Myanmar Navy has order six Super Dvora Mk 3 FAC from Israel in early this year.
Myanmar military chief Senior General Min Aung Hlaing ccompanied by Vice-President of IAI RAMATA Mr. Nitzan Shaked, they rode and examined FAC Super Dvora MK3, which is the same type of FAC Myanmar Navy has ordered.
These Super Dvora Mk 3 FAC will greatly enhance the Myanmar Navy capabilities.
The Super Dvora MKIII multi-mission patrol and attack boats are manufactured by the Ramta division of Israel Aerospace Industries (IAI). The first MKIII naval crafts were handed over to the Israel Navy in 2004, following a contract signed with the Israel Ministry of Defense in January 2002.
The latest water jet-powered fast patrol craft, the Super Dvora MKIII is a successor to the Dabur, Dvora, Shapirit, and Super Dvora Mark-1 and Mark-2 boats. The new boat was first trialled in the sea in 2008 by the Israeli Navy.
The Super Dvora MKIII incorporates an aluminium hull, whose geometry enables stability in the sea at all speeds. The operational capability of the boat is enhanced by incorporating a range of capabilities in a single platform.
The modular design accepts a wide range of payloads for conducting patrol or combat missions and ensures the integration of modular systems for future requirements. The high-sustained speeds and improved sea-keeping abilities allow stability in brown and blue water operations. The boat is capable of intercepting targets at speeds nearing 50kt.
The vessel measures 27.4m in length and 5.7m in beam, and has a displacement of up to 72t. It can reach speeds exceeding 40kts.

QĐND Online - From the early 1990s, the Institute of Engineering Division of the Air Force (People's Air Force-KQ) has been tasked with producing the unmanned aircraft, in service to the mission of the army artillery training. These categories were first plane shipped, while it is the target aircraft M-96, M-100.
Along with the development of professional qualification of the research staff, the progress of science and technology, and by demanding mission requirements, so far, engineering staff of PK-KQ introduces UAV 02 types of unmanned aerial vehicle, with specifications, and tactical qualification superior than M-96, M-100.
The unmanned aircraft, not only meet the needs of artillery training, but also can perform reconnaissance missions, as a goal for SU-30MK2 aircraft, missiles S-300, etc.

Pada ajang pameran maritim internasional PACIFIC 2015 (6-8 Oktober 2015) di Sydney, Australia, yang baru lalu, Navy Recognition mencatat ada enam perusahaan yang mengajukan konsep untuk proyek SEA 5000 bagi Angkatan Laut Australia.
Proyek SEA 5000 adalah penggantian fregat ANZAC class yang saat ini dioperasikan oleh Angkatan Laut Australia dan Angkatan Laut New Zealand. Setidaknya akan ada pembangunan delapan fregat baru yang fokus pada kemampuan peperangan anti-kapal selam (ASW) dan menggunakan radar CEA Active Phased Array yang dibuat oleh perusahaan Australia, CEA.
Navantia dari Spanyol mengajukan desain SEA 5000 yang didasarkan pada kapal perusak Hobart class AWD yang saat ini sedang dibuat di Australia sebanyak tiga buah. Kapal ini mempunyai bobot penuh 6.890 ton dan panjang 147,2 meter.
DCNS dari Prancis mengajukan desain SEA 5000 yang didasarkan pada desain fregat FREMM versi ASW Angkatan Laut Prancis (Aquitane class) yang mempunyai bobot penuh 6.000 ton dan panjang 142 meter.
Fincantieri dari Italia juga mengajukan desain SEA 5000 didasarkan pada desain fregat FREMM versi ASW Angkatan Laut Italia (Virginio Fasan class) yang mempunyai bobot penuh 6.700 ton dan panjang 144 meter.
BAE Systems dari Inggris mengajukan desain SEA 5000 didasarkan pada desain fregat Type 26 Angkatan Laut Inggris yang mempunyai bobot penuh 6.000 ton dan panjang 148,5 meter.
TKMS dari German mengajukan desain SEA 5000 didasarkan pada desain fregat F-125 Angkatan Laut German yang mempunyai bobot penuh 7.200 ton dan panjang 149,5 meter.
Mitsubishi Heavy Industries dari Jepang mengajukan desain SEA 5000 didasarkan pada desain fregat Proyek 30DEX Angkatan Laut Jepang yang mempunyai bobot penuh 3.000 ton dan panjang 120 meter. Desain dari Jepang ini adalah fregat dengan bobot paling ringan diantara lima perusahaan lainnya.
Proyek SEA 5000 meskipun baru akan dibangun pada tahun 2022 namun seleksi pertama (first pass) akan dilakukan pada tahun 2016 dan seleksi kedua (second pass) akan dilakukan pada tahun 2018.(Defense Studies)

MOSTI bangunkan sistem UAV-RS pantau bencana
KUALA LUMPUR - Kementerian Sains, Teknologi dan Inovasi menerusi Agensi Remote Sensing Malaysia (ARSM) berjaya membangunkan sistem pesawat tanpa pemandu penderiaan jauh (UAV-RS) yang berupaya meningkatkan kecekapan memperoleh maklumat permukaan bumi untuk memenuhi keperluan pemantauan bencana di negara ini.
Menterinya, Datuk Seri Madius Tangau berkata, program sistem UAV-RS yang dimulakan pada 2008 dengan kerjasama ARSM, Universiti Multimedia (MMU) dan UST. Sdn. Bhd., telah siap dibangunkan pada akhir 2013 dengan menggunakan geran Technofund yang berjumlah RM3 juta.
Katanya, data sistem UAV-RS juga boleh digunakan untuk memenuhi keperluan segera dalam bidang lain antaranya keselamatan dan pertahanan negara, perhutanan, pemantauan pembukaan tanah, masalah jerebu iaitu mengenal pasti lokasi titik panas serta kegunaan awam lain.
“Sistem pesawat udara tanpa pemandu itu mendapat pengiktirafan daripada Jabatan Penerbangan Awam (DCA), Suruhanjaya Komunikasi dan Multimedia (SKMM), Directorate General Technical Airworthiness (DGTA) dan Angkatan Tentera Malaysia (ATM).
“Pencapaian ini merupakan satu landasan yang penting untuk menjadikan Malaysia sebagai sebuah negara yang berkebolehan sendiri dalam membangunkan teknologi UAV-RS dan dijadikan asas kepada pembangunan industri UAV negara berteraskan teknologi serta kepakaran tempatan,” katanya dalam sidang akhbar selepas melancarkan sistem tersebut, di sini hari ini.
Yang turut hadir, Timbalan Ketua Setiausaha (Dasar) kementerian, Datuk Dr. Azahar Yahya dan Ketua Pengarah ARSM, Azlikamil Napiah.
Mengulas lanjut beliau berkata, sistem UAV-RS telah melakukan operasi penerbangan selama 180 jam dan empat minit sejak tahun 2014.
“UAV-RS merangkumi komponen pesawat, UAV, sistem kamera penderiaan jauh dan stesen kawalan bumi mudah alih. Ia juga dilengkapi dengan sistem sensor radar yang telah ditingkatkan keupayaan dan sistem sensor optikal.
“Sistem tersebut berupaya mengumpul maklumat permukaan bumi dalam lingkungan 100 kilometer (km) dari pusat kawalan,” katanya.
Selain itu, beliau memberitahu, maklumat segera yang diperoleh melalui operasi UAV-RS juga boleh digabungkan dengan informasi dalam pangkalan data bersepadu sedia ada di ARSM untuk menghasilkan ‘output’ yang dapat membantu agensi kerajaan ketika membuat penilaian, ramalan, keputusan dan tindakan susulan dengan lebih cepat serta efisien.

Dalam pada itu. Madius berkata, pihaknya juga akan mengguna pakai sistem pesawat udara tanpa pemandu yang dibina itu untuk memantau keadaan banjir di negara ini.
Katanya, sistem UAV-RS akan digunakan bagi mendapatkan data tambahan dan menyalurkan maklumat tersebut kepada pihak berkuasa apabila berhadapan dengan bencana itu.
“Kami masih akan menggunakan satelit sedia ada untuk mendapatkan imej tanah tetapi untuk data yang lebih terperinci lagi, kami akan guna pakai sistem UAV-RS kerana ia memberikan imej tiga dimensi (3D).
“Malah, dengan penggunaan UAV-RS, kita juga boleh mendapatkan data dalam waktu sebenar dan semua maklumat ini akan disalurkan kepada pihak berkuasa,” ujarnya.

While the military continues its attacks on ethnic rebels in Burma’s north, the country’s Commander-in-Chief, Snr-Gen Min Aung Hlaing, has been out of the country in recent days. After meeting with his Pakistani counterpart in Islamabad, he toured the offices of Heavy Industries Taxila, a major regional defense contractor. In Serbia, he sat down for discussions with Yugoimport SDPR, a state-owned weapons exporter. Both businesses specialize in the sale of tanks, armored personnel carriers and heavy artillery.
When Burma’s generals consider strategy, they always have one eye on internal opponents and another on their regional neighbors. While the size of Burma’s standing army dwarfs those of both Bangladesh and Thailand, a ban on arms sales from the European Union and United States has severely impeded the combat capabilities of the country’s armed forces. Indeed, Min Aung Hlaing has been outspoken about the need to modernize, to the point of deflecting questions about his political ambitions by insisting he was fully devoted to bringing the military into the 21st century.
This modernization is always foremost in the minds Burma’s military leaders when they take their shopping lists abroad, and the top brass has shown a particular interest in improving the country’s moribund naval fleet.
The discovery of lucrative oil and gas fields in the Bay of Bengal has no doubt served as a wakeup call to Burma’s military leadership for the need to deploy a credible deterrent over the country’s 2,000-kilometer coastline. A maritime boundary dispute, eventually resolved in a 2012 judgement by the International Tribunal for the Law of the Sea, led to a confrontation between Bengladeshi and Burmese naval ships after Burma began offshore oil exploration in the contested area.
In the years since, four new frigates and several fast attack craft have entered service. Maung Aung Myoe, the Burmese defense analyst and author of “Building the Tatmadaw”, says that the Navy is plans to expand its fleet with up to a dozen more frigates and other offshore vessels in the near future.
This expansion appears to extend to the acquisition of submarines, a possible response to Bangladesh’s plans to purchase two from China. Discussions with North Korea in 2003—which apparently canvassed the purchase two small vessels—ultimately came to nothing, but reports suggest that the Navy still considers submarines an essential component of its force projection goals.
During a visit to Russia in 2013, Min Aung Hlaing expressed an interest in purchasing two Kilo-class submarines, relics of the last years of the Soviet era which have since mostly been sold off and exported. While no acquisitions have been confirmed as yet, the same year reports surfaced that 20 Burmese naval officers had received submarine training in Pakistan.
Burma’s Navy is presently equipped only to deal with coastal engagements, and is incapable of more sophisticated territorial defense and sea denial operations. According to Maung Aung Myoe, this will remain the case for the near future. As more offshore projects come online, however, the military is likely to consider fleet expansion an increasing matter of urgency.
Back in April, the commander-in-chief was seen at naval exercises off the coast of Arakan State. Codenamed Sea Shield, the combined fleet exercise practiced maneuvers near Manaung Island with the participation of 22 ships and nearly 1200 soldiers. Min Aung Hlaing would have undoubtedly felt cause to be proud of the Navy’s rapid expansion, but it’s reasonable to assume he returned to Naypyidaw with one question on his mind: what’s next on the shopping list?

Russia is hoping to find an export customer for the final three Admiral Grigorovich-class (Project 11356M) frigates currently being built for the Russian Navy, a source told IHS Jane's .
"The Defence Ministry is reallocating the money, initially set aside for the other three frigates, to the construction of other ships it badly needs. Meetings of Defence Ministry and Federal Military Technical Co-operation Service officials suggested that a solution could be to export the ships," the source said.
The vessels are being constructed at the Kaliningrad-based Yantar Shipyard and use a Ukrainian Zorya-Mashproyekt gas-turbine propulsion plant. While Russia has already received the propulsion systems for the first three vessels, Ukraine's termination of defence exports to Russia has left the final three without their turbines.

Saturn was to build alternative M90FP turbines for the class under Russia's import substitution programme. However these cannot be completed before 2019-2020, with this further delay to an already delayed build programme not suiting the Russian Navy.
While Ukraine will not supply the engines to Russia, the option is open for an export customer to acquire the vessels from Russia and the engines separately from Ukraine.
The Indian Navy has expressed an interest in receiving three Admiral Grigorovich-class vessels, which are based on its six Russian-built Talwar-class frigates. However, in July India noted it was looking to licence-build the design in India, rather than to purchase them already built. It is not clear whether India has now changed its aims to licence-build the vessels, or whether it may look to do both.
The first-of-class Admiral Grigorovich is currently conducting state sea trials, and is expected to be delivered to the Russian Navy's Black Sea Fleet in November (two years behind schedule).

MANILA (PNA) – Senate Minority Leader Juan Ponce Enrile urged the Department of National Defense (DND) on Wednesday to ask Malacanang to increase the budget for the improvement of the country’s defense capability against internal and external threats.
”Mr. Secretary, I’m telling you the amount of your budget is miniscule to the needs of this country. You better work it out and tell Malacanang this is not enough,” Enrile told DND Secretary Voltaire Gazmin during the Senate deliberations on the DND’s proposed PhP158.86 billion budget for 2016.
”We will do that your, honor,” Gazmin replied to Enrile, the former defense minister of the late former President Ferdinand Marcos.
Defying hearing problem and old age, the 91-year-old Enrile lectured the DND officials for an hour and two minutes on how to handle external threats, particularly the West Philippine Sea’s territorial dispute with China.
Enrile advised the country’s security officials not to rely on the United States’ commitment to help if the Philippines is attacked by external forces.
”We have to assess this by ourselves and not rely on what these political U.S. leaders say. You know, the U.S. is going to pull out in the world scene. They are going back to their position in pre-World War II. So you have to think about that; what would be the impact on us,” Enrile said.
During the budget hearing, Enrile and Senate Finance Committee chairperson Senator Loren Legarda learned from the DND officials that out of the total PhP405 billion provided in the two Armed Forces of the Philippines (AFP) Modernization Laws since 1995, only PhP83 billion had been spent for the modernization program.
”So how do we expect the AFP to fulfill its mandate of protecting our seas, our skies, our land, our territories, 100 million population, our climate change threats, internal threats and external threats if we do not have even half of the budget of the two AFP modernization laws?” Legarda said.

Legarda believes it is Congress that is remiss in its commitment to provide enough funds for the AFP modernization program.
”We should stop enacting laws that we cannot fund,” Legarda said.
However, Enrile said it should be the Executive department that should ask for the necessary budget from Congress.
”The budget is prepared by the Executive and it is their responsibility to calculate the security needs of the country and if the Executive presented this request to Congress and then Congress did not approve, then we can be blamed,” Enrile said.
Under the 2016 proposed budget, the DND has allotted only PhP5 billion to augment the PhP20 billion for the AFP Modernization Program under an extension law that was approved in 2012.
The DND has actually allotted PhP25.8 billion for the capital outlay to boost the air, sea and land defense capability of the AFP.
Under the first phase of the AFP Modernization Program from 1995 to 2010, the DND spent PhP63 billion but none has been allotted in acquiring air assets.
Voltaire said it was only under the second phase of the AFP modernization program where the government inked a deal for the acquisition of 12 units of South Korea-made jet fighters and purchased 10 patrol ships.
”The delivery of the 12 jet fighters will be completed in 2017,” Voltaire told the senators.
The Senate panel submitted for plenary consideration the DND proposed budget which is PhP16.56 billion higher compared to its current year’s budget.

AV6 ini sudah diujinilai di setiap ceruk muka bumi di Tanah Melayu ini. Ada yang telah melihat AV6 di jalan raya.
Admin melihat perolehan AV6 sangat berguna pada ATM sebab ia akan mengantikan Condor seperti mana AV8 yang kita anggap mengantikan Sibmas.
Variant AV6 yang diperkenalkan pun hampir sama dengan variant AV8 yang sedia ada.Admin berharap perolehan ini menjadi kenyataan agar kita dapat mengantikan Condor yang selama ini berkhidmat dengan ATM di perbatasan.

Isu perkembangan kelanjutan program pembuatan pesawat tempur generasi 4,5 antara Indonesia dan Korea Selatan sempat heboh gara-gara muncul pernyataan ditunda yang seolah-olah menyiratkan Indonesia ogah-ogahan meneruskan proyek ini. Menhan Ryamizard menyatakan kalau program KF-X/IF-X ditunda sementara karena ada kebutuhan yang lebih urgen saat ini seperti melengkapi persenjataan pasukan dan peningkatan kekuatan pertahanan di wilayah perbatasan. "Bukan dibatalkan, tapi ditunda sementara. Jadi anggarannya dialihkan dulu ke hal-hal yang lebi prioritas,"ujarnya tanpa merinci besaran anggaran tersebut.
Proyek KF-X/IF-X antara Indonesia dan Korea Selatan dicanangkan akan melahirkan pesawat tempur berkemampuan di atas F-16 dan di bawah F-35. Pesawat yang dihasilkan diharapkan akan menggunakan radar tercanggih AESA berikut sistem elektronik senjata terbaru lainnya. Sejauh ini KF-X/IF-X direncanakan akan menggunakan mesin ganda dengan kandidat mesin GE-114 atau EJ-200.
Indonesia mengikuti proyek ini tahun 2011 dimana saat itu dimulai dengan tahap Technical Development. Dua desain pesawat tempur dihasilkan dari tahapan ini, yakni desain C-103 menyerupai F-35 gaya Amerika dan desain C-203 bersayap delta ditambah canard bergaya penempur modern Eropa.
Menurut rencana awal, pesawat akan diproduksi sebanyak 200 unit dimana 120 di antaranya untuk AU Korea Selatan dan 80 unit untuk TNI AU. Proyek KF-X/IF-X sendiri akan dikembangkan dalam tiga blok. Indonesia dan Korea Selatan akan bekerja sama memproduksi KF-X/IF-X Block 1 dan selanjutnya pengembangan Block 2 dan Block 3 akan dikembangkan oleh masing-masing negara.
Peraturan Presiden Republik Indonesia Nomor 136 Tahun 2014 tentang Program Pengembangan Pesawat Tempur IF-X Pasal 1 ayat 1 menyebutkan, program pengembangan pesawat tempur IF-X adalah program nasional yang dilaksanakan untuk mewujudkan kemampuan bangsa Indonesia dalam penguasaan teknologi pesawat tempur. Pasal 2 ayat 2 menyebutkan, program pengembangan pesawat tempur IF-X meliputi tiga tahap yaitu tahap pengembangan teknologi, pengembangan rekayasa dan manufaktur, serta tahap produksi. Pasal 5 menyebutkan, tahap produksi akan dilaksanakan mulai tahun 2023.
Wakil Ketua Tim Pelaksana Komite Kebijakan Industri Pertahanan (KKIP) yang juga Ketua Tim Ahli Proyek KF-X/IF-X Marsdya (Pur) Eris Heryyanto mengatakan, program KF-X/IF-X tetap berlanjut sebagaimana telah dicanangkan dalam Peraturan Presiden. "Ini adalah kerja sama dua negara, siapa pun pemerintahannya," ujar Eris.
Sementara yang dimaksud ditunda, tambah Eris, bukanlah anggaran share 20% senilai 1,8 miliar dolar AS selama 15 tahun hingga pembuatan dua prototipe IF-X di Indonesia dan lima prototipe KF-X di Korea Selatan. Melainkan, anggaran pendamping untuk meningkatkan kemampuan industri dalam negri pada kerja sama tersebut. "Misalnya anggaran untuk membuat hanggar di PT DI, anggaran untuk membangun pabrik komposit, membeli peralatan untuk produksi komposit, dan sebagainya. Mengapa ditunda? Karena anggaran pendamping tersebut tidak dapat diserap tahun ini," jelasnya.

ROCHESTER, N.Y., — Harris Corporation (NYSE:HRS) has received a $10 million order for wideband radio systems to support a Southeast Asia nation as part of its tactical communications modernization program.
Harris will supply a range of products that will deliver command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) capabilities. Products include handheld, fixed and vehicular configurations of the RF-7800 and RF-7850 multiband networking radios, as well as RF-3950 ruggedized tablets and Harris hC2 battle management software.
The radio systems will provide secure voice and data between fixed and tactical command posts and forward-deployed units. The radios' wideband data capabilities also support streaming video from helmet-mounted cameras.
"Harris is providing our customer a turnkey, end-to-end solution that integrates the most advanced wideband tactical radios with a state-of-the-art battle management system for information superiority," said Chris Young, president, Harris Communication Systems.

WELLINGTON — The Royal New Zealand Air Force (RNZAF) on Oct. 16 issued a request for proposals (RFP) for the provision of simulator training for its C-130H(NZ) Hercules personnel.
The simulator will be used to conduct conversion to type training, continuation training and maintenance engine ground running training, together with initial night-vision goggle training.
The five aircraft fleet, already in RNZAF service for 50 years, underwent a life extension program (LEP) more than five years ago, originally intended to extend the aircrafts’ life only until 2017.
At the time the first LEP Hercules made its public debut, in October 2010, a CAE part-task trainer, replicating the updated aircraft’s cockpit, was displayed too, having been delivered in 2009. Three CAE flight management system trainers were also supplied as part of the LEP project.
According to the RFP, the C-30H(NZ) fleet will remain in service for "approximately" another 10 years.
Five years ago then-Defence Minister Wayne Mapp said that the Hercules would be replaced in 2020. Of similar vintage are the RNZAF’s six P-3K2 Orions, which have been in service since 1966.

BATAM --- Menteri Perhubungan Ignasius Jonan meresmikan peluncuran tiga unit kapal patroli Kesatuan Penjagaan Laut dan Pantai Direktorat Jenderal Perhubungan Laut, Sabtu (17/10) di dermaga utama pelabuhan Batu Ampar, Batam.
Tiga kapal tersebut terdiri atas Kapal Negara (KN) Rantos, KN Grantin serta KN Pasatimo.
"Pengadaan kapal patroli ini sebagai pengembangan transportasi armada laut yang harus terus bertumbuh terutama dalam memperkuat armada," kata Jonan, Sabtu.
Ketiga unit kapal tersebut dibangun oleh PT Karimun Anugrah Sejati (KAS) dengan sumber dana dari APBN tahun anggaran 2014-2015.
Menurut Jonan, ketiga armada tersebut bahkan siap mendukung armada KPLP yang sudah ada dalam menjamin terselenggaranya keselamatan dan keamanan pelayaran di perairan Indonesia. Ketiganya akan beroperasi di Penjagaan Laut Pantai (PLP)Tanjung Uban Batam, PLP Tanjung Perak serta PLP Bitung.
Adapun, perjanjian dalam kontrak pembangunan tiga unit kapal tersebut harus selesai pada Oktober 2015 berdasarkan spesifikasi dari Direktorat Jenderal Perhubungan Laut Kemenhub.
Spesifikasi tiga unit kapal tersebut antara lain memiliki panjang 44,50 meter, kecepatan 24 knot, mesin utama 2x Man V12 dengan kru kapal sebasnyak 26 anak buah kapal atau ABK.
Dalam APBN 2015-2017 Kementerian Perhubungan akan membeli 188 kapal lautdalam berbagai ukuran dengan total pembelian sebesar Rp11,8 triliun. Kapal tersebut seluruhnya akan dibangun melalui perusahaan galangan kapal di dalam negeri.

The European Aviation Safety Agency (EASA) has formally certified the CAE Brunei Multi-Purpose Training Centre (MPTC) as an Approved Training Organisation (ATO), it was announced on 13 October.
CAE Brunei MPTC is a joint venture of CAE and the Ministry of Finance of Brunei Darussalam.
The CAE Brunei MPTC will provide EASA-approved training, including instructor-led ‘wet’ initial and recurrent training, for the Sikorsky S-92 helicopter from 2016.
The S-92 wet training solution includes academic classroom training and S-92 simulator training on a CAE 3000 Series S-92 full-flight simulator (FFS). Operator-led ‘dry’ training on the S-92 FFS is also offered.
The centre will take delivery of a CAE 3000 Series S-70i Black Hawk helicopter simulator in 2016 and start a comprehensive training programme for the Sikorsky S-70i Black Hawk. It will also offer a comprehensive training programme for the Pilatus PC-7 training aircraft.
Kevin Speed, general manager, CAE Brunei MPTC, said: ‘Being able to offer customers the ability to bring their own instructors for dry lease training, or have our own qualified instructors deliver S-92 training, means we can offer our offshore oil and gas customers very flexible training options. We are very pleased EASA has certified our S-92 training, which offers further evidence that we have established a truly world-class training centre in Brunei.’
Using simulation-based training, the CAE Brunei MPTC will also offer emergency and crisis management training programmes that will help customers improve coordination, response and operational decision-making during a range of emergency scenarios.

Jakarta -Siang ini, Menteri Pertahanan (Menhan) Ryamizard Ryacudu mendatangi Komisi I DPR-RI. Tujuannya untuk meminta persetujuan tambahan alokasi rencana anggaran dalam 5 tahun ke depan menjadi Rp 532,3 triliun atau naik 44% dari rencana pemerintah sebelumnya.
Tambahan anggaran itu akan digunakan untuk kesejahteraan prajurit, kebutuhan alat utama sistem persenjataan (alutsista), dan menjaga perbatasan. Sampai saat ini, secara komposisi dengan Produk Domestik Bruto (PDB), anggaran pertahanan Indonesia hanya nomor ke-9 di ASEAN.
"Ada peningkatan anggaran pertahanan, namun dengan kebutuhannya secara persentase justru menurun. Total anggaran pertahanan dengan rencana kebutuhan pada 2009 hanya 37%. Anggaran pertahanan baru 0,87% PDB, peringkat ke-9 dari 10 negara di kawasan," ujar Ryamizard di Gedung DPR/MPR, Senayan, Jakarta, Senin (19/10/2015).
Ia menyebutkan, Minimum Essential Force (MEF) tahap I dari 2010-2014 sebesar Rp 156 triliun dengan realisasi Rp 122,2 triliun atau 74,98%. Untuk tahap II 2015-2019, alokasi anggaran diusulkan Rp 532,3 triliun. Sementara itu, baseline pemerintah adalah Rp 293,5 triliun atau naik 44%.
Usulan kenaikan anggaran tersebut akan mengacu pada kebijakan anggaran pinjaman luar negeri (PLN) dan pinjaman dalam negeri (PDN), yang meliputi alutsista dari PLN 2015-2019 adalah US$ 7,745 miliar dengan incian Mabes TNI US$ 135,2 juta, TNI AD US$ 1,59 miliar, TNI AL US$ 2,28 miliar, dan TNI AU US$ 3,19 miliar.
Sementara untuk PDN 2015-2019 adalah Rp 14,99 triliun, terdiri dari Mabes TNI Rp 880 miliar, TNI AD Rp 3,94 triliun, dan TNI AL Rp 6,95 triliun, dan TNI AU Rp 3,22 triliun.

PALFINGER NED-DECK is proud to announce the receipt of a prestigious order from Boustead Naval Shipyard for the Royal Malaysian Navy. The order is to deliver 12 aluminum davits within the next ten years with a total order value of few million dollar for six Littoral Combat Ships (LCS) which will be built in Lumut, Malaysia.

The Second Generation Patrol Vessel (SGPV), also called Littoral combat ships is a class of six stealth frigates being build for the Royal Malaysian Navy. The ships are based on an enlarged version of the Gowind-class corvette, designed by DCNS of France. The contract has been finalized and it has been decided that all six ships will be built by local shipbuilder Boustead Naval Shipyard for the Royal Malaysian Navy at a ceiling price of RM9 billion (2.8 billion USD), starting from 2013.
Newly designed C-series type davit
The PRH 45 AP ALU TWIN is a davit system of the recently launched V-Series davits. The V-series davits are made of aluminum to fulfill the requirement for light weight installations. The system is executed as a “TWIN-setup” in which the two davits are connected to one hydraulic power unit to reduce installation space and weight of the complete setup. The whole system is SOLAS approved according European Union Council Directive 96/98/EC on marine equipment by Bureau Veritas.
The order includes an agreement for services. Meaning PALFINGER NED-DECK will provide training, project management, integration and spare parts for the system.

Boustead is the biggest shipbuilder in Malaysia. Jakarta (ANTARA News) - Panglima TNI, Jenderal TNI Gatot Nurmantyo, mengatakan, presiden dan wakil presiden memerlukan helikopter antipeluru untuk memastikan keamanan kepala negara dalam mobilisasi.
"Pesawat (helikopter) untuk presiden itu pesawat militer Puma tahun 2002, sebenarnya tidak untuk VVIP karena tidak antipeluru, maka perlu yang untuk VVIP," kata Nurmantyo, saat rapat kerja dengan Komisi I DPR, di Gedung Parlemen, Jakarta, Senin.
Helikopter kepresidenan sempat dioperasikan Skuadron 17 VIP TNI AU yang berpangkalan di Pangkalan Udara Utama TNI AU Halim Perdanakusuma, Jakarta. Sejak beberapa tahun lalu, organisasi yang memelihara dan mengoperasikan helikopter VIP kepresidenan ini adalah Skuadron Udara 45 VIP, yang juga berpangkalan di sana.
Sampai saat ini, skuadron udara sayap putar itu mengoperasikan AS-332 Super Puma, yang aslinya dibuat di hanggar produksi Aerospatiale, Prancis, dan lalu diproduksi di PT Dirgantara Indonesia. Dia lalu diberi designasi baru: NAS-332 Super Puma.
Belakangan, TNI AU akan diberi Eurocopter AS-532 Cougar yang lebih besar dimensi dan performansinya.

Disebut-sebut helikopter anti kapal selam buatan AgustaWestland (Inggris-Italia) AW101/EH101 Merlin juga akan dibeli TNI.
Namun proses pengadaan, tender, dan lain sebagainya terkait tidak pernah diungkap kepada publik Indonesia.
AW101/EH101 Merlin juga digadang-gadang akan dipakai Gedung Putih sebagai Marine One, helikopter kepresidenan Amerika Serikat, yang lalu diberi designasi baru, VH-71 Kestrel. Dia diimbuhi banyak peralatan dan sistem pertahanan pasif dan aktif, walau ProgramVXX tentang pengadaan helikopter ini ditinjau lagi dan publik diberitahu secara transparan.
India pada 2008 juga sempat akan membeli 12 helikopter AW101/EH101 Merlin ini walau juga akhirnya dihentikan pada 2013, karena Finmecannica (induk perusahaan AgustaWestland), terlibat suap untuk memenangi kontrak.
Sekali lagi, publik melalui pers diberitahu secara transparan tentang proses pengadaan dan tender hingga keputusan akhir. Dari kasus India dan Amerika Serikat itu, penunjukan secara tidak transparan beresiko pada korupsi.
Pada kesempatan itu, Nurmantyo menyampaikan arsenal yang secara umum dibutuhkan TNI untuk memastikan keamanan negara.

Defence and security company Saab has received an order from Australia for a number of additional BOL countermeasure dispensers to be used on F/A-18A/B Hornet aircraft. Deliveries will take place during 2016.
BOL is a high-capacity countermeasure dispenser for chaff and flares, which provides pilots with a sustained defensive capability to successfully accomplish their missions. Australia acquired BOL in 2008 for the F/A-18A/B Hornets of the Royal Australian Air Force (RAAF). This new order for an undisclosed number of BOL systems will increase the RAAF’s operational capability.
Australia’s Hornets can carry up to four BOLs, each BOL with 160 chaff/infra-red decoy packages. A full load of four pods provides long duration self-protection through pre-emptive dispensing. This is a major feature and advantage of the BOL system, as it prevents lock-on from enemy fighters and a range of missiles.
“The success of BOL continues, and we are proud to receive this order from the Royal Australian Air Force. It is a testament to the capability and reliability of the BOL,” says Carl-Johan Bergholm, head of business unit Electronic Warfare Systems, Saab.
BOL offers numerous installation options on new production aircraft and also for aircraft upgrades. The slender shape of BOL lends itself to easy installation on aircraft structures, missile launchers and pylons. It is currently operational on several fighter aircraft, including the Saab Gripen, Eurofighter Typhoon and Boeing F/A-18 Hornet.

The bid opening for Philippine Navy’s three (3) Multi-purpose Attack Crafts Mk III (17-meter MPAC Mk III) is now scheduled on October 27, Department of National Defense said. This is after AFP modernization projects previously ‘held in abeyance’ were given go signal by President Aquino. The DND is applying the amount of PhP270 million through the General Appropriations Act for the acquisition of these 3 brand-new MPACs.These MPACs to be acquired will be utilized as platforms for missile launch system and other weapons.
DND wants these MPACs Mk III to have provisions for remote weapon system for 12.7mm Heavy Machine Gun M2HB; and missile launch system and its respective remote operating consoles inside the craft. MPAC Mk III should also have provisions for two M60/7.62mm Light Machine Gun.
Weapons and missiles will be procured in a separate project, Multi-Purpose Attack Craft Acquisition Project (Lot 2).
The Navy is now operating six MPACs (not armed with missiles). Three from Taiwan (15-meter MPAC Mk 1) while the other three (17-meter MPAC Mk II) were from Filipino shipbuilder Propmech Corporation.

Menteri Bambang: Anggaran Pertahanan 1,5 Persen dari PDB
TEMPO.CO, Jakarta - Menteri Keuangan Bambang Brodjonegoro mengatakan akan membuat roadmap agar besar anggaran pertahanan menjadi 1,5 persen dari Produk Domestik Bruto.
Anggaran tersebut, menurut Bambang, tak hanya untuk alat utama sistem pertahanan (alutsista). Selain untuk alutsista, anggaran pertahanan juga akan digunakan untuk kesejahteraan prajurit dan anggaran perumahannya.
Bambang menambahkan, dengan besaran 1,5 persen dari PDB, anggaran pertahanan akan mengarah ke nilai Rp 160 triliun setiap tahunnya. “Sumbernya penerimaan negara dan prioritas ke alokasi anggaran,” kata dia di Kompleks Parlemen Senayan, Senin, 19 Oktober 2015.
Saat ini, menurut dia, anggaran pertahanan masih menjadi prioritas pemerintah. Buktinya, Kementerian Pertahanan selalu menjadi pemilik anggaran terbesar. Hanya tahun ini, Kementerian Pertahanan menjadi peringkat kedua anggaran terbesar.
“Tahun ini, yang pertama, Kementerian Pekerjaan Umum Perumahan Rakyat karena dapat anggaran infrastruktur yang besar,” kata dia. Penundaan anggaran Kementerian Pertahanan sebesar Rp 13,2 triliun, kata Bambang, disesuaikan dengan penerimaan pajak tahun ini.

The construction cost of the Royal Australian Navy's (RAN) first vessel in the $8bn air warfare destroyer (AWD) programme has crossed the estimates by $870m, the consortium contracted for the project has stated.
Construction of the first vessel, HMAS Hobart, has been delayed for approximately 30 months due to various challenges.
However, AWD Alliance CEO Rod Equid said that the first vessel in this series has neared completion, and the remaining two ships, HMAS Brisbane and HMAS Sydney, are under steady progress.
HMAS Hobart is expected to start sea trials in September next year, while the delivery is scheduled for July 2017.
With 68% progress in the construction, HMAS Brisbane is expected to be delivered in September 2018.
Part of Australia's SEA 4000 programme, the new warships will replace the RAN's Adelaide-class frigates.
Based on the Navantia-designed F100 frigate, the AWD ships will be used in support of law enforcement operations, serve as defence aid to the civil community, collect environmental data, and undertake rescue and diplomatic missions.
The warships will be armed with an Aegis combat system that includes SPY-1D(V) radar, Mk41 vertical launch system (VLS), and an open architecture (OA) combat system. It will features advanced sonar systems, decoys and surface-launched torpedoes.
According to Equid, the delays in the construction schedule occurred due to employee inexperience as approximately 95% of the workforce required training in specialised roles.
in addition, delays were reportedly caused by issues with drawings available for the alliance to work with, while block subcontractors created delays at an early stage of the construction phase.
