PAF looking for spares to reactivate 2 OV-10 aircraft
MANILA (PNA) -- In line with its efforts to acquire more aircraft, the Philippine Air Force (PAF) has announced it is allocating the sum of PhP16,490,363.56 for acquisition of spare parts needed for the reactivation of two Rockwell OV-10 "Bronco" attack aircraft.
These planes are OV-10 with tail numbers 636 and 402.
Pre-bid conference is set on Oct. 21 at 1 p.m., PAF Procurement Center Conference Room, Villamor Air Base, Pasay City.
On the other hand, submission and opening of bids is on Nov. 13 at 9 a.m. at the same venue.
The OV-10s are the PAF's premier ground attack aircraft. Around six to eight units are still in service.

In the article "Building the air force - no modern army, firmly safeguard the sky" in the newspaper People's Army, Lieutenant General Le Huy Vinh, Commander of the Air Defense - Air Force has provided about the Vietnam ordered SPYDER advanced air defense missile system.
Article by Lieutenant-General Le Huy Gulf states:
"To meet the requirements of the construction task Force KQ PK-modern, the past few years, people have actively implemented many projects to improve and enhance the life and features of all kinds VKTBKT .
At the same time, investment gradually procurement of new VKTBKT, combining modern radar ELM-2288 planes / ER, radio 36D6 radar planes, passive radar Kolchuga passive sensor; Missile SPYDER , S-300PMU1, S-125-2TM; multirole fighters Su-30MK2, C-295; intelligence management system automatically VQ 98-01, VQ-1M, VQ-2 ...; in collaboration with Viettel Mobile research, producing radar RV-D1, VRS-S, VRS-W .. . "
The SPYDER is listed next to the weapons, modern weapons in service by Vietnamese People's Army that we have officially confirmed the purchase of air defense missile system is superior.
This is a logical step after the preparation as sending staff to improve their academic English or built battle to be ready to receive new weaponry.Although unclear Vietnam SPYDER version option is a short-range variant SPYDER-SR or midrange SPYDER-MR , but this combination is the necessary complement to the S-300PMU1, S-125-2TM and gradually replaced generation systems Strela-10 or S-75M outdated.

Jakarta - Tiga Kapal Perang Reublik Indonesia (KRI) jajaran Komando Armada RI Kawasan Barat (Koarmabar) masing-masing KRI Boa-807, KRI Viper-820 dan KRI Tarihu-829 berubah status menjadi Kapal Angkatan Laut (KAL) untuk memperkuat jajaran Pangkalan Utama Angkatan Laut (Lantamal I) Belawan. Hal ini berdasarkan Keputusan Kepala Staf Angkatan Laut Nomor KEP/1171/VII/2015 tanggal 21 Juli 2015. Bertindak selaku Inspektur Upacara Komandan Lantamal I Belawan Laksamana Pertama TNI Yudo Margono,S.E., dalam Upacara Penurunan Ular-ular Perang ketiga KRI tersebut, di Lapangan Apel Mako Lantamal I Belawan, Sumatera Utara, baru-baru ini.
Upacara yang dihadiri antara lain oleh Wakil Komandan Lantamal I Kolonel Marinir Prasodjo Sumarto, para Asisten Danlantamal I, Kasatker Lantamal I, serta Peleton Pama, Bintara, Tamtama dan PNS diawali dengan memberikan penghormatan kepada ketiga KRI tersebut.
Sebagai mana diketahui bahwa KRI Boa-807 dibuat di galangan kapal Fasharkan Mentigi pada tahun 2003, diresmikan pada tanggal 12 juli 2004.KRI Viper-820 dibuat di galangan kapal Fasharkan Jakarta pada tahun 2006 dan diresmikan pada tanggal 20 oktober 2006. Adapun KRI Tarihu-829 dibuat di galangan kapal Fasharkan Mentigi pada tahun 2009 diresmikan pada tanggal 7 Januari 2009. Kapal-kapal tersebut merupakan kapal patroli cepat hasil karya anak bangsa Indonesia.
Dalam amanatnya Danlantamal I Belawan antara lain berharap dengan beralihnya ketiga kapal tersebut menjadi KAL tidak menurunkan semangat para prajurit pengawaknya, bahkan dapat memperkuat jajaran Lantamal I Belawan dalam melaksanakan tugas sebagai penegak hukum dan kedaulatan di laut. Dengan persenjataan dan profesionalisme prajurit pengawak kapal ini akan dapat melaksanakan tugas-tugasnya dengan baik.
Pemimpin TNI Angkatan Laut juga sudah mempertimbangkan efisiensi dan efektifitas baik dari segi operasi maupun pemeliharaan. Terlebih bila dihadapkan dengan keterbatasan anggaran dan kondisi alusista, sudah selayaknya ketiga kapal tersebut masuk dalam unsur patroli Lantamal I.Belawan.

Defence Technology Institute ( DTI) continues its development projects 8x8 armored wheeled version of Black Widow Spider (BSW) to support armors of Thailand. The vehicle tested with a strength safety standards, and military standards. Test results revealed a satisfactory ensured that could support the development of the armors of Thailand's full potential.
First test - distance runner (16 Sep 2015)
By mid-September, DTI 8x8 wheeled armored vehicles have been tested for the first time since has developed a prototype of armored wheeled. Back to the year 2013 when armor project was created by government policy at that time which wanted to own self-defense technology, reduce to import weapons and budget cuts, thus accelerating the development of armor of DTI. Thailand's researchers developed a design all together, based on high-performance prototype vehicles from all over the world as a comparison. Research and development to be appropriate to the use and needs of the country.
In this first experiment, the test run distance 64 kilometers using the straight-run back to the road conditions in general. The distance over 8 km and 8 km, which has held four rounds of testing to test the performance of the car in the primary/turn System/acceleration test (by running at an average speed of 40-60 km/hr) and the engine and various electronic system which results from this first test is considered successful as anticipated.
Second test - safety testing (17 Sep 2015)

Third test - top performing on full power ( 21 Sep 2015)
After a test long distances run, and then blast barrier properties, the third test has increased even more detailed testing. By the start of the engine's acceleration, top speed and sound testing, performance of brake system, steering system, suspension systems test and so on up the slope.
Summary of the test results

The Russian arms trading agency Open Joint Stock Company Rosoboronexport, part of the Russian Technologies State Corporation (ROSTEC) has offered the Indonesian authorities to supply additional Kurganmashzavod JSC BMP-3F infantry fighting vehicles aimed for the country’s Marine Corps.

The agency also is proposing to deliver JSC Arzamas Engineering Plant BTR-80A 8×8 armoured personnel carriers, JSC “Research and production corporation UralVagonZavod PTS-4 tracked amphibious carriers and KBP Instrument Design Bureau Pantsyr-S1 mobile combined missile and gun air defence systems to Indonesia.BMP-3F combat vehicle is equipped with a turret armed with 2A70 100 mm gun, 2A72 30-mm automatic cannon with double-belt feeding and PKTM 7.62-mm machine gun, mounted coaxially with the gun.

Engine of S-211 jet trainer up repairs
MANILA (PNA) -- One of Philippine Air Force (PAF)'s three remaining SIAI-Marchetti S-211 jet trainers will be having its engine maintained and replaced.
Budget for this project is placed at PhP25,000,000.
The engine is for PAF S-211 with tail number 008.
Pre-bid conference is scheduled for Oct. 21, at 9 a.m. PAF Procurement Center Conference Room, Villamor Air Base, Pasay City, while submission and opening of bids is on Nov. 10, 9 a.m. at the same venue.
The S-211 is the PAF's sole jet-powered aircraft following the retirement of the Northrop F-5 "Tiger" jet fighter fleet in 2005.
It is now configured for air-to-air and air-to-ground missions pending the arrival of the first two Korea Aerospace Industries F/A-50 "Fighting Eagle" jet aircraft this December.

Jakarta, InfoPublik - TNI Angkatan Laut (TNI AL) menambah alutsista lagi. Kali ini KRI Spica-934, sebuah kapal baru TNI AL jenis survey hidro-oceanografi tercanggih saat ini.
"Kapal tersebut penggunaan secara resmi dilakukan Kepala Staf Angkatan Laut (Kasal) Laksamana TNI Ade Supandi, di galangan kapal OCEA Shipyard Company, Les Sables d'Olone, Perancis, Sabtu (17/10) lalu," kata Kepala Dinas Penerangan TNI Angkatan Laut Laksamana Pertama TNI M. Zainudin di Jakarta, Rabu (21/10).
Diungkapkan Zainudin, peresmian dilaksanakan melalui prosesi commissioning berupa upacara yang diawali dengan tradisi penamaan kapal atau shipnamming yang dilakukan oleh Ny. Endah Ade Supandi, selaku ibu kandung kapal dengan tata tradisi memecahkan kendi di lambung kapal tersebut sebagai pertanda kelahiran kapal.
Upacara dilanjutkan dengan pernyataan kapal masuk kedalam jajaran kekuatan pertahanan negara Republik Indonesia dengan pernyataan kapal bantu hidro-oceanografi (BHO) yang memiliki peralatan survei hingga ke kedalaman 6.000 meter di bawah permukaan laut ini menjadi sebuah Kapal Perang Republik Indonesia (KRI) bernama KRI Spica-934 yang diambil dari nama salah satu bintang yang menjadi acuan bernavigasi.
KRI Spica-934 adalah kapal surver hirografi canggih kedua yang dimiliki TNI AL setelah KRI Rigel-933 yang juga memiliki spesifikasi teknis yang hamper sama. Dibuat di galangan kapal OCEA Dossier, di Les Sables-d’Olonne, Prancis. Memiliki kecepatan maksimum 14 knots, panjang 60 meter dan bobot kosong 500 ton, mampu menghadapi gelombang laut sampai level sea state six. Mampu menampung 30 awak dan 16 personel tambahan, dan mampu berlayar terus-menerus selama 20 hari.
Seperti halnya Rigel, nama Spica diambil dari nama rasi bintang. Fungsi asasinya sebagai kapal riset dan survey hidrog-oceanografi (Oceanographic Offshore Support Vessel/OSV), namun juga dapat menjalankan peran sebagai kapal patroli, pasalnya kapal dibekali kanon PSU Rheinmetall kaliber 20 mm pada haluan, serta dua pucuk SMB (senapan mesin berat) M2HB kaliber 12,7 mm di geladak buritan.

Sebagai elemen inti dari fitur kapal ini adalah perlengkapan penunjang misi oseanografi. Seperti KRI Spica-934 dilengkapi perangkat single beam echo sounder jenis Kongsberg’s EA600 dan multibeam systems EM2040 dan EM302. Lebih canggih lagi, setiap OSV dibekali autonomous underwater vehicle (AUV), perangkat yang kerap disebut ROV (remotely operated vehicle) ini sanggup mengemban misi survei bawah air hingga kedalaman 6.000 meter.
Kasal pada kesempatan tersebut berpesan kepada Komandan KRI Spica-934 dan crew kapal agar mempertahankan kesiapan kondisi teknis kapal sebelum menjalani pelayaran dari Perancis menuju tanah air, memelihara kemampuan dalam memahami peralatan canggih yang ada di kapal dengan memanfaatkan hasil pelatihan selama di Perancis dan bertukar pengalaman dengan tenaga ahli dari galangan. “Kemampuan kapal ini menjadikan kekuatan pertahanan matra laut semakin kokoh dalam menunjang program pemerintah sebagai poros maritim dunia,” ujar Kasal.
Kasal juga menyampaikan ucapan terima kasih kepada semua pihak diantaranya pihak galangan OCEA, Komandan Satgas Proyek Pengadaan Kapal BHO TNI AL Kolonel Laut (P) Budi Purwanto dan jajaran satgas yang telah mengawasi jalannya pembangunan kapal, dan memberi masukan kepada pihak galangan serta melatih awak kapal dan juga kepada pihak KBRI yg dihadiri oleh Wakil Kepala Perwakilan RI dan Kantor Atase Pertahanan yg diwakili oleh Kolonel CZI Jaka Tandang maupun masyarakat Indonesia di Perancis yang membuat satgas dan crew kapal mudah beradaptasi dengan lingkungan sekitar selama beberapa tahun berada di Perancis.
Diperkirakan KRI Spica-934 akan tiba di Jakarta dalam pelayarannya dari Perancis pada pertengahan bulan November 2015 mendatang, setelah singgah di beberapa negara untuk bekal ulang.

PARIS — DCNS filed a draft proposal at the end of September and aims to submit a final offer at the end of November in Australia’s tender for a new class of attack submarines, reported to be worth Aus $50 billion (US $36.3 billion), a spokesperson for the French naval shipbuilder said.
Technology transfer will be part of the French offer of the concept vessel Shortfin Barracuda, a diesel-electric version of the Barracuda nuclear-powered attack submarine being built for the French Navy.
“The transfer of technology will be complete, to allow Australia to meet its objective of sovereignty and independence,” the DCNS spokesperson said.
Australia’s Sea 1000 project to replace the Collins submarines has attracted competing bids from DCNS, a Japanese offer from Mitsubishi Heavy Industry and Kawasaki Shipbuilding, and German specialist ThyssenKrupp Marine Systems. The tender is for six to 12 units.
A selection is expected by the middle of 2016, the spokesperson said.
Among the key factors in the evaluation process: technical performance of the subs, including stealth and undersea autonomy; integration of a US combat system; and local sustainability, including maintenance for some 50 years.
Australia will hold a tender for the combat system, with Lockheed Martin and Raytheon competing for a deal worth some $4 billion, website news.com.au reported.
A major requirement is setting out the three options of building the subs offshore, onshore, and on a hybrid basis, with the latter consisting of a mix of building units abroad and in Australia.
An offshore construction is seen as highly unlikely, given strong political pressure to generate local jobs.
DCNS, which opened an office in Australia last year, proposes to create 2,900 local jobs if the French offer is picked.
The French shipbuilder is offering an initial block 1A version of the Shortfin in a government-to-government deal, with upgrades to block 1B, 1C and future standards, underpinning a pitch for a long-term bilateral relationship with Australia.
DCNS has brought the Barracuda program under control after earlier running into problems of lateness and cost overrun, the spokesman said. The company has gone through a reorganization, including appointing a new Barracuda program director last October. A first delivery of the Barracuda is still expected to be in 2017 but some six months later than previously scheduled.
French Ambassador Christophe Lacourtier said in Canberra on Tuesday there was a commitment “to build in this country a sovereign and autonomous [submarine] industry," Australian Financial Review reported.
DCNS is offering a Shortfin version 97 meters long and weighing 4,500 tons, compared with the Barracuda’s 99 meters and 4,700 tons, the spokesperson said.
The total program cost is reported to be $20 billion for building and $30 billion for maintenance.
The Japanese offer, seen as the favored candidate under the previous Australian government, is based on the operational Soryu. The submarine offered to Australia was named Zero, but that name was reported to be dropped after the unwelcome connection to World War II was pointed out.
TKMS has pitched a version of the Type 214. All three bidders are reported to have offered technology transfer.
Saab Kockums is proposing a midlife upgrade of the Collins submarines as Australia has excluded the Swedish company from the competition.
Thales, which holds 35 percent of DCNS, is a specialist in sonar systems and has large business interests in Australia. The Australian government said on Oct. 5 it had awarded Thales a $1.3 billion contract to supply the Hawkei protected vehicle to the Australian Defence Force. France holds 65 percent of DCNS.

Jakarta -PT Dirgantara Indonesia (PTDI) berencana meluncurkan pesawat terbang baling-baling N219 pada bulan November 2015. Wujud pesawat penumpang karya insinyur penerbangan di Bandung, Jawa Barat, ini bakal ditampilkan ke publik (roll out).
”N219 pada bulan depan akan roll out. Dia dikeluarkan dari hanggar dengan desain sudah freeze," kata Deputi BUMN Bidang Usaha Pertambangan, Industri Strategis dan Media, Fajar Harry Sampurno kepada detikFinance, Rabu (21/10/2015).
Setelah ditampilkan ke publik, PTDI sebagai pengembang akan melakukan uji terbang hingga mengurus sertifikasi nasionall. Proses ini berlangsung 1 tahun. Selanjutnya, diikuti oleh produksi massal.
"Saat uji terbang dibuat beberapa tipe," ujarnya.
Selain mengurus sertifikasi di tanah air, N219 akan didaftarkan ke badan keselamatan penerbangan Uni Eropa (European Aviation Safety Agency/EASA).
"Kita langsung sertifikasi EASA juga. Ini nggak sertifikasi FAA karena kita nggak terbang (dijual) ke Amerika" ujarnya.
Saat diperkenalkan pada November nanti, komponen lokal masih berkontribusi 35% terhadap produk N219. Kontribusi komponen lokal akan ditingkatkan 60% sampai 70%, seiring selesainya pembuatan komponen aluminium yang dibuat oleh PT Indonesia Asahan Aluminium (Persero).
"Kita rencanakan 60-70% komponen lokal. Engine dan landing gear, kita masih impor. Ada Inalum buat alumunium sehingga komponen lokal naik. Terus LEN (BUMN) buat avionic," ujarnya.
Harry menyebut N219 akan membidik pasar di Indonesia dan Asia Tenggara. Untuk Indonesia saja, Harry memperkirakan kebutuhan N219 mencapai 500 unit. Pesawat yang mampu membawa 19 orang penumpang ini diperuntukan melayani penerbangan perintis dan daerah terpencil.
"Ini belum kebutuhan ASEAN," jelasnya.

VietNamNet Bridge - Upgrading ships and turning them into mobile military bases, which Malaysia is doing, is within Vietnamese reach, scientists say.
Malaysia announced it has successfully turned over a transport vessel into a mobile military base, which can operate for a long time on the open sea.
Malaysian media reported that the vessel is Tun Azizan, a civil transport ship, which has been converted into a military base by order of the Malaysian navy.
Tun Azizan is the first mobile military base in South East Asia. It now can contain 99 people and provide necessary facilities, including accommodation, food storage, clothes washing room, a communication & operation room, electricity system, air conditioners, clean water and military infrastructure items.
Commenting about the move, Vietnamese maritime experts said this could also be implemented by Vietnam. They stressed that Vietnam has many things available to do this.
Regarding technical issues, Do Thai Binh, deputy chair of the Vietnam Shipbuilding Science Association, said engineers would have to re-design the ships on the basis of the original design when upgrading the ships for other purposes.
However, this is expected to not be a complicated work because all ships have their “profiles”.
An analyst noted that there are many ways to make profits from old ships, rather than selling them as scrap iron. In Thailand, they can be sunk to serve sea tourism, and In France, large ships are converted into sea prisons. Liaoning aircraft carrier was once an amusement park.
He thinks that turning large transport ships into maritime bases would be the best choice for Vietnam. The bases will not only serve national defence, but also help fishermen in their offshore fishing.
When asked what ships can be used for the conversion, Binh said many old ships owned by Vinashin (the Vietnam Shipbuilding Industry Group) and the large ships that Vinalines (Vietnam National Shipping Lines) plans to give as payment for its debts.
Phan Vinh Tri, a renowned navigation expert, also noted that Vietnam can take full advantage of the unused ships, including newly built ones.
The ships will degrade rapidly if they are not put into use, and therefore, the ships’ owners are considering demolishing or selling them. However, Tri saidthey should be converted for other purposes.
Tri thinks that it would be better to set up “mobile islands” on the sea border area, which could be a couple of ships converted into general complexes for fishing logistics, communication, hydrometeorology, marine scientific research, search and rescue and marine police.
He has also suggested sinking old dry docks to create military bases, which the Philippines has done.

Seoul is likely to make a decision about the powerplant for its planned KFX indigenous fighter aircraft in the first half of 2016.
The two engines in contention for the requirement are the General Electric F414 and the Eurojet EJ200. Both engine makers had a significant presence at this year’s Seoul International Aerospace & Defense Exhibition.
Industry observers familiar with KFX say that the engine down select will occur in the first half of next year irrespective of the controversy surrounding Seoul’s failure to obtain US export licences for four technologies deemed “core” to the development of KFX: active electronically scanned array radar, infrared search & track sensors (IRST), electro-optical targeting technology, and jamming technology.
Korea Aerospace Industries (KAI) issued the request for proposals (RFP) for the engine several weeks ago, and responses are due in November. KAI will examine the proposals, and South Korean officials’ analysis will include site visits the two rivals’ production facilities in Europe and the USA.
The winner stands to sell around 400 engines. Seoul plans to obtain 120 twin-engined KFX fighters, while Indonesia, a 20% partner in the programme, plans to obtain 80. South Korea eventually hopes to export the countries to other countries.
Eurojet had a large stand at the show with a full-sized mock-up of the EJ200, which powers the Eurofighter Typhoon. Eurojet chief executive Clemens Linden lists a long list of attributes for his company’s powerplant including modularity, a development roadmap, and technology transfer. Eurojet also highlighted maintainability, durability, and reliability.
The European firm also highlighted the experience of Eurojet consortium partner Rolls-Royce in South Korea, with over 400 engines serving in the country’s air force, navy, and army.
General Electric vice president for the F404, F414, J85, and TF34 programmes Alan DiLibero highlighted GE’s 35 year history of working with South Korean fighters. He also discussed GE’s long experience producing engines under licence with Samsung Techwin, which was recently acquired by Hanwha Techwin.
DiLibero also stressed the development roadmap for the F414, which powers the US Navy’s Boeing F/A-18 E/F Super Hornet, and GE’s successful work on a number of international programmes. GE’s international collaboration efforts have seen it involved with the Hindustan Aeronautics Tejas, which is powered by the F404, and the Saab Gripen, which powered by the RM12, a Swedish-produced version of the F414.
The F404 also powers all variants of KAI’s T-50 advanced jet trainer. DeLibero pointed out that GE recently won a supplier recognition award from KAI.
"We know how to do the integration, and I think the T-50 programme is a great example of our ability to execute, and our commitment,” says DeLibero.

MANILA (PNA) --- Three more "Balikpapan" class LCHs (landing craft heavies) are scheduled to arrive and be commissioned in Philippine Navy (PN) service by the first quarter of 2016.
These ships are the HMAS Balikpapan, HMAS Wewak and HMAS Betano. The Royal Australian Navy decommissioned these LCHs in November 2014.
The three are sisters to BRP Ivatan (formerly HMAS Tarakan) and BRP Batak (ex-HMAS Brunei) which were commissioned into PN service last Aug. 10.
LCHs are an extremely versatile vessel, capable of moving large amounts of cargo, personnel and equipment from larger ships to shore.
A very shallow draft (two meters) allows these ships to deliver personnel and equipment to areas otherwise unreachable especially during humanitarian assistance and disaster relief (HADR) operations.
It is an all-welded twin-screw vessel, able to trans-ship cargo and supplies from ships lying offshore to water terminals or across the beach.
Maximum cargo load is governed by the load-fuel balance and varies between 140 and 180 tons.
A typical load of 175 ton gives the LCHs a range of 1,300 nautical miles, increasing to 2,280 nautical miles for a load of 150 tons.
Up to five shipping containers with HADR supplies and equipment can also be embarked.
LCHs have a draft of two meters, length of 44.5 meters, beam of 10.1 meters and displacement of 364 tons.
It has a speed to 10 to 13 knots and a range of 3,000 nautical miles and a crew of 15.
Sources said that the three ships were acquired at their respective "salvage value" which is 10 to 15 percent of the actual value of the LCHs.

PDRM dilengkapkan aset tempur baharu RM535.7jKUALA LUMPUR – Kementerian Dalam Negeri hari ini menandatangani lapan kontrak perolehan dan sewaan berjumlah lebih RM315.9 juta dalam usaha kerajaan mempertingkatkan lagi aspek keselamatan negara.
Kontrak tersebut termasuklah pembelian dua buah helikopter moden jenis Agusta Westland AW139 serta lapan kenderaan tempur berperisai 4x4 jenis IAG Jaws untuk kegunaan Polis Diraja Malaysia (PDRM).
Dua surat setuju terima (LoA) penyelenggaraan pesawat 350 King Air milik PDRM bernilai RM82.7 juta dan percetakan kertas saman trafik oleh Percetakan Nasional Malaysia Berhad (PNMB) bernilai RM20.9 juta turut dipersetujui menjadikan jumlah keseluruhan perjanjian adalah RM535.7 juta.
Selain itu, satu memorandum persefahaman (MoU) antara syarikat pertahanan Jerman, EMT Penzburg dengan syarikat tempatan, Drei Sohne Technologies Sdn. Bhd. (DST) bagi menghasilkan pesawat tanpa pemandu (UAV) Malaysia juga ditandatangani.
Kesemua perjanjian perolehan dan sewaan itu disaksikan Timbalan Perdana Menteri, Datuk Seri Dr. Ahmad Zahid Hamidi yang juga Menteri Dalam Negeri sempena Persidangan dan Pameran Khas Polis Asia (GPEC) 2015.

Dalam majlis itu, Kementerian Dalam Negeri diwakili Ketua Setiausahanya, Datuk Seri Alwi Ibrahim.
Dua helikopter AW139 yang akan dioperasikan Unit Udara PDRM itu dibekalkan Galaxy Helicopters (M) Sdn. Bhd., manakala lapan kenderaan tempur IAG Jaws yang dipercayai akan digunakan di Kawasan Keselamatan Khas Pantai Timur Sabah (Esscom) dibekalkan Global Komited Sdn. Bhd.
Yang turut tersenarai dalam kontrak perolehan itu ialah pembekalan alat pemantauan elektronik (EMD) oleh Ujud Sentosa Sdn. Bhd. bagi kegunaan ke atas tahanan Akta Kesalahan Keselamatan (Langkah-langkah Khas) 2012 (SOSMA) dan Akta Pencegahan Jenayah (POCA).
Tidak terkecuali ialah pembelian raifal tempur Colt M4 dengan peluru berkaliber 5.56 milimeter yang dihasilkan syarikat pertahanan tempatan, SME Ordanance Sdn. Bhd. bagi kegunaan anggota polis.
Bagi kontrak sewaan pula, kementerian itu menandatangani perjanjian dengan syarikat penerbangan Malaysia Airlines Berhad (MAB) dan AirAsia Berhad (AirAsia) untuk operasi-operasi khas.

Saingi Sukhoi, Swedia Tawarkan Jet Tempur ke Indonesia
Jakarta, CNN Indonesia -- Svenska Aeroplan Aktiebolag (Saab), perusahaan industri dan manufaktur Swedia yang bergerak di bidang pembuatan produk militer, secara resmi menawarkan pesawat tempur multiperan JAS 39 Gripen kepada pemerintah Republik Indonesia.
Tawaran Saab tersebut meramaikan kompetisi antarpabrikan pada tender pengadaan pewasat tempur yang digelar Kementerian Pertahanan. Kemhan saat ini sedang mencari satu skuadron pesawat tempur baru untuk menggantikan Northrop F-5E/F Tiger II yang telah uzur.
Sebelumnya, perusahaan asal Amerika Serikat, Lockheed Martin, secara terang-terangan juga menunjukkan minat mereka untuk masuk ke proses tender tersebut dengan menawarkan F-16 Viper.
Namun dalam dua bulan terakhir, Menteri Pertahanan Ryamizard Ryacudu kerap menyebut Sukhoi Su-35 sebagai kandidat kuat pengganti F-5 Tiger yang dioperasionalkan Skuadron Udara 14 di Pangkalan Udara Iswahyudi, Magetan, Jawa Timur.
Kepala Perwakilan Saab Indonesia, Peter Carlqvist, mengatakan perusahaannya sudah mengajukan proposal penjualan Gripen kepada Kemhan. Ia berharap pemerintah RI dapat memperhatikan dan mempertimbangkan pelbagai keuntungan pada tawaran kontrak kerja sama tersebut.
Peter menuturkan, perusahaannya percaya diri dapat memenangkan tender yang digelar Kemhan. Menurut dia, Saab menawarkan sejumlah keuntungan yang tidak diajukan Sukhoi maupun Lockheed.
"Kami tidak hanya menawarkan jet tempur. Itu bukan tipikal perusahaan kami," ujarnya di Jakarta, Kamis (22/10).
Peter memaparkan, proposal Saab mencakup satu paket sistem pertahanan udara. Tidak hanya pesawat tempur, Saab juga menyertakan sistem pengintaian udara menggunakan radar Erieye.
Ada pula Tactical Data Links yang memungkinkan Tentara Nasional Indonesia mengontrol komunikasi antarkendaraan tempur, baik di udara, laut, dan darat melalui satu pintu.
Pemerintah Swedia mendukung penuh langkah Saab masuk ke proses lelang pengadaan pesawat tempur TNI Angkatan Udara. Duta Besar Swedia untuk Indonesia, Johanna Brismer Skoog, mengatakan selama ini pemerintahannya tidak pernah memberikan dukungan kepada perusahaan yang memiliki rekam jejak buruk.
"Ketika saya melihat tawaran ini, saya yakin ini merupakan paket teknologi yang sangat komprehensif bagi Indonesia," ujarnya pada kesempatan yang sama dengan Peter.
Johanna berkata, jual-beli pesawat tempur antara Swedia dan Indonesia berpotensi mulus. Apalagi, menurutnya selama ini perusahaan-perusahaan asal negara Skandinavia seperti Volvo, Ericsson, Electrolux dan Ikea telah membuktikan komitmen bisnis yang berkelanjutan di Indonesia.
"Mereka telah menunjukkan seperti apa nilai-nilai yang dianut Swedia. Mereka tidak sekedar mengejar keuntungan belaka," kata Johanna.

Upgrade kendaraan tempur TNI terus dilakukan, kali ini panser VAB milik TNI Angkatan Darat dilakukan upgrade transmisinya yang semula menggunakan transmisi manual diganti dengan jenis automatik. Jenis transmisi yang baru ini menggunakan produk Jerman dari ZF transmission,
TNI AD memiliki 18 unit panser VAB 4x4 dari Prancis hasil pengadaan yang dilakukan pada tahun 1997, selanjutnya TNI AD membeli lagi panser VAB sejumlah 32 unit pada tahun 2006. Berbeda dari sebelumnya kali ini jenis yang dipilih beroda 6x6. Keseluruhan panser ini dioperasikan oleh Yonkav 7/Sersus di Jakarta Timur.
Alam Indomesin Utama adalah rekanan TNI yang banyak menangani upgrade kendaraan dan senjata TNI. Tercatat beberapa jenis kendaraan tempur TNI pernah dilakukan upgrade disini seperti AMX-13 dan BTR-50. Perusahaan ini juga terpilih sebagai mitra lokal untuk memasok meriam pertahanan udara Oerlikon Skyshield untuk TNI AU yang sekaligus membuat beberapa komponen secara lokal. (Defense Studies)

MOSCOW - RIA Novosti. Russia will supply Kazakhstan and Vietnam, equipment for airports, told RIA Novosti the developer-producer exported systems, "Joint instrument-corporation" (included in "Rostec").
"The contract provides for delivery of goods" turnkey "in 2016 at two airfields in Kazakhstan", - said the official.
It is a navigation and landing systems (includes instrumental landing system (ILS), long-range and azimuthal beacons) to equip air field networks, including for the Air Defense Forces of Kazakhstan.
The Vietnamese side in the fourth quarter of 2015 to get a third party in four years of radio range navigation system RSBN-4 nm and landing radiobeacon group PRMG-76UM.
Technique allows to determine the aircraft during flight, airplanes result in the set point and the clock to carry out land without requiring the constant presence of people.
Earlier, Russia has already supplied communications equipment to Vietnam for military airfields to create channels of communication and data exchange with tactical aircraft Su-27SKM, Su-30MK2, Su-35 and others.

MEMPAWAH, KOMPAS.com - Untuk meningkatkan pengamanan wilayah perbatasan di Kalimantan Barat, TNI Angkatan Darat akan membangun Markas Komando Batalyon Kavaleri (Mako Yonkav) 12 di Desa Peniti, Kecamatan Segedong, Kabupaten Mempawah, Kalimantan Barat.
Komandan Pussen Kav Kodiklat TNI AD Brigjen TNI Anang Dwitono, menuturkan nantinya batalyon ini akan di perkuat dengan 431 prajurit TNI AD yang terdiri Prada hingga Komandan Batalyon berpangkat Letnan Kolonel.
"Untuk materiilnya akan ada 53 Unit kendaraan Tempur, yang diantaranya jenis medium tank," kata Anang, Jumat (23/10/2015).
Saat ini, batalyon khusus kendaraan tempur kavaleri tersebut masih dalam proses tahap persiapan dan perencanaan. Kebutuhan air yang akan menjadi sumber kehidupan para prajurit nantinya juga masih menjadi pertimbangan dalam proses pembangunan.
"Anggaran untuk membangun ini sekitar 200 miliar yang bersumber dari APBN, yakni hingga tahun 2019, namun nantinya 2017 kendaraan tempur tersebut secara bertahap dan berbagai jenis sudah berada di sini," kata Anang.
Status tanah yang akan menjadi lokasi pembangunan batalyon kavaleri tank tersebut merupakan hibah dari pemerintah.
"Masyarakat tidak ada yang komplain, justru keberadaan kita di sini berpengaruh ke masyarakat, terutama masalah perekonomian, selain daerah berkembang dan harga tanah naik, dan juga masalah keamanan, keberadaan kami diharapkan dan didukung oleh masyarakat sini. Kami sama-sama saling mendukunglah sesuai dengan slogan TNI 'Bersama Rakyat TNI Kuat'," tuturnya,

Lima unit roket pertahanan RHan-122 B berhasil diluncurkan dalam uji dinamis yang dilaksanakan pada tanggal 17 Oktober 2015 di Lapangan Balai Produksi dan Pengujian Roket LAPAN Pameungpeuk, Garut. Pengujian ini dihadiri oleh instansi pemerintahan dan perusahaan BUMN yang tergabung dalam Konsorsium Roket Nasional yaitu Kementerian Pertahanan, Kementerian Riset, Teknologi, dan Pendidikan Tinggi, Lembaga Penerbangan dan Antariksa Nasional (LAPAN), PT Pindad (Persero), PT Dahana (Persero), dan PT Dirgantara Indonesia (Persero). Menggunakan peluncur roket PL 112 B dengan laras tunggal GRAD RM-70, lima unit RHan-122 B berhasil diluncurkan dengan baik.

Uji dinamis dilakukan dengan tujuan untuk memvalidasi desain roket RHan-122 B setelah dilakukan perbaikan dengan melakukan pengamatan dan perekaman data performansi roket pada saat diterbangkan, juga untuk menguji integrasi desain dan robustness design roket. Uji dinamis yang dilakukan sebelumnya, 20 Agustus 2015, berhasil dengan baik dan menghasilkan desain motor roket yang dinyatakan sudah freeze. Namun, pengujian beberapa unit saja dirasa belum cukup untuk produk yang akan diproduksi secara massal. Selain itu, desain warhead yang digunakan saat itu dinilai belum dapat digunakan sebagai sistem alutsista. Oleh karena, itu dilakukan perbaikan untuk mendapatkan peningkatan performansi dan efektivitas warhead yang lebih baik. Desain warhead yang saat ini digunakan sudah diuji performanya lewat uji statis yang dilaksanakan pada 16-17 September 2015 lalu.

Kepala Kegiatan uji dinamis ini, yang juga menjabat sebagai Kapuslitbang Alpalhan Balitbang Kemhan, Laksmana Pertama TNI Budihardja Raden mengatakan bahwa pengujian hari itu telah berhasil dengan baik, namun masih banyak tugas yang menanti Konsorsium Roket Nasional di masa depan, untuk mewujudkan 7 program nasional yang salah satunya adalah roket. “Ini merupakan perjalanan panjang yang belum selesai, namun demikian hari ini kita telah menorehkan satu milestone, satu tanda dalam sejarah roket nasional. Roket Pertahanan 122 B merupakan produk yang akan terus kita kembangkan untuk mencapai kemandirian dalam produksi roket nasional,” tuturnya.

Lima unit RHan-122 B melalui pengujian yang bersifat ground to ocean, dengan menggunakan empat warhead berbeda. Satu unit dengan warhead inert atau dummy, 1 unit dengan warhead asap, 1 unit dengan warhead telemetry, dan 2 unit dengan warhead high explosive. Uji dinamis ini diharapkan akan menghasilkan data-data untuk mengetahui prestasi terbang roket, perilaku terbang roket, serta konsistensi performansi dan jarak jangkau.
Hasil pengujian ini akan dijadikan bahan evaluasi untuk uji dinamis berikutnya untuk melihat konsistensi performansi roket, sebelum melangkah ke tahap pembuatan tabel tembak dan produksi.

Australia has achieved another significant milestone in contributing to production work for the global F-35 Joint Strike Fighter (JSF) Program.
Under a long-term agreement with Northrop Grumman Corporation valued at US$15 million, BAE Systems Australia has begun exporting high-end circuit boards and sub-system assemblies for the F-35.
The agreement will allow the Adelaide based company to export parylene–coated circuit boards, which will be used in the JSF’s Communication, Navigation and Identification (CNI) system developed by Northrop Grumman. The parylene coating protects the boards from the harsh conditions in the aerospace environment.
Australia’s JSF Program Manager, Air Vice-Marshal (AVM) Chris Deeble, said that participation and collaboration from Australian defence industry will be critical to delivering and sustaining the new F-35 JSF aircraft.
“As the largest Defence Program in the world, with thousands of F-35s planned for production globally over next 25 years, Defence has been working closely with Australian industry to promote participation in the development, acquisition and delivery phases,” AVM Deeble said.
BAE Systems is one of some 30 Australian companies who have been providing component, sub-systems and engineering solutions for the JSF program.
“I congratulate BAE Systems Australia on achieving this milestone and their commitment to gain qualification with Northrop Grumman for the JSF program,” said AVM Deeble.
Australian industry is already surpassing the expectations of international JSF manufacturers in design and production having secured more than half a billion Australian dollars (US$484 million) of work with more opportunities to come as production triples over the coming years.
Defence estimates that Australian industry will win at least US$1.5 billion in orders over the production phase of the JSF program.

KUALA LUMPUR (Bernama) -- The strength and capability of the Malaysian Armed Forces (ATM), Royal Malaysian Police (PDRM) and the Malaysian Maritime Enforcement Agency (MMEA) in ensuring safety and security in the country can be enhanced through the allocations provided under the 2016 Budget.
A total of RM31.2 billion is allocated for the three security forces to implement their capacity-building plans.
ATM chief General Tan Sri Zulkifeli Mohd Zin said the RM17.3 billion allocation given to the Ministry of Defence for the procurement of six Littoral Combatant Ships, Very Short Range Air Defence weapons system, armoured vehicles, and the A-400M Airbus, was indeed something that they had been waiting for.
"The procurement of the six ships in stages will increase ATM's strength, capability and level of preparedness in protecting the country's sovereignty and security," he told Bernama when contacted here today.
He said the RM523 million allocated for the development of an Eastern Sabah Security Command (ESSCom) armed forces camp in Felda Sahabat, Lahad Datu, Sabah, would not only strengthen the operation of the forces, but would also reduce ATM's expenditure, especially in the cost of logistics.
Zulkifeli also lauded the announcement that RM160 million would be provided to build 4,000 quarters for ATM personnel.
Meanwhile, MMEA director-general Datuk Ahmad Puzi Ab Kahar said the allocation of RM865 million given to the agency for the acquisition of Offshore Patrol Vessels and patrol boats would definitely help its capability to safeguard national maritime areas, especially in the Exclusive Economic Zone.
The presence of those assets would also enhance the confidence level among the international players in the maritime industry on Malaysia's capability.
"These vessels and patrol boats will allow us to always be present at sea for quite a long time, even during bad weather," he said.
He said the MMEA personnel in charge of the assets could also make optimal use of the assets to explore new areas of expertise and skills to be at par with their counterparts in the developed countries.
Head of the National Council of Professors' Political, Security and International Affairs Cluster, Prof Datuk Dr Mohamed Mustafa Ishak, on the other hand, said the allocations to improve security level and inventory were very important.
He said since the country was facing various and complex threats, including militants, border intrusions and other modern and organised crimes, the security forces need to improve their strength to protect the country.
The economy would not be able to grow if emphasis was not given to the defence industry.
"This is also important to restore the confidence of investors and the public...the increased allocation for the security forces is important and should not be questioned...we cannot compromise in matters concerning national security," he said.
Meanwhile, Lembaga Tabung Angkatan Tentera (LTAT) chief executive Tan Sri Lodin Wok Kamaruddin in a press statement said the multiple initiatives put in place for the ATM were indeed laudable, particularly the RM160 million allocation to build 4,000 quarters for its members.
He said further to this, LTAT planned to build 2,000 affordable housing units for the armed forces personnel from 2016.
"On the RM17.3 billion allocated for the procurement of six Littoral Combatant Ships, this is indeed a laudable move, given that we are one of the key participants in the maritime sector via the listed subsidiary Boustead Heavy Industries Corporation Berhad.
"This year's national budget certainly holds much promise, reflecting the government's and the prime minister's commitment to sustainable growth while taking into consideration the welfare of all Malaysians," he said.
