TNI Ajukan Anggaran Rp 107 T di RAPBN 2019, Termasuk untuk Antiteror

Jakarta - Mabes TNI mengajukan anggaran untuk Rancangan APBN 2019 sebesar Rp 107 Triliun. Anggaran tersebut dialokasikan untuk pembangunan sarana hingga pembentukan organisasi baru anti-terorisme, Komando Operasi Khusus Gabungan (Koopsusgab) TNI.

"Kita hanya membahas mengajukan pagu anggaran, pagu anggaran yang sudah disetujui Rp 106 (triliun) koma sekian, kemudian kita minta tambahan Rp 107(triliun) koma sekian," jelas Panglima TNI Marsekal Hadi Tjahjanto di Gedung DPR RI, Senayan, Jakarta, Rabu (5/9/2018).

"Itu utamanya untuk pembangunan organisasi baru di wilayah timur di Sulsel, Papua, Sorong, kemudian pembentukan organisasi baru seperti koopsus TNI itu sudah dialokasikan," sambungnya.

Hadi merinci, dari Rp 107 Triliun, sebesar Rp 1,5 Triliun digunakan untuk organisasi baru itu. Uang tersebut dikhususkan untuk pembangunan sarana hingga perlengkapan senjata.

"Koopsus TNI itu Rp 1,5 trilun terdiri untuk pembangunan sarana dan prasarana, pemilihan material khusus, senjata dan perlengkapan lainnya," kata Hadi.

Hadi juga menuturkan, fokus anggaran di 2019 itu akan lebih banyak ke pembangunan infrastruktur dan juga melengkapi material untuk pasukan khusus. 

"Yang paling banyak adalah untuk pembangunan infrastruktur kemudian melengkapi material khusus, karena kalau pasukan khusus beda dengan yang lain, harus memiliki material khusus," ucap dia.

Anggaran yang paling besar dari alokasi TNI menurutnya juga akan dikeluarkan untuk pengadaan alutista. Anggaran TNI ini masuk dalam pagu anggaran Kementerian Pertahanan.

"Pengadaan lah. Masih sesuai dengan renstra, renstra dan target kita 2019 itu mencapai 72 persen sekarang baru 71,6 itu kan semua di Kemhan untuk pengadaan alutista," urai Hadi.


Tentera Darat Dijangka Peroleh Helikopter Tempur Awal Tahun Depan

KUALA LUMPUR  – Tentera Darat dijangka memperoleh helikopter tempur ringan jenis MD 530-G secara berperingkat awal tahun depan.

Panglima Tentera Darat, Jeneral Datuk Seri Ahmad Hasbullah Mohd Nawawi berkata, buat masa ini pihaknya sedang membuat percubaan pemanduan terhadap helikopter buatan syarikat McDonnell Douglas itu.

“Jika mengikut peranca­ngan ia (akan diperoleh) awal tahun depan, perolehan aset ini mengikut perancangan dan kita berpuas hati. Buat masa ini, Tentera Darat masih dapat laksanakan tugas menggunakan aset sedia ada,” katanya.

Ahmad Hasbullah berkata demikian dalam sidang media selepas Perbarisan Perintah Ulung Panglima Tentera Darat ke-27 di Kem Perdana Sungai Besi di sini, hari ini.



Sebelum ini, bekas Menteri Pertahanan, Datuk Seri Hishammuddin Tun Hussein dilaporkan berkata Tentera Darat bakal menerima perolehan aset baharu antaranya enam helikopter tempur ringan jenis MD 530-G menerusi Bajet 2018.

Sementara itu, Ahmad Hasbullah mengingatkan anggota dan pegawai Tentera Darat agar sentiasa berwaspada ancaman kumpulan militan Daesh.

“Pihak Tentera Darat sentiasa menjalankan program keseda­ran bagi mengelak anggotanya daripada terpengaruh dengan kegiatan seperti itu,” katanya.



Beliau juga berkata, empat teras yang digariskan Panglima Angkatan Tentera Malaysia (ATM), Jeneral Tan Sri Zulkifli Zainal Abidin akan dilaksanakan bagi memastikan Tentera Darat kekal cemerlang.

Teras tersebut adalah Angkatan Profesional, Ketumbukan yang Siap Siaga, Keutuhan Organisasi dan Memperkasa Kua­liti Hidup

“Arahan Kementerian Pertahanan juga akan dilaksanakan dan anggota tentera diingatkan supaya fokus terhadap tugas yang diamanahkan kepada mereka,” katanya.

Russia Offers Joint Project for AK Rifles Factory in Philippines

MANILA, Philippines — As bilateral ties become warmer, Russia believes it is time for the Philippines to “diversify” defense and other forms of cooperation with other countries, without damaging its traditional alliances.

As part of a blossoming “partnership,” Russia is proposing, among others, a joint project with the Philippines for the production of assault rifles, including Kalashnikovs, in this country.

“Last year… we proposed organizing a joint production facility here, to jointly produce Russian assault rifles,” Russian Ambassador Igor Khovaev told “The Chiefs” last night on Cignal TV’s One News channel.

Khovaev, however, said there has been no response so far from the Philippine government.

He stressed that Russia’s proffered hand of partnership has no “hidden agenda” or political strings attached.

“Russia has experience of supplying arms and military weapons to Indonesia, Malaysia and Thailand, so it’s time to be open-minded. It’s time to diversify. Diversify cooperation with no damage to your traditionally close relationship with the some other allies,” Khovaev said,

The Kalashnikov range of assault rifles includes the AK-47 – Avtomat Kalashnikov or Kalashnikov’s Automatic Rifle, arguably the most widely used of its kind in the world. Developed by Mikhail Kalashnikov, the AK-47 was first used by Soviet forces in 1949.

Kalashnikov also produces shotguns, rifles, pistols and ammunition.

Asked about the status of his proposal, Khovaev replied, “I hope it’s still under consideration.”

The proposal is likely to be blocked by the United States, with which the Philippines has a defense alliance.

Last month, during a visit to Manila, Randall Schriver, US assistant secretary of defense for Asian and Pacific security affairs, cautioned Manila against buying military hardware from US rival Russia. Schriver issued the statement as Philippine defense officials were reportedly considering the acquisition of a submarine from Russia.

President Duterte slammed Schriver’s statement, saying, “Is that the way you treat an ally?… You want us to stay with you for all time? Who are you to warn us?”

Reacting to Schriver’s warning, Khovaev emphasized that the US and other traditional allies of the Philippines should not interfere in the bilateral cooperation between Manila and Moscow and the choices made by the two countries, including defense cooperation and acquisition of arms and weapons.

SAAB Receives Australian Order for Carl Gustaf M4

Saab has received an order for deliveries of the new Carl-Gustaf® M4 multi-role weapon system to the Australian Army. This is Saab´s sixth customer for the Carl-Gustaf M4 system since its launch in late 2014. Deliveries will take place during 2020.

The new version retains all the effectiveness and versatility of the proven Carl-Gustaf system while introducing a range of major enhancements. These include a lighter weight design (weighing less than 7 kg), a round counter, improved safety and intelligent features, such as compatibility with future intelligent sighting systems and programmable ammunition, which collectively offer significant operational improvements for the soldier. The weapon is fully backward compatible with all ammunition types.

“With the introduction of the M4 version the Australian Army will have a weapon with the latest technology and improved ergonomics providing an increased tactical flexibility to deal with most situations on the battlefield”, says Görgen Johansson, head of Saab business area Dynamics.

The Carl-Gustaf has seen extensive operational service with the Australian Army and moving to the M4 weapon represents the continued modernisation of this important lethality system.

Presiden akan Hadiri Peluncuran Kapal Selam PT PAL

Tim Kedeputian V Kantor Staf Presiden yang terdiri dari Theofransus Litaay (Tenaga Ahli Utama), Akbar Fajri (Tenaga Ahli Muda), dan Catur Aryanto (Tenaga Ahli Muda) melaksanakan verifikasi lapangan bidang industri pertahanan ke PT. PAL Indonesia (Persero) di Surabaya, Jawa Timur. Verifikasi ini ditujukan untuk memantau program/kegiatan prioritas nasional yang dilaksanakan oleh PT. PAL yang menjadi pantauan Kantor Staf Presiden Republik Indonesia melalui Sistem Pemantauan (SISPAN).

Selaras dengan janji Presiden untuk menjadikan Indonesia sebagai poros maritim dunia, kekuatan laut mutlak menjadi syarat utama. Oleh karena itu, pengembangan industri pertahanan khususnya bidang perkapalan merupakan salah satu unsur esensial yang harus dikawal. Selain memproduksi kapal niaga, PT PAL juga memproduksi kapal perang. Saat ini, PT PAL tengah dalam proses produksi jenis kapal landing platform dock (LPD) yang dipesan khusus oleh TNI AL.

Permintaan produksi kapal perang kepada PT. PAL terus meningkat setelah sebelumnya pada 2016 PT.PAL berhasil memproduksi dua kapal jenis strategic sealift vessel (SSV) pesanan Filipina dengan kisaran harga antara 45 – 50 juta dolar AS. Salah satu di antaranya adalah  pesanan dari Senegal yang berupa kapal tanker dan kargo seberat 18.500 ton. Di samping itu, Senegal juga mengutarakan minatnya untuk membeli dua unit kapal patrol ukuran 60 meter.

“Verifikasi dan kunjungan ini merupakan salah satu upaya untuk memastikan kemampuan produksi alutsista sektor laut yang dilaksanakan oleh PT. PAL. Progres yang ditunjukkan oleh PT. PAL menunjukkan performa yang sangat baik dalam perakitan kapal selam, pembangunan Kapal Cepat Rudal (KCR) 60 meter dan kapal LDP pesanan TNI AL. Korea Selatan sebagai negara mitra kerja sama dalam pembuatan kapal selam ini mengakui bahwa hasil pengelasan dan perakitan kapal selam di Indonesia adalah yang paling sempurna dari pengelasan dan perakitan kapal selam yang juga dilakukan oleh negeri gingseng itu. Kita harus bangga akan pencapaian kerja anak bangsa ini,” tukas Theofransus Litaay.

Direksi PT PAL mengungkapkan apresiasinya atas kunjungan KSP untuk meninjau langsung PT.PAL. “Kami sangat senang dengan adanya kunjungan dari KSP ini karena kami bisa langsung mendiskusikan kegiatan prioritas yang dilaksanakan oleh PT PAL dalam rangka mendukung Indonesia sebagai negara poros maritim dunia. Selain itu, kami juga ikut bertanggung jawab dalam memenuhi alutsista untuk menjaga keamanan laut” ujar Turitan Indaryo, Direktur Pembangunan Kapal PT PAL.

Direktur Utama PT PAL, Budiman Saleh, menutup pertemuan dengan KSP dengan menyatakan harapan Presiden Jokowi dapat hadir dalam waktu dekat ke PT. PAL dalam rangka peresmian beberapa agenda di antaranya penamaan hangar kapal selam, pengiriman KCR 60, peluncuran kapal selam dan pengiriman LPD pesanan TNI AL.

Jordan Transferring 2 Cobra Attack Helicopters to PHL in July 2019

The two used Bell Cobra attack helicopters pledged by the government of Jordan for Philippine Air Force (PAF) are now expected to be transferred in July 2019.

This is among the topic discussed by King of Jordan Abdullah II bin Al-Hussein and President Rodrigo Duterte during their meeting in Amman, Special Assistant to the President Bong Go said in message to members of Philippine media covering President Duterte’s trip to Jordan.

Go said PAF pilots will undergo first training in Jordan prior to the transfer.

The donation will include arms like mortars, rifles and rocket-propelled grenades.

EOS Launches New Ultra Light R150 RWS

Electro Optic Systems (EOS) today launched the latest product in its family of highly successful remote weapons systems.  The R150 is a stabilised, lightweight platform for remotely mounting weapon systems on protected vehicles. It follows in the footsteps of its larger sibling, the R400.  Designed to be half the weight, the R150 has exactly the same performance characteristics as the R400 when fitted with weapons up to and including the 12.7mm machine gun.

Developed as part of a Commonwealth Priority Industry Capability Innovation Proposal to develop the next generation of sovereign remote weapon systems, the R150 has now finalised testing and is due to enter production by the end of 2018.

The stabilised lightweight remote weapon system that can be fitted with a heavy machine gun, something that no other remote weapon system in its weight class can do.

It uses exactly the same control group and electronics and is plug and play. A vehicle with an R400 mounted can be replaced with and R150 in approximately 20 minutes and there is no discernible difference for the operator.

Over 1200 of the R400 have been sold world-wide and interest in the R150 is growing, with EOS having been approached by several overseas countries looking for a lighter weight system to provide protection for smaller armoured and logistic vehicles.

EOS is already a major defence industry exporter and the addition of the R150 has the potential to add further overseas contracts and support job growth in Australia, directly with EOS and through its Australian supply chain.

The EOS R400 remote weapon system is in-service with the Australian Army on the Bushmaster Protected Mobility Vehicle – Medium and has been selected as the remote weapon system for the BOXER Combat Reconnaissance Vehicle Project support vehicles.

PTDI Serahkan Pesawat CN295 dan Helikopter Pesanan Polri

CN295, pesawat baru polisi udara besutan PT DI

Merdeka.com - Direktorat Polisi Udara Baharkam Mabes Polri memiliki satu pesawat baru CN295 produksi PT Dirgantara Indonesia. Penyerahan pesawat multiguna ini secara resmi diserahkan Dirut PT DI Elfien Goentoro kepada Kabarhakam Mabes Polri Komjen Moechgiyarto, di Mako Ditpol Udara Korpolairud Baharkam Polri, Pondok Cabe, Tangerang Selatan, Jumat (7/9).

Selain pesawat CN295, PT DI juga menyerahkan satu unit Helikopter Bell 412 EP sesuai masa kontrak serah terima pada September 2019.

Elfien Goentoro mengatakan, pesawat CN295 merupakan pengembangan dari pesawat CN235 yang porsi badanya (fuselage) diperpanjang tiga meter. Selain itu, CN295 ini juga menggunakan mesin terbaru turboprop Pratt & Whitney PW127G yang dilengkapi enam bilah baling-baling Hamilton Standard 586-F.

Pesawat ini, lanjut dia, juga memiliki lima konfigurasi berupa VIP, Passenger, Troops, Paratroops, dan Medical Evacuation.

"Ini adalah pesawat multiguna, yang memiliki konfigurasi yang disiapkan PTDI dan diserahkan bersamaan dengan penyerahan pesawat," kata Elfien.

Lebih jauh, Elfien menerangkan, untuk kapasitas konfigurasi penumpang pada pesawat CN295 ini memiliki kemampuan angkut hingga 50 orang penumpang.

"Konfigurasi troops kapasitas adalah 70 orang, konfigurasi fully equipped paratroops kapasitasnya adalah 45 orang, sementara untuk konfigurasi medical evacuation mampu membawa 24 stretchers," terangnya.

Dia mengatakan, pesawat multiguna ini merupakan pesawat terbang hasil kerjasama industri antara PTDI dengan Airbus Defense & Space (ADS) yang dikerjakan di kawasan produksi PTDI di Bandung, Jawa Barat.

"Dengan diserahkannya pesawat CN295, diharapkan dapat meningkatkan kinerja Kepolisian Udara Republik Indonesia dalam setiap pelaksanaan operasi kepolisian udara. Pesawat CN295 Polud ini merupakan pesawat ke-10 yang diproduksi PTDI, di mana 9 unit pesawat CN295 sebelumnya sudah diserahkan dan dioperasikan oleh TNI AU," kata Elfien.

Komjen Moechgiyarto mengatakan, pesawat yang dibeli dengan skema kredit Swasta Asing (KSA) ini adalah pesawat ke 11 milik Direktorat Polisi Udara RI. "CN295 kita sudah ada 10 dengan hadirnya ini bertambah menjadi 11, sedangkan helikopter kita ada 48. Nanti akan ditambah 1 lagi menjadi 49 armada untuk tahun 2018," ucap dia.

Menurut mantan Kapolda Metro Jaya ini, jumlah pesawat yang ada saat ini, memang jauh dari ideal. Namun pihaknya berusaha memenuhi standar minimal peralatan dan perlengkapan Polisi udara.

"Kalau ideal negara tak akan mampu, kita standar minimal saja kita akan buat standar kebutuhan minimal peralatan udara itu sejauh berapa yang kita inginkan. Memang kalau kita lihat standar kebutuhan masih jauh dari harapan yang kita inginkan," terang Moechgiyarto.

BAE Mulls CV90 for LAND 400 Phase 3

BAE Systems Australia’s contender for the Army’s new Infantry Fighting Vehicle (IFV) may be the CV90, a widely used armoured vehicle in service in Sweden and other European nations.

But BAE Systems hasn’t officially decided if it will compete in Project LAND 400 Phase 3.

A spokeswoman said CV90 was a combat proven infantry fighting vehicle which featured the latest technology and innovation to help keep soldiers safe. 

“As always, we look to support the Commonwealth to protect and enable our military forces where we can offer value for money, high performance system solutions that meet their needs. We are assessing the RFT and will make a decision in due course,” she said.

BAE Systems lost out to Rheinmetall in the contest for LAND 400 Phase 2 for new Combat Reconnaissance Vehicles. Rheinmetall is regarded as a top contender for Phase 3.

Still, BAE Systems displayed a Norwegian Army CV90 IFV at LAND FORCES.

The vehicle on display at LAND FORCES was actually borrowed from the Norwegian Army.

“CV90 has been around since the 1990s. The first customer was Sweden then followed by Norway. Then the Finns came along and the Swiss came along, the Netherlands came along, the Danes bought it and the final customer is Estonia,”  said Jens Wagberg, BAE Systems Hagglunds vehicle architect.

A total  of 1,280 are in service. The largest user is the Swedish Army with more than 500. There are 15 different variants including the IFV, the most common.

In Swedish service CV90 is armed with a 30mm Bushmaster gun and Kongsberg remote weapons system. The IFV version weighs 35 tonnes.

The vehicle has a crew of three and room for eight dismounts. Power comes from a Scania V8 which features low fuel consumption and up to 900 kilometres range.

CV90 has seen active service with Swedish, Danish and Norwegian units in Afghanistan, with some hit by improvised explosive devices (IEDs).

There was one fatality when a CV90 was flipped over by a really big IED, a blast which would have upturned a main battle tank, Mr Wagberg said.

CV90 comes with one particularly useful feature, rubber tracks, though traditional steel tracks is an option. The entire Norwegian fleet has rubber tracks.

Rubber racks are much kinder to road surfaces and to vehicle occupants.

“It makes a huge difference on the machine itself, [reduces] strains on the sensors and the soldiers,” he said.

In Afghanistan one of the Norwegian vehicles was tried out with rubber tracks and proved a complete success, with crews overwhelmingly preferring rubber over steel.

The DTI Thailand has tested the performance of the tires amphibious troop transport, some examples of AAPC protocols, such as float tests and in-water tests, are closed waters,  
open sea trials at the beach, amphibious assault Marine Corps. The latest AAPC tires are part of the marine testing requirement that the vehicle must be able to withstand the sea at Sea State 2 and stabilize in water at Sea State 3.


DTI AAPC amphibious landing gear prototype made in the open sea, has the same camouflage color as the 12-ton BTR-3E1 wheeled armoured vehicle of Tank Regiment, Tank Brigade, Marine Corps. The prototype AAPC ammunition has been fitted with a 30mm turret, which is believed to be a mock-up turret for testing stability in open sea.

ST Kinetics Singapore is a consultant for the design of Black Widow Spider wheeled 8x8 for the Thai Army to DTI Thailand, which has used a 30mm Remote Weapon Station turret with the Elbit Systems UT30MK2 Israel for a master car.



The prototype AAPC with ST Kinetics, Singapore, is a consultant to DTI, although not yet detailed, but the 30mm turret will provide the turret that the company recommends, which is compatible with the vehicle and suitable for floating in the water.

TRIBUNNEWS.COM - PT Dirgantara Indonesia (PT DI) siap mengekspor pesawat ke empat negara pada 2018 ini.

Keempat negara tersebut adalah Nepal, Senegal, Australia dan Pantai Gading.

Untuk Australia, pesawat yang yang dipesan ke PT DI digunakan untuk operasional di kutub selatan atau Antartika.

"Mungkin kami dapat tambahan book order sekitar empat CN235 sampai akhir tahun. Kebetulan yang Australia digunakan untuk di Antartika," ujar Direktur Niaga PTDI, Irzal Rinaldi di Pondok Cabe, Tangerang Selatan, Jumat (7/9/2018).

Selain pesanan dari luar negeri, lanjut Irzal, pihaknya juga tengah merakit pesawat untuk di dalam negeri.

"Kita ada yang punya TNI AL, ada 2 unit," kata Irzal.

Irzal mengatakan, harga pesawat CN235 yany dipesan oleh masing-masing negara tersebut senilai 35 juta dollar AS per unit.

"Kalau (TKDN) CN235 39 persen. Karena itu kebanyakan komponen impor," ucap dia.

Sebelumnya, PT Dirgantara Indonesia baru saja menjual pesawat CN295 ke Polri.

Penyerahan unit pesawat tersebut dilakukan di Mako Direktorat Polisi Udara, Baharkam Polri, Pondok Cabe, Tangerang Selatan, Jumat (7/9/2018).

Seiring dengan diserahkannya pesawat CN295 ini, diharapkan dapat meningkatkan kinerja Kepolisian Udara Republik Indonesia dalam setiap pelaksanaan operasi kepolisian udara.

Pesawat CN295 Polud ini merupakan pesawat ke-10 yang diproduksi PTDI. Sembilan unit pesawat CN295 sebelumnya sudah diserahkan dan dioperasikan oleh TNI AU.

TNI AU.Singapura-Dispenau - Untuk meningkatkan kemampuan penerbang tempur melaksanakan operasi pertempuran udara, TNI AU dan Angkatan Udara Singapura (Republic of Singapore Air Force_– RSAF) menggelar latihan bersama yang dikemas dalam  Joint Figther Weapon Course – JFWC).

Latihan dibuka oleh Wakil Kepala Staf Angkatan Udara (Wakasau) Marsdya TNI Wieko Syofyan dan Chief of Staff AS RSAF BG. Tommy Tan, dalam sebuah upacara militer di Paya Lebar AFB Singapura, Kamis (6/9/2018).

Dalam sambutannya, BG. Tommy Tan mengatakan,  JFWC merupakan ajang bagi penerbang tempur TNI AU dan RSAF untuk meningkatkan kemampuan operasi tempur.

“Latihan untuk melatih penerbang tempur kedua angkatan udara melakukan pertempuran di udara secara lebih profesional, sekaligus mempererat kerjasama kedua angkatan udara,” ujarnya.

JFWC kali ini merupakan latihan yang ketiga. Latihan di bagi dalam dua kegiatan, ground school dan manuver lapangan. Untuk ground school dilaksanakan selama dua minggu di Paya Lebar, sementara manuver lapangan dilaksanakan selama tiga bulan di Lanud Roesmin Nurjadin Pekanbaru.

TNI AU mengerahkan 4 pesawat tempur F-16 Fighting Falcon dari Skadron Udara (Skadud) 3 Lanud Iswahjudi Madiun dan Skadud 16 Lanud Roesmin Nuryadin Pekanbaru. Sementara RSAF mengerahkan 6 pesawat F-16 dari 140 SQ, 143 SQ dan 145 SQ.

Dalam manuver lapangan, kedua angkatan udara akan melaksanakan berbagai macam latihan, mulai Basic Fighter Maneuver (BFM), Air Combat Tactic (ACT), Surface Attack Tactic (SAT) hingga puncaknya adalah Large Force Employment (LFE) atau Mission Orientation Training (MOT).

Dalam kegiatan JFWC, juga dilaksanakan kursus Ground Control Intercept (GCI) yang diikuti oleh 2 perwira GCI dari Satrad 231 Lhokseumawe dan Satrad 222 Ploso serta perwira GCI RSAF. Kursus ini melatih kemampuan para GCI untuk memberikan informasi posisi target lawan (termasuk kawan) secara tepat, sehingga para fighter memiliki Situation Awareness pertempuran yang baik.

Turut hadir mendampingi Wakasau, Aspam Kasau Marsda TNI Dwi Fajariyanto, Asops Kasau Marsda TNI Johanes Berchmans SW, Kadisopslatau Marsma TNI Jemi Trisonjaya M. Tr (Han), Danlanud Rsn Marsma TNI Ronny Irianto Moningka dan Paban III/Lat Sopsau Kolonel Pnb Danang Setyabudi serta Atase Pertahanan RI di Singapura Kolonel Pnb Tjahya Elang Migdiawan.

Vietnam Places Orders for Russian Weapons Worth Over $1 Billion: TASS

HANOI (Reuters) - Vietnam has placed orders for Russian weapons and military services worth more than $1 billion, Russia’s TASS news agency has reported, as the Southeast Asian country bolsters its defense capability.

“We have a portfolio of orders worth more than $1 billion,” TASS cited Dmitry Shugayev, head of Russian Federal Service for Military-Technical Cooperation, as saying on Thursday.

The report came during a visit to Russia by Nguyen Phu Trong, the general secretary of Vietnam’s Communist Party.

It did not give any details of the deals.

Vietnam and Russia have had close relations for decades.

Russia is Vietnam’s biggest weapons supplier and Russian companies are involved in several Vietnamese energy projects.

Vietnam had earlier bought six state-of-the-art Kilo attack submarines, along with several warships, jet fighters and other military equipment from Russia.

“The two sides have confirmed their commitment to continue developing their military ties,” Vietnam’s Communist Party said in a statement on Friday, after a meeting in Russia between Trong and Russian President Vladamir Putin.

Vietnam has been one of the world’s most active arms importers over recent years, amid China’s increasingly aggressive territorial claims in the South China Sea, where the neighbors have long-standing rival claims.

Vietnamese and Russian companies signed several cooperation agreements during Trong’s visit, including three on banking cooperation, according to the Vietnamese government.

The Real Problem with The Sukhois: The Russians

(FMT) – The fighter jet problems as revealed by Defence Minister Mohamad Sabu last month have nothing to do with weaknesses in maintenance, says a high ranking official with knowledge of the air force.

Speaking to FMT on condition of anonymity, he said the Royal Malaysian Air Force (RMAF) was under pressure due to the limited budget to maintain its fleet comprising different types of aircraft.

Mohamad, or Mat Sabu, had last month said that only four of the country’s 18 Russian-made Sukhoi Su-30MKM could fly, while the others were under repair.

But at the centre of the problem, said the official, is the manufacturing country itself.

“The problem with the Russian planes is the Russian way of doing business,” he said.

The Sukhois, the most advanced fighter jets in the RMAF’s inventory, was purchased in a deal worth US$900 million in 2003, in the final year of Dr Mahathir Mohamad first stint in office.

The deal was inked in 2003. Six Sukhois were delivered in 2007 and the rest in 2009.

As part of the deal, Russia bought palm oil from Malaysia, and trained a Malaysian astronaut, who in 2007 became the first Malaysian to travel to space.

The official said initially, RMAF received good support from the Russians, but soon it found out about the “complications” of Russian bureaucracy.

Among the problems is that customers must go through a state-owned company, which would then deal with the original manufacturer or design bureau.

“That makes things difficult,” he said.

He said the Russian way of doing business wasn’t as “open or transparent” compared to other Western nations.

“They are supposed to support us for a certain time after we procured the jets, they don’t disclose everything. In the midst of procurement, we weren’t informed on the need to carry out certain types of maintenance after 10 years, which only they can do.”

On the other hand, US-made jets are easy to manage as their maintenance and procurement systems were straightforward and systematic, he added.

He said the Americans have the Foreign Military Sales (FMS) programme to facilitate the sales of arms, defence equipment, defence services, and military training to foreign governments.

“Ultimately, this means anything purchased from America and the subsequent servicing was very reliable,” he said.

The source said although the government had over the years delivered its allocation for RMAF, it was not enough taking into account its diverse and ageing fleet.

Meanwhile, an industry source, echoing similar concerns, said the servicing of Russian planes was more expensive as it had to go through third parties.

He said the more transparent manner in dealing with countries like the US and the UK was not something that local officials would welcome.

“The problem with defence procurement in this country is that Malaysian officials don’t like to buy from the US or UK because with them everything is above board.

“National security is often used as an excuse for corruption,” he added.

China’s Budget Jet Fighters on Course for Asian Airspace

After submarines for Thailand and littoral patrol ships for Malaysia, China’s defense industry conglomerates continue to reap orders from South and Southeast Asia.

The state-owned Aviation Industry Corp of China (AVIC) indicated on its WeChat account earlier this week that it had a haul of orders from an unspecified Southeast Asian county for its FTC-2000G multipurpose aircraft, the export version of the J-7 interceptor jet that ceased production in 2013, which in turn was a license-built version of the Soviet Mikoyan-Gurevich MiG-21.

AVIC stressed it owned “independent intellectual property rights of the aircraft.”

The company said the first batch of FTC-2000Gs with improved aerodynamics and fuel capacity would roll off its production line in Anshun in southwestern Guizhou province for their maiden flights by the end of this month, and the aircraft would then head for the southern city of Zhuhai in Guangdong province for the China Airshow, to be held in November.

Xinhua also reported on Wednesday that the first FTC-2000G finished production and was pulled out from the plant to appear at a ceremony held by its manufacture, Guizhou Aviation Industry Corp under the AVIC umbrella.

AVIC said the versatile aircraft would suit patrols, training, aerial combat and ground attack and could be fully converted into a reconnaissance plane.

The aircraft uses a diverterless supersonic inlet, a large leading edge root extension and has up to seven hard points for armament with a maximum suspension weight of 3,000 kilograms. It has an endurance of three hours and a range of 2,500 kilometers.

Observers say the FTC-2000G could be highly marketable across Southeast Asia and Africa where many air forces have long been rustling up their fleets made up of the outmoded MiG-21, F-5 and the like that are nearing the end of their service lives.

Compared with rival offerings like South Korea’s FA-50 and Italy’s M-346, the FTC-2000G’s distinctive cost-performance appeals to foreign militaries with limited budgets to upgrade their fleets.

Previous buyers of China-built aircraft, including Myanmar and Pakistan, will be its potential clients, an expert told the Global Times.

Prototipe#2 N-219 Siap Mendukung Sertifikasi

Prototipe kedua pesawat N-219 buatan PT Dirgantara Indonesia telah selesai dan siap menjalani serangkaian tes untuk keluarnya sertifikasi pesawat angkut ringan N-219 "Nurtanio" hasil rancangan LAPAN.

Total 4 unit prototipe diperlukan untuk proses sertifikasi pesawat ini. Dua unit dibuat secara "full-complete" karena akan menjalani "flight test", sedangkan dua unit lagi tidak dalam keadaan "full complete" karena untuk menjalani "structure test" di laboratorium dan tidak untuk terbang.

Untuk prototipe pesawat yang akan menjalani "flight test" yaitu pesawat pertama dan kedua sebagaimana dikutip dari IndoAviation akan menajalani misi yang berbeda. Pesawat  kesatu akan menyelesaikan pengujian performa dan struktur, sedangkan pesawat kedua untuk pengujian sistem, seperti avionic system, electrical system, dan flight control. 

Flight test akan dilakukan oleh pesawat pertama dan kedua, dari 100 persen subject flight test, dibagi menjadi dua, 50:50, sehingga flight test dapat optimal dan memungkinkan untuk bisa selesai dalam tahun ini.

Pesawat ketiga dan keempat akan menjalani fatigue test yang membutuhkan 3000 cycle fatigue test untuk mendapatkan Type Certificate di akhir tahun 2018. Pengujian kekuatan struktur dan uji kelelahan tersebut dilaksanakan di gedung MMC PTDI di Bandung.

Setelah mendapatkan Type Certificate dari Direktorat Kelaikan Udara dan Pengoperasian Pesawat Udara Departemen Perhubungan RI, dimulailah tahapan serial production untuk mendapatkan sertifikasi produksi (Production Certificate). Diharapkan pada pertengahan tahun 2019 pesawat ini sudah mulai masuk produksi massal dan memasuki pasar.

Helicopters of the future are likely to feature a pair of contra-rotating rotors and a rear pusher propeller, a configuration which makes them faster than conventional helicopters, just as manoeuvrable and easier to fly.

Helicopters of this new design are fast maturing and are likely to start entering service with the US military around the time Australia starts looking to replace its Tiger Armed Reconnaissance Helicopters.

Sikorsky director of business development for Future Vertical Lift Richard Koucheravy said the US had reached the conclusion that for future combat, helicopters would need longer range and higher speed while maintaining lethality.

For Future Vertical Lift Sikorsky is jointly developing the Defiant with Boeing, using its experience with its Raider and X-2 demonstrators.

The Raider uses a compound coaxial lift offset rotor with a pusher prop. It first flew in 2015 and has achieved maximum forward airspeed of 185 knots with some manoeuvring.

“We believe the end state will be a helicopter that flies above 220 knots and is fully manoeuvrable,” Mr Koucheravy said at LAND FORCES on Wednesday.

The earlier X-2 concept demonstrator aircraft achieved 250 knots.

The US Army has issued a draft offer for its ambitious Future Vertical Lift program with design awards mid next year and prototypes flying in 2023-24 and production from 2028.

“Essentially what the X2 technology allows in forward flight is two rotor systems providing lift on both sides of the aircraft. If you only have one (rotor), the retreating blade stops producing lift at high speeds,” he said.

“This retains the very best hover and low speed performance of a helicopter yet allows you to fly at near airplane speeds.”

Helicopters with contra-rotating rotors aren’t new. The Russian firm Kamov makes a number of helicopters in this configuration, of which perhaps the best known is the Ka-50 attack helicopter.

These machines feature flexible rotor blades which means the two rotors need to be widely spaced. Raider uses rigid blades which means the rotors can be placed closer together.

Flight controls are fully fly-by-wire, making pilot operation far easier than with traditional controls.

Lockheed Martin director of business development for Australia and New Zealand Neale Prescott said this new technology was especially important for Australia.

“At the time that Australia is going to be making choices around the Defence Integrated Investment Plan, the Special Forces light helo, potential replacement of the Armed Reconnaissance Helicopter, the Future Vertical Lift program will be absolutely relevant,” he said.

“Later on in the decade the Australian battlefield lift helos will be examined to determine do they proceed on or do they look at an alternative.

“This is the next technology in rotor craft. It brings a lot of opportunity for the Australian Defence Force in terms of speed and endurance and the tactical advantage,” Mr Prescott said.

PHL’s Offshore Patrol Vessel from France Arriving August 2019

The Philippine Coast Guard (PCG) has announced that its offshore patrol vessel 270 (OPV 270) being built by French shipbuilder OCEA will be delivered August 2019.

PCG made the announcement upon confirming the arrival of its second of four 24-meter Fast Patrol Boat type OCEA FPB72 Mark II also built by OCEA.

“The third and fourth 24-meter fast patrol boat under the project is scheduled to be delivered in the Philippines on November 2018, while the 82-meter offshore patrol vessel is scheduled to be delivered on August 2019,” PCG said.

OCEA said OPV 270 is an outcome of 30 years of experience and permanent innovation in the field of aluminum design and shipbuilding.

“OCEA confirms its presence in the offshore patrol vessels (OPV) segment, initiated during the 2014 EURONAVAL exhibition by the presentation of its OPV range. OCEA has already delivered 60 m units to the Indonesian Navy in 2015 and to the Senegalese Navy in 2016,” OCEA said.

OPV 270 has a total capacity of 40 crew, 26 personnel, 35 survivors; speed of 22 knots; range of 8000 nm @ 12 knots; and endurance of 5 weeks.

An OPV 270 is designed to for missions like exclusive economic zone (EEZ) surveillance operations, smuggling and illegal immigration control, fight against piracy and trafficking, control of vessels at sea, search & rescue, natural resources and blue economy protection, fight against pollution, and diving operations.

Kemenhan: 2 Sukhoi SU-35 yang Dibeli dari Rusia Tiba Tahun Depan

Jakarta - Kementerian Pertahanan (Kemenhan) mengatakan 2 pesawat Sukhoi Su-35 yang dibeli dari Rusia akan tiba tahun depan. Dua pesawat itu bagian dari total 11 pesawat Sukhoi Su-35 yang dibeli Indonesia.

"Alutsista masih menggunakan yang dulu belum ada penambahan kecuali Sukhoi. Sukhoi akan tiba di Indonesia pada 2019 nanti (sebanyak) 2 unit," kata Kepala Pusat Penerangan dan Komunikasi Kemenhan Brigadir Jenderal (TNI) Totok Sugiarto di restoran D'Cost, Jalan Abdul Muis, Jakarta Pusat, Senin (10/9/2018).

Dia menyebut pesawat itu akan datang secara bertahap. Untuk pertama ini, baru 2 pesawat yang akan tiba.

"Nanti datang 11 unit, 2, 4, 5 kalau nggak salah, bertahap. Tapi pertama tiba 2019 bulan Agustus. Mudah-mudahan nggak ada kendala apa-apa," imbuhnya.

Mengenai pesawat tempur itu, Menhan Ryamizard Ryacudu mengatakan sudah ada penandatanganan kontrak pembelian antara Indonesia dan Rusia. Menurutnya, Indonesia memiliki keuntungan tersendiri saat membeli pesawat itu.

"Itu kan ada 2, dari Kemenhan dan Kementerian Perdagangan jadi itu 50% dibayar anggaran negara, 50% dari sistem dagang jadi lebih hemat lagi negara akibat ini. Mau nggak mau dia harus terima ekspor kita," kata Ryamizard kepada wartawan di kantor BPK RI, Jalan Gatot Subroto, Jakarta Selatan, Senin (10/9).

Ryamizard mengatakan 2 pesawat yang datang pada tahap pertama ini akan bisa digunakan saat HUT TNI pada 5 Oktober 2019.

"Memang bikin pesawat nggak gampang, insyaallah satu tahun depan pada waktu HUT TNI 2 pesawat dulu sudah jalan," sambungnya.
