KRI Teluk Lada-521 Produksi Anak Bangsa Pertama Masuk KOARMADA III

Panglima Komando Armada (Pangkoarmada) III Laksamana Muda TNI I N.G., Ariawan, S.E., M.M., mengatakan bahwa hari ini (Jumat, 29 Maret 2019) merupakan moment yang sangat berharga bagi kita, terutama para pengawak KRI Teluk Lada-521, baik Perwira, Bintara dan Tamtama sekalian. Tinta emas sejarah telah mencatat bahwa KRI Teluk Lada-521 merupakan Kapal Perang RI terbaru produksi anak bangsa yang pertama kali masuk di jajaran Satuan Kapal Amfibi Koarmada III.

“Sebuah kehormatan dan kebanggaan bagi kita semua sekaligus tantangan dalam menghadapi dinamika penugasan kedepan yang semakin kompleks,” kata Panglima Koarmada III dalam arahannya kepada Anak Buah Kapal KRI Teluk Lada-521 di galangan kapal PT Daya Radar Utama (DRU), Panjang, Bandar Lampung. Pengarahan Pangkoarmada III kepada seluruh ABK KRI Teluk Lada-521 tersebut dalam rangka melaksanakan uji fungsi dari Lampung menuju Surabaya pekan ini.

Pangkoarmada III juga menegaskan kepada ABK KRI Teluk Lada-521 agar benar-benar memahami fungsi azasi kapal ini. Dalam konteks operasi, kapal jenis Landing Ship Tank ini secara teknis memiliki fungsi sebagai kapal angkut personel dan material. Untuk itu  kuasai dengan benar prosedur operasional secara taktis maupun teknis embarkasi dan debarkasi melalui bowdoor rampha, pendaratan heli, beaching dan retrack, sehingga sesulit apapun tugas yang diemban akan dapat diselesaikan dengan baik.

KRI Teluk Lada-521 merupakan alutsista modern berteknologi canggih buatan galangan kapal PT Daya Radar Utama (DRU), Panjang, Bandar Lampung dirancang untuk mampu mengangkut puluhan tank berbagai jenis serta sejumlah unit helikopter. KRI Teluk Lada-521 memiliki panjang 117 meter, lebar 16,4 meter dan tinggi 7,8 meter, kecepatan maksimum 16 knot dan kemampuan jelajah hingga 6.240 mil laut.

RMAF Plans to Acquire 36 LCA Jets

LANGKAWI: The Royal Malaysian Air Force (RMAF) requires between RM6 billion and RM7 billion of funding from the government to acquire 36 light combat aircraft (LCA).

RMAF chief General Datuk Seri Affendi Buang said the new requirement for the LCA would enable the air force to keep up with advanced technology and capability.

“Our BAE Hawks are now already passing 25 years in service.

“We have to do forward planning due to the aging factor as the maintenance for the fighter jet is getting costly and its capabilities are not up to date,” he told the New Straits Times at the RMAF office at the Langkawi International Maritime and Aerospace Exhibition (Lima) 2019.

The fighter jets are currently being used to monitor the airspace at the South China Sea and the eastern part of Sabah.

Prime Minister Tun Dr Mahathir Mohamad had said Malaysia would remain interested in acquiring new fighter aircraft, but was not in a hurry as the ones the air force operated now were still performing well.

Expressing his concern, Affendi said RMAF’s new requirement for the LCA would be dependent on the government’s ability to afford procurements, as well as its priorities.

“Therefore, we have set up our Capability 55 (CAP55) blueprint for realistic planning accordingly, based on what the government can afford.

“Our priority is tailored to the government budget limitations.

“We will try to get our LCA first before the multirole combat aircraft (MRCA) requirements,” he said, adding that RMAF was likely to wait about 10 years to realise the MRCA programme.

RMAF’s blueprint will further describe future requirements to enhance its assets and force capabilities for long-term development until 2055.

Under CAP55, it is understood the air force was also seeking maritime patrol aircraft, unmanned aerial vehicles, ground-based missiles and radar, among others, by 2055.

Affendi said RMAF was currently still sourcing out suitable platforms for its new LCA requirements and could not identify the exact model of the fighter jet.

“We can only determine the aircraft model once we do proper evaluations. We issued request-for-information to all contenders (manufacturers) in the LCA category earlier this year.”

It is understood that the LCA contenders included the Korea-made T-50 Golden Eagle, Russia’s YAK-130, Leonardo M-346FA, BAE Systems Hawk, India’s Tejas and the JF-17 Thunder from Pakistan.

Affendi said there was no specific time frame for RMAF to acquire the new LCA, as everything depended on the government’s budget allocation.

“Once the government allocates the budget, probably the LCA delivery will start two to three years after a decision is made,” he said, adding that the delivery would then continue in phases for the next five to 10 years.

Affendi said RMAF had received offers of “private financing” for the LCA programme, but the air force was not seriously considering this.

“It’s not that we refuse it, but we are unsure how this private funding will cost us in terms of ‘dollars and cents’.

“We have not seriously considered whether it would be viable or practical to accept any private funding to acquire both the MRCA and LCA requirements for RMAF.”

Affendi said RMAF would consider any proposal to enhance its existing LCA system capabilities, adding that any upgrade programme would be dependent on the type of enhancements needed.

“Some are major and some just to address the obsolescence issues.

“There was a proposal, but we have yet to determine it.”

Meanwhile, Affendi said RMAF’s current fleet of MRCA, comprising the Russian-made Sukhoi SU-30MKM Flankers and American-made Boeing F/A-18D Hornet, were still relevant.

Affendi said the Flankers could be used for the next 10 to 15 years if they were maintained properly and upgraded accordingly. The Sukhois have been in service for about 10 years.

Meanwhile, although the Hornets have been in service for 20 years, RMAF had upgraded these jets in accordance with current capabilities.

“It is still good as the spares and maintenance are being carried out promptly, and this is sufficient for them to do the things they have been assigned for.”

For several years, RMAF had intended to conduct an MRCA replacement programme. This came about when it became clear that a fleet of Russian-made MiG-29N Fulcrum aircraft were becoming too costly to maintain.

The Fulcrums have since been retired, but the replacement programme has since been placed on the backburner.

Aircraft said to have been contenders for the programme were believed to have been narrowed down to just two: France’s Rafale and the Eurofighter Typhoon, an aircraft made by a consortium of European companies, including BAE Systems.

Asked about future requirements for the MRCA programme, Affendi said RMAF had yet to undertake in-depth evaluations, particularly on the technical and operational capabilities.

“It will also include an indirect offset programme, such as technology transfer, and the maintenance, repair and overhaul facility, giving spillover effects to the country’s economy.”

Industry experts believed that the government’s spending on security and defence would create spillover benefits to Malaysia’s economy, backed by industrial offset programmes by aircraft manufacturers.

“The government can get this type of huge capital investment in return. The country has a few industrial offset programmes to generate income for the economy,” said an industry source who declined to be identified.

Bidik Penjualan Capai Rp 5,2 Triliun Tahun Ini, Pindad Targetkan Bangun Pabrik di Asia Selatan

TEMPO.CO, Jakarta - Perusahaan pelat merah PT Pindad (Persero) menargetkan bakal membangun pabrik di luar negari sebagai bagian dari ekspansi perusahaan. Direktur Bisnis Produk Pertahanan dan Keamanan Pindad Widjajanto mengatakan saat ini Pindad tengah menunggu hasil lelang untuk pembangunan pabrik tersebut.

"Kami ada rencana bangun pabrik di Asia Selatan lah, belum bisa menyebutkan nama negara. Doakan saja menang, pokoknya sudah masuk di Asia Selatan ini sudah masuk 3 besar," kata Widjajanto  usai mengikuti Gowes Brompton Antihoax di Gedung Tempo, Jakarta Selatan, Sabtu 30 Maret 2019.

Widjajanto mengatakan jika lelang berhasil dimenangkan, Pindad bakal memiliki pabrik perakitan senjata di negara tersebut.

Selain itu, perusahaan pelat merah ini tengah membidik total penjualan sebesar Rp 5,2 triliun tahun ini. Angka ini meningkat dibandingkan tahun sebelumnya yang hanya mencapai Rp 3,1 trilun.

"Tahun 2019, target kami 5,2 triliun untuk pendapatanya, untuk labanya tunggulah ini masih Maret, kami konsolidasikan dulu dengan tim di kantor," kata Widjajanto.

Adapun sepanjang 2018 kemarin, kata Widjajanto, Pindad mampu mencatatkan total penjualan sebesar Rp 3,1 triliun. Sedangkan total keuntungan yang diraup mencapai lebih dari Rp 100 miliar. Jumlah tersebut meningkat jika dibandingkan pada 2017 yang mencatatkan laba bersih sebesar Rp 92 miliar.

Sebelumnya diberitakan PT Pindad menargetkan laba bersih perusahaan 2019 mencapai RP 145 miliar. Perinciannya target kontrak sebesar Rp 7 triliun dan penjualan sebesar Rp 5,7 triliun.

Sementara itu, Direktur Utama Pindad Abraham Mose sebelumnya mengatakan amunisi dan senapan penembak jitu atau sniper buatan Pindad banyak diminati negara-negara luar. "Saat ini produk pertahanan yang mulai populer adalah senapan sniper, karena permintaan akan senapan ini banyak sekali," kata Abraham, seperti dikutip Antara.

Abraham menambahkan bahwa produk senapan sniper Pindad diminati dan dilirik oleh negara-negara ASEAN karena sudah diuji coba, dipakai, serta kecepatannya yang presisi. "Paling tidak ekspor kita naik terus dibandingkan dari tahun sebelumnya untuk amunisi, pistol, senjata dan kendaraan tempur. Kurang lebih 30 persen," katanya.

Batalyon Roket 2 Marinir Dukung Uji Munisi Kemhan R-HAN 122B

Dispen Kormar (Lumajang). Batalyon Roket 2 Marinir mendukung kegiatan penembakan uji dinamik 45 Roket R-han 122-B yang berlangsung di Rowo Pandan Lumajang, Jawa Timur pada tanggal 25 hingga 29 Maret 2019.

Kegiatan yang dipimpin oleh Dirtekindhan Ditjen Pothan Kemhan dan dihadiri oleh pejabat diantaranya Irada Itjen Kemhan, Kadislitbangal, Kadislaikmatal dan Danyonroket-2 Letnan Kolonel Marinir Anthonius Temmy Irawan.

Setelah lulus Uji fungsi terbang yang dilakukan pada April 2018 lalu dan berjalan sukses. Roket R-Han 122B kembali diuji yang dilakukan pada tanggal 25-29 Maret 2019 bertempat di Pantai Rowo pandan Lumajang, Jawa Timur.

Uji dinamis yang dilakukan kali ini untuk menguji kemampuan daya muat dengan berbagai jenis muatan yang dibawa roket, serta uji konsistensi performa roket dengan beban.



Dalam pengujian kali ini juga dilakukan pencatatan jarak capai dan kehandalan spesifikasi desain. Dengan menggunakan Multi Launcher Rocket System (MLRS) VAMPIRE Marinir, 45 unit R-Han 122B berhasil diluncurkan dan membelah langit pesisir pantai Lumajang.

Dari hasil pengujian, area jatuhan roket berhasil dipantau oleh pengamat berada pada : 
-kisaran jarak 12-13 km untuk sudut elevasi 12,7º,
-kisaran jarak 25-26 km untuk sudut elevasi 45º,
-kisaran jarak 26-27 km untuk sudut elevasi 50º, dan 
-kisaran jarak 27-28 km untuk sudut 55º 
Hasil ini dinilai memuaskan dan salah satu hal yang harus dilakukan adalah konsistensi dalam menjaga proses dan kualitas agar menghasilkan satu desain yang sesuai pengguna.

Ketua Dewan Riset Nasional, Bambang Setiadi menilai Konsorsium Roket Nasional yang bekerja sama selama 12 tahun merupakan prestasi tersendiri.



“Roket bukan sesuatu yang mudah dibuat dan tentunya memerlukan waktu yang tidak sebentar. Saya akan memohonkan kepada Menristek dan Dikti untuk menjadikan konsorsium ini sebagai icon perkembangan ristek di bidang pertahanan, bahwa Bapak dan Ibu sudah melakukan yang terbaik bagi bangsa ini selama 12 tahun bekerja. Buatlah konsorsium ini menjadi semakin kuat,” ujar Bambang Setiadi  memberikan suntikan semangat kepada seluruh tim konsorsium yang hadir.

Lenbih lanjut dikatakan bahwa Roket R-Han 122B diharapkan bisa menghentikan ketergantungan terhadap produk asing dengan menjadikanya sebagai alutsista yang digunakan prajurit TNI menggantikan  persenjataan yang selama ini harus impor.

Hadir dalam kegiatan tersebut Dewan  Konsorsium Roket Nasional yang terdiri dari LAPAN, PT Pindad (Persero), PT Dahana (Persero), PT Dirgantara Indonesia (Persero), dan perwakilan dari Universitas Gajah Mada (UGM).

Russia Offers Palm Oil Defence Offset to Malaysia

LANGKAWI: Russia is committed to drastically increasing its purchase of palm oil from Malaysia, said its top defence procurement official.

The palm oil purchase will entail an offset deal leading to the Royal Malaysian Air Force (RMAF) disposing of its two squadrons of 18 decommissioned MiG-29N Fulcrum jets.

Russia is already assisting in refurbishing the ageing fleet of 18 Sukhoi Su-30MKM Flankers, via its local partner ATSC Corp, reportedly for RM2.2 billion — thus expanding its serviceability for another 15 years.

And it is now even looking at offering the RMAF the fourth-generation Su-35 or even its latest Su-57E (the equivalent of the United States’ F-22) if it wants to upgrade.

Rostec State Corp international cooperation and regional policy director Viktor Kladov told the New Straits Times Russia was willing to buy Malaysian palm oil in substantial amounts to improve the bilateral trade balance, with the possibility of trade-offs for arms and defence procurement and transfer of technology and job spin-offs.

“We are aware of the palm oil ban for biofuels in Europe and Russia is ever-ready to help Malaysia by buying more palm oil. At present, 90 per cent of Russia’s palm oil is imported from Indonesia and we intend to change that (in Malaysia’s favour).

“I have personally spoken with Prime Minister Tun Dr Mahathir Mohamad on this matter at a private meeting with him yesterday, and applauded him for his great vision. This can lead to improved defence offset packages that can greatly benefit Malaysia,” he said in a special interview at the Langkawi International Maritime and Aerospace exhibition (Lima) 2019 at the Mahsuri International Exhibition Centre in Padang Matsirat.

Europe is the largest buyer of Malaysian palm oil after India and now even China has reduced imports of the commodity.

Kladov was a prime mover in enhancing Russia-Malaysia defence relations during Dr Mahathir’s first 22-year tenure as prime minister.

It culminated with a several hundred million dollar offset deal, involving palm oil, with Malaysia initially procuring 18 MiG-29N Fulcrum air superiority fighters in 1995.

The MiG-29N — two of which crashed in 1998 and 2005, respectively — was decommissioned in 2017 owing to high maintenance costs of RM262 million a year.

Several countries, including Bangladesh and India, are keen to buy the MiG-29N.

Subsequently, in 2003, Malaysia purchased 18 Flankers from Russia’s Irkut Corp for US$900 million (RM3.67 billion), also involving palm oil purchase.

The offset deal led to the country’s first space programme with Malaysia’s first astronaut to the International Space Station in 2007.

Owing to budgetary constraints, the RMAF has deferred its multi-role combat aircraft (MRCA) programme to 2025.

Instead, it is looking at improving on its lead-in fighter jet fleet, which is made up of the Italian Aermacchi MB339.

“In fact, Russia’s Yak 130 is similarly designed after the Aermacchi and we are prepared to trade in RMAF’s ageing fleet,” said Kladov.

He added that he also had a discussion with RMAF chief General Tan Sri Affendi Buang who was keen on strengthening and improving the serviceability of its fighter jets.

“He is all for Russia to give strong technical and maintenance support for its existing Sukhoi fleet. Affendi is not in favour of procuring too many fighter jets as Malaysia is a small maritime nation,” said Kladov.

On another matter, Kladov said the Fire and Rescue Department and the Malaysian Maritime Enforcement Agency were interested in procuring up to eight units of Ansat, Mil Mi-8/17 and Kamov Ka-32A11DC from Russian Helicopters, a division of Rostec State Corp.

“These helicopter models, which can be traded in for the ol-der fleet of the agencies, are ideal for fire-fighting, emergency medical services, as well as search and rescue missions,” he said.

HMAS Melbourne Sets Sails for Final Year of Service

On a clear autumn afternoon, before a backdrop of Sydney Harbour, HMAS Melbourne departed Fleet Base East this week for a voyage through the Pacific and South East Asian waters.

The Commanding Officer of HMAS Melbourne, Commander Marcus Buttler said he was looking forward to the next few months.

“It’s sad to think about those at home when we sail from Sydney on deployment, but I’m excited about what the ship and crew will achieve on this trip,” he said.

Melbourne will visit locations across the Pacific and South East Asia and exercise with foreign units.

“This will be a terrific opportunity to demonstrate our skills and work closely with regional Navies,” Commander Buttler said.

For the ship’s company, the deployment will provide an opportunity to demonstrate their proficiency, which was recently recognised when Melbourne was awarded the Duke of Gloucester Cup by the Governor-General.

With two months at sea ahead of them, the crew have prepared themselves and their families as best they can for the extended time away.

The ship’s company is looking forward to seeing new sights and engaging in Navy activities in distant locations.

HMAS Melbourne was the first Adelaide Class Guided Missile Frigate to be built in Australia. She was commissioned in 1992.

After 27 years of faithful service to Australia, earning Battle Honours for service in East Timor, the Persian Gulf and the Middle East, Melbourne will be decommissioned in late 2019.

Indonesia’s Su-35 Procurement Stalled by Election

The Indonesian Air Force's (Tentara Nasional Indonesia-Angkatan Udara: TNI-AU's) procurement of Sukhoi Su-35 'Flanker-E' multirole combat aircraft from Russia is expected to proceed following Indonesia's general election in April, a senior Russian defence industry official has stated.

Viktor Kladov, the director for international co-operation and regional policy at Russia's Rostec defence industrial holding company, said the TNI-AU acquisition - featuring the sale of 11 Su-35s for USD1.14 billion - was confirmed by Indonesian Defence Minister Ryamizard Ryacudu in a visit to Moscow in February.

The deal has been complicated by an Indonesian request for an accompanying countertrade deal but could proceed soon, Kladov indicated.

Malaysia to Buy Two JF 17 Fighter Jets from Pakistan Initially for Tests and Evaluation

KUALA LUMPUR: Malaysian Prime Minister Mahathir Mohammad lauded the strength of Pakistan Army and Pakistan Air Force’s fighter jet JF-17 Thunder.

During an interview following his visit to Pakistan, the Malaysian premier said, “I know how strong the Pakistan Army is. If you fight against them, you will get a bloody nose.”

Praising the JF-17 Thunders, the Malaysian prime minister who was the chief guest at the Pakistan Day parade said, “They [Pakistan] have been able to build aircraft now which were demonstrated. They performed very well.”

“I knew Pakistan will like to sell its planes to us, so we said to give us one or two planes so we can see how strong they are,” he continued.

PM Mahathir was briefed on JF-17 Thunder fighter jets at the Nur Khan Airbase before his departure from the country as his three-day visit concluded on March 23.

Pakistan and Malaysia signed five Memorandum of Understandings during Mahathir’s visit.

The Malaysian delegation showed keen interest in buying Pakistani made JF-17 Thunder fighter jets and anti-tank missiles.

Ini Tank dan Kapal Selam yang Dibanggakan Jokowi Saat Debat

Jakarta - Dalam debat calon presiden (capres) keempat, Calon Presiden Nomor Urut 01 Joko Widodo membanggakan RI sudah mampu memproduksi mampu memproduksi alat utama sistem persenjataan (alutsista), seperti tank dan kapal selam.

Kedua alutsista itu diproduksi oleh perusahaan BUMN, yaitu PT PAL Indonesia (Persero) untuk kapal selam dan PT Pindad (Persero) untuk tank.

Direktur Utama PT PAL Indonesia Budiman Saleh mengatakan produksi kapal selam tipe U209 unit ke-3 sudah rampung dan sekarang dalam proses preparasi peluncuran.

"Kita luncurkan awal April tahun ini, dan ini akan menjadi momen pertama bagi kemandirian anak bangsa" kata Budiman saat dihubungi detikFinance, Jakarta, Minggu (31/3/2019).

Budiman menceritakan, proses pembangunan kapal selam Alugoro murni merupakan produk kolaborasi antara PT PAL Indonesia dengan DSME Korea Selatan. Pembangunan komponen dilakukan di Korea dan di Indonesia setelah dua kapal selam sebelumnya (KRI Nagapasa dan KRI Ardadedali) dibangun di Korea Selatan.

Menurut Budiman, pembangunan kapal selam ini dimulai pada 2017. Pada proses pembangunan dua kapal selam sebelumnya, PT PAL mengirimkan 206 insinyur, mekanik dan spesialis ke DSME, Korea Selatan, untuk terlibat dalam proses ToT dan pembelajaran langsung tentang pembangunan dan pengembangan kapal selam secara mandiri melalui tahap On the Job Training (OJT).

"Kapal selam tipe 209 ini sudah dilengkapi torpedo sebagai fungsi azasinya dan di kemudian hari dapat dilengkapi dengan berbagai persenjataan lainnya" ujar Budiman. 

"Yang menggembirakan adalah, kami sedang proses finalisasi kontrak untuk 3 unit kapal selam berikutnya dari Kementerian Pertahanan," tambahnya.

Sementara untuk tank, Sekretaris Perusahaan PT Pindad Tuning Rudyati mengatakan pihaknya akan memulai produksi tank pada tahun ini.

Dia menjelaskan, yang bakal diproduksi oleh Pindad adalah medium tank bernama Harimau. Produksi itu merupakan kerja sama dengan FNSS Turkey.

"Medium Tank belum produksi, insha Allah mulai tahun ini," kata Tuning.

Proses produksi, kata Tuning, masih menunggu kontrak yang disepakati. Namun, menurut dia, pihak Pindad sudah memasarkan Harimau ke negara-negara ASEAN.

"Kita tunggu kontrak dulu, sambil kita juga sedang pasarkan di negara-negara ASEAN," jelas dia.

Tank Harimau sendiri pernah dipamerkan di Indo Defence 2018 Ekspo & Forum, di Jakarta Expo Internasional, Kemayoran, Jakarta Pusat, Rabu (7/11/2018).

Kerja sama Indonesia dengan Turki ini dimulai pada tahun 2016. Pada Oktober 2018, tank sudah diuji coba dan mendapat sertifikat layak dari TNI Angkatan Darat dan Kementerian Pertahanan RI. 

Tanah gembur tak akan mampu menghambat kelincahan dari tank Harimau. Selain itu, transmisi mesin dibuat otomatis.

Dalam debat semalam, Jokowi mengatakan RI sudah berinvestasi di industri alutsista, contohnya industri alutsista Indonesia sudah berhasil membuat tank dan kapal selam melalui kerja sama investasi.

Life Extension Programme for Another Air Force Model

LANGKAWI: The Royal Malaysian Air Force (RMAF) is set to be “back on its feet” with yet another service life extension programme for its aging fleet.

After Aerospace Technology Systems Corp (ATSC) announced that it had begun a refurbishment programme for the 18 Sukhoi Su-30MKM Flankers, Airod Sdn Bhd will undertake a similar programme for the 21 Pilatus PC-7 Mk II.

The New Straits Times understands that the PC-7 Mk II models, some of which have been in service for nearly two decades, will be refurbished to smoothen operations for the country’s ab-initio pilot training at the RMAF base in Alor Star, Kedah.

The RMAF had initially procured 44 of the first-generation PC-7 in 1983, but has since phased them out owing to wear and tear after 33 years.

Other than the Flankers, the RMAF’s aging fleet includes the BAE Systems Hawk 100/200 fighter jets, Boeing F/A-18D Hornets and a fleet of 14 Lockheed C-130 Hercules, in service for more than 20 years.

The Sikorsky S-61A-4 Nuri helicopters, meanwhile, have served the RMAF for over 40 years.

RMAF chief General Tan Sri Affendi Buang had expressed concern that 40 per cent of its assets required immediate upgrade.

In the latest refurbishment deal, Airod engaged Pratt and Whitney Canada (PWC) to provide performance-based support and maintenance of the PC-7 Mk II’s PT6A-25C turbo-prop engines.

The deal was clinched at the 15th edition of the Langkawi International Maritime and Aerospace exhibition (Lima) 2019 at the Mahsuri International Exhibition Centre at Padang Matsirat.

Airod managing director Datuk Seri Elkany Ahmad said, over the years of dynamic and fruitful cooperation with PWC, both entities had demonstrated and implemented shared capabilities in providing a dependable propulsion solution with a responsive team.

“The plan is to offer a comprehensive maintenance support solution tailored to accommodate operational requirements for the RMAF, via high standards and quality,” he said.

PWC business development and strategic marketing senior manager Benjamin Murat-Prats said the deal allowed RMAF to focus on its training missions and enhanced PWC’s footprint in Malaysia and regionally.

“By customising service offerings, we help engine operators to maximise fleet availability and minimise costs over the lifecycle of their engines,” he said.

Murat-Prats added that the deal also involved maintenance, repair and overhaul, integrated logistics, management, technical and engineering support.

MBDA VL MICA ground based air defence missile of Royal Thai Army include wheeled self-propelled Airbus Defence and Space TRML-3D/32 3D radar, control station and two launcher with four missiles per each system.

According to the Air Defense Command Unit, the Royal Thai Army has received an air defense system, weapons to release the ground to air VL MICA Europe in 2018, to replace the ground-to-air missile launching system, the Italian Spada that was stationed at the artillery battalion to the 6th aircraft Air Combat Artillery Brigade.

Lastly, there was a photo revealing the VL MICA, which includes the entire system, firearms launcher, introducing 2 self-propelled artillery systems, command and control systems, and radar detection and air defense 3D Airbus Defense and Space TRML-3D/32-6 systems, including the system as one platoon VL MICA. 

Each system has a pipe 4 rocket launchers for missile launcher VL MICA RF Active Radar Homing or VL MICA IR-guided infrared trajectory 20km distance. If in the future we receiving sufficient budget, will provide one additional division from the company.

Kamis, 23 Maret 2019 berlangsung acara bersejarah di Kabupaten Lamongan. Bertempat di PT Daya Radar Utama LMI (Lamongan Marine Indonesia) di jalan Deandles km 63, desa Sidokelar, Kec Paciran, Lamongan digelar acara peluncuran “kapal LCU H390” sebagai kapal pesanan dari Kementerian Pertahanan RI. 

Steven Angga Prana selaku Manager PT Daya Radar Utama menjadi penanggungjawab acara yang dihadiri kurang lebih 100 orang undangan.

Hadir dalam kesempatan itu Laksmana TNI Srijanto, ST selaku Kepala Pusat Kelayakan Baranahan Kemhan, Brigjen TNI Jelly Juntoro,S.Sos selaku Dirbekang TNI AD, Brigjen TNI Gunung Sarasmoro selaku Kepala dinas Kelayakan AD, Kol Djoko Pitoyo sebagai kepala tim pengawasan pembuatan kapal LCU 390, Prof Dr KH Abdul Ghofur yang menjadi pengasuh Ponpes Sunan Drajat dan para undangan lain.

Acara diawali dengan sambutan oleh Steven Angga Prana selaku Manager PT Daya Radar Utama, disusul sambutan Laksmana TNI Sriyanto, ST yang menyampaikan ucapan syukur pada Tuhan juga rasa bangga atas kehadirannya dalam peluncuran 1 dari 2 unit kapal yang dipesan.

Lebih jauh disampaikan pula bahwa ini merupakan salah satu usaha pemerintah untuk mendorong produksi kapal dalam negeri agak lebih maju dan berkembang.

Sebelum dilakukan peluncuran perdana kapal LCU H390 pada pukul 13.15 wib, dilaksanakan acara penyerahan cendramata bagi tamu undangan dan ramah tamah. Cendramata diserahkan Steven Angga Prana kepada Laksamana TNI Surjanto dan Brigjen TNI Helmi Guntoro, sebelum acara ramah tamah dan penutupan acara pada pukul 13.15 wib. Acara berjalan lancar hingga akhir.

Global defence contractor Thales has chosen Adelaide electronics firm REDARC to supply a dual power system for its Australian developed and made Hawkei protected vehicle.

REDARC will provide a dual power solution based on their off the shelf technology which had its origins in equipping recreational vehicles and caravans.

The system provides constant, regulated power for critical components such as radios, communications and computers.

Input and output voltage are selectable across a wide range.

REARC’s managing director, Anthony Kittel said the contract demonstrated the company’s unique positioning as a defence supplier.

Off the shelf, or modified versions of its existing products were being accepted by defence customers.

“Over the past 5 years REDARC has established itself as a key SME in the Australian Defence sector.

TRIBUN-BALI.COM, DENPASAR - Pelaksanaan uji coba penembakan Torpedo Black Shark oleh KRI Nagapasa-403 di sekitar perairan utara Bali, dilaksanakan Sabtu (30/3/2019), sebagaimana dikutip dari laman tnial.mil.id

Uji Coba langsung dihadiri Pangkoarmada II Laksda TNI Mintoro Yulianto, yang onboard di salah satu kapal perang Republik Indonesia (KRI) jajaran Koarmada II, yakni KRI Sultan Iskandar Muda ( SIM) -367, yang bertolak dari Dermaga Ujung, pada Kamis (28/3/2019), lalu.

Keberadaan orang nomor satu di Koarmada II tersebut di KRI SIM-367, yakni untuk meninjau langsung pelaksanaan uji penembakan torpedo black shark oleh KRI Nagapasa-403.

Selain KRI SIM dan KRI Nagapasa, dalam uji penembakan tersebut beberapa KRI dan satuan lain juga ikut terlibat.

Di antaranya, KRI I Gusti Ngurah Rai (GNR-332), KRI Spica dari Pushidrosal, Tim dari Dislambair, Satkopaska, Labinlek, serta Dispen Koarmada II.

Pangkoarmada II berharap, sebagaimana tertulis, torpedo Black Shark mampu melengkapi kecanggihan KRI Nagapasa-403, sehingga kapal selam yang baru bergabung di jajaran Satsel Koarmada II pada tahun 2017 itu semakin terpercaya dalam menjaga keamanan wilayah laut Indonesia.

Palaksa KRI I Gusti Ngurah Rai Letkol Rudi yang ikut mengawal proses uji coba penembakan tersebut mengatakan uji coba Torpedo Black Shark tersebut ditembakkan sekitar pukul 03.00 dini hari.

"Sudah selesai latihannya tanggal 30/3/2019 kemarin. Kalkulasi latihannya ada banyak, sejak tanggal 29-30 itu. Uji coba penembakan cuma satu torpedo yang dilakukan Kapal Selam Nagapasa sekitar jam 3 pagi," kata Rudi saat dikonfirmasi tribun-bali.com, malam, Minggu (31/3/2019), kemarin.

Dia menuturkan, lokasi uji coba digelar di perairan utara Bali.

"Di utara perairan Bali. Sekitar utaranya Celukan Bawang kalau tidak salah. Letak pastinya kurang tahu karena bukan kita yang uji coba penembakan.

"Kita hanya mengamankan sektor sekitar lokasi saja. Biar saat penembakkan kapal-kapal nelayan dan niaga tidak melintasi lokasi uji coba penembakan sehingga tidak salah sasaran. Kan biasanya ada kapal-kapal yang mungkin mau ke Celukan Bawang jadi kita amankan saja sektornya," tuturnya.

Dia menjelaskan, senjata yang diujicobakan itu merujuk torpedo jenis baru, Black Shark yang dibeli dari Italia.

"Rinciannya tidak tahu pasti. Spesifikasinya juga kami kurang tahu karena sepertinya senjata itu khusus untuk kapal selam saja, bukan semacam Kapal jenis kita. Mungkin senjata ini pernah diujicobakan, cuma yang ini ke berapa kali saya kurang mengetahuinya. Itu karena Kapal baru dan senjatanya baru, jadi masih diujicobakan," jelas dia.

Ditanya mengenai lama proses latihan, pihaknya pun tidak mengetahui pasti.

"Tidak tahu berapa lama, karena masing-masing kapal datangnya tidak bersamaan. Tapi sejak tanggal 29/3/2019 kami sudah tiba di lokasi untuk mensterilisasi dan mengawal latihan. Untuk pengamanan seperti kita, harus duluan menjaga agar tidak ada unsur lain yang memasuki area. Setelah itu pun kita langsung mencar masing-masing," jawabnya.

Dia membeberkan ada dua kapal yang mengawal dan satu kapal sebagai observer latihan tersebut.

Sementara itu, Palaksa Lanal Denpasar Letkol Laut (P) Bambang Abdullah Basuki Rahmad saat dikonfirmasi mengenai adanya latihan uji coba itu, juga membenarkan kegiatan tersebut.

Dia menuturkan latihan uji coba sudah berlangsung tanggal 29/3/2019 lalu, dan menembakkan torpedo black shark tersebut pada tanggal 30/3/2019 sekitar pukul 03.00 dini hari.

Kurang lebih ungkap dia, kegiatan itu hanya uji coba senjata baru.

"Kapal selam yang menembakkan itu, KRI Nagasapa 403. Memang itu kapal yang dilengkapi dengan persenjataan baru, jadi persenjataannya dicoba. Artinya ini senjata barunya kapal selam itu," kata dia menuturkan.

Dia melanjutkannya, ada beberapa kapal yang mengawal proses percobaan latihannya yakni KRI Sultan Iskandar Muda, KRI I Gusti Ngurah Rai dan beberapa kapal lainnya.

Sementara in, ujarnya, kapal KRI Nagasapa telah bertolak ke Surabaya.

"KRI I Gusti Ngurah Rai masih sandar di Benoa untuk melanjutkan operasi selanjutnya. Pengawalan yang dilakukan sesungguhnya untuk menghindarkan kapal-kapal nelayan menjauh dari area penembakan.

"Torpedonya tidak sampai diledakkan karena ini Kepala Latihan bukan Kepala Perang. Torpedo kepala latihan itu seperti drone gitu, dikendalikan," ujarnya.

Seperti diketahui, torpedo Black Shark merupakan buatan Whitehead Sistemi Subacquei (WASS), Finmeccanica Company, Italia, yang diketahui sebagai torpedo jenis baru dan modern untuk kapal selam.

HMAS Brisbane Integrates with Air Force Fifth Generation Fighters

Her Majesty’s Australian Ships Brisbane and Melbourne have successfully integrated into Exercise DIAMOND SHIELD, the Royal Australian Air Force’s Tier 1 air defence activity.

Operating off the coast of Newcastle, Brisbane embarked three Fighter Controllers from the Fleet Fighter Control Element, based at RAAF Williamtown.

Throughout the exercise, Brisbane and Melbourne contributed to high-end air warfare activities which tested the crew and greatly expanded collective understanding of complex warfighting scenarios.

Fighter Controllers had the opportunity to control a range of assets including F/A-18F Super Hornets and EA-18G Growlers, with up to 30 assets airborne at any one time.

Brisbane’s participation in DIAMOND SHIELD formed part of her Deployment Readiness work up as she prepares to conduct weapon firing and certifications in the United States later this year.

The large number of live air assets provided a number of challenges for the operations and sensors teams that far exceeds what can be generated in the maritime exercise areas in vicinity of Jervis Bay.

Further integration of the Royal Australian Navy’s new destroyers into complex air environments will be a critical pathway to realising the full potential of the Hobart Class in the future.

A highlight of the exercise saw the most modern and advanced Air Warfare platform in the Royal Australian Navy integrate and operate with Australia’s new fifth generation fighter, the F-35A Lightning II.

Fighter Controller, Lieutenant Kyle Livingstone said DIAMOND SHIELD was a great opportunity to prove the capability of the Navy’s new destroyers in a complex environment with the most modern and advanced platforms in the Air Force.

“Exercise DIAMOND SHIELD showcased what’s possible when combining the lethality and advanced capability of the Navy’s Air Warfare Destroyers with fifth generation fighter aircraft,” he said.

The Commanding Officer of HMAS Brisbane, Commander Josh Wilson said DIAMOND SHIELD provided the perfect opportunity for the Australian Defence Force to achieve a significant capability milestone.

“Achieving the first integration of the Destroyer capability with the Fifth Generation Joint Strike Fighter is of particular significance.

“The opportunity to integrate cutting edge air and maritime assets in a high end warfighting scenario is rare and proved an invaluable experience for the Brisbane team,” Commander Wilson said.

The Fleet Fighter Control Element seamlessly integrated into the Brisbane operations room team, demonstrating the ease with which Fighter Controllers contribute to high-end warfighting activities.

The Fleet Fighter Control Element is based at RAAF Williamtown and is a lodger unit within 3 Control and Reporting Unit.

Navy Fighter Controllers are Maritime Warfare Officers and serve at sea as Officers’ of the Watch prior to sub-specialising in air battle management.

Del Pilar-Class Frigates Redesignated as Patrol Ships

MANILA -- The Philippine Navy (PN) downgraded the designation of BRP Gregorio Del Pilar, BRP Ramon Alcaraz, and BRP Andres Bonifacio, all ex-United States Coast Guard cutters, from frigates into patrol ships.

"The PN deemed it relevant to redesignate our Del Pilar-class vessels as patrol ships since frigates are supposed to be a naval combatant that has more than one capability to address the multi-dimensional nature of naval warfare. This platform should have the capability for anti-surface, anti-air, anti-submarine and even electronic warfare suites," Navy spokesperson, Captain Jonathan Zata said in a message to the Philippine News Agency Tuesday.

Formerly, the three ships were designated as FF-15 (BRP Gregorio Del Pilar), FF-16 (BRP Ramon Alcaraz) and FF-17 (BRP Andres Bonifacio) to denote their role as frigates.

With the redesignation, these vessels will be using the patrol ship designation or "PS".

"As these capabilities are added into a platform they now take on a different role and even purpose as part of a fleet’s battle formation. So the need to correctly term a naval vessel based on its capabilities and specific role/s vis-a-vis being part of a naval force," Zata said.

The Del Pilar-class patrol ships are three former US Coast Guard Hamilton-class cutters acquired by the PN in 2011, 2013, and 2016.

These ships have a gross tonnage of 3,250 tons, a length of 378 feet, beam of 43 feet, and draft of 15 feet while its propulsion systems consist of two diesel engines and two gas turbine engines, giving it a top speed of 29 knots.

These vessels have cruising range of 14,000 miles and have a sea and loiter time of 45 days and armed with a 76mm Oto Melara automatic cannon, 25mm and 20mm light cannons and .50-caliber machine guns.

Cambodia Interested in Russian T-80U Main Battle Tank

Cambodia wants to buy Russian T-80U main battle tank? This is a question published by the Russian press after the visit of the Cambodian high-level military delegation to the Kantemirovskaya tank guard division.

Russian media reported that on April 1, a high-level military mission of the Royal Cambodian Army led by Lieutenant General Hunmanet visited the 4th Kantemirovskaya tank division. 

Here, Cambodian military officials were introduced by Russia to the tactical features of the T-80U main battle tank as well as the division's training of motorized infantry soldiers with combat vehicles BMP-2 infantry and armored vehicles carrying BTR-82A troops.

General Hun Manetan appreciated the professionalism of the training of Russian Army units and thanked the warm reception of tank soldiers of the unit.

According to the Russian press, this is a clear sign that this Southeast Asian nation is showing a particular interest in Russia's T-80U tank and may advance to sign a similar procurement contract, not far away.

The fact that the Royal Cambodian Army desires to own a new generation main battle tank has been mentioned many times in the past, the main reason is that Phnom Penh currently only has MBT in the service, while other countries neighboring families are undertaking rapid modernization.

Phnom Penh seems to have been more interested in the T-90 tank similar to Vietnam, but after balancing the financial resources, it seems they are inclined to buy old tanks to reduce the burden on the budget.

It is likely that the Royal Cambodian Army will choose T-80UE1 tanks, a Russian-made version intended to utilize the excess T-80U turret, when mounted on the T-80BV chassis.

The tactical features of the main battle tank T-80UE1 are difficult to compare with the T-90S/SK or VT4 or T-84 Oplot, but are not inferior to the T-72B1MS White Eagle.

The presence of these T-80UE1 armored vehicles in the near future (if the purchase contract is signed) will have the effect of increasing the strength of the Royal Cambodian Army many times over the present.

US Transfers Six Patrol Boats to Vietnam Coast Guard Region III

HANOI – The U.S. Embassy Hanoi officially handed over six 45-foot Metal Shark patrol boats to the Vietnam Coast Guard (VCG) in Khanh Hoa, Region III, on March 29, marking another important step in the continued security cooperation between the United States and Vietnam.

This transfer includes six brand-new fast-response Metal Shark boats–capable of reaching up to 35 knots–along with trailers and spare parts estimated to be worth approximately $12 ‎million USD.

“This official transfer at Region III Station at Van Phong Bay, the most central territory of Vietnam, is another milestone and evidence of the continued friendship between the U.S. and Vietnam,” said Colonel Nguyen Minh Khanh, Vice Commander, VCG Region III.

“Coast Guard Region III is unequivocally Vietnam’s most strategic region and arguably, its most important, proven by the high skill level of this group of boat drivers, handlers, and engineers. The Metal Shark trainers have called this group of graduating students ‘honor graduates’ because of their exceptional skill level and willingness to problem solve,” said LCDR Kristen Byers at the handover ceremony.


Delivering these patrol vessels represents deepening U.S.-Vietnam cooperation in the areas of maritime law enforcement, maritime search and rescue, and maritime humanitarian assistance operations within Vietnam’s territorial waters and exclusive economic zone. These patrols boats will assist VCG Region III in costal patrols and law enforcement to combat smuggling, illicit trafficking, piracy and armed robbery against ships, and illegal fishing. Over the past two weeks, the Vietnam Coast Guard has demonstrated their ability to operate the Metal Shark boats with proficiency and have proven they are ready for more advanced Metal Shark training.

Senior Captain Lam Van Nguyen, a student in the class, gave remarks at the handover ceremony and said, “The Metal Shark boats have excellent water jets that are flexible and very easy to maneuver in Vietnamese waters–perfect for maritime law enforcement. The Metal Shark boat classroom and practical exercises at sea were very useful.”

The U.S. Embassy, through its Office of Defense Cooperation, coordinates U.S.-Vietnam security cooperation activities on behalf of the U.S. Indo-Pacific Command to advance common defense goals and interests. This cooperation, as agreed upon in the September 2011 Memorandum of Understanding on defense cooperation, includes security assistance and educational exchanges between the U.S. and Vietnamese militaries.

Australia’s Defence Spending for FY 2019–20 to Rise by AUD2.3 Billion

Australia’s defence spending for fiscal year (FY) 2019–20 will rise by AUD2.3 billion (USD1.6 billion) to AUD38.7 billion, the government announced in its annual budget statement on 2 April.

Expenditure as a share of gross domestic product (GDP) will reach 1.93%, broadly in line with the government’s target of defence funding reaching 2% of GDP in FY 2020–21.

Funding over the forward estimates – the three fiscal years beyond the new budget – will total AUD136 billion, with the estimate for 2022–23 set at AUD48.7 billion.

A Safer Australia - Budget 2019-20 - Defence overview

Delivering the Integrated Investment Program

The Government is increasing investment in advanced Defence capabilities, while boosting Australia’s sovereign defence industry and creating Australian jobs.

Over the next decade to 2028-29, the Government is investing more than $200 billion in Defence capabilities including:

-the continuous naval shipbuilding program, which is investing around
$90 billion to build world class vessels, while also building a strong and viable Australian naval shipbuilding industry;

-continuing the purchase of the 5th generation F-35 Joint Strike Fighter and
P-8A Poseidon maritime surveillance aircraft to provide Australia with regionally superior combat and maritime surveillance capabilities;

-continuing to upgrade our EA-18G Growler electronic attack aircraft and
E-7A Wedgetail battlespace management aircraft; and

-building our policy and intelligence capabilities to ensure Australia has a deeper understanding of the world we live in.

Defence Capability Investment

Since the release of the 2018-19 Budget, the Government has committed around
$47.5 billion to new capabilities including:

-signing the Strategic Partnering Agreement for the $50 billion Attack class submarine program, which will see 12 regionally superior submarines designed and built in Australia;

-nine Hunter class frigates, valued at $35 billion, to replace the Anzac class frigates from the late 2020s. The Hunter class will be a highly capable and lethal surface combat capability;

-a fleet of 211 new advanced Combat Reconnaissance Vehicles to protect our troops, with the majority to be manufactured by Australian workers in Queensland, using Australian steel;

-unmanned maritime patrol aircraft, with an initial investment valued at
$1.4 billion to acquire the MQ-4C Triton through a cooperative program with the United States Navy;

-Integrated Soldier Systems, valued at up to $1 billion, that will deliver a broad range of equipment to ensure ADF personnel continue to meet emerging threats and that are less detectable, less susceptible to enemy attacks and able to fight longer and more effectively in challenging conditions; and

-the first tranche of the $1.1 billion Defence Fuel Transformation Program to deliver a safer, simpler and more assured Defence fuel network in partnership with industry.

Naval Shipbuilding Program

The Government's $90 billion investment in continuous ship and submarine building is the largest regeneration of the Navy since the Second World War. Fifty-four naval ships will be built in Australia using Australian steel. This commitment will create thousands of jobs for decades to come. 

Development of the Osborne North Shipyard in South Australia is continuing in preparation for the construction of the 12 new Attack class submarines.

The $535 million infrastructure redevelopment at Osborne South is on track to be completed in early 2020, in time for the start of Hunter class frigate prototyping. Nine Hunter class frigates will be built at the shipyard.

The first two Arafura class offshore patrol vessels (OPVs) are being built in existing facilities at Osborne South. Twelve OPVs will be built as part of the $3.6 billion investment to protect our borders and replace the existing patrol boat fleet. Ten OPVs will be built at Henderson in Western Australia. This project will also help sustain critical skills in Australia’s naval shipbuilding workforce.

Plans for the upgrade and development of facilities in WA to support the Hunter class frigates and the Arafura class offshore patrol vessels are progressing. Around $1.5 billion dollars will be spent on infrastructure in WA to support our new fleet.

Twenty-one Guardian class patrol boats are being built in WA to help our Pacific neighbours and Timor-Leste. Our $504 million investment will improve the security and prosperity of the region.
