancar dan mendapatkan tepuk tangan dari hadir sebagaimana rilis Kadispenal Laksma TNI Edi Sucipto yang diterima redaksi, Minggu (11/9).

Keel laying merupakan bagian dari empat tradisi yang melekat pada setiap pembangunan kapal angkatan Laut. Urutan lengkapnya adalah peletakan Lunas (keel laying), peluncuran (launching), peresmian kapal (commissioning) dan purnatugas (decommissioning).

Pihak galangan rencananya  akan meluncurkan kapal layar tiang tinggi tersebut ke laut pada pada akhir September 2016 ini. Kemudian pada Januari hingga Mei 2017 kapal layar itu akan menjalani tahap harbour trial dan sea trial.

Russia Proposed Buyan-M to Replace Vetnamese Tarantul

According to Sputnik, the rocket ships in the Vietnam Navy "Tarantul" is gradually becoming obsolete and should be replaced with a different type of modern warships.

Tarantul ship missile is a high speed and firepower is strong, the ship's main weapons include four anti-ship missiles P-15M Termit range of 80 km, 1 gunboat AK-176M range of 15 km along 2 flak AK-630M is not super speed at the stern.

Defensive weapons including anti-aircraft artillery shot 1 fast double-barreled AK-630M2 Duet with much higher performance single barrel AK-630M, 2 air defense missile system 3M-47 short-range missiles Gibka use Igla-1M , 2 heavy machine gun 14,5mm machine gun and 3 7,62mm.

Electronic systems on board include: search radar air targets Pozitiv-ME1.2, MR-231 navigation radar and fire control system 5P Laska-10 launch system with 2 PK-10 bullets interference.

The ship is equipped with diesel Zvezda M520 motivation, motivation system will drive for 2 injection helps the engine operate more smoothly and ship more mobile. The maximum speed of the train reaches 25 knots / h, a range of about 2,500 km.

Radar AESA Pantau Perairan Sabah

TAWAU  – Kementerian Pertahanan akan menempatkan Sistem Pengawasan Pantai menggunakan radar AESA Spexer 2000 di lima lokasi utama di perairan pantai timur Sabah dalam ­usaha memantau sebarang insiden pencerobohan.

Menterinya, Datuk Seri ­His­­ham­­muddin Tun Hussein berkata, sistem yang dilengkapi dengan sistem pengenalan auto­matik (AIS), Electro-Optical dan peralatan pengurusan pemindahan data itu berupaya meningkatkan keupayaan memberi lebih liputan berbanding Radar 1206 sedia ada.

Menurutnya, pelaksanaan itu me­rupakan komitmen berterusan Kementerian Pertahanan dalam memastikan keselamatan Zon Selamat Timur Sabah (Esszone) terjamin.

“Pelaksanaan Sistem Pengawasan Pantai ini merupakan antara inisiatif baharu yang dilaksana Kementerian Pertahanan bagi memperkukuhkan keselamatan di Sabah,” katanya kepada pemberita selepas merasmikan Persidangan Perwakilan UMNO Bahagian Tawau di sini hari ini.

Tambah Hishammuddin, antara inisiatif lain yang akan dilaksanakan kementeriannya ialah merancang untuk menempatkan Briged Kawasan Keselamatan Khas Pantai Timur Sabah (Esscom) di Felda Sahabat oleh Tentera Darat bagi me­nguatkan pertahanan darat.

Kementerian itu menerusi Tentera Darat pula jelas beliau, akan menerima 20 buah kenderaan perisai pacuan empat roda yang dikenali sebagai Lipan Bara.

“Kenderaan-kenderaan ini akan dilengkapi dengan senjata Gatling Gun dan membolehkan diaturgerak dengan pantas serta efektif selain ditempatkan di ­Lahad Datu,” katanya.

Helikopter tempur ringan

Dalam pada itu, Kementerian Pertahanan sedang menaik taraf Lapangan Terbang Lahad Datu ­sebagai Pangkalan Operasi Hadapan (FOB) untuk helikopter ATM.

Langkah tersebut, kata beliau, membolehkan ATM mengatur ge­rak semua helikopter milik Tentera Udara Diraja Malaysia (TUDM) dan Tentera Darat termasuk enam buah helikopter tempur ringan MD530G yang kini dalam proses perolehan.

“Penambahan aset-aset keten­teraan di negeri ini berupaya membantu pasukan keselamatan negara melakukan rondaan dan pengawasan dengan lebih berkesan serta teratur bagi mempertahankan kedaulatan tanah air daripada sebarang ancaman pihak luar,” katanya.

Sementara itu, mengulas me­ngenai insiden penculikan tiga nelayan di perairan Pulau Pom Pom Semporna malam tadi, Hi­shammuddin berkata, pihaknya memandang serius kes penculikan, penyeludupan dadah dan manusia di kawasan Esszone.

Kata beliau, pihaknya akan bekerjasama rapat dengan Kementerian Dalam Negeri (KDN) dan mungkin seterusnya akan dibawa secara langsung kepada Majlis Keselamatan Negara yang dipengerusikan Perdana Menteri untuk menyelesaikan semua insiden ini.

Second AWD Prepare for Launch in December

The AWD Alliance continues to work towards the delivery of three Hobart class AWDs, with the project currently focused on achieving two major milestones: the commencement of sea trials for Ship 1, Hobart, in September and the launch of Ship 2, Brisbane, in December 2016.

Ship 1 HMAS Hobart

Hobart is 96% complete (whole of ship as at July 2016), and is on track to commence Builder Sea Trials in September this year.

Numerous alongside dock trials in preparation for Hobart’s first departure to sea are currently underway including Incline trials to measure the ship’s stability and vertical centre of gravity, Main Battery Alignment to ensure elements of the combat systems are correctly positioned and aligned, and Bollard trials to test the ship’s propulsion system.

Prior to these trials, Hobart’s Main Engines and Gas Turbines were activated on-board in April and July respectively as well as a number of key combat systems including the Vertical Launch System, the Australian Tactical Interface, the Aegis Combat System and the SPY1D-V Phased Array Radar, plus various navigation and communication systems. 

Ship 2 HMAS Brisbane

Brisbane is 82% complete (whole of ship as at July 2016), and is preparing for launch in December this year.

Over the past two months, load out of combat spaces such as Command Information Centre, Combat System Equipment Rooms, Direct Support Element Operations, and Communication spaces has occurred in addition to the successful installation of the last of the ship’s four AN/SPY-1D(V) Phased Array Radars, bringing the load out of combat system equipment on Brisbane to over 40%.

Combat System topside equipment load outs as well as prerequisite work including shore power through the ship’s switchboard, commencement of the ship’s Integrated Platform Management System (IPMS) and underwater hull paint are scheduled to occur between now and the ship’s launch in December.

Ship 3 HMAS Sydney

Sydney is 55% complete (whole of ship as at July 2016). 
All blocks that make up Ship 3, have now been delivered to Techport with consolidation well underway.  The main engines and gas turbines have also been loaded into the ship.

Lessons Learnt

All ships are benefitting from lessons learnt from Ship 1 with significant efficiency gains being measured from the first ship to the second and third ships, for example:
The Ship 2 team halved the amount of time taken to load-out the final AN/SPY-1D(V) Phased Array Radar. The first SPY Array installation on Ship 1, some 18 month ago, took 12 hours, while the last one was completed in August in less than six.

Combat Systems

The AWD Alliance Combat System team has completed approximately 85% of their scope.  90% of the combat system interfaces are now integrated.

August marked the successful completion of the Integrated Sonar System operational sonar software factory acceptance test.

In early September the AWD Combat System Team successfully completed the Combat System CAT 4 Test Readiness Review (TRR), clearing the way to proceed with progressive CAT 4 testing over the next 3 months. 

General News

AWD program has successfully implemented a re-baselined cost and schedule as part of the Commonwealth’s long term arrangements for AWD reform.

Work on the Techport wharf extension commenced in August and will continue through to November to enable two AWD’s to berth alongside following the float off of Brisbane later this year.

In August, AWD Alliance training staff hosted the Australian Fleet Commander, Rear Admiral Stuart Mayer, on a tour of the Navy Training Systems Centre at Randwick Barracks - one of the many training facilities that the AWD Alliance has delivered as part of the project to date.

Untuk itu, PT PAL Indonesia sebagai salah satu industri strategis yang dikenal sebagai penghasil kapal-kapal andalan dalam negeri, harus mampu menjawab tantangan keamanan wilayah Indonesia yang sebagian besar terdiri dari lautan.

Setelah berhasil dengan Fast Patrol Boat 57 atau dikenal sebagai FPB-57, PT PAL kembali ditunjuk pemerintah untuk memproduksi kapal perang bagi TNI AL.

Menjawab kebutuhan ini, PT PAL Indonesia meningkatkan inovasi di dunia kapal militer dengan menciptakan Kapal Cepat Rudal 60 (KCR 60), yang merupakan penerus kapal FPB-57. Sebagai informasi, FPB-57 adalah kapal yang dibangun di Jerman dan telah digunakan kurang lebih 15 tahun oleh TNI.

Angka 60 merujuk pada panjang utuh kapal yakni 60 meter. Dengan lebar 8,1 meter, tinggi geladak 4,85 meter, sarat air 2,6 meter, dan berat total 460 ton, kapal ini mampu menampung kru sebanyak 55 orang.

Sebagai armada pengembangan dari FPB-57, KCR-60 memiliki banyak keunggulan dari pendahulunya. Salah satunya adalah segi interior yang sudah sangat modern dan minimalis, walaupun untuk fungsi tempur.

"Dari awal pembuatan, kami berkomunikasi dengan TNI AL. Kapal apa yang mereka butuhkan. Maka lahirlah KCR-60 ini," ujar Dr. Ir. M. Zaed Yuliadi M.Sc., Kepala Divisi Teknologi PT PAL Indonesia seperti dikutip Sumber Inspirasi Indonesia: 20 Karya Unggulan Teknologi Anak Bangsa, terbitan Kementerian Riset, Teknologi, dan Pendidikan Tinggi, Sabtu (10/9/2016).

Kandungan lokal yang dimiliki armada ini juga cukup besar. Mesin kemudinya dibuat oleh Pindad. Begitu pula dengan pelat-pelat yang digunakan, mebel untuk interior, serta pendingin ruangan. Semuanya sudah memakai produk dalam negeri.

Mesin kapal ini diklaim sangat efisien bahan bakar, namun tetap mampu menghasilkan tenaga sesuai yang diharapkan. Kecepatan maksimalnya mencapai 28 knots.

KCR-60 juga sudah didesain untuk hentakan senjata. Jadi, ketika menembakkan senjata dari atas kapal, posisinya tetap stabil. Bentuk lambung kapal yang bagus dan stabil, model, serta siluetnya, membuat TNI AL merasa cocok dengan KCR-60 ini.

Meski semua proses produksi dikerjakan di Indonesia, PT PAL tetap mendapat pengawalan dan pengawasan ketat dalam proses produksi oleh Satgas KCR-60 dari TNI AL dan Biro Klasifikasi Indonesia. Karena itu, kualitas dan keamanan KCR-60 bisa terjamin.

Saat ini ada tiga unit KCR-60 yang beroperasi untuk mengamankan laut nusantara, yaitu KRI Halasan-630 untuk armada wilayah barat, serta KRI Sampari-628 dan KRI Tombak-629 untuk armada wilayah timur. Kapal ini diharapkan dapat memperkuat armada kapal Indonesia.

FA-50PHs Capable of Doing Many Missions - DND Chief

MANILA (PNA) --- The South Korean-made FA-50PH "Fighting Eagle" is capable of doing many missions for the Philippine Air Force (PAF).

This is probably why the previous administration has opted to acquire this aircraft, said Department of National Defense (DND) Secretary Delfin Lorenzana.

"The justification I see why the previous administration decided to acquire the FA-50PH is that it is a lead-in fighter aircraft which means it can be both use as a trainer and fighter," he added in Filipino.

Lorenzana said such configurations were necessary considering that PAF pilots had been without a modern fighter aircraft for a long time and they could be given sophisticated fighters like the F-15 "Eagle" without rigorous training.

The PAF has retired its fleet of Northrop F-5 "Tiger" fighter jets due to airframe ageing and lack of spare parts, forcing the service to convert its SIAI-Marchetti S-211 jet trainers for this role.

"It takes years to train fighter pilots, (we will use) the FA-50PHs first and then later if we have (financial) capabilities to purchase the real fighter planes, we will do that," he added.

The Philippines has a 12 FA-50PH order from Korea Aerospace Industries (KAI) worth Php18.9 billion.

The first two units arrived last Nov. 28 with the remaining 10 to be delivered during 2016 and 2017.

The FA-50PHs have a top speed of Mach 1.5 or one and a half times the speed of sound and are capable of being fitted air-to-air missiles, including the AIM-9 "Sidewinder" air-to-air and heat-seeking missiles aside from light automatic cannons.



The "Fighting Eagle" will act as the country's interim fighter until the Philippines get enough experience of operating fast jet assets and money to fund the acquisition of more capable fighter aircraft.

Its design is largely derived from the F-16 "Fighting Falcon", and they have many similarities: use of a single engine, speed, size, cost, and the range of weapons.

KAI's previous engineering experience in license-producing the KF-16 was a starting point for the development of the F/A-50.

The aircraft can carry two pilots in tandem seating. The high-mounted canopy developed by Hankuk Fiber is applied with stretched acrylic, providing the pilots with good visibility, and has been tested to offer the canopy with ballistic protection against four-pound objects impacting at 400 knots.

The altitude limit is 14,600 meters (48,000 feet), and airframe is designed to last 8,000 hours of service.

There are seven internal fuel tanks with capacity of 2,655 liters (701 US gallons), five in the fuselage and two in the wings.

An additional 1,710 liters (452 US gallons) of fuel can be carried in the three external fuel tanks.

Trainer variants have a paint scheme of white and red, and aerobatic variants white, black, and yellow.

The FA-50PH uses a single General Electric F404-102 turbofan engine license-produced by Samsung Techwin, upgraded with a full authority digital engine control system jointly developed by General Electric and Korean Aerospace Industries.

The engine consists of three-staged fans, seven axial stage arrangement, and an afterburner.

Its engine produces a maximum of 78.7 kN (17,700 lbf) of thrust with afterburner.

PTDI Berhasil Ekspor 396 Unit Pesawat ke 11 Negara

Merdeka.com - PT Dirgantara Indonesia telah berhasil mengekspor pesawat ke 11 negara hingga saat ini. Yang terbaru, PT Dirgantara mengekspor Pesawat NC 212 ke Thailand.

Hingga saat ini, total pesawat yang diekspor perseroan mencapai 396 unit. Negara-negara yang telah menggunakan pesawat buatan PT Dirgantara Indonesia yaitu, Thailand, Venezuela, Turki, UAE, Burkina Faso, Malaysia, Korea Selatan, Pakistan, Guam, Senegal dan Filipina. Komposisi mesin pesawat yang dibuat pun sudah didominasi buatan Indonesia.

"Untuk engine dan avionic juga masih impor, tapi overall kita udah bisa bikin sendiri ya di Bandung. Jadi total semuanya kita sudah biat sendiri," ujar Marketing of Communication PT Dirgantara Indonesia Nadira Ghaisani di Indonesia Business & Development Expo 2016, JCC, Jakarta, Minggu (11/9).



Menurutnya, saat ini belum ada yang memiliki keahlian khusus untuk membuat mesin pesawat. Sehingga, PTDI masih harus mengimpor komponen tersebut.

"Untuk beberapa bagian kita masih impor, misalnya Airbus, kebanyakan (impor) Airbus," jelasnya.

Dia menambahkan pesawat-pesawat buatan PT Dirgantara Indonesia yang seluruhnya di didominasi buatan Indonesia yaitu CN 235 dan NC 212. Selain itu, komposisi pesawat yang diimpor biasanya berasal dari Amerika Serikat dan Swedia.

According to Russia's LiveJournal blog, submarine 187 Ba Ria - Vung Tau the sixth Kilo 636.1 class submarines of Vietnam, made by Admiralty Shipyard at St. Petersburg start sails. Boats start production 28.5.2014, and 28.9.2015 slipways. From day 12/19/2015 boat strat cruising the first test to Kaliningrad. Trip vessel completed initial sea trials from 17 - 20.02.2016. On 25.3, submarines Ba Ria - Vung Tau has to come from the military port of Svetlyy Admiralty Shipyard in St. Petersburg, Russia.

Recently, on 17.8 photos post from Airbase Russian forum, submarine Ba Ria - Vung Tau posted to dock at the Admiralty Plant.

So this is the sea trials of the submarine Ba Ria - Vung Tau. Under the plan, the ship will be handed over to Vietnam in the end of 2016.



So far Russia has delivered 5 Kilo submarines for Vietnam, including Hanoi 182 (end of 2013), 183 Ho Chi Minh City (home 03.19.2014), 184 Haiphong (28/01/2015), Khanh Hoa 185 (30.06.2015), and Da Nang 186 submarines (of water 02.02.2016).

Unified Shipbuilding Corporation (USC), Russia's RIA news agency dated 10.2 for the handover knew 6th submarines for Vietnam customers will take place around May 11 - 12.2016, and in January 1.2017 this submarine arrived in Cam Ranh.

Varsavyanka 3rd generation Kilo 636 submarines, with 3,950 tons displacement, 20 knots when submerged speed (37 km / h), deep diving 240-300 m, 52 person crew. The ship is equipped with weapons including 6 torpedo tubes 533 mm type, sea mines, cruise missile systems Klub-S (Kalibr, a range up to 300 km) can attack both land and sea targets instant.

Kilo submarines have a range of 45 continuous days at sea. NATO calls it the "black hole in the ocean" by features run very smoothly, and to detect enemy ships at a distance 4 times compared with a detection range of the enemy.

2017 Budget Approved for Chinese Submarine Buy

The National Legislative Assembly approved the draft of the 2017 budget. This included the budget for S-26T submarine procurement from China. Royal Thai Navy will sign the contract for the first ship with the Chinese side soon.

Payment for the two other submarines to follow over the next few years.

The Yuan-class S26T sub is a derivative, export version of the Yuan-class 039A sub deployed by the Chinese navy and is fitted with an air-independent propulsion as an auxiliary system to a regular diesel-electric power.

Tanggal 29 September 2016 TNI Angkatan Udara akan menampilkan kemampuan demo serangan udara besar-besaran dalam latihan puncak Angkasa Yudha 2016 yang dikemas dalam bentuk Fire Power Demo di Air Weapon Range (AWR), Lanud H. AS Hanandjoeddin, Provinsi Bangka Belitung.

Pangkoopsau I Marsekal Muda TNI Yuyu Sutisna mewakili Dankodiklatau sebagai Wakil Penanggung Jawab Fire Power Demo Angkasa Yudha 2016, memimpin rapat koordinasi latihan puncak TNI AU tahun ini di Makoopsau I, Jakarta, Jumat (9/9/2016). Rapat dihadiri perwakilan pelaku latihan membahas persiapan rangkaian Fire Power Demo 2016. Latihan puncak TNI AU akan mengerahkan kekuatan dan personel dari jajaran Koopsau I, Koopsau II, Korpaskhas, Kodiklatau, dan Kohanudnas.

Yuyu Sutisna mengatakan, Angkasa Yudha sebagai latihan Puncak TNI AU merupakan akumulasi kegiatan pembinaan latihan yang dilaksanakan di satuan-satuan TNI Angkatan Udara, sekaligus sebagai perwujudan dari upaya pemantapan profesionalisme perorangan, satuan, maupun Kotama dalam sebuah operasi gabungan dengan mempraktikkan prinsip unity of command.

Australia’s most capable warship HMAS Hobart 39 departs the wharf for the fist time commencing sea trials.

Hobart, the first of Australia’s three new Air Warfare Destroyers, left the shipyard today to begin her initial Builder Sea Trials. The second ship is due to be launched in December, and the third is about half-built.

This September, the Air Warfare Destroyer Project enters an exciting new phase with Hobart commencing its first series of sea trials, Builder’s Sea Trials. This phase will demonstrate the functionality of the ship’s propulsion, maneuvering, auxiliary, control and navigation systems.

First SIGMA 10514 PKR frigate for Indonesian Navy Completes Sea Trials

The first of two SIGMA 10514 PKR naval frigates for the Indonesian Navy has successfully completed its sea trials as of 7 September. This is a major milestone on a project for which the first steel was cut in January 2014.

The assessment phase began with seven days of basin trials to ensure that the propulsion and safety systems were fully operational before the vessel made the challenging passage from the PT PAL shipyard in Surabaya to the open waters of the Java Sea. There then followed two weeks of sea trials that included tests of a weapons system and the combat radar and commissioning of the sonar. Noise measurements and cavitation observations were also carried out.




The trials were successful, with almost all the systems passing their assessments first time around. Some elements, such as the accommodation, require minor modifications and these will be undertaken prior to three days of final tests at the end of September.

Flexibility through innovation

The 105-metre, 2,365 tonne PKR frigates are designed to undertake a wide range of missions in and around the waters of Indonesia. Their primary mission is anti-air, anti-surface and anti-submarine warfare. However, they are also equipped for maritime security, search and rescue, and humanitarian support tasks.



The two vessels have been/are being been built using a collaborative modular process operating simultaneously at Damen Schelde Naval Shipbuilding (DSNS) in the Netherlands and PT PAL shipyard in Indonesia. Each is made up of six modules, and for the first vessel four of these were built at PT PAL. The other two were built and fully tested at DSNS in the Netherlands before being shipped for final assembly at PT PAL.

The success of the programme rested on the two yards working together with the end client operating almost as a single unit. The strong relationship also allowed the massive technology-transfer programme to proceed smoothly, both in Indonesia and in the Netherlands.



The first Sigma 10514 is on schedule for delivery at the end of January 2017 following the completion of three months of crew training. Meanwhile, work is currently proceeding in both the Netherlands and Indonesia on the second vessel in the contract.

Jokowi saksikan latihan tempur di Laut Jawa

Laut Jawa (Antara) - Presiden Joko Widodo (Jokowi) menyaksikan secara langsung latihan tempur Armada Jaya 2016 di Laut Jawa dari Geladak Isyarat KRI Banjarmasin-592.

Presiden Jokowi dan rombongan tiba di Kabupaten Sidoarjo, Jawa Timur (Jatim), pada sekitar pukul 08.50 WIB, Rabu.

Pada kesempatan itu Presiden didampingi Panglima TNI Jenderal TNI Gatot Nurmantyo, Menteri Sekretaris Negara Pratikno, dan Gubernur Jawa Timur Sukarwo.

Presiden dan rombongan terbatas kemudian lepas landas menuju KRI Banjarmasin-592 dengan menggunakan Helikopter Bell TNI AL selama sekitar 36 menit.

Saat tiba di Lounge Room Perwira dilakukan paparan singkat mengenai penembakan senjata strategis oleh Komandan Satuan Tugas Laksamana Pertama TNI TSNB Hutabarat.

Lalu Presiden menuju Geladak Isyarat KRI Banjarmasin-592 dengan berjalan kaki untuk menyaksikan demo keterampilan TNI AL, di antaranya latihan penembakan roket kapal selam jenis RBU 6000 oleh empat KRI Kelas Parchim.

Berikutnya, latihan evakuasi medis udara antarkapal menggunakan helikopter, latihan pembekalan di laut untuk melaksanakan transfer logistik maupun personel, dan latihan penembakan senjata antikapal permukaan menggunakan senjata meriam berbagai kaliber dengan sasaran menggunakan Killer Tomatto.

Dalam keterangannya kepada wartawan di Geladak KRI Banjarmasin-592, Presiden menekankan pentingnya latihan rutin tersebut.

"Ya, ini adalah latihan puncak (TNI) Angkatan Laut yang dilakukan setiap dua tahun, dan dalam latihan ini dicoba senjata-senjata strategis yang kita punya, tadi sudah dicoba rudalnya, sudah dicoba juga meriam artilerinya, dan juga roket-roket antikapal selam juga sudah dicoba," kata Presiden Jokowi.

Selain untuk menguji coba senjata strategis yang dimiliki TNI AL, latihan itu kata Presiden sekaligus untuk menunjukkan kepada publik bahwa senjata strategis Indonesia tidak kalah dengan negara lain.

Penembakan Rudal

Sejumlah senjata strategis yang diuji coba pada kesempatan itu di antaranya rudal C705 jenis SSM buatan Tiongkok dengan daya ledak satu rudal mampu menghancurkan satu corvette berbobot 1.500 ton rusak serius atau hilang kemampuan tempurnya. Selain itu sedianya juga akan diujicobakan rudal C802 yang juga buatan Tiongkok dengan daya ledak satu rudal mampu menghancurkan satu destroyer berbobot 3.000 ton rusak serius atau hilang kemampuan tempurnya.

Torpedo SUT buatan Jerman yang memiliki jarak efektif 12 km - 28,5 km dan kecepatan 18-34 juga diujicobakan dalam latihan itu.

Kapal yang menembakkan artileri di antaranya KRI Diponegoro dan KRI Usman Harun.

Sedangkan kapal yang meluncurkan rudal C705 adalah KRI Clurit 641, KRI Kujang 642 sedianya akan meluncurkan rudal C802 tapi batal.

Presiden Jokowi menyaksikan latihan tersebut dari Geladak Kapal KRI Banjarmasin-592 bersama Panglima TNI Jenderal TNI Gatot Nurmantyo, Kasal Laksamana TNI Ade Supandi, Mensesneg Pratikno, dan Gubernur Jatim Sukarwo.


Pada kesempatan itu Presiden juga sempat memberikan komando bagi peluncuran rudal C705 kepada KRI Clurit 641 dari Geladak Isyarat KRI Banjarmasin-592.

Ada sekitar lima menit jeda dari mulai Presiden memerintahkan untuk tembak setelah sebelumnya menghitung mundur dari 10. Jeda tersebut sampai kemudian rudal C705 berhasil meluncur terjadi sekitar lima menit.

Latihan tempur itu dilakukan secara rutin setiap dua tahun sekali di mana pada kesempatan itu kapal-kapal tempur membentuk formasi dari mulai berbanjar hingga menempati titik tembak.

Presiden mendarat di KRI Banjarmasin-592 sekitar pukul 9.36 WIB dan kembali ke Situbondo sekitar pukul 12.40 WIB untuk melanjutkan agenda kunjungan kerja berikutnya di Jatim.

Bidders line up for British Army's MIV 8x8 requirement

Contenders for the British Army's Mechanised Infantry Vehicle (MIV) requirement were out in force at Defence Vehicle Dynamics (DVD) 2016 at Millbrook Proving Ground on 7 and 8 September.

MIV will be an 8x8 procured off-the-shelf and fitted with a minimum number of UK sourced sub-systems such as remote weapon station, communications, battle management system and seating. According to David Russell, MIV Team Leader "MIV is now in the concept phase" and with "the team building up rapidly".

Potential contenders that showed up at DVD 2016 were the Finnish Patria Armoured Modular Vehicle (AMV) and the latest AMV XP variant, the French Nexter Systems VBCI, Singapore Technologies Kinetics Terrex 3, the ARTEC Boxer, and from General Dynamics (GD) the Piranha 5 and General Dynamics Land Systems LAV. GD could also be in a position to offer the Stryker double-V-hull (SDVH), the LAV 6.0 or the LAV 700 depending on the UK requirements.

MIV is a 'Category A' programme and the acquisition strategy is now being firmed up.

While no numbers are available it is expected that between 300 and 350 MIV would be required with a potential initial operating capability of 2023. The vehicles will in part equip two battalions from within the new 'Strike Brigades' that the army is to form, these brigades will also include the Ajax tracked reconnaissance vehicle.

In addition to the baseline protected mobility (PM) variant of MIV (MIV-PM), other versions including a command and control (MIV-CC), ambulance (MIV-A), repair (MIV-REP) and recovery (MIV-REC) are also planned.

The baseline MIV is planned to be fitted with a Kongsberg Protector RWS armed with a 12.7 mm (.50 cal) machine gun although there is potential version with a heavier armament.

Pindad dan SAAB Gelar One Day Workshop GBAD

Rabu, 14 September 2016, PT Pindad (Persero) yang menggandeng perusahaan pertahanan asal Swedia, SAAB AB mengadakan workshop sehari di Auditorium PT Pindad (Persero).

Workshop yang mengambil tema Ground Base Air Defence ini dihadiri oleh anggota kesatuan Pusat Kesenjataan Artileri Pertahanan Udara (Pussenarhanud) yang dipimpin oleh Wakil Komandan Pussenarhanud, Kolonel Arh I Ketut Sugiartha. Direktur Komersial PT Pindad (Persero) Widjajanto turut hadir membuka acara workshop.

Dalam kata sambutannya, Widjajanto mengatakan bahwa Pindad sedang diarahkan oleh Kementerian Pertahanan untuk mengawal secara ketat semua pengembangan air defence terkait kemampuan industri pertahanan nasional untuk menyerap teknologi melalui Transfer of Technology dan lisensi produk.

“Diharapkan dari workshop hari ini, sudah semakin tergambar requirements dari Pussen Arhanud apa, karena tugas kami di sini menyimak, mendengarkan permintaan dari bapak-bapak semua sebagai pengguna langsung dari sistem pertahanan udara ini,” tuturnya.

Ia juga mengatakan bahwa Pindad membuka lebar-lebar jalur komunikasi untuk terus berinteraksi dengan para pengguna untuk mendapatkan kesepahaman yang baik satu sama lain. “Semoga workshop hari ini dapat memberikan berkah bagi pengembangan sistem pertahanan udara kita, bagi Pindad sebagai pengemban amanah UU Industri Pertahanan no. 16 tahun 2012, maupun bagi hubungan baik Indonesia dengan rekan-rekan SAAB Swedia,” ujar Widjajanto.

Wadan Pussenarhanud, Kolonel I Ketut Sugiartha mengatakan bahwa dalam teknologi sistem senjata rudal yang  dibutuhkan oleh Pussenarhanud, kesatuannya menitikberatkan kebutuhan-kebutuhan tersebut pada 4 hal.

“Dari sudut pandang pengguna, komponen atau aspek wajib dari pengadaan sista rudal minimal terdiri dari 4 hal : aspek operasional, pendidikan dan latihan, pemeliharaan, serta alih teknologi. Keempat hal ini harus diperhatikan karena akan sangat berpengaruh pada operasional sista selama masa aktifnya. Beliau juga mengatakan bahwa workshop ini merupakan awal dari langkah besar menuju kemandirian industri pertahanan nasional. “Kemandirian industri pertahanan sistem senjata rudal merupakan langkah besar yang sangat strategis dan langkah besar itu telah dimulai dari kegiatan hari ini,” ujarnya.

Kegiatan workshop hari itu dilanjutkan dengan presentasi mendalam tentang teknologi ground base air defence dari SAAB AD Swedia dan ditutup dengan diskusi.

PAF's Fifth C-130 Cargo Aircraft Plane to Arrive Last Week of September

MANILA (PNA) --- The Philippine Air Force (PAF)'s fifth Lockheed C-130 "Hercules" cargo aircraft will arrive by the last week of September, according to PAF spokesperson Araus Robert Musico in a message to the PNA Thursday.

"The aircraft will arrive last week of this month. I don't have the exact date yet," he said in Filipino.

The fourth C-130 arrived at the Benito Ebuen Airbase, Mactan, Cebu last April 5.

It was flown by Filipino pilots headed by Col. Alejando Baclayon, Lt. Col. Ian Earth Lamzon, Major Ian Dexter Danes, Major Anthony Amora, and Major Ramil Daet.

The two C-130s are worth USD61 million and were acquired through the US Excess Defense Article Program.

"Remember, if we need to move a big number of troops and supplies (especially) heavy equipment for rapid deployment, it will be much easier as we have additional (C-130) aircraft," Musico earlier said.

Originally, these two C-130Ts were configured for tanker missions and were later converted for transport missions before being acquired by the Philippines.

Aside from the four C-130s, the PAF has three Airbus Military C-295 medium and three Fokker F-27 transports for its logistics and lift missions.
