Pemerintah Tak Jadi Beli Hercules Australia

"Sementara kami masih wait and see," ujarnya.

A Memorandum of Understanding (MoU) covering the relocation of a highly advanced US space surveillance telescope to the Harold E Holt Naval Communication Facility in Exmouth has been signed in Washington by Defence Minister David Johnston and his US counterpart, Chuck Hagel.

“As a key outcome of the Australia-United States Ministerial Consultations in Washington DC, US Secretary of Defense Hagel and I signed an MoU regarding the relocation of the US space surveillance telescope to the Harold E. Holt naval base,” said Senator Johnston.

“This is a significant initiative under the Australia-US Space Situational Awareness Partnership, and will provide an important capability for both Australia and the US.

“Furthermore, it is a demonstration of the ability of Australia and the US to work together to meet shared challenges.

“Like all modern economies, Australia relies upon space for a range of purposes, including national security, banking, navigation, communications and weather forecasting. Often we do not realise that the technologies upon which our modern lifestyles depend both utilise and rely on assured access to space-based capabilities.

“Just as our dependence on space is growing, however, so too are the risks to our access to space. These risks include increasing congestion of international and commercial space use, and the growing amount of orbiting space debris. The consequences of collisions in space can be devastating and uncontrollable.”

The space surveillance telescope will assist in addressing these risks by improving the ability to monitor space over the southern hemisphere. The highly advanced technology of the telescope will enable it to observe objects in space out to 36,000km above the earth.

The telescope, which will be operated by Australia on behalf of the US, will contribute to the US global Space Surveillance Network, which provides warnings to all satellite operators of potential collisions with other satellites or debris. The telescope will complement another initiative to also relocate a C-band space surveillance radar to Exmouth.

Under the signed agreement, Australia will be responsible for constructing a building at the Harold E. Holt facility to house the telescope, and will share the costs of operating and maintaining the telescope with the US Air Force.

The telescope is expected to operate from 2016. Consistent with long-standing policy, these activities will take place with the full knowledge and concurrence of the Australian Government.

This initiative represents a giant leap forward in Australia-US defence space cooperation, and will have benefits not only for our respective countries, but also every nation and individual that relies upon space on a daily basis.

Defence Minister Senator David Johnston today announced the Defence Materiel Organisation has signed a multi-million dollar contract with ASC Pty Ltd to update the control management and monitoring system for the Royal Australian Navy’s Collins Class submarines.

Senator Johnston said the Integrated Ship Control Management and Monitoring System is a highly automated computerised system, which enables the crew of a Collins submarine to control, monitor and manage the large number of diverse and complex systems on board the submarines.

“Work under the $57 million contract will focus on updating electronic components and porting the software to operate on the new system,” Senator Johnston said.

“The current Ship Control Management and Monitoring System has performed effectively and reliably since the Collins class entered service in the 1990s.”

“However, it is essential to upgrade the current system to ensure the system can be maintained for the remaining service life of the Collins Class fleet.”

ASC is the Collins Class Submarine Platform System Integrator and they will be supported on the project by Saab Systems in South Australia.

The contract also covers design, development and manufacture of the hardware for two boats: the updating of the shore-based test facility and platform simulation trainer, and the installation of the updated system in the first boat.

Senator Johnston said the majority of the work will be performed in Outer Harbour and Mawson Lakes in South Australia.

The Defence Minister says Australia's handover of an old C-130 Hercules to Indonesia will go ahead, despite cooperation being suspended between the two countries.

Defence Minister David Johnston says Australia's handover of an old C-130 Hercules to Indonesia will go ahead, despite cooperation being suspended between the two countries.

The aircraft flew over Darwin this afternoon and has had its Australian markings removed.

The Hercules has been repainted with flags and symbols of the TNI - the Indonesian military.

Australia originally intended to hand over the plane to the Indonesians at a ceremony this week at Williamtown in New South Wales.

That ceremony had been postponed in light of revelations that Australia attempted to spy on Indonesian president Susilo Bambang Yudhoyono, his wife and senior ministers in 2009.

A spokesman for Senator Johnston says the C-130 handover will still go ahead.

He would not comment on whether another date had been set for the ceremony or if the aircraft is on its way to Indonesia.

Meanwhile, Indonesia's foreign minister says he has spoken to his Australian counterpart Julie Bishop about meeting to discuss rebuilding the two countries' relations.

Today Marty Natalegawa appeared before an Indonesian parliamentary commission that deals with foreign affairs.

Commission members want more details about a letter Prime Minister Tony Abbott wrote to the president vowing to never hurt Indonesia or the relationship again.

Dr Natalegawa says he is already looking to begin discussions.

"I've been already in touch with Minister Bishop to discuss about the first step, namely for the two of us to get together," he said.

He says a meeting is needed before protocols for future relations can be developed.

Indonesia says it will not restart cooperation on things like people smuggling until a new agreement is signed.

MANILA — The Philippine Navy (PN) on Friday announced that two out the five AgustaWestland AW-109 "Power" helicopters that it will be acquiring this year are classified as combat helicopters.

Navy spokesperson Lt. Cmdr. Gregory Fabic made this announcement after noting that these aircraft are fitted with weapon and electronic warfare systems.

He did not give the exact specifications, citing operational security reasons.

"The two helicopters which will arrive next year are classified as combat helicopters than the initial three that are classified as naval helicopters. They are more upgraded in terms of firepower and electronic warfare systems," Fabic said.

3 Helicopters to be Delivered this December

Three of the PN's AW-109 helicopters are scheduled to arrive this December.
These are the naval versions, Fabic stressed.

The PN spokesperson said that these combat helicopters can be deployed aboard their Gregorio Del Pilar class frigates and in the future, as two of the modern frigates and strategic sealift vessels are set to be bidded out.

The PN's AW-109 helicopter deal is worth P1.33 billion.

Fabic said that the decision of to acquire two more is based on the PN's desired force-mix of 18 naval helicopters to serve the fleet.

The AW-109 "Power" is a three-ton class eight seat helicopter powered by two Pratt and Whitney PW206C engines.

The spacious cabin is designed to be fitted with a number of modular equipment packages for quick and easy conversion between roles.

The aircraft’s safety features include a fully separated fuel system, dual hydraulic boost system, dual electrical systems and redundant lubrication and cooling systems for the main transmission and engines.

The AW-109 has established itself as the world’s best selling light-twin helicopter for maritime missions.

It's superior speed, capacity and productivity combined with reliability and ease of maintenance make it the most cost effective maritime helicopter in its class.

For shipboard operations, the aircraft has a reinforced-wheeled landing gear and deck mooring points as well as extensive corrosion protection measures.

The ability to operate from small ships in high sea state enables the AW-109 to perform its mission when many other helicopters would be confined to the ship’s hangar.

Over 550 AW-109 "Power" and AW-109 light utility helicopters have been ordered for commercial, parapublic and military applications by customers in almost 50 countries.

SINGAPORE: Singapore, which has Southeast Asia’s most modern military, said Monday it was acquiring two new submarines from German defence contractor ThyssenKrupp Marine Systems.
In a statement, the defence ministry said it signed a contract to acquire  two “Type 218SG” submarines, which are projected to be delivered in 2020.

It said the deal included a logistics package and a crew training  arrangement in Germany, but did not reveal the total cost.

The two new submarines, along with Archer-class submarines purchased from  Sweden in 2005 will replace its Challenger-class submarines that were built in  the 1960s and acquired by the city-state in the 1990s.

“The replacement submarines will have significantly improved capabilities  and be equipped with Air Independent Propulsion Systems,” the ministry said in  the statement.

The German firm said the propulsion system significantly increases a  submarine’s  underwater range, reducing the risk of discovery.

Singapore announced in September it was acquiring an advanced European air  defence system to replace its ageing US-made Hawk surface-to-air batteries.

It has set aside Sg$12.34 billion ($9.84 billion) for defence in 2013, up  from Sg$11.83 billion in 2012.

Singapore, surrounded by far larger neighbours, has pursued a robust  defence strategy since its acrimonious split from Malaysia in 1965.

All able-bodied men must serve for two years in the military  upon turning  18, providing additional manpower on top of the estimated 20,000 regulars.

KAI F/A-50 aircraft (photo : twicsy)

MANILA, Philippines - The Philippines and South Korean firm Korean Aerospace Industries (KAI) are still hurdling issues related to the military’s plan to buy 12 lead in fighter trainer jets worth P18.9-billion.

Defense Undersecretary Fernando Manalo admitted on Monday that they have yet to reach consensus on some issues including the down payment to be given to the supplier and the period of delivery of spare parts.

“The lead in fighter (project) is within the process of negotiation with the government of South Korea and there are major issues, there are several issues that we still have to hurdle,” Manalo said in a press conference.

Among the issues to be threshed out is the advance payment to be given to KAI.

Manalo said the law allows state agencies to pay a 15 percent down payment while the rest of the amount would be paid upon the delivery of goods.

KAI wants the Philippines to pay a 52 percent down payment but Manalo said this would require the approval of President Aquino.

“The approval of a down payment that is more than 15 percent does not rest on the BAC (Bids and Awards Committee). It will be up to the president,” Manalo said.

“Even if we consider their request on the terms of payment and more progressive billing, we cannot do it. We can only recommend to the president,” he added.

Another issue being threshed out is the turnaround time, the period required for the delivery of the jets’ spare parts under a two-year warranty.

Manalo said the turnaround time usually lasts for 30 to 45 days but KAI wants it prolonged to 180 days.

When asked whether he is still optimistic that the issues surrounding the project will be resolved, Manalo said: “This project should push through but we cannot continue without looking at it and ensuring that aircraft we will buy won’t be left unused without the spare parts.”

Manalo said they would decide whether to push through with a deal with KAI within the year.

“We are already preparing our firm position and then we are going to submit it to KAI for them to determine whether that is acceptable. We cannot just let it hang for a long time. We will immediately resolve the issue,” he said.

The government plans to acquire 12 FA-50 jets from South Korea to boost the territorial defense capabilities of the Air Force. The negotiations with KAI started last July.

Earlier, Air Force chief Lt. Gen. Lauro Catalino dela Cruz said two FA-50 jets could be delivered by the end of 2014 if all the contracts and other necessary documents are signed this year.

The acquisition of FA-50 jets is one of the big ticket items in the military’s multi-billion upgrade program.

A total of P85.29-billion is needed to bankroll the program for the next four years, Defense department data showed.

Other items to be acquired were Navy frigates, ammunitions, rocket launchers, handheld radios, long range patrol aircraft, amphibious assault vehicles, anti-submarine helicopter, aerial radars, engineering equipment and base support facilities

Manalo said the government is also planning to spend P6.5-billion to buy a shore-based missile system but declined to say where it will be located.

The sky is the limit, both figuratively and literally, for the Royal Malaysian Air Force Special Air Service (Paskau).

Although it is the youngest special force among the three branches of the military, the RMAF’s commando regiment takes pride in itself by having the most technically demanding force.

Being a part of the Air Force, the regiment’s duties cover everything involving air operations.

“From guarding our air bases to destroying enemy assets, Paskau is the team that will handle it because of our knowledge of aircraft and aviation,” said Paskau commanding officer Kol Nazri Mohammad when met at the RMAF Regiment in Jugra, home of Paskau.

However, personnel are not only trained for offensive missions.

They are also deployed for air and maritime rescue missions, which are their main duties during times of peace.

Their latest asset for such missions is an Air Droppable Rigid Hull Inflatable Boat (ADRHIB), which journalists who recently visited the base were given the chance to ride.

The twin-engined boat, the first of its kind in Asia, can be parachuted into the sea by airplane up to 300km from shore.

It can then race back to land at a top speed of 50 knots across rough seas at State 6 (3m to 4m high waves).

Journalists were given the chance to experience exercises that Paskau members undergo including scuba diving, parachuting, and shooting.

They also participated in a treasure hunt with a twist — using night vision scopes to locate the treasures hidden around the training grounds of Bukit Jugra.

This gave the journalists a taste of what it was like when conducting operations at night.

On the last day of the visit, journalists and other VIPs were treated to a tactical demonstration simulating the role of a Ground Laser Target Designation team in an offensive against an enemy base and radar installation.

Looking to increase defence cooperation with India, Vietnam Communist party general secretary Nguyen Phu Trong also requested New Delhi for conversion training for Vietnamese pilots to fly Sukhoi-30 aircrafts.

Vietnam formally requested India to supply the Indo-Russian BrahMos cruise missiles at a meeting in New Delhi, informed sources told RIR.  The request was made when Vietnam Communist party general secretary Nguyen Phu Trong visited the Indian capital, the sources said, adding that the Southeast Asian country was looking at enhancing security cooperation with India.

Informal negotiations had been going between the countries for the joint Indo-Russian missiles that are being manufactured in India. Vietnam’s interest was renewed as a plan between Russia and the country to jointly produce a modified anti-ship missile is moving a slow pace, the sources told RIR. While Moscow and Hanoi to develop a joint missile analogous to Russia's Kh-35 Uran, using BrahMos as a model, Vietnam is looking at India to supply the missiles to meet its immediate requirement. It remains unclear whether India will be able to supply the missiles in the near future.

BrahMos officials declined to comment on the negotiations between India and Vietnam.

During Phu Trong’s visits, requests were also made to India for submarine training and for conversion training for Vietnamese pilots to fly Sukhoi-30 aircrafts. Sources told RIR that India would be ready to supply the missiles, as it was looking for international buyers and countries like Malaysia and Indonesia had already expressed interests. They added that New Delhi was also ready to provide training for Vietnamese pilots but were cautious about further military cooperation keeping the China factor in mind.  Beijing has been viewing India’s growing presence in Vietnam with a degree of suspicion, the sources added. India and Vietnam have traditionally maintained friendly and cordial relations and leading analysts suggest that the
countries could be at the forefront of a new kind of non-aligned movement.

BrahMos cruise missiles have been adopted by India's Army and the Navy’s surface ships. The Indian Air Force has also ordered a batch of land-based missiles. Work is also underway to adapt the missile to Su-30MKI planes used by the Indian Air Force. BrahMos is an acronym of the two rivers: Brahmaputra in India and Moskva in Russia.
