DND acquires 4 brand-new AW-109Es

MANILA (PNA) -- Four brand-new AgustaWestland AW-109E "Power" helicopters, two for the Navy and two for the Air Force, have arrived in the Philippines and now being assembled for air testing.

"They are now being assembled and according to a timeline I received, they will be flown to Clark Field, Pampanga for testing and acceptance," Department of National Defense (DND) undersecretary for finance, modernization and materiel Fernando Manalo said Wednesday in a briefing with reporters.

All four helicopters arrived in the Philippines during the last week of December.

The first two AW-109s are part of the Php1.33 billion five-aircraft deal signed by the DND with AgustaWestland in 2013.

The other two AW-109s is the first two aircraft out of the eight attack helicopter order worth Php3.44 billion, also signed in 2013.

The AW-109 "Power" is a three-ton class eight seat twin engine helicopter.

The spacious cabin is designed to be fitted with a number of modular equipment packages for quick and easy conversion between roles.

The aircraft’s safety and survivability features include a fully separated fuel system, dual hydraulic boost system, dual electrical systems and redundant lubrication and cooling systems for the main transmission and engines.

The AW-109s' superior speed, capacity and productivity combined with reliability and ease of maintenance make it the most cost effective helicopter in its class for a range of government tasks.

Over 580 AW-109 "Power" and AW-109 LUH helicopters have been ordered for parapublic, military and commercial applications by customers in around 50 countries.

Memasuki  tahun 2015 TNI Angkatan Udara merencanakan akan melaksanakan program  perpanjangan usia struktur ”Falcon Star”  dan peningkatan kemampuan avionik ”Mid-Life Upgrade” untuk armada pesawat F16 A/B Block 15 Skadron Udara 3 lanud Iswahjudi.

Perencanaan juga untuk  peralatan kamera dan radar surveillance untuk pesawat B-737 MPA (Patroli Intai Maritim). 

Selanjutnya pada  Tahun Anggaran 2015-2019 TNU AU akan mengajukan pengadaan pesawat Tanker kelas  MRTT, pesawat Airborne Early Warning & Control (radar terbang), dan pesawat Pengintai  Maritim Strategis. 

Selain itu terdapat pula rencana pengadaan 1 unit radar rudal  MLAAD (Medium and Low Altitude Air Defense), pengadaan 2 unit Radar Weibel serta saat ini sedang melakukan proses refurbisment dan pengadaan rudal jarak pendek AIM-9 Sidewinder baru, serta berbagai pengadaan alutsista modern lainnya. .

Demikian disampaikan Kasau Marsekal TNI Ida Bagus Putu Dunia di hadapan para perwira pada Exit Briefing saat acara exit briefingsebelum mengakhiri tugasnya sebagai Kasau di Mabesau Cilangkap, Kamis (8/1) yang dihadiri para pejabat TNI AU.

 Kasau juga menyampaikan beberapa pencapain sasaran yang telah dicapai, diantaranya peningkatan tiga lanud tipe B menjadi Tipe A, delapan lanud tipe D menjadi lanud tipe C, sehingga pangkalan TNI AU saat ini terdiri dari sembilan tipe A, 13 tipe B, dan 29 tipe C. Pembentukan Skadron 16 sehingga kekuatan skadron udara saat ini adalah delapan skadron tempur, lima skadron angkut, tiga skadron helkopter, dua skadron VIP/VVIP, dua skadron latih dan satu skadron PTTA.

Selain itu pencapain sasaran yang lain adalah perkembangan tentang pembentukan kogabwilhan, dimana didalamnya termasuk validasi organisasi kohanudnas dan pembentukan Koopsau III dan pembentukan Sterau dan Disopslatau. Serta validasi organisasi terkait dengan implementasi dari ketentuan dalam BPJS, satker penerimaan DIPA daerah, dan pemberian pelayanan kesehatan (PPK) di rumkit-rumkit TNI AU yang sedang dalam proses dan diterapkan bertahap.

Dibidang Personel, penataan personel diarahkan untuk keseimbangan penempatan jawa dan luar jawa, serta proporsionalitas antara korps/kejuruan. Untuk panggon personel terpenuhi 60% dan saat ini sedang disusun kebutuhan panggon secara keseluruhan sebagai bagian dari renstra kesejahteraan prajurit TNI AU sampai dengan 2019, jelas Kasau.

Pada kesempatan tersebut, Kasau juga mengharapkan agar kedepan dalam bidang organisasi TNI AU dapat melaksanakan validasi secara cermat dengan memperhitungkan segala aspek, untuk bidang personel agar pembangunan personel harus lebih berorentasi pada kualitas dibandingkan kuantitas dimana aspek kualitas personel perlu dilaksanakan sejak tahap recruitmen, selama pendidikan maupun pembinaan karir. Dalam bidang logistik perlu ditindaklanjuti persetujuan Presiden RI terhadap usulan pengadaan pesawat pengganti F-5, pesawat intai Amfibi, dan peningkatan kemampuan pesawat B-737 MPA dengan penambahan radar dan kamera Surveillance.

Selanjutnya di Bidang operasi perlu dilanjutkan kajian dan evaluasi terhadap penggunaan alutsista blok timur dlam rangka efektivitas dan efisiensi anggaran, serta langkah-langkah lanjutan dalam pengoperasian radar selama 24 jam sesuai taktik dan strategi pertahanan udara. 

Untuk bidang sistem dan metode perlu dilanjutkan penjabaran doktrin Swa Bhuwana Paksa sebagai pedoman dalam implementasi tugas di seluruh jajaran organisasi, serta meningkatkan upaya peran TNI Au dalam kedirgantaraan nasional khususnya dalam pengambil alihan FIR Singapura. 

Terakhir di bidang anggaran diharapkan pengelolanya senantiasa mengedepankan asas prioritas dan kehati-hatian, dimana rencana peningkatan remunerasi hendaknya disikapi oleh seluruh personel TNI AU secara bijaksanan agar tidak timbul dampak yang tidak diharapkan. Intinya dalam penanganan masalah gunakan filosofi dalam menghadapai situasi kedaruratan penerbangan. Stop, analisa dan take proper action, tegas Kasau. 

Sebelum menutup briefing nya Kasau mengucapkan terimakasih pada seluruh jajaran TNI AU dan memberikan selamat bertugas untuk meneruskan tugas mulia demi bangsa dan negara.

Missile Corvettes and ASW Helos in RMN’s RMK11 Wish List

SHAH ALAM: The Royal Malaysian Navy (RMN) has registered 36 projects worth RM10.8 billion for the 11th Malaysian Plan (RMK11).

Among the projects are the procurement of six ASW helicopters, 8 surface missile corvettes, a number of boats and the replacement of missiles and torpedoes, said its chief Admiral Tan Sri Abdul Aziz Jaafar in his traditional New Year address today.

The SLEP for Laksamana-class is also registered in the same plan. Apart from the assets, the navy also planned to build and upgrade quarters and headquarters building under the same plan. Among the quarters to be build are those for the National Hydrography Centre in Port Klang and the Kota Kinabalu base. Both projects could be privatised to ensure that it will be completed as planned

This year, Abdul Aziz said among others projects to be undertaken are those for PASKAL and quarters for KD Seri Medini and RMN UPS in Sungai Lunchoo in Johor. He said the Underwater Surveillance System project for the Kota Kinabalu base are expected to start soon. The project is worth an estimated RM30 million.

Eight RMN ships and an Offshore station are also to undergo maintenance and refit this year.

Abdul Aziz also said he wanted the navy’s ships to use tug boats whenever they leave or enter ports to ensure that the grazing incident involving KD Kelantan and KD Mahawangsa at the Lumut Naval Base not be repeated.

He had also directed all ship’s commanders and executive officers to undergo training at the RMN’s Bridge simulator to ensure that they are fully competent in the handling of ships especially when leaving and entering ports and in Ship Special Duty situation.

Meanwhile, Abdul Aziz said the first LCS will start undergoing shipbuilding at the Boustead Naval Shipyard in Lumut in March and it was expected to be ready in 2019.

He also congratulated the Navy people that despite the limited assets, RMN had successfully conducted 369 operations to safeguard Malaysia’s sovereignty in 2014 Among the notable highlight of the year was the successful first firing of a live Blackshark torpedo by KD Tun Abdul Razak on Oct 31.

Apart from the planned operations, RMN had also successfully undertaken unplanned operations from flood relief to SAR operations for MH370 and QZ8501.

Philippines Needs More Than Php90B to Fund Second Phase of AFP Modernization

MANILA (PNA) -- A ranking Department of National Defense (DND) official announced that the country may need more than Php90.858 billion to modernize the military during the second phase of its modernization which will start this 2018 to 2023.

This was disclosed by DND undersecretary for finance, munitions, and material Fernando Manalo Wednesday.

The former earlier presented status of modernization projects under what the DND calls the "First Horizon."

This started 2014 and will end on 2017.

Under this timeline, the government is spending Php90.858 billion to buy warships, fighter jets, helicopters, an air defense radar system, other defensive equipment.

This also includes upgrades and improvements for existing bases.

Manalo said that most of these defense program are ongoing with the government demonstrating its capability to fund these projects.

The "Second Horizon" is slated for 2018 to 2023 while the "Third Horizon" will run on 2024 to 2028.

Manalo declined to specify what types of equipment will be acquired under the second horizon, but said these will mostly be for disaster response and protecting territories in the disputed West Philippine Sea.

"It is sufficient (to say) we are heavy on humanitarian assistance and disaster relief and protecting our interest in the West Philippine Sea," he said.

Manalo hinted that more fighter jets may be acquired under the "Second Horizon", stating that the current 12 being bought from South Korea is "way way below than what is needed by the Air Force."

AFP Conducted a Second Inspection for Purchase of Two C-130

PHL to acquire 2 C-130s from US

MANILA (PNA) -- Ranking Armed Forces of the Philippines (AFP) representatives on Thursday (US time) conducted a second inspection of two US Lockheed C-130 "Hercules" cargo aircraft at the Joint Reserve Naval Air Station in Fort Worth, Texas.

Major Gen. Victor Bayani, AFP chief-of-staff for logistics, officially signed the letter of offer and acceptance on behalf of the Government of the Philippines to procure the aircraft.

The two planes have an anticipated delivery date in the first quarter of 2016.

The US Embassy in Manila, in a statement, stressed that the sale of the two C-130s is part of the American Government’s commitment to help the Philippines develop its territorial defense and maritime security capabilities, as well as enhance its ability to respond to humanitarian assistance and disaster relief emergencies, which routinely occur in the Philippines.

The C-130 is designed to provide significant airlift capabilities, even to remote under-developed airfields.

This remarkable aircraft proved to be a critical lifesaving tool in the aftermath of super typhoon "Yolanda", moving large numbers of people and humanitarian relief supplies in the affected areas.

These additional aircraft from the United States will increase the number of mission-ready C-130s in the Philippine Air Force to five, significantly expanding the number and capacity of existing medium lift aircraft.

The total value of this procurement is projected to be about US$ 55 million.

As part of a joint investment program to build the capabilities of the Philippine Military, the U.S. is providing US$ 20 million in US Foreign Military Financing (FMF) towards this purchase.

In 2014 alone, the United States allocated a total of US$ 50 million in FMF for the AFP.

In addition to the C-130s, these funds will be used to help upgrade equipment onboard Philippine Navy ships,improve AFP Command and Control systems, provide advanced technical training, and strengthen institutions responsible for the maintenance and sustainment of the AFP’s growing inventory.

This is another example of how the close partnership between US and Philippine Forces is helping build further capacity that will benefit the entire nation.

Army Mulls New US Helicopters

The military is moving toward making the American-made UH-72A Lakota Thailand’s main light-utility helicopter with the army planning to add on to last year’s order of 15 Airbus Helicopters choppers with more to replace its ageing fleet of Vietnam-era aircraft.  

Army chief Udomdej Sitabutr said Friday that the US-made helicopter is the choice for the army as part of the plan to modernise its helicopter helicopter fleet in the 2016 fiscal year. 

The UH-72A Lakota is a non-arms-bearing helicopter that performs medical and casualty evacuations, provides disaster relief, aids in homeland defense and also works to counter drugs and narcotics. 

He did not detail which of the four variants of the militarised Eurocopter EC145 the military was considering, but an army source said earlier that the army was eyeing UH-72A, an unarmed utility military version of the EC145. 

The military ordered six UH-72A copters in March from Airbus Helicopters, the American subsidiary of EADS North America. It then boosted that with an order of nine more in late September for an estimated cost of $89 million. The army chief did not specify how many new aircraft the army was considering.

With the recent crashes of army Bell 212 helicopters, the army is accelerating its push to upgrade fleet, which consists of 40 212's and about the same number of Bell UH-1 "Huey" aircraft dating back to the Vietnam war. The army budget for in the next fiscal year will be mainly used to bring in new helicopters and train new pilots, Gen Udomdej said.

PN to Commission Two Attack AW-109s by May

MANILA (PNA) -- The two AgustaWestland AW-109 "Power" attack helicopters of the Philippine Navy (PN) will be commissioned this coming May.

This was disclosed by PN spokesperson Col. Edgard Arevalo in a message to the PNA.

"No date of commissioning yet but the target is to be in time or prior the the 117th Navy Day celebrations this coming May," he said.

The PN was founded in May 27, 1898.

At the moment, the Navy's AW-109s is still undergoing Bureau of Customs documentation, duties, and process of inspection.

The two Navy AW-109s, in disassembled condition, arrived last Dec. 28.

It is part of the five helicopter contract signed by the Navy with aircraft manufacturer AgustaWestland last 2013.

The contract is worth Php1.33 billion. The first three units were delivered and commissioned in December 2013.

These AW-109s will be armed with machine guns, 20mm cannons and possibly, with air-to-ground rockets.

The AW-109 "Power" helicopter is a three-ton class eight seat helicopter powered by two Pratt and Whitney PW206C engines.

The spacious cabin is designed to be fitted with a number of modular equipment packages for quick and easy conversion between roles.

The aircraft’s safety features include a fully separated fuel system, dual hydraulic boost system, dual electrical systems and redundant lubrication and cooling systems for the main transmission and engines.

The AW-109 has established itself as the world’s best selling light-twin helicopter for maritime missions.

It's superior speed, capacity and productivity combined with reliability and ease of maintenance make it the most cost effective maritime helicopter in its class.

Over 550 AW-109 "Power" and AW-109 light utility helicopters have been ordered for commercial, parapublic and military applications by customers in almost 50 countries.

Menengok Boeing-737 Classic 400 VIP yang Antar Panglima TNI ke Pangkalan Bun

Pangkalan Bun - Sudah 3 hari belakangan ini Pesawat Boeing-737 Classic 400 VIP milik TNI AU terparkir di Lanud Iskandar, Pangkalan Bun, Kalimantan Tengah. Pesawat ini membawa Panglima TNI Jenderal Moeldoko bersama rombongan. 

Boeing-737 dengan seri A-7305 masih menunggu Panglima TNI yang saat ini sedang memantau pengangkatan ekor pesawat AirAsia QZ8501 di KRI Banda Aceh. Kapten pilot Pesawat Indonesian Air Force tersebut, Letkol Pnb Firman Wirayuda mengatakan A-7305 mampu mengangkut 92 penumpang.

"Pesawat ini bisa membawa 92 penumpang. Ini VIP, bisa digunakan untuk Wapres, menteri, pejabat setingkat menteri seperti Panglima TNI, kepala staf," ujar Firman saat ditemui di dalam pesawat Boeing di Lanud Iskandar, Kamis (9/1/2014).

Menurut Pilot yang telah memiliki 7.000 jam terbang ini, Boeing A-7305 sering digunakan oleh Boediono saat menjabat sebagai wakil presiden. Meski begitu Presiden ke-6 Susilo Bambang Yudhyono juga pernah beberapa kali menggunakan pesawat ini saat masih menjabat. Saat digunakan oleh presiden, Boeing A-7305 menjadi pesawat VVIP.



"Pernah juga dipakai Pak Jokowi sekali tapi sebagai pesawat pengganti. Waktu ke Sorong landasan di sana nggak bisa untuk BBJ (Boeing Business Jet) pesawat RI-1, jadi dari Biak naik ini ke Sorong. Waktu itu yang bawa Pak Dodi dan Pak Noto. (Pesawat ini) cadangan untuk R1-1," kata Firman.

Di dalam pesawat, ruangan passenger terbagi menjadi 2 yaitu bagian VIP yang berisi 4 kursi dan 2 meja. Letaknya berada di dekat pintu masuk depan di belakang kokpit pesawat. Interior pesawat ini terlihat lux dan nyaman.

Di belakang ruang VIP, terdapat ruangan berisi 2 sleepery seat. Lalu di sampingnya ada semacam tempat meletakan bagasi bagi tamu VIP yang menggunakan pesawat itu.

"Sleepery seat kalau beliau (VIP) capek dan mau istirahat tidur. Kursinya bisa ditidurkan. Kalau bagasi khusus ini untuk barang-barang VIP ya," ucap perwira lulusan Akademi Angkatan Udara tahun 1995 itu.

Kursi penumpang lainnya berada di belakang ruang sleapery seat dan hampir sama dengan pesawat Boeing pada umumnya. Kursi berwarna biru terbuat dari bahan yang lembut sehingga membuat nyaman. Di bagian penumpang ini terdapat lambang TNI AU yang cukup besar.



Ada 15 kru pesawat Boeing A-7305 dalam tugasnya mengantar Moeldoko ke Pangkalan Bun ini. Kru tersebut termasuk 2 Pilot, 1 Copilot, Flight Engineer, Juru Radio Udara, load master, Pramugari, dan Pramugara.

Kokpit pesawat sendiri tidak begitu lebar, dan terdapat banyak instrumen di dalamnya. Di sisi kiri merupakan instrumen untuk mesin, di kanan adalah instrumen untuk penerbangan. Di bagian atas juga terdapat tombol-tombol atau over head panel yang merupakan instrumen pengendalian lainnya di pesawat. Seperti operate fuel, electric, hidrolic, dan AC.

Menurut sang Copilot, Lettu Pnb Kresna Hendra Wibawa (28), keunggulan Boeing jenis classic tersebut adalah sudah bisa auto landing. Jadi saat pendaratan, pesawat ini sudah bisa dikendalikan otomatis.

"Bisa auto land, syaratnya ada 2. Command A dan command B, dua-duanya harus aktif. Mulai approching sampai landing, pilot hands off, pesawat sudah bisa mendarat sendiri," jelas Kresna.

"Biar yakin nyalain dua-duanya auto pilotnya itu. Nggak usah diapa-apain, kita tinggal arahin power aja. Pesawat ini bisa terbang dengan ketinggian maksimum 37 ribu feet. Jelajah bisa untuk 5 jam, kalau speed maksimum tergantung ketinggian juga sih," sambung lulusan Sekolah Penerbang angkatan ke 78 itu.



Pesawat jet berbadan sempit itu juga bisa mendeteksi adanya wind shear atau turbulance yang terjadi di permukaan. Akan ada suara peringatan jika ada wind shear sehingga pilot akan bisa menghindarinya.

"Keunggulan sistemnya, flight management system sudah couple dengan auto pilot. Lateral Nav dan Vertical Nav, kita pakai auto pilot, itu pesawat nggak usah diapa-apain. Kalau Boeing classic ke atas sudah gini semua," tutur Kresna yang sudah memiliki 1300 jam terbang tersebut.

Boeing VIP itu disebut Kresna membutuhkan landasan minimum 1850 meter untuk beroperasi. Tak hanya membawa pejabat penting dalam negeri, pesawat ini ternyata pernah membawa Sekjen PBB Ban-Ki Moon dari Bali menuju Samoa.

"Pesawat ini pernah bawa Sekjen PBB, waktu itu saya juga ikut antar Ban-Ki Moon ke Samoa, negara di Pasific. Kita berangkat malam sampai sana sore," tutup perwira yang kini berdinas di Skadron 17 itu.

Transports super important Rolldock Star of Dutch firms Rolldock sail in Saint Petersburg, Kaliningrad departure, carrying submarines for Vietnam Haiphong 15-12 on the afternoon local time ie early morning of April 16-12 , hourly Vietnam.

Jokowi Akan Kucurkan Rp 700 Miliar ke Pindad untuk Tingkatkan Produksi

BANDUNG, KOMPAS.com - Presiden Joko Widodo menilai produk-produk yang dihasilkan oleh PT Pindad tidak kalah berkualitas dengan produk dari luar. Namun, Jokowi menginginkan agar perusahaan plat merah itu bisa menambah kapasitas produksinya. Pemerintah berencana menyuntikan dana ke Pindad sebesar Rp 700 miliar.

"Suntikan sebesar Rp 700 miliar. Dengan suntikan seperti itu, memberikan dampak apa? Ke ekonomi atau negara. Jadi ke depan, jangan sampai beli ke luar karena akan ganggu neraca perdagangan kita juga," kata Presiden Jokowi saat mengunjungi PT Pindad di Bandung, Senin (12/1/2015).

Di Pindad, Jokowi melihat sejumlah ruang produksi. Dari situ, mantan Gubernur DKI Jakarta itu menilai bahwa alur produksi yang ada di Pindad sudah sangat bagus. Namun, Jokowi mengaku yang masih kurang digarap adalah dari sisi marketing untuk meningkatkan produksi.

"Alur mulai dari raw material, produksi di mesin, assembling kelihatan. Tapi menurut saya, yang perlu didorong adalah kapasitas produksinya berlipat, dua kali atau tiga kali. Itu bergantung pada marketing," ucap dia.

Pindad saat ini membuat panser Anoa, senjata api laras panjang, hingga amunisi untuk pesawat tempur Sukhoi dan F-16. Hasil produksi Pindad selama ini sebanyak 95 persen dipasarkan ke dalam negeri, dan 5 persennya untuk pasar luar negeri.

Dari 95 persen yang dipasarkan ke dalam negeri, sebanyak 20 persen diperuntukkan untuk komersil.

Jokowi berharap agar pendekatan penjualan yang dilakukan Pindad tak hanya ke TNI dan juga Polri, tetapi juga ke pasar di luar negeri. Apabila marketing sudah dilakukan dengan baik, Jokowi yakin produk-produk yang dimiliki Pindad akan diminati pasar yang lebih luas.

"Saya sudah sampaikan ke menteri BUMN kalau marketing bagus, produksi punya kemampuan, akan kita suntik BUMN baik untuk investasi dan modal kerja. Jangan sampai alat pertahanan kita banyak beli di luar," ucap dia.

Setelah melakukan kunjungan kerja ke PT Pindad, Jokowi melanjutkan kegiatan blusukan ke PT LEN dan Universitas Telkom. Kunjungan kerja Presiden hari ini akan diakhiri dengan berkunjung ke PT Dirgantara Indonesia serta rumah H Ma'soem di Rancaekek.

Bid Opening for DND CAS Aircraft Program Rescheduled for Feb. 11

MANILA (PNA) -- The Department of National Defense (DND), in a supplemental bid bulletin, announced that bid opening and submission for its Php4,968,000,000 million close-air support aircraft (CASA) project has been reset to Feb. 11.

It was earlier scheduled for Jan. 14.

No reasons were given for the reset, which was posted on the supplemental bid bulletin, posted at the DND website.

Bid opening and submission will be held at DND Bidding and Awards Committee conference room, basement right wing, DND Building, Camp Aguinaldo, Quezon City at 10 a.m.

The DND is planning to acquire six CAS aircraft to replace or beef up the Air Force's existing Rockwell OV-10 "Bronco" turboprop attack planes.

CAS refers to capability to provide air support to infantry and naval units in contact with the enemy.

Funding for this weapon system will be sourced from the Revised Armed Forces of the Philippines Modernization Program.

The contract includes integrated logistic support system.

Winning bidders must be able to deliver the aircraft within 540 calendar days from contract effectivity.

Participants in the DND's CAS project must have completed a similar program within the last 10 years.

The CAS aircraft must be used by the countries offering and manufacturing them.

Big WIG Set to Soar in Malacca

MALACCA: The state will manufacture the multi-purpose Wing-In-Ground (WIG) aircraft that can cruise little more than a few feet over flat surfaces, most often over water by 2017.

Chief Minister Datuk Seri Idris Haron said the manufacture of the aircraft, using South Korean technology, would lure more investors to the state.

The ground effect vehicle is a transition between a hovercraft and an aircraft and can be used for search and rescue operations in the ocean.

“Besides, it can also be used for tourism purposes,” he said after launching the aircraft called Jebat M727.

He said the aircraft, built by Aron Rinani Sdn Bhd was capable of flying at a height of 150m and can travel as far as 800km.

Aron Rinani president Noor Azerai Ahmad said the company has received orders for more than 100 units of the aircraft from several countries and the first unit, costing US$1mil (RM3.5mil), would be ready by June.

However, the assembly plant in Masjid Tanah, Alor Gajah, can only produce seven such units a year.

“A new plant will be constructed in Teluk Gong, Alor Gajah, which, once completed, can produce 50 ground effect vehicles annually,” he added.

On another matter, Idris said the monitoring of development projects in the state must be improved to avert landslides.

He said the state had outlined a proper development plan for residential areas, but without proper monitoring, it could lead to other problems that could affect the people.

Idris added that local authorities should take proactive measures to monitor development programmes and enforce strict action against developers who failed to adhere to the state’s development plans.

Earlier, Idris visited several houses at Kampung Bertam Malim that was affected by flash floods and landslides believed to be linked to a project near the housing area.

Kapal Perang Produksi Indonesia Mulai Dilirik Negara Tetangga

Jakarta (ANTARA News) - Direktur Utama PT PAL Indonesia (Persero) M. Firmansyah Arifin mengaku bangga karena kini kapal perang Indonesia mulai dilirik oleh sejumlah negara tetangga, setelah berhasil mengekspor ke Filipina.

"Produk anak bangsa kini mulai diperhitungkan di negara lain. Ini tidak asal ngomong, soalnya Myanmar juga sudah menyampaikan ketertarikan," kata Firmansyah di Kantor Kemenko Bidang Kemaritiman di Jakarta, Selasa. 

Indonesia, melalui perusahaan pelat merah galangan kapal yang berpusat di Surabaya, Jawa Timur, itu telah berhasil mengekspor dua kapal perang tipe "strategic sealift vessel" (SSV) kepada Kementerian Pertahanan Filipina.

Menurut Firmansyah, dua kapal perang berukuran panjang 123 meter dan lebar 21,8 meter itu merupakan alat utama sistem senjata (alutsista) pertama yang diekspor Indonesia ke negara lain. Pengiriman kapal pertama sudah dilaksanakan dengan kontrak 28 bulan sementara kapal kedua sekitar 36 bulan.

BUMN itu memenangkan tender internasional senilai 90 juta dolar AS melawan tujuh perusahaan di antaranya Korea Selatan.

"Kita menang karena pengalaman. Pasalnya militer Filipina ingin yakin bahwa kapal yang dipesan itu sudah dipakai di negara kita," ujarnya menambahkan jika kapal sejenis juga digunakan di dalam negeri di antaranya KRI Banda Aceh yang membantu evakuasi ekor pesawat AirAsia yang mengalami kecelakaan.

Sesuai dengan peraturan pemerintah, tingkat kandungan dalam negeri (TKDN) kapal perang yang diekspor itu menurut Firmansyah sudah memenuhi regulasi yakni 30-35 persen.

Ia juga menjamin pelat besi untuk kapal perang yang dibangun selama dua tahun itu 100 persen menggunakan produk buatan lokal dari PT Krakatau Steel (Persero) Tbk.

Firmansyah berharap, dengan suksesnya ekspor kapal perang ke Filipina itu bisa mengundang investasi serupa dari negara lainnya. Menurutnya, tahun ini ada rencana Pakistan, Brunei Darussalam dan Thailand berencana untuk membeli kapal buatan Indonesia.

"Januari ini dari Pakistan akan datang untuk melihat. Tapi mereka buka mencari SSV melainkan kapal cepat rudal (KCR)," tuturnya.

Japan's Cabinet OKs Record 96.34 Trillion Yen Budget for FY2015

TOKYO (Kyodo) -- Japan's cabinet on Wednesday approved a record-high 96.34 trillion yen ($810.97 billion) general-account budget for fiscal 2015, with Prime Minister Shinzo Abe seeking to balance fiscal rehabilitation and economic growth.

Despite a delay in a consumption tax hike to 10 percent by 18 months to April 2017, the government is likely to attain its key goal of halving the ratio of the primary balance deficit to gross domestic product by fiscal 2015 from the fiscal 2010 level.

The country's policy spending, however, will reach a record-high 72.89 trillion yen, up 2.79 trillion yen from the fiscal 2014 original budget, suggesting Abe's administration has failed to streamline expenditures, mainly those for social security programs.

The central government's tax revenue is estimated to reach 54.53 trillion yen, the highest in 24 years, as corporate tax payments are expected to grow with the yen's depreciation bolstering the profitability of export-oriented manufacturers.

New bond issuance will be curbed to 36.86 trillion yen, down 4.39 trillion yen from the amount set under the initial state budget for fiscal 2014.

The deficit in the primary balance is forecast to shrink by more than 4 trillion yen from the previous fiscal year to 13.4 trillion yen in the next fiscal year starting April 2015.

A deficit in the balance means the nation cannot finance government spending other than debt-servicing costs without issuing new bonds. Improvement of the balance is viewed as a critical first step toward fiscal consolidation.

"I'm confident that we mapped out a budget that will help simultaneously achieve economic revitalization and fiscal soundness," Abe told reporters later Wednesday.

But 38.3 percent of the budget will be financed by new bond issuance in fiscal 2015, putting pressure on Abe to make further efforts to rein in government spending while preventing the economy from languishing.

Many experts say it will be difficult to restore Japan's public finances by only boosting tax revenue, though Abe has put priority on economic expansion.

In the worst-case scenario, tax revenue will not grow as the government estimates, if the pace of economic growth is slower than it forecasts during the year through March 2016.

Abe's cabinet said Monday that Japan's economy is expected to grow 2.7 percent in nominal terms in fiscal 2015, with some analysts saying that projection is too optimistic.

Japan's economy has been lethargic in the wake of the 3-percentage-point consumption tax hike to 8 percent on April 1.

The government, which compiled a 95.88 trillion yen original budget for fiscal 2014, plans to submit the draft budget for fiscal 2015 to the Diet session to be convened later this month.

Of the 96.34 trillion yen in expenditures, 23.45 trillion yen will be allocated for national debt service costs.

Social security costs, including swelling spending on pensions and medical costs, will rise 3.3 percent from the fiscal 2014 initial budget to a record 31.53 trillion yen in fiscal 2015.

The expenses, accounting for around 40 percent of policy spending, will exceed 30 trillion yen for the second straight year amid the country's rapidly graying population.

Defense expenditures will also climb 2.0 percent to a record 4.98 trillion yen, up for the third consecutive year, as Abe aims to strengthen surveillance and defense capabilities to counter China's growing assertiveness in nearby waters.

Spending on public works projects, which the government views as having an immediate impact on the corporate sector, will increase slightly to 5.971 trillion yen from 5.969 trillion yen.

The premier's "Abenomics" policy mix is comprised of drastic monetary policy by the Bank of Japan, flexible fiscal spending and a growth strategy designed to energize private-sector investment.

Along with a 3.12 trillion yen supplementary budget for fiscal 2014 crafted earlier this month, the government will continue to implement measures necessary to prop up the flagging economy under a total budget of around 100 trillion yen.

On the fiscal reform front, Tokyo has pledged internationally to turn the balance into a surplus by fiscal 2020, after achieving the fiscal 2015 goal.

Economists are watching for whether Abe can hammer out a concrete plan to attain the fiscal 2020 goal, as he has promised to release it by the summer.

"It is a very tough job" to pave the way for the accomplishment of the goal, Finance Minister Taro Aso said at a press conference Wednesday, adding, "We have to work harder to cut expenditures in an aggressive manner."

Japan's fiscal health is the worst among major industrialized economies, with public debt at more than 200 percent of GDP. Central government debt has topped 1,000 trillion yen.

The fiscal 2015 annual budget is unlikely to be enacted by the end of the current fiscal year as the budget compilation process was deferred due to the Dec. 14 general election.

If Diet schedules do not allow the budget to pass by March 31, a stopgap budget will be formulated.

Saab, DRB-Hicom Sign New Industrial Co-operation Pact

SINGAPORE (Bernama) -- Defence and security company, Saab, has signed a new industrial co-operation agreement on Gripen fighter aircraft with Defence Technologies Sdn Bhd (Deftech), a wholly-owned unit of DRB HICOM Bhd.

In a statement Tuesday, head of Saab Malaysia, Thomas Linden, said the agreement covered Gripen-related maintenance and support activities, design and manufacturing of advanced composite systems and associated technology transfer.

"For Saab, the agreement with Deftech is an important step in doing further business in Malaysia and surrounding countries.

"Besides supporting the Malaysian government's defence programmes with solutions that enhances the nation's operational capabilities, the new agreement would also create business opportunities for both parties," Linden said.

He said in 2011, the two companies signed an industrial co-operation teaming agreement to collaborate on an airborne early warning and control system.

"This co-operation was further expanded in March 2013 with a memorandum of understanding covering various technology areas," he said.

Saab has a long history of supplying high-performance, cost-efficient defence equipment to the Malaysian Armed Forces.

This includes naval and land radars, airborne self-protection systems for helicopters and fighter aircraft, naval command and control systems and army support weapons, including anti-tank weapons.

Rusia Siap Kembangkan Kerjasama Teknik Militer Dengan Indonesia di Tahun 2015

Jakarta, DMC – Pemerintah Rusia melalui Duta Besar yang berada di Indonesia, mengatakan ditahun 2015 pihak Rusia siap untuk meneruskan pengembangan kerjasama bidang teknik militer dan bidang pertahanan dengan pemerintah Indonesia.

Dubes Rusia juga berharap hubungan kerjasama militer dan pertahanan yang telah tercapai ditahun lalu akan menjadi fondasi yang baik untuk perkembangan di tahun selanjutnya.

Demikian dikatakan Duta Besar Rusia untuk Indonesia M.Y.Galuzin saat bertemu dengan Menteri Pertahanan RI, Ryamizard Ryacudu, Kamis (15/01) di Kantor Kementerian Pertahanan RI, Jakarta.

Putusan kesiapan pihak Rusia tersebut merupakan tindak lanjut atas kesepakatan yang telah dicapai antara Presiden RI Joko Widodo dengan Presiden Rusia,  Vladimir Putin disela-sela pertemuan APEC tahun 2014 lalu. Adapun salah satu kesepakatannya adalah perkuat hubungan teknik militer dan kerjasama di bidang pertahanan diantara kedua negara.

Pembicaraan kerjasama teknik militer ini juga sempat dibicarakan antara Presiden Joko Widodo dengan Direktur Jenderal Rosoboront Eksport dan Duta Besar Rusia untuk Indonesia pada tanggal 8 Desember 2014. Pada kesempatan tersebut Presiden Joko Widodo membenarkan adanya minat dari Pemerintah Indonesia untuk mengembangkan kerjasama teknik militer dengan pihak Rusia.

Lebih lanjut Dubes Rusia menjelaskan bahwa pihak Rusia bersedia untuk meneruskan kerjasama terhadap proyek-proyek yang mempunyai prospek besar berdasarkan kesepakatan yang telah dicapai kedua belah pihak.

Ditambahkan Dubes Rusia pihaknya siap untuk meneruskan dan memulai kerjasama dibidang pengadaan beberapa alutsista seperti pesawat tempur multifungsi, jenis SU-35, Kapal Selam Kelas 636. Disamping itu berbagai jenis peralatan untuk Angkatan Darat jenis Panser, Helikopter MI-17, MI-35 dan Ka-52, kendaraan berat BMP-3F dan jenis alutsista lain.

Tidak hanya itu, Pemerintah Rusia  juga akan siap mengembangkan kerjasama di bidang industri pertahanan, diantaranya untuk pelaksanaan proses Transfer of Technology, mengadakan Join Production menghasilkan bersama untuk suku cadang berbagai jenis alutsista, mengembangkan skema Offset termasuk juga didirikannya service center.

Oleh karena itu pihaknya kata Dubes Rusia siap menerima kunjungan dari beberapa pejabat militer dan pertahanan dari Indonesia seperti kunjungan KASAL dan KASAU ke Rusia untuk melihat langsung pesawat tempur jenis SU-35 dan kapal selam 636.

Pada kesempatan pertemuan itu, Menhan mengatakan apa yang menjadi harapan dari pihak Rusia adalah keinginan yang sama bagi pihak Indonesia untuk bisa mengembangkan kerjasama teknik militer dengan pihak Rusia.

“ Dari Presiden terdahulu hingga Presiden Rusia yang sekarang Indonesia dengan Rusia menjalin hubungan kerjasama militer, dan kedepannya diharapkan makin meningkat,” Ungkap Menhan.

Menhan juga menyampaikan ketertarikannya akan pengadaan pesawat yang mampu mendarat di permukaan air atau laut (Amphibius Aircraft). Keinginan Menhan ini terkait dengan kebijakan Presiden RI Jokowi yang memberikan perhatiannya terhadap hal kemaritiman. Menurut Menhan pesawat ini berguna untuk melaksanakan patroli terhadap pencurian ikan di laut dan bisa digunakan untuk membantu operasi pencarian kecelakaan jatuhnya pesawat di laut.

“ Karena Presiden kita concern terhadap hal maritim, saya tertarik akan pesawat yang bisa mendarat di Air. Nanti berguna untuk patroli dilaut terhadap pencurian ikan di laut dan bisa digunakan untuk membantu pencarian kecelakaan jatuhnya pesawat di laut.” Kata Menhan.

China Pitches S-26T Submarine for Royal Thai Navy Contract

The state-run China Shipbuilding Industry Corporation officially introduced its S-26T submarine to the defense ministry of Thailand on Jan. 12 to strengthen the military-to-military relationship between Beijing and Bangkok, according to Duowei News, an outlet operated by overseas Chinese.

After the decommissioning of the Royal Thai Navy's four Matchanu-class submarines, the nation has not operated submarines for more than 60 years. Now, however, some officials in the country's military government believe submarines are needed to defend the nation's freedom of navigation in the Gulf of Thailand. To rebuild its submarine fleet, the government decided to buy two or three submarines in Fiscal year 2016. China is the third nation to demonstrate interest in selling submarines to Thailand, after France and South Korea.

By selling submarines to Thailand, China aims to gain a potential political and defense partner in South China Sea disputes with its neighbors at a time when Vietnam is also purchasing Kilo-class submarines from Russia.

Over the past 20 years, Thailand had signed contracts with Germany and South Korea to buy new submarines and considered buying S-20 submarines from China. These plans all fell through however due to repeated economic and political crises. As tensions escalate between rival claimants in the disputed South China Sea, Thailand has begun to feel that submarines are once again important to defend its national security, even though the country itself does not make territorial claims in the sea.

While the S-20 is the export version of the Type 039A Yuan-class diesel-electric submarine, the full details of the S-26T remain mysterious but its main competitor for the Royal Thai Navy's contract will be South Korea's Chang Bogo-class submarine.

Australia Upgrading C-130s, Modifying Pilot Training

Upgrades to the Royal Australian Air Force's (RAAF's) 12-strong fleet of C-130J-30 tactical transports are being progressed in parallel with changes in aircrew training intended to provide the government with a broader range of combat-focused options.

Air Commodore Warren McDonald, commander of the RAAF's Air Mobility Group (AMG), told IHS Jane's on 13 January that "inefficient and airline-like" pilot training was being rationalised and accelerated, while a start had been made on honing the tactical capabilities of the C-130Js. This will be followed by unlocking additional tactical options for the AMG's six C-17A Globemaster III heavy airlifters.

"I don't want to have to train up to an exercise or train up to an operation like we've trained to go to the Middle East. My aim is that we'll be ready to go whenever we're called, and provide a greater option set to government," he said.

Installation of satellite communications in the first C-130J to augment its existing high frequency radio link should be completed in February, followed in June by installation of the Northrop Grumman Dynamic Retasking Capability (DRC) - fundamentally a secure beyond line-of-sight datalink.

Air Cdre McDonald said the intention is to have both capabilities fitted across the C-130J fleet by the end of 2016. He will also be proposing the early installation of DRC in the six C-17A Globemasters.

Meanwhile, approval has been received for installation of a Large Aircraft Infrared Countermeasures (LAIRCM) test kit on a C-130J later in 2015 with embodiment across the fleet by 2017-18, although this could be fast-tracked by a year, said Air Cdre McDonald.

Comment

The increased emphasis on tactical, as opposed to straightforward, cargo-carrying tasking for Australia's C-130J-30s reflects the need for the fleet to be available for a wider role during a time of high operational tempo for the AMG.

It also coincides with funding being made available to better fit the C-130J-30s for more tactical options - the first notification of a possible sale of LAIRCMs for the fleet was first published by the US Defense Security Cooperation Agency in 2008.

The anticipated arrival in Australia in March of the first of 10 C-27J Spartan tactical airlifters is also adding impetus to the AMG's vision of commonality in training, and the ability in-theatre to seamlessly roll palletised cargo from a C-17A to a C-130J to a C-27J.

Department of National Defense is upgrading three Jacinto class patrol corvettes divided in two projects. In two invitation to bid documents the Defense Department is looking for firms who could upgrade the BRP Emilio Jacinto, BRP Apolinario Mabini and BRP Artemio Ricarte with allocated budget of PhP630.6 million and PhP224 million.

Combined Phase 3 projects will restore and sustain Oto Melara 76mm and MSI Seahawk 25mm Bushmaster guns of three patrol vessels. It will also provide the vessels with new electro-optical fire control system.

Also included in the project is the procurement of Jacinto class vessels’ ammunition. Bid opening for two separate projects will be on February 10 of this year.

These vessels were commissioned for service last 1997 and are currently in Philippine Navy patrol force.
