Supacat Extenda (photo : ukdefenceforum)
Defence Minister Gerry Brownlee announced today that the New Zealand Special Air Service (SAS) Regiment will receive new high mobility specialist vehicles to replace its old Pinzgauer fleet.
In 2015 Cabinet approved funding of $28 million to replace the existing Pinzgauer Special Operations fleet with four different types of vehicles to ensure the Special Forces can continue to meet all their operational requirements.
Mr Brownlee says the existing Pinzgauer Special Operations vehicle entered service in 2005, and since then it has seen extensive and arduous service.
“This experience, combined with the demands of contemporary missions and equipment, has led to the need to replace the Pinzgauers with a range of more modern vehicles that keep our elite Special Operations Forces at the leading edge,” Mr Brownlee says.
For operational security reasons the number of vehicles in the SAS fleet is not revealed. The first new vehicle type to be acquired is the Supacat Extenda high mobility vehicle, which will be provided by Supacat Australia.
“The Supacat is a proven capability which has been used on operations by a number of our key defence partners,” Mr Brownlee says.
The Defence White Paper 2016 noted that New Zealand’s Special Operations Forces need to be trained and equipped to deploy across a range of operations, from long-range reconnaissance to domestic counter-terrorism and explosive ordinance disposal.
The new vehicles will be delivered in the final quarter of 2017. Supacat will also be responsible for maintaining the new vehicle fleet.
“Work continues on identifying a number of other vehicles suitable for a range of possible operations for the SAS as part of this project,” Mr Brownlee said.

Crew members of HMNZS Otago conduct inflight refuelling with a Super Seasprite SH-2G(I) helicopter. (photo : RNZN)
The Royal New Zealand Navy (RNZN) has certified its lead Otago-class offshore patrol vessel (OPV) to embark the service's new Super Seasprite SH-2G(I) naval combat helicopter.
A series of qualification procedures, which culminated in an activity referred to by the navy as an 'Aviation Safety and Readiness Check', were completed in late August onboard HMNZS Otago (P 148) in and around the Hauraki Gulf.
The procedures included winching operations for goods and personnel, inflight refuelling trials, and a series of simulations for various operational emergencies, the navy said.
"Otago will embark a Seasprite for Operation 'Havre' to the Kermedec Islands, which will significantly aid in the transfer of the amount of stores [that] need to be transferred to the [Department of Conservation] station on Raoul Island", said the navy, in reference to the routine resupply tasks undertaken by the RNZN to the remote marine reserve.
The RNZN signed a contract for ten SH-2G(I) helicopters in May 2013 to replace its existing fleet of five older Super Seasprites that have been in service since 2001. The service formally accepted the first three airframes, which feature improved sensor, flight control, and communications systems, in March 2015.
Besides transportation of stores and maritime surveillance duties, the helicopters are also capable of carrying Penguin Mk 2 Mod 7 anti-ship missiles and lightweight torpedoes, giving the Otago-class ships improved offensive capability.

BANDUNG - Kementerian Pertahanan melalui Komando Pemeliharaan Materiil Angkatan Udara (Koharmatau) memperbaiki pesawat angkut jenis Hercules.
Setelah semua pekerjaan pemeliharaan berat selesai, kata dia, baru dilaksanakan test flight (uji terbang).
“Kami ingin kualitas.
Mior merinci, khusus pesawat Hercules A-1303 perbaikannya meliputi penggantian outer wing, center wing, penggantian struktur utama fuselege, perbaikan engine, mengganti sistem gas turbine compressor, dan melaksanakan up-grade sistem avionik.

14% increase in defense spending to buy new ships (photo : israel-shipyards)
VIENTIANE - The Philippines is proposing a 14 percent increase in defense spending next year to buy new ships and aircraft to boost its fight against Islamist militants and enhance maritime security in the disputed South China Sea.
According to internal documents seen by Reuters on Monday, about 130 billion pesos ($2.8 billion) or 96 percent of the proposed defense budget, would go to the armed forces.
The push to beef up military spending reflects regional concern about China's maritime assertiveness and the new government's determination to crush the entrenched and lucrative network of the Islamic State-linked Abu Sayyaf rebels behind a spree of kidnappings.
Some 25 billion pesos would go to a modernization program, the Department of National Defense said in the documents, including the acquisition of two surveillance planes and six close-air support planes to fight Abu Sayyaf.
The rebels, who have their stronghold in two southern islands in the Muslim-majority south, are holding more than 20 hostages of five nationalities.
Abu Sayyaf has this year beheaded two Canadian hostages and President Rodrigo Duterte has ordered the military to "destroy" the group. The government believes it was behind Friday's bombing in Davao city that killed 14 people.
The government has proposed a 3.35 trillion pesos national budget for next year, which the bicameral legislature is expected to approve before the end of the year.
A senior defense official told Reuters 2017 would be the second year in a row that the government is spending 25 billion pesos for the modernization plan, which is slated to cost 82 billion over a five-year period.
The country is set to award contracts for two frigates for navy and three radar systems for the air force, which are designed to improve monitoring in the South China Sea.
Part of the funds will go to installments to pay for 12 Korean-made FA-50 jets, two of which arrived last year.

Australia is looking to increase its work on F-35 MRO. (photo : Lockheed Martin)
The Australian government is to seek an expanded role in supporting Lockheed Martin F-35 Lightning II Joint Strike Fighter aircraft in the Asia-Pacific region, Defence Industry Minister Christopher Pyne confirmed on 6 September.
Pyne said in comments published by the Australian Department of Defence (DoD) that he plans to visit the United States in October when he will approach the F-35 Joint Program Office (JPO) to discuss extending the F-35 maintenance, repair, and overhaul (MRO) responsibilities of Australian industry.
The arrangement would expand the role of Australia following a decision by the US DoD in December 2014 to assign F-35 airframe and engine MRO services to both Japan and Australia. Under this agreement, Japan will provide MRO capability for the Northern Pacific and Australia for the Southern Pacific.
Pyne said that the additional MRO responsibilities being sought are focused on F-35 components.
"I'm going to the States in October to meet with the JPO to talk about Australia being a maintenance and sustainment hub for Joint Strike Fighter operations into the future," said Pyne. "Obviously I'll be putting Australia's case as strongly as possible."
He added, "I'd like to extend [the existing agreement] to componentry and obviously I hope to meet with success… I'm going to sit down with the people who make the decision and put Australia's case because that could be worth billions of dollars to Australia over the decades into the future."
In February 2015 the Australian government selected BAE Systems Australia and Tasman Aviation Enterprises (TAE) to undertake the regional MRO on the F-35 and its Pratt & Whitney F135 engine. Under the agreement, BAE Systems and TAE will commence the MRO work in 2018, with the former providing heavy maintenance and sustainment capability at its depot in Williamtown, New South Wales, while TAE will service the F135 powerplant at its facility at RAAF Base Amberley in Queensland.

Heli AW-101 (photo : Sam Wise)

Aairborne radar system for Future Advanced Threat Simulator (photo : BAE Systems)
Edinburgh Parks, South Australia: BAE Systems Australia has won a $32 million, three year contract to provide the Royal Australian Navy (RAN) with an improved anti-ship missile test capability.
The Future Advanced Threat Simulator (FATS) is an airborne radar system designed to closely emulate the in-flight behaviour of a range of anti-ship missiles. It has been designed to provide a test and evaluation and fleet training capability to assist with the development of advanced maritime self-protection concepts for the RAN. BAE Systems will design, develop, manufacture, test and deliver the FATS capability suite.Work on the project will start this month and will support 20 specialist engineering roles at the company’s Edinburgh Parks facility.BAE Systems Australia CEO, Glynn Phillips, said: “At the heart of this impressive technology is local innovation; the simulator is an advanced capability, developed by our specialist engineering team here in South Australia.“It underscores to our Defence customer that we have an airborne test and evaluation capability unmatched within Australia.“We are very pleased to play such a pivotal part in the development of the next generation of threat emulation capability for Defence.”In its flight mode, the FATS is configured in an underwing pod and flown against the target ship at low altitude from a Defence contracted Learjet carriage aircraft. This enables the FATS to simulate the flight profile of a sea-skimming anti-ship missile whilst also closely emulating the behaviour of the missile’s seeker. The ship’s crew and its self defence systems are exercised as the ship performs actions aimed at defeating the incoming missile. The FATS is a third generation technology that leverages BAE Systems’ existing capabilities from the successful Generic Threat Simulator and Airborne Millimeter-wave Stimulator (AMS) product lines.

Osumi class LST (photo : Seaforces)
China's Sina report that Japan can provide Osumi class amphibious ships of the Vietnam country with huge loans.
According to Sina, in recent years the Vietnam People's Navy is increasingly creating a lot of attention, not only with efforts such as procurement systems equipped with new missiles, warships of the water, but efforts developing amphibious capability.
However, Vietnam is a lack of armament in order to meet the requirements of modern warfare, such as the Navy Vietnam now only the old amphibious tanks PT-76 and armored vehicles, BTR- 50 for amphibious missions. Meanwhile, the amphibious ships of the Vietnam today as LST-542 USSR, Polnocny B (Project 771) of Poland are outdated, limited operational features.
Sina said that Vietnam has access to and learn more about Osumi class amphibious ships of the Japan Maritime Self-Defense Force (JMSDF) when this ship visit to Vietnam in 2014.
Three amphibious ships of the Vietnamese Navy Project 771 are already quite old. (photo : Kienthuc)
"Osumi class amphibious ship has a simple design, reasonable price, good performance, can carry more troops and armament, especially the amphibious tanks to conduct amphibious task, vessel can meet the combat missions of Navy Vietnam ", Sina comment.
Osumi is often called the lander, but in fact, this is a multi-functional ship, vessel deck for helicopters, weighing up to 14,000 tons full load, the ship has a length of 178 meters, almost 26 meters wide , draft of 6 meters, a crew of 138 people. The ship is equipped with radar reconnaissance system OPS-14C air, water reconnaissance radar-28D OPS, OPS-20 radar positioning, total area of 3604 square meters.
The ship is equipped with two diesel engines nearly 27,000 horsepower, with a degree of about 22 knots / hour. Fire aboard two Phalanx CIWS pedestal flak 20mm and 12.7mm machine gun M2 2, and 4 decoy launching system.
In theory, the ship can carry up to 330 troops, with 10 tanks, 2 hovercraft for amphibious task.
Osumi class amphibious ships designed with simple, convenient, of course, is not the best design of the Japanese people, but it is very suitable for combat mission requirements of the Vietnam People's Navy , according to Sina.
Notably, in recent years, Japan has partially lifted restrictions on the export of equipment and weapons, and they were willing to participate in the global arms market, especially in Vietnam South, which are in great demand. Japan not only provide financing more and more, but they also can discount sales, not even for some weapons equipment. Japan has been providing patrol boats to the Philippines and some other equipment, while they can also provide financing to sell to the Navy ship Osumi Vietnam.
The sources also said that Sina is, Japan is planning to invest heavily armed for Vietnam. Japan prepared Cranes ship Osumi and will transfer to the Vietnam. If this becomes a reality, the amphibious capability of the Vietnam People's Navy was raised to a new level.

Australian defence technology company XTEK has teamed up with California-based small unmanned aircraft system (UAS) supplier AeroVironment and two other Australian companies, Sentient Vision Systems in Melbourne and General Dynamics Mediaware in Canberra, to offer the Wasp AE Micro Air Vehicle to the Australian Army and Special Forces.
XTEK has been selected as the preferred tenderer for the LAND 129 Phase 4 Unmanned Aerial Vehicle project, which is seeking to acquire a UAS for Army to use at the battlegroup level.
XTEK, Sentient and General Dynamics Mediaware will add value to the capability to be provided, and to the Australian industry content, through the supply and integration of imagery exploitation and movement detection systems, according to XTEK.
XTEK itself will maintain the UAS and provide through-life support for the fleet at facilities in Canberra and South Australia.
“Our ability to customise and maintain top-of-the-line international military and security equipment for local conditions puts XTEK in a strong position to support the federal government’s push for greater local industry involvement in defence procurement,” said XTEK chairman Uwe Boettcher.
A Wasp AE system consists of two air vehicles and one ground control system. With a 29-inch wingspan, the 1.3 kg micro air vehicle is designed for ground and water landings, making it suitable for both land and maritime missions.
“Teaming with XTEK, Sentient and General Dynamics Mediaware for delivery and sustainment is key to ensuring our customer’s success as its forces rely on the advanced, versatile and life-saving capabilities of our Wasp AE systems to proceed with certainty,” said Kirk Flittie, vice-president and general manager of AeroVironment’s Unmanned Aircraft Systems business segment.

Thailand's National Assembly has approved a 2017 defence budget of THB210.7 billion (USD6 billion), the country's military government said on 8 September.
The 2017 defence budget amounts to 7% of total government expenditure during the year and comes into effect from October. The government said the 2017 defence allocation represents a slight increase, or THB220 million, over actual military spending in 2016.
Documents published by the government's Bureau of the Budget show that the new defence allocation is a 2% increase over the original 2016 expenditure of THB206.4 billion. It is also notable that the approved budget for 2017 is a decrease on the THB214 billion requested by the Ministry of Defence earlier this year.
