Maestrale class frigate (photo : EUNavfor)
MANILA, Philippines — The Philippines is set to buy two Maestrale-class frigates from Italy, a defense official said Wednesday, as the Asian nation races to upgrade its military amid mounting territorial disputes with China.
The frigates, along with 12 FA-50 fighter aircraft, are the most significant items on the government’s P75-billion ($1.7-billion) military modernization budget over the next five years, Defense Undersecretary Fernando Manalo said.
“We are modernizing not because we want to go to war with China,” he told a news conference.
He said the government had a sworn obligation to defend the “West Philippine Sea,” using the government’s preferred term for Philippine-claimed areas in the South China Sea.
“We are not saying that this is part of our preparations to assert our sovereignty in the West Philippine Sea. What we are saying is that we cannot just give them up.”
The frigates would add to two refurbished Hamilton-class cutters formerly used by the US Coast Guard that the Philippines acquired from its US ally to upgrade its ageing navy fleet, which includes some vessels that first saw action in World War II.
Manalo said the navy had already decided to acquire two new Maestrale-class frigates instead of buying used ones from the Italian navy, and had budgeted P18 billion for them.
The Philippines could be ready to tender by the end of the year, he added.
Meanwhile, the government had allotted P18.9 billion to acquire the fighter aircraft, which are built by South Korea, he added.
The modernization budget also provides for building or improving facilities to berth and provide maintenance to the vessels on the military’s shopping list, Manalo said.
President Benigno Aquino vowed Monday to rebuild the air force by 2016.
The Philippines, which has one of the weakest military forces in the region, retired the last of its US-designed F-5 fighters in 2005.

Brand-new, not second-hand Maestrale04 Juli 2013
In January 2012, Defense Secretary Voltaire Gazmin together with the Defense Acquisition System (DAS) team met with Italian Defense Minister Giampaolo Di Paola to sign a 5-year agreement that was followed by an inspection of the combat-ready defense materiel the government intends to procure such as the Maestrale, a frigate still being used by the Italian Navy.
But, Manalo said, the idea to buy second-hand frigates was dropped after a series of further consultations. “Actually, I was with the Secretary of National Defense when we went to Italy to check the Italian package, the Maestrale. Our talks then was that if your intention is purchase any available frigate that you can immediately use without consideration of the cost, the Maestrale will do. But when we evaluated it, [we learned that] although the ship was still being used by the Italian Navy the ship is due for retirement. I think it is more than 20 years old already and its maintenance cost will be too high,” he said.
As a result, he added, “the senior leaders after evaluating the options decided that instead of buying second hand we might as well acquire brand-new [frigates].”
Also on the list of 24 are rocket launchers for the Philippine Army; radar system support facilities, close-air support, combat utility helicopters, flight simulator, and long range patrol aircraft for the Philippine Air Force; and helicopters, multipurpose attack craft, and base support for the Philippine Navy.

The Digger's basic combat ensemble from East Timor in 1999 that cost $3700 has morphed into a high-tech $27,700 outfit in Afghanistan today. (all photos : news.com)
THE value of an Australian combat soldier's personal kit has jumped from $3700 in 1999 to $27,700 in Afghanistan in 2013.
Never again will Australian troops be sent to war with inferior gear thanks to an organisation that acts on soldier feedback and cuts through the red tape to quickly procure the right stuff.
"Diggerworks'' was established in 2010 with a simple mission to stop soldiers complaining about inferior gear by purchasing and developing the best available.
The improvement has been dramatic and the Diggers' basic combat ensemble from East Timor in 1999 that cost $3700 has morphed into a high-tech $27,700 outfit in Afghanistan today.
The 1999 version included a large field pack, Somalia-era flak jacket, old style webbing and camouflage uniform and Vietnam era combat boots.
The 2013 outfit includes multicam uniform, ballistic glasses, tiered body armour, GPS, pelvic protection system, stretch pants, knee pads and high-tech fitted boots.
A collaboration between battle hardened soldiers, defence scientists and the purchasing body - the Defence Materiel Organisation, Diggerworks - has abandoned methods where quantity was king and price was paramount, and streamlined the link between feedback and production.
With a long history of crook boots, overweight body armour, inferior clothing and dodgy packs and pouches, the organisation had plenty to work on and in three short years it has made some big strides.
According to a recent progress report Diggerworks was established to ensure that "the individual components of the soldier combat system were most appropriate given current knowledge, current technology, the soldiers mission, and budgetary trade-offs.''
The report highlighted a long list of problems such as the 2010 purchase of 17,000 sets of inappropriate body armour and it includes solutions and positive projects to further enhance digger safety and comfort.
These include:* Soldier Combat Ensemble* Blast gauge system to measure the impact of explosions* Pelvic protection system* Ballistic helmets* Individual water purification systems* Gunshot detection system to identify the source of enemy fire* Lightweight ballistic plate* Improved pistol holster* Vehicle lumbar support* Cold weather ensemble* Medic packs
Work on the soldier combat ensemble includes separate designs for mentoring troops and special forces operators and body armour designed specifically for female troops.
Diggerworks has trialled gunshot detection systems in Afghanistan including one attached to the weapon and two to the body of the soldier.
"These are lightweight items designed to detect and localise the source of incoming high velocity rounds,'' the report says.

Navy sets P4-b ship purchase
Four groups took part in Tuesday’s conference for the bidding of SSV, a P4-billion project of the Philippine Navy.
The prebidding held at the Department of National Defense saw groups such as Navantia of Spain, Daewoo of South Korea, Larsen and Toubro of India, and Austal of Australia each appearing keen to win the supply contracts.
Defense Undersecretary Fernando Manalo confirmed the pre-bidding procedure.
The procurement of two SSVs with a budget of P4 billion and two Maestrale frigates with a budget of P18 billion are among the 24 big-ticket items that President Benigno Aquino III wants to accomplish under the five-year military modernization program.
SSVs are multi-role vessels for search and rescue operations that can also be fitted with hospital facilities and a helipad. But the ship’s primary role is to transport a battalion of soldiers with armored vehicles.
On Wednesday, Manalo mentioned about the planned procurement of two brand new Maestrale frigates, and told defense reporters that they are now looking for a consultant to help the Navy identify technical specifications for the vessels.
“The Navy needs to hire a consultant because the frigates that we want to buy are too sophisticated, that’s part of diligence,” he said.

Panser amfibi/pansam BTR-80A (photo : Kaskus Militer)

Kepala Staf Angkatan Laut (Kasal) Laksamana TNI DR. Marsetio, M.M. meresmikan dimulainya pembangunan gedung Submarine Training Center (STC) hari ini, Jum’at (5/7).

A No. 37 Squadron C-130J Hercules undergoing deeper level maintenance by Australian Aerospace. (photo : Aus DoD)
The reforms carried out on the maintenance of Defence’s fleet of 12 C-130J Hercules transport aircraft have delivered the equivalent of an extra aircraft being available for missions, Head of the Defence Materiel Organisation’s (DMO) Aerospace Systems Division, Air-Vice Marshal Colin Thorne announced today.
Air Vice-Marshal Thorne said the reforms have made considerable savings in the workforce and maintenance costs, both for Defence and industry.
“Defence has increased C-130J availability by eight per cent, which for a fleet of 12 aircraft is tantamount to having an extra C-130J,” Air Vice-Marshal Thorne said.
“The C-130J is the latest version of the venerable Hercules, and can operate from semi-prepared airstrips with 20 tonnes of cargo or 128 passengers.
“Since 1999, a fleet of 12 C-130J’s has been operated by No. 37 Squadron at RAAF Base Richmond.”
In 2010, the DMO Air Lift Systems Program Office (ALSPO) launched reforms within Defence and industry, with a goal of increasing the efficiency of C-130J maintenance practices.
“Support contracts for the C-130J and other Australian military aircraft are increasingly being structured to encourage and assist collaboration with Defence and industry partners to deliver improvements of this type,” Air Vice-Marshal Thorne said.
A Planned Servicing Schedule Review was launched by Australian Aerospace in late 2011, which examined the reliability data across the C-130J fleet and drew on the experience of international C-130J operators.
Australian Aerospace provides Through-Life Support for the C-130J Hercules, which includes deeper maintenance servicing of the aircraft.
After comprehensive review of its maintenance tasks and their sequencing, Australian Aerospace has been approved to increase servicing intervals from 30 to 38 weeks, which extends the full cycle of scheduled maintenance from 480 to 608 weeks.
“This reform is an example of the outstanding result that can be achieved by Defence and industry working together,” Air Vice-Marshal Thorne said.

Komandan KRI Malahayati-362, Letkol Laut (P) Moch.

In some types of anti-tank missiles and shoulder armor now, MATADOR small size, light weight yet loaded with ammunition is loaded is 8.9kg and 14.2kg while. However, not so soft that it was underestimated. MATADOR is considered nearly as strong shoulder missiles smart FMG-148 "Javelin" of the United States.
With 2 main types of warheads, MATADOR can break bunker, destroy the kind of medium tanks and tank main battle (MBT) today. In addition, it can also destroy armor and troop transport vehicles for amphibious operations against the enemy, and capable of urban warfare - one of the common characteristics of weapons to Israel increased range and power on every battlefield.
Defense capability against armored vehicles, MBT, as well as the ability to completely destroy armored vehicles carrying regular troops as the M113 or the other shielded MATADOR is rated as the best among anti-tank weapons shoulder today.
Despite intense firepower but MATADOR was safe to humans because it does not generate the fallout from the jet engines of the rocket as shoulder-fired missiles and other not affect the use of the name Fire was launched.
With the ability to use high-pressure explosive warhead, dual shot mode passive target, MATADOR can use bullets to kill Hesh urban decay shoot any wall, whether it is permanent nowhere. After penetrating the wall, bullets explode inside creating a very strong destructive power. To break the bunker type, normally, people would use explosive anti-tank warhead HEAT. When the first bullet was lodged into the wall, the sensor system on the rocket will explode and destroy targets.
One other plus points of MATADOR is that it does not need a large space for the fuel to the rocket exhaust as many different types of shoulder-fired missiles that just a narrow space, may be shielded from the walls at a distance ly 5m was able to fire attacks.
Some improved version now allows to fire missiles from any location and any public space. This is one of the brightest features of urban warfare MATADOR, making it versatile attack but still achieve very high power.
To achieve this, the MATADOR tubes using special resin called SHP, is resistant to the excess fuel ejected from the rocket launchers behind. It will keep the dust and smoke from the engine and reduces low energy from the rear, to help ensure the safety of the troops and weapons, ammunition behind. In addition, SHP classes also ensure the safety of regional anti-tank rocket launchers and not discharged materials or toxic substances in the process of firing missiles.

10 Juli 2013Australian MRH90 Taipan helicopters operating at sea. (all photos : RAN)
The Royal Australian Navy is leading the world in bringing the new MRH90 ‘Taipan’ Multi-Role Helicopter into service at sea.
The Navy’s soon-to-be-commissioned 808 Squadron has been conducting trials, testing, evaluation and training on the MRH90 Taipan helicopter since 2010.
When 808 Squadron’s commanding officer, Commander Charlie Stephenson, travelled to the Netherlands recently to present to 12 other nations currently introducing this variant of the MRH90 - known internationally as the NH90 Troop Transport Helicopter (NH90 TTH) - he left them a little surprised and very impressed by the Royal Australian Navy’s progress to date.
The international forum known as the NH90 User Group provides the opportunity for armed services operating variants of the NH90 to share knowledge, experiences and gain valuable lessons learnt to benefit all members.
“I was invited to present on how the RAN is operating the MRH90 at sea because the RAN is the only service worldwide to be operating the troop transport variant of this aircraft at sea.
“Australia has flown the second highest number of hours worldwide, with the Italians being just ahead of the ADF, although they have been operating the aircraft for a longer time.
“Most nations were surprised at how advanced we were, with some asking for advice on how we had developed the capability to get to sea.
“It was satisfying to see that our own 808 Squadron is one of the leading units worldwide for the hours flown with this aircraft, particularly at sea.
“Bringing a technologically advanced aircraft into service is no simple task, but 808 Squadron personnel have worked tirelessly, together with Army Aviation and the Defence Materiel Organisation project office, to reach this milestone and I’m very proud to see their efforts being recognised by other militaries around the world,” Commander Stephenson said.
808 Squadron also won the MRH90/NH90 User Group photo competition for a unique and dramatic image of an MRH90 landing at a rock formation in the Moreton National Park south of Nowra.
808 Squadron will commission into the Royal Australian Navy on Thursday 11 July in a naval ceremony at the Naval Air Station, HMAS Albatross near Nowra, NSW.
