Lintas Laut

Yonbekang-4/Air memiliki kemampuan melintasi laut dalam rangka pelaksanaan fungsi pergeseran bekal, materiil dan personel (2 SSK) keseluruh wilayah NKRI dengan menggunakan Kapal ADRI, dimana pelaksanaan tugas berlayar Kapal ADRI ini cukup tinggi yang dilaksanakan sekitar 4 sampai 5 Kapal setiap triwulannya.

Tugas berlayar Kapal ADRI ini lebih dominan pada Kotama Pembinaan dalam menggeser bekal materiil yang dimiliki oleh Angkatan Darat dari pusat (Mabesad/ Jakarta) ke daerah daerah (Kodam) yang dilaksanakan secara rutin setiap triwulan dalam rangka pembinaan satuan di jajaran TNI-AD. Sedangkan pergeseran personel masih secara terbatas dilakukan karena Kapal ADRI yang dimiliki saat ini secara ideal hanya mampu mengangkut personel dengan kekuatan 2 SSK setiap kapalnya yaitu Kapal ADRI XLVIII dan Kapal ADRI XLIX.



Dihadapkan pada tingginya mobilitas pergeseran personel TNI-AD dalam rangka pelaksanaan pembinaan satuan, maka diharapkan kedepan TNI-AD memiliki Kapal yang secara khusus mampu mengangkut personel minimal 1 SSY Satuan (Setingkat Batalyon = 4 SSK).



Dalam pelaksanaan tugas Kotama Operasi saat ini ada 1 Unit Kapal ADRI 150 DWT mendukung Kodam XVI/ Ptm dalam rangka tugas BKO Pam Rahwan di daerah Kepulauan Maluku yang dilaksanakan sejak tahun 1999 sampai dengan sekarang.

Baru-baru iniSatuan Yonbekang-4/Air telah menerima tambahan perkuatan 1 Unit kapal ADRI-1200 DWT yaitu Kapal ADRI-L yang memiliki kemampuan mengangkut Tank Leopard sebanyak 6 (enam) Unit dan 1 Unit Transporter dalam satu kali pelayaran yang diserahkan oleh Kasad Jenderal TNI Mulyono kepada Dirbekangad Brigjen TNI Taat Agus Budiyanto.



Adapun Armada Kapal ADRI yang dimiliki oleh Satuan Yonbekang-4/Air adalah sebagai berikut:
- 1 Unit Kapal ADRI 1200 DWT yaitu Kapal ADRI-L yang baru diterima 2016.
- 3 Unit Kapal ADRI 1000 DWT yaitu Kapal ADRI- XLIV, XLVIII dan Kapal ADRI- XLIX.
- 2 Unit Kapal ADRI 500 DWT yaitu Kapal ADRI-XLV dan Kapal ADRI- XLVI.
- 3 Unit kapal ADRI 300 DWT Yaitu Kapal ADRI-XXXII, XL dan Kapal ADRI XLVII.
- 3 Unit Kapal ADRI 150 DWT Yaitu Kapal ADRI-XXXVI, XLI dan Kapal ADRI XLIII.

Rencana tahun ini akan dibuat lagi 2 unit Kapal ADRI–1500 DWT yang memiliki kemampuan mengangkut Tank Leopard dan Helicopter, yang diharapkan sudah dapat beroperasi pada tahun 2018.

Disamping tugas melintasi laut Yonbekang-4/Air memiliki kemampuan juga menggeser personel, bekal dan materiil di daerah ralasuntai dengan menggunakan KMC/RIB/LCR yang berada dalam organisasi Kompi Motor Cepat (Kimopat) yang dulunya adalah satuan pendarat. 

Tugas Kimopat terutama dalam rangka mendukung satuan-satuan tempur yang dalam pelaksanaan tugasnya harus melalui air dengan menggunakan:
- KMC Komando yang mampu mengangkut 1 SST (Satuan Setingkat Peleton) siap tempur,
- RIB (Rigid Inflatable Boat) yang mampu mengangkut 1 SSR (Satuan Setingkat Regu),
- LCR (Landing Craft Rubber) yang mampu mengangkut 1 SSR,
- Hovercraft yang mampu mengangkut 1 SST.



Seperti yang pernah dilakukan pada Operasi Mandala tahun 1962 yang melibatkan personel Batalyon sebagai Tim Pendarat dalam mendaratkan personel TNI-AD dari Pulau Key (Maluku) ke Kaymana (Papua) yang mengakibatkan tenggelamnya MBT Macan Tutul dan meninggalnya Komodor Laut Yos Sudarso yang lebih dikenal dengan pertempuran Laut Arafuru, keikut-sertaan Kompi Motor Cepat Yonbekang-4/Air dalam mendukung latihan-latihan satuan tempur seperti pada pembentukan Latihan Para Raider yang dilaksanakan oleh Divisi-1/Kostrad di pantai Pameungpeuk Garut tahun 2015, serta tugas OMSP dengan memberikan bantuan kepada Pemda pada saat terjadinya bencana banjir.



Penambahan dan Peningkatan alat utama air yang dimiliki satuan Yonbekang-4/Air, baik Kapal ADRI maupun KMC menuntut tanggung jawab yang besar baik kepada nilai materiilnya maupun dalam pelaksanaan tugas keseluruhan wilayah Indonesia setiap triwulannya. Dimana idealnya Kapal ADRI 1000 DWT ke atas dikomandoi oleh seorang Perwira berpangkat Letkol, maka diharapkan satuan Yonbekang-4/Air perlu divalidasi menjadi satuan setingkat Resimen atau Brigade dengan sebutan Satuan Air sebagaimana lazimnya di TNI – AL yang membawahi kapal-kapal.

Plan to Train Vietnam Sukhoi Pilots Grounded

NEW DELHI: The proposal to train Vietnamese pilots of Sukhoi fighter jets in India has hit financial glitches. The plan has been under negotiation for several years now and is important from India’s point of view to counter an assertive China in South China Sea.

India has already trained 550 Vietnamese submariners in Visakhapatnam to operate its six newly acquired Russian-built kilo-attack submarines under a $2.6 billion deal. Vietnam, known for its land forces trained for guerrilla warfare, is steadily augmenting its naval and air power; something that India will be happy to help with.

An official said, “We are working on various training models for Vietnamese Sukhoi pilots. Financial matters are under consideration.” Vietnam has Russian-built Su-30MK2 fighter jets in its inventory and; China also has a lot of Russian fighter jets and planes reverse engineered from them.

Prime Minister Narendra Modi had announced $500 million line of credit for defence purchases. It is not clear if it is in addition to the $100 million announced earlier. The financial considerations are also if the fighter jet training will be included in this credit line or would be apart from it. “We should be able to work it out soon,” sources said.

According to the Stockholm International Peace Research Institute Vietnam’s defence procurement have registered a 700 per cent jump in 2015.

Vietnam has traditionally cooperated with Russia on defence matter but its quest to modernise its forces has found ally in India. New Delhi also stands to gain from Vietnam’s geo-strategic location and stake in South China Sea, which conduits a large amount of Indian trade. Besides trade, India also has oil exploration going on in the region.

Hence, Chinese aggressive posturing in the region has steered India to help Vietnam build a potent military to secure its 200 mile Exclusive Economic Zone. The South China Sea has figured in the Strategic Dialogue between the two countries earlier this year.

Malaysia's Sukhoi Service Centre Project Delayed

Unqualified contractors blamed for delay in Mindef's Sukhoi service centre project

PETALING JAYA: The construction of a RM73mil service technical centre (STC) for the maintenance of Sukhoi SU-30MKM fighter aircraft at TUDM Gong Kedak, Terengganu Air base was less than satisfactory, according to the 2015 Auditor-General's Report (Series 2).

The report revealed that a slow construction progress during the first 10 months which resulted in a takeover by a nominated sub-contractor on Jan 15 last year.

"The progress of the project within the first 10 months between March and Dec 2014, was not satisfactory as it only reached 3.3% progress compared to its target of 39.1% based on the actual working schedule," said the report.

The construction of the centre was part of the Government's obligation under a countervailing programme for the acquisition of Sukhoi SU-30MKM fighter aircraft which includes an issuance of aircraft components with the Federal State Unitary Enterprise (Rosoboronexport), Russia.

The project consisted of a hangar building, ADZ bay, POL store, AGSV/E garage, shelter, ramp service, apron area and a special equipment procurement site.

The Defence Ministry (Mindef) on Apr 15 had engaged the Public Works Department (JKR) as the implementing agency for the project.

"The construction of the STC is to ensure that Sukhoi SU-30MKM fighter aircraft will always be at an optimum level to be operated during mission or training purposes," said the report.

The Ministry of Finance Malaysia (MOF) had appointed Sharikat Pembenaan Setia Jaya Sdn Bhd (SPSJ) as the contractor, with a contract value of RM71.49mil through a "Design and Build" approach.

"SPSJ was selected via a restricted tender process and a Letter of Award was granted on March 10, 2014 followed by a formal contract which was signed on July 7, 2014 within a completion period of 78 weeks.

The report noted that the appointment of an unqualified and financially unsound contractor had affected project implementation and progress.

"The second Extension of Time (EOT 2) was approved even though a Certificate of Non Completion (CNC) has been issued. However, construction works were satisfactory except for a few non-compliance, inadequacies, and defective issues which requires appropriate measures to be taken.

The report recommended that the Defence Ministry ensure that contractors be appointed based on their experiences, qualifications and capabilities to execute the project.

In reply to the Treasury, JKR had issued written warning letters, repeated warning to the contractors during site visits, monitoring coordination, and technical meetings.

Ini Dia EC725 Cougar, Heli SAR-pur Baru TNI AU

Dalam waktu dekat, Skadron Udara 8 yang bermarkas di Lanud Atang Senjaya, Bogor, akan resmi menerima enam heli SAR Tempur baru untuk mengembangkan kekuatannya.

Keenam heli EC725 Cougar  warna hijau kinclong ini sudah standby di hanggar perakitan PT Dirgantara Indonesia, Bandung, Jawa Barat, menunggu jadwal serah-terima. Dibanding aset Skadron Udara 8 sebelumnya, heli-heli yang diabadikan Angkasa pada Selasa, 15 November 2016 ini, memiliki kokpit canggih, berwajah sangar, dan bermata jeli.

Kesan sangar bisa disimak dari sepasang machine gun kaliber 7,62 x 51 mm buatan FN Herstal, Belgia, yang terpasang menyembul di jendela kabin kiri dan kanan. Kedua senjata dipasang terlipat, sehingga bisa ditekuk ke dalam manakala tak diperlukan.

Beranjak ke depan, jendela penerbang telah dilengkapi plat baja antipeluru (armor-plate). Sementara, untuk dukung bidik malam di bawah kondisi cuaca yang tak menguntungkan, heli buatan Airbus Helicopters ini juga sudah dilengkapi search radar dan Forward Looking Infra Red (FLIR).

Karena memiliki “pertalian saudara”, sepintas sosok EC725 Cougar memang mirip dengan AS-330 Puma yang telah memperkuat Skadron Udara 8 selama ini. Namun, jika disimak lebih dalam, sesungguhnya ada banyak perbedaan yang diusung.

Format paling mencolok, di antaranya, tampak pada kokpit yang telah ditaburi panel-panel digital. Menurut Airbus Helicopters, dengan active matrix liquid crystal display  yang terintegrasi ini, penerbang di antaranya bisa mengakses peta digital.

“Sejak awal, TNI AU memang butuh heli SAR Tempur yang seperti ini. Dilengkapi machine gun dan FLIR, selain kemampuan untuk evakuasi korban,” demikian ungkap Kepala Dinas Operasi Lanud Atang Senjaya, Kolonel Pnb. Hendro Arief H., kepada Angkasa.


TNI AU juga mengoperasikan varian lain yang jauh lebih mirip dengan EC725, yakni NAS332 Super Puma, yang sejauh ini jadi tulang punggung Skadron Udara 6. Begitu pun, di banding “kakaknya” ini, EC725 masih jauh lebih unggul. Khususnya dalam hal kekuatan mesin, kapasitas angkut pasukan, dan jarak jangkau. EC725 yang ditenagai mesin ganda Turbomeca Makila 2A1 mampu mengangkut 29 awak (bandingkan dengan AS332: 15 awak), bisa terbang sejauh 723 mil laut (AS332: 346 mil laut), kecepatan jelajah 141 knot (AS332: 140 knot), dengan tingkat efisiensi bahan bakar 5,57 dollar/mil laut (AS-332: 7,13 dollar/mil laut).

The Concept of X18 Tank Boat

The X18 Tank Boat is an innovative, fast, stealthy, and highly maneuverable catamaran design that provides a stable weapons platform for close-in and long range direct fire support in normally inaccessible coastal and riverine Environments.

Fitted with high performance diesel engines and water jet propulsion, the twin hull configuration has excellent sea keeping properties and the added advantage of shallow draft. Giving it the ability to execute beach and river landings and insert or extract squads of up to 20 Special Forces or Marines. The X18 Tank Boat has a crew of 6, and will also carry a High-speed Interdiction RIB for boarding and SEAL insertion.



The main weapon system of the X18 Tank Boat is the CMI Defence Cockerill 3105.  This system is based on a versatile and powerful high-pressure low recoil-force 105mm gun.  Fully stabilised, accurate by day or night, and able to use a wide range of NATO standard 105mm ammunition, this weapon system directly engages a broad spectrum of targets at up to 5,000m range, and indirectly engages targets to 10,000m range. The powerful, accurate and flexible Cockerill C3105 weapon system gives the X18 Tank Boat Commander a wide range of tactical options at all stages of his mission.



The 105mm is also capable of firing the Cockerill Falarick 105 Gun Launched Anti-Tank Guided Missile (GLATGM).  Elevating to +42° the weapon delivers exceptional engagement capability in complex situations, and the GLATGM permits hard and Point target to be engaged at extended ranges (up to 5 km).

The mounting of this type of system allows for flexibility in logistics with the various calibres already in common use with NATO and other major military powers.



This is the first time that any company has conceived of mounting this type of system aboard a small, fast and stealthy catamaran that with only a 1 meter draught makes it ideally suited for the confines of coastal waterway operations.

The X18 can be augmented with a Bofors LEMUR Remote Weapons Systems incorporating 7.62 – 30 mm GPMG/ Cannon.

India is Negotiating to Sell Sonar to Vietnam and Philippines

Success with Myanmar has given Indian defense companies the confidence to explore the East Asian and Latin American markets. In fact, India’s defense exports have jumped six times on the back of naval systems.

New Delhi (Sputnik) — The Indian Government has approved the export of indigenous sonar systems for small naval platforms. Sources told Sputnik that the Government has approved the export of compact hull mounted sonars for shallow watercraft. The intention is to supply them to East Asia and Latin America on ships meant for coastal surveillance and antisubmarine warfare.

"Designed using the latest technology in hardware architecture and advanced signal processing algorithms, the sonar is capable of detecting, localizing, classifying and tracking sub-surface and surface targets in both its active and passive modes of operation," read a statement released by Defense Research and Development Organization.

Indian Navy plans to induct the sonar on three variants of the Russian Pauk class corvettes. Last year, India had exported three sets of sonar systems to Myanmar and is also in touch with Vietnam and Philippines.

Korea Pursuing KFX Technology Through Future Offset Deals

After the US denied South Korea export licenses for active electronically scanned array (AESA) radar for its future KFX fighter, Seoul is in talks with Washington over acquiring lower technologies for the jet.

In 2015, the US denied Korea’s request for AESA radar, infrared search and track, electro-optical target tracking devices, and jammer technology transfers. During a panel at the Center for Strategic and International Studies in Washington this week, Seoul’s minister of Defense Acquisition and Procurement Administration says Korea will pursue other US technologies while continuing domestic development of its own AESA. Korea’s Agency for Defense Development (ADD) is developing its own radar and the first prototype is slated for late 2020, FlightGlobal previously reported. The country’s defense technology is not yet on par with the US, though the country is making progress, DAPA Minister Myoung-jin Chang says.

When asked what specific US systems are needed for KFX, Chang responded that Korea will continue requests with other offset programmes.

“When it comes to KFX, there are additional technologies that we are awaiting approval from the US government and we are pushing for these to be approved and we look forward to your continued support,” Chang says.

Korea’s indigenous fighter programme is linked to the country’s order of 40 Lockheed Martin F-35As. As part of that deal, Lockheed agreed to assist with development of KFX. But among all the new jet’s capabilities, Korea most wanted the US to transfer the underlying AESA radar technology, which is considered essential to the success of KFX, according to Chang. Northrop Grumman supplies the APG-81 radar for the F-35.

“These are the technologies we cannot get from other sources and puts us in a very tough spot because the research centers in Korea are not able to proceed further without these needed technologies,” he says. “Given that we are focusing all our efforts to acquire these technologies, we have made satisfactory progress and as such the government is pushing for these continuously at this moment.”

Earlier, RTAF ordered the Sniper ATP to be equipped with F-16AM/BM of 403 sqn. At the same time, ThaiArmedForce.com received report that RTAF also ordered the LITENING GIII for Gripen.

Airbus Helicopters Delivers Six Final EC135 T2+ for Australian Military Training Program

Donauwörth, Germany - Airbus Helicopters has achieved Factory Acceptance of the last six of the EC135 T2+ for the Helicopter Aircrew Training System (HATS) for the Australian Defence Force (ADF), completing on-time deliveries of the full fleet of 15 helicopters.

Under the JP9000 Phase 7 HATS project, a new joint helicopter training program for Navy and Army aircrew will utilise 15 EC135 T2+ helicopters, along with flight simulators and a new flight-deck equipped sea-going training vessel. Boeing Defence Australia is the prime contractor for the new training system, partnered by Thales Australia who supplies the flight simulators and synthetic training devices.

A member of the H135 family of light twin-engine helicopters, the EC135 T2+ is an ideal training platform, and initial flying activities have commenced at their new home in Nowra, Australia.

“Airbus Helicopters is proud to know that Boeing has accepted now all 15 of their new EC135T2+, on time and on budget, for their world leading helicopter aircrew training system for the ADF”, said Peter Harris, Head of Governmental Sales for Australia – Pacific. “Following contract signature in November of 2014, and in the space of only two years, we have trained the initial cadre of Boeing and Commonwealth aircrew and technicians and all 15 aircraft have now been accepted”.

Boeing’s HATS Director Terry Nichols said that the Boeing team is very happy with the performance thus far of the EC135 and commended Airbus Helicopters for their on-time delivery.

“Boeing Defence Australia chose the EC135 as our preferred helicopter solution for HATS; it's a proven and reliable platform. We have been delighted with the cooperation from Airbus Helicopters to deliver these platforms that will form an important part of a world class training system.”

The EC135 T2+ is a consummate military training helicopter, offering a glass cockpit with high visibility, a multi-axis auto-pilot, the performance and safety of a twin-engine helicopter replacing current single types, plus other advanced technologies to help instructors perform training missions safely and provide the ADF with the flexibility to undertake additional missions. The H135 family is part of successful training systems in Germany, Switzerland, Spain and Japan, and has recently been selected in the United Kingdom.

Airbus Helicopters has delivered around 1,200 H135s to customers around the globe who have logged a total of more than four million flight hours. The H135 is the unbeaten market leader in light, twin-engine, multi-purpose helicopters. Traditional missions for this class of helicopters include military training but also emergency medical services, law enforcement, VIP and business passenger transport, and maintenance of industrial wind parks.

Berdasarkan pertimbangan yang matang, TNI AD dalam program modernisasi persenjataannya memilih membeli helikopter serang Apache yang dioperasikan oleh Satuan Penerbangan Angkatan Darat.

Melalui mekanisme FMS (Foreign Military Sale), Pemerintah Amerika Serikat dan Republik Indoneisa mengadakan perjanjian kerja sama pembelian helikopter Apache varian terbaru (AH-64E Longbow) yang dijadwalkan tiba pada awal 2017.

FITUR ANDALAN HELIKOPTER SERANG APACHE

Helikopter Serang adalah helikopter yang dirancang dan dibuat secara khusus serta dilengkapi dengan sistem persenjataan sehingga mampu menyerang, mengikat dan menghancurkan musuh atau sasaran di darat. Helikopter AH-64E Apache adalah helikopter yang berfungsi sepenuhnya sebagai Helikopter Serang (Attack Helicopter), dengan kemampuan sesuai peruntukannya.

Helikopter ini memiliki daya angkut yang besar untuk mengusung berbagai macam persenjataan dengan teknologi mutakhir. Persenjataan yang mampu diusungnya yaitu Kanon M230, Roket Hydra 70 (FFAR), peluru kendali AGM-114 Hellfire, AIM-92 Stinger dan AIM-9 Sidewinder. Selain itu, Helikopter Apache telah menggunakan teknologi Avionics yang termutakhir seperti Radar Longbow dan MTADS.

1. Radar Longbow

Radar Longbow adalah sistem radar yang dipasang di atas baling-baling utama helikopter Apache yang terdiri dari perangkat AN/APG-78 Fire Control Radar (Radar Kendali Tembak) dan AN/APR-48 Radar Frequency Inferometer (Radar Identifi kasi Frekuensi). Kedua perangkat tersebut akan memberikan masukan bagi sistem MTADS dalam memberikan informasi tentang sasaran dan pasukan kawan. Selain itu, perangkat ini dilengkapi dengan pendeteksi infra merah dari sumber luar untuk menghindari ancaman tembakan rudal darat-udara dan udara-udara. Kemampuan deteksi radar ini dapat mencapai 10 km pada kondisi yang cerah. Radar akan mendeteksi pesawat terbang, helikopter, senjata Arhanud, rudal darat-udara, tank, AFV, truk, dan kendaraan lainnya.

2. MTADS atau Multi-Target Acquisition and Designation System

adalah bagian dari sistem senjata yang bertugas mencari dan mengenali sasaran serta memberikan informasi untuk pilot di kokpit. Selanjutnya sistem tersebut akan menentukan sasaran yang paling berbahaya atau yang mengancam helikopter untuk ditembak terlebih dahulu. Sistem ini dapat memberikan informasi sampai dengan 20 target yang ditampilkan pada layar multi-fungsi di kokpit. Sistem ini sangat membantu pilot dalam mendeteksi ancaman serta mengurangi beban kerja di kokpit. Informasi yang diperoleh oleh helikopter yang dilengkapi dengan radar longbow dan MTADS ini dapat juga disebarkan kepada pasukan kawan (tank, infanteri, artileri, posko) secara instan.

3. AGM-114 Hellfire

adalah peluru kendali yang bekerja berdasarkan homing laser semi aktif. Hellfire didesain untuk menghancurkan sasaran bergerak seperti tank dan ranpur infanteri (IFV). Rudal ini dapat menghancurkan sasaran yang terletak sampai dengan 8 kilometer dari helikopter. Dengan demikian rudal ini memberikan tingkat perlindungan yang tinggi bagi helikopter serang yang terbang mendekati sasaran.

4. FLIR atau Forward Looking Infrared


yaitu perangkat elektrooptik yang dapat melihat objek pada kondisi gelap dengan menggunakan kemampuan pendeteksi infra merah. Kamera tersebut mampu melihat jauh dengan jelas serta memberikan informasi tentang objek yang dilihat berupa arah dan jarak, kecepatan bergerak, serta koordinat. Dengan demikian, praktis tidak ada yang tersembunyi dari kemampuan deteksi helikopter Apache ini.

5. Senapan mesin yang dikendalikan dari helm pilot

Helm yang dipakai pilot telah didesain sedemikian rupa sehingga pergerakan kepala pilot akan serta merta diikuti oleh moncong laras senapan mesin M230 kaliber 30 mm. Dengan demikian tanpa mengubah arah helikopter, pilot dapat menembaki sasaran yang dilihatnya secara cepat. Kemampuan ini tidak dimiliki oleh helikopter serang manapun di dunia.

Angkatan Bersenjata dari berbagai negara telah menggunakan helikopter Apache sebagai unsur helikopter serang mereka karena berbagai fitur andalan di atas serta kiprahnya dalam pertempuran di Afganistan, Irak, dan Kosovo. Negara-negara pengguna antara lain United States Army, Israel Air Force, Royal Netherlands Air Force, Japan Ground SelfDefense Force, Yunani, Kuwait, Arab Saudi, Singapura, Uni Emirat Arab, Mesir dan AD Inggris.

PERANAN DALAM TAKTIK BERTEMPUR

Penerbangan Angkatan Darat, selaku operator helikopter Apache, memiliki fungsi Manuver Mobil Udara, Bantuan Tembakan Penerbad, Pengintaian Udara, Dukungan Kodal, dan Angkutan Udara lainnya. Dengan dimilikinya helikopter Apache, maka fungsi Manuver Mobil Udara, Bantuan Tembakan Penerbad, Pengintaian Udara, dan Dukungan Kodal Pertempuran meningkat secara signifikan. Helikopter serang dengan sistem senjatanya merupakan unsur yang efektif dalam meningkatkan keberhasilan operasi darat. 

Manuver Mobil Udara

Peran helikopter serang dalam manuver mobil udara adalah sebagai unsur kawal Mobud dan pelindung. Sebagai kawal Mobud, helikopter Apache akan memberikan tingkat kewaspadaan situasi yang lebih tinggi karena bantuan radar Longbow dan MTADS yang dimiikinya. Helikopter Apache dapat mendeteksi pergerakan musuh terutama ancaman senjata Hanud dan Ranpur/Rantis musuh lebih awal. 

Saat meninggalkan Titik Sebar (TS) dan menembaki sasaran untuk pendaratan unsur Helikopter Serbu, Helikopter Apache dapat melihat dan mendeteksi perubahan situasi di sasaran dan merespon lebih cepat karena teknologi dan MTADS tersebut. Helikopter Serang tidak perlu lagi terbang berputar untuk mendeteksi musuh secara visual melainkan melalui FLIR yang terpasang. Disaat yang bersamaan, informasi tersebut disebar melalui jaring komunikasi data ke Dansatgas Mobud serta Posko Utama.

Bantuan Tembakan Penerbad

Bantuan tembakan Penerbad yang terkoordinir di Puskorbantem akan lebih meningkat dari sisi pengenalan sasaran dan penunjukan sasaran. Melalu teknologi Laser Range Finder yang terintegrasi dalam FLIR, helikopter Apache dapat menunjukkan sasaran yang perlu ditembak oleh Satuan Artileri. Selain itu, pasukan darat dapat menunjukkan sasaran dengan perangkat laser yang dimilikinya yang selanjutnya ditembak dari helikopter. Dengan demikian, prinsip bantuan tembakan yaitu “cepat” dan “tepat” dapat tercapai dengan pelibatan helikopter Apache di sistem bantuan tembakan terkoordinir.

Pengintaian Udara

Fungsi pengintaian udara yang selama ini mengandalkan kemampuan visual dan optik terbatas akan meningkat secara signifikan dengan penggunaan helikopter Apache. Helikopter Apache yang dilengkapi dengan FLIR dan Longbow dapat dengan segera mengirimkan data tentang CUMEMU kepada Posko Utama guna menyempurnakan rencana operasi. Sebelumnya, seluruh data baru akan diolah jika helikopter pengintai telah kembali dan menyerahkan informasi yang didapat. Selain itu, seringkali operasi menjadi gagal karena pengintaian dilaksanakan dengan terbang ke atas atau mendekati sasaran agar dapat terlihat. Dengan menggunakan teknologi FLIR, maka helikopter tidak perlu terbang dekat sasaran karena dari jarak 10 km sasaran sudah dapat terlihat jelas. 

Dukungan Kodal

Teknologi MTADS dan FLIR yang terintegrasi serta komunikasi data dengan Pos Komando meningkatkan dukungan Kodal bagi pasukan darat. Informasi tentang musuh yang secara riil ditangkap oleh sensor helikopter Apache akan berguna untuk keputusan yang diambil oleh Komandan satuan yang memerlukan.

Pengembangan Taktik Bertempur. Peran helikopter serang yang tidak bisa diabaikan seperti yang diceritakan dalam pendahuluan tulisan ini membuka cara berpikir kita tentang taktik kerja sama tank dan Penerbad. Dalam konteks perang terkini, helikopter serang merupakan pembunuh tank yang efektif. Pergerakan Batalyon atau Kompi Tank Tempur Utama dan Infanteri Mekanis, sebaiknya selalu bersama dengan unsur Helikopter Serang. Helikopter Serang yang dilengkapi dengan FLIR akan mendeteksi musuh lebih dini sehingga Komandan dapat segera mengambil keputusan yang tepat.

Saat ini, Doktrin Penerbad belum memasukkan Penerbad sebagai pasukan pengaman. Dengan semakin bertambahnya unsur Helikopter Serang yang dilengkapi dengan sistem senjata termutakhirnya, maka fungsi Penerbad dapat berkembang menjadi unsur manuver darat dan pengaman (security force). Penerbad dengan kemampuan helikopter serangnya bukan hanya sebagai unsur bantuan tembakan, akan tetapi dapat berperan sebagai unsur pengaman yang dapat menembak arah langsung jika musuh terlihat.

PENUTUP

Helikopter AH-64E Apache yang akan segera dioperasikan oleh Penerbangan Angkatan Darat merupakan suatu force multiplier bagi TNI AD. Alutsista yang pada teknologi tersebut akan memaksa satuan Penerbad khususnya dan TNI AD secara keseluruhan untuk lebih maju dan berubah ke arah yang lebih baik.

Walaupun ada kelemahan dalam sistem pemeliharaan helikopter Apache ini, akan tetapi secara operaisional helikopter tersebut akan memberikan dampak yang
lebih positif.

Airbus Helicopters Delivers first Three AS565 MBe Panther to Indonesia

Marignane – Airbus Helicopters has delivered the first three of the 11 AS565 MBe Panther helicopters to Indonesia, ahead of contract schedule, at a ceremony at Airbus Helicopters’ headquarters in Marignane, in the presence of representatives from Indonesia’s Ministry of Defence and the Indonesian Navy.

This follows the contract signature in late 2014 with PT Dirgantara Indonesia for 11 AS565 MBe helicopters. The delivery of the remaining helicopters will run through to 2018.

“We are excited to witness the handover of the first three AS565 MBe helicopters to our partner today”, said Janick Blanc, Head of the Panther programme at Airbus Helicopters. “The AS565 MBe has been developed using state-of-the-art processes and this enhanced variant of the Panther will benefit from an increased maximum take-off weight at 4,500kg. This will provide increased mission capabilities, specifically for the anti-submarine warfare missions these rotorcraft are expected to perform”, he added.


Under the agreement, Airbus Helicopters will supply the AS565 MBe helicopters to its Indonesia industrial partner PT Dirgantara Indonesia, who will reassemble and outfit these rotorcraft in-country, acting as the design authority. This will notably cover the installation of the anti-submarine warfare (ASW) suite which includes a dipping sonar and torpedo launch systems, allowing the Indonesian Navy to carry out its most demanding missions. 

This Indonesian MBe Panther programme is the latest of a long-standing relationship between Airbus Helicopters and PT Dirgantara Indonesia, who celebrated their 40 years of strategic partnership earlier this month. The two companies have delivered more than 190 helicopters together, through joint programmes over the last four decades.

“We have been working with Airbus Helicopters on numerous projects for many years by now, and this milestone today further illustrates the commitment both companies have towards this programme”, said Budi Santoso, CEO and President of PT Dirgantara Indonesia. “We look forward to receiving these green helicopters in Bandung, as we ready to start the installation of the mission equipment, and the subsequent qualification and certification of our future anti-submarine warfare helicopters”, he added.

Recognised as one of the world’s most capable light/medium anti-submarine warfare platforms, the AS565 MBe is equipped with two Safran Arriel 2N engines, which enhance the helicopter’s performance in high and hot conditions, while enabling it to achieve a top speed of 165 kt and a range of 780 kilometres. It also boasts a new main gearbox, the latest-generation tail rotor and a 4-axis autopilot that reduces crew workload and makes the most demanding missions easier to perform.

TNI AL Butuh 12 Kapal untuk Pantau Dasar Laut

JAKARTA - TNI Angkatan Laut (AL) membutuhkan 12 kapal perang jenis Bantu Hidro-Oseanografi (BHO) guna melakukan pemetaan bawah laut. 

Hal itu diungkapkan Kepala Staf Angkatan Laut (KSAL) Laksamana Ade Supandi saat melantik Laksamana Pertama TNI Harjo Susmoro sebagai Kepala Pusat Hidrografi dan Oseanografi Angkatan Laut (Kapushidrosal) di Mako Pushidrosal, Jakarta Utara, Rabu (23/11/2016). 

"Kebutuhan kita akan kapal jenis ini paling tidak 12 kapal ya," kata Ade. 

Sebanyak 12 kapal yang dibutuhkan, terdiri atas kapal operasi, kapa survei dan latihan, serta kapal perbaikan. 

Menurut Ade, Pushidrosal memiliki kedudukan strategis sebagai lembaga hidrografi nasional dan hidrografi militer TNI AL. 

Sesuai tugas pokoknya, kata dia, Pushidros harus menyiapkan data dan informasi hidrografi serta Oseanografi untuk kepentingan TNI maupun publik berupa peta laut. 

"Kalau ada 12 kapal, nantinya empat di timur, empat di tengah dan empat kapal lagi di barat. Kondisi sekarang kan dengan KRI Rigel dan Spica yang baru, ditambah yang lama namun usianya sudah di atas 30 tahun. Kita tetap gunakan sambil melakukan peremajaan," tuturnya.  

Sebagai lembaga hidrografi nasional, kata Ade, Pushidrosal merupakan wakil pemerintah pada International Hidrografi Organization (IHO). 

Menurut dia, tugasnya yang kompleks tidak hanya untuk mendukung keselamatan pelayaran, tapi juga untuk perbaikan infrastruktur pelabuhan, ekspolitasi dan eksplorasi sumber daya alam, pembangunan wilayah. 

"Memang hampir 70% survei kita merupakan hasil dari tahun 1890-an, itu kita update, khususnya yang terkait perekonomian seperti pembangunan infrastruktur pelabuhan, terkait dengan rute-rute laut yang aman untuk navigasi, dan demografi karena gempa, tsunami dan sebagainya," katanya.

Japan to Train Philippine Naval Pilots to Fly Aircraft to be Leased

Philippines to lease up to five TC-90 aircraft from Japan)

TOKYO - Japan's Maritime Self-Defense Force said Monday it will start training Philippine naval pilots next week to fly TC-90 aircraft to be leased to the Southeast Asian country from March for maritime patrol and other purposes.

The first trainees -- two lieutenant commanders -- will undergo training from next Monday through March 24 at the MSDF's Tokushima Air Base in Tokushima Prefecture. A total of six Philippine pilots will be trained through November next year, the MSDF said in a press release.

Japan agreed with the Philippines in May to lease up to five TC-90 aircraft used by the MSDF for pilot training. For the first time, Japanese Self-Defense Forces aircraft are to be leased to another country. Tokyo apparently hopes that assisting the Philippines' efforts to bolster its maritime patrolling capabilities will be beneficial in countering China's assertiveness in the South China Sea.

The TC-90 aircraft has a flight range of about 2,000 kilometers, double that of current Philippine Navy aircraft. A total of five TC-90 aircraft will be leased to the Philippines, with the first two scheduled to be transferred there around March.

The aircraft is also expected to be used for humanitarian assistance and disaster relief activities.

Thailand Conducts Deck Landing Trials of H145M Helicopter on LPD

A Royal Thai Navy (RTN) H145M helicopter has successfully completed a series of deck landing trials on board the service's Endurance-class landing platform dock (LPD) platform, HTMS Angthong (791).

The trials were conducted on 22 November off the coast of Pattaya, and involved a single airframe with serial number 2217, an official from the service's 202 Naval Aviation Squadron confirmed with IHS Jane's on the day after.



The aircraft is part of a fleet of five newly inducted H145M helicopters that were ordered under a 2014 contract with Airbus Helicopters. The airframes were formally commissioned in early November 2016, although technical acceptance for the first two aircraft was completed in April the same year.

According to Airbus Helicopters, the RTN's H145Ms have been equipped for a range of military operations that include search-and-rescue (SAR), reconnaissance, and medical evacuation missions.



The helicopters are powered by Turbomeca Arriel 2E engines, and are equipped with weather radar system, cargo hooks, and an internal long-range fuel tank system. The RTN also confirmed with IHS Jane's in May 2016 that the helicopters have been fitted with two machine gun pedestals each, one each on the port and starboard doors.

Deck landing exercises on board the ship with the aircraft type are scheduled to continue over the next few weeks to further familiarise Angthong 's crew with the helicopter, including stowing and lashing procedures, said the squadron official.

Czechoslovak Group Signs USD39 Million Deal with Indonesia

Czechoslovak Group, the largest conglomerate of defence manufacturers in the Czech Republic and Slovakia, has secured a deal for the sale of an undisclosed number of Tatra military vehicles, Steyr Pandur II 8x8 armoured personnel carriers, and General Dynamics M3 amphibious bridging and ferrying systems to the Indonesian military.

The group's spokesperson, Andrej Cirtek, told reporters that the value of the deal, which was signed with the Indonesian government on 24 November, exceeds CZK1 billion (USD39 million). However, Cirtek did not provide further details about the equipment being procured by Jakarta.

Czechoslovak Group has an exclusive agreement with General Dynamics European Land Systems (GDELS) to produce, maintain, and market the Steyr Pandur II 8x8 group of armoured vehicles in Central and Eastern Europe as well as in selected Asian markets along with other platforms produced by GDELS.

$4.9M to develop technology for Royal Australian Navy in hostile environments

Techniques to counter radio frequency emitters, enabling the Royal Australian Navy to sustain a presence in hostile and threatening environments will be developed as part of a project receiving $4.9 million of Australian Government funding.

Minister for Defence Industry, the Hon Christopher Pyne, today announced that BAE Systems Australia has received funding to assist RAN to develop and demonstrate an innovative technology that will enhance Defence Capability

The project, known as Cuttlefish aims to develop counter-surveillance capability to enable the RAN to shape, disrupt and inhibit an adversary’s surveillance and targeting of RAN platforms.

“This project is an example of Defence and industry collaborating in the development of an innovative technology to enhance defence capability and protect defence personnel,” Minister Pyne said.

The 2016 Defence Industry Policy Statement outlined the Government’s commitment to building and harnessing the innovation potential of Australia’s defence industry.

Later this year, the Turnbull Government will launch the virtual Defence Innovation Hub, which will bring together existing Defence innovation programs delivering a more streamlined opportunity for Defence investment with industry to develop cutting-edge technologies.

Minister Pyne said the funding for this project with BAE reflects the Government’s strong commitment to supporting and enhancing the capabilities of the ADF by building collaborative partnerships between Defence and defence industry.

“The Turnbull Government is determined to use the historic investment of $195 billion in Australia’s defence capability to support and drive the growth of a high technology, advanced manufacturing future for Australia,” he said.

“We must maximise opportunities for Australian industry to contribute to meeting our defence capability needs to ensure the long term security of our nation,” Minister Pyne said. (Aus DoD)

Australia to invest USD3.6 million in 'Cuttlefish' project
   
The Australian government will invest AUD4.9 million (USD3.6 million) in technology under development by BAE Systems Australia designed to counter an adversary's surveillance and targeting of Royal Australian Navy (RAN) surface assets in a bid to move the capability to sea trials in 2019.

Australia's minister for defence industry, Christopher Pyne, said on 23 November that the so-called 'Cuttlefish' project aims to develop counter-surveillance capability to enable the RAN to shape, disrupt, and inhibit the surveillance and targeting of RAN platforms.

Pyne said 'Cuttlefish' included techniques to counter radio frequency emitters, but neither he nor the company provided any further details. (Jane's)

BANDUNG, KOMPAS.com - Kementerian Pertahanan Republik Indonesia menerima dua helikopter tempur Full Combat SAR Mission EC-725 dari PT Dirgantara Indonesia (PTDI) di hanggar final assy fixed wing PTDI, Jalan Pajajaran, Kota Bandung, Jumat (25/11/2016).

Dua helikopter tersebut diterima langsung oleh Menteri Pertahanan Ryamizard Ryacudu dari Direktur Utama PTDI Budi Santoso.

"Kami serahkan dua unit heli EC-725 Full Combat SAR Mission ini kepada pihak kementrian Pertahanan. Heli ini dapat digunakan untuk berbagai misi seperti troop transport, SAR dan digunakan untuk bertempur karena dilengkapi oleh persenjataan," kata Budi Santoso dalam sambutannya, Jumat pagi.

Budi menambahkan, selain untuk pertempuran, helikopter EC-725 merupakan pesawat yang cocok dipakai untuk kebutuhan evakuasi.

"Helikopter ini dilengkapi light spectrograph dan hoist (derek) untuk mencari dan mengevakuasi korban serta dilengkapi forward looking infrared camera untuk mendukung operasional segala medan dan kondisi," tambah dia.

Selain itu, helikopter EC-725 ini juga terbilang canggih karena mampu mendarat darurat di perairan.

"Heli ini memiliki pelampung bagian bawah untuk kondisi emergency yang mengharuskan mendarat di perairan. Pelampung dapat berkembang secara otomatis dalam kondisi emergensi dengan kecepatan pesawat 150 knot," tuturnya.

Dengan kabin yang luas dan fleksibel, helikopter EC-725 mampu mengangkut 29 orang personel atau beban maksimal 11 ton.

"Memiliki feasibility (kemungkinan) untuk melihat ke bawah dan ke samping," ucapnya.

Di tempat yang sama, Menteri Pertahanan Ryamizard Ryacudu mengatakan, dua helikopter ini selesai terlebih dahulu. Kemenhan memesan enam unit helikopter serupa untuk menambah kekuatan TNI Angkatan Udara.

"Empat unit (sisanya) akan diserahkan paling lambat awal tahun 2017. Kementrian pertahanan mengucapkan terima kasih kepada seluruh staff PTDI yang mempunyai komitmen kuat untuk menyelesaikan pesanan Kemenhan sesuai waktu yang disepakati," ungkapnya.

PTDI Kirim Pesawat CN235-220M Pesanan Polisi Thailand

BANDUNG, KOMPAS.com - PT Dirgantara Indonesia melakukan kirim terbang atau ferry flight satu unit pesawat terbang tipe CN235-220M Multi Purpose Aircraft dari Bandara Husein Sastranegara Bandung ke Bandara Hat Yai, Thailand, Jumat (25/11/2016).

Pesawat CN235-220M ini adalah pesanan Royal Thai Police (RTP). Sabtu (26/11/2016) besok, pesawat ini akan diterbangkan kembali ke bandara Internasional Don Muang, Bangkok, Thailand, dan selanjutnya pesawat akan menjalani final acceptance oleh Royal Thai Police selaku end user.

"Pembelian CN235-220 ini menambah jumlah pesawat terbang yang terbang di udara Thailand karena sebelumnya dua unit CN235-220 telah digunakan oleh MoAC Thailand," kata Direktur Utama PTDI Budi Santoso dalam keterangan pers yang dikeluarkan PTDI, Jumat pagi.

Penandatanganan kontrak pengadaan satu ini pesawat terbang CN235-220M ini telah dilaksanakan pada 19 September 2014 antara PTDI dan Thai Aviation Industries Co., Ltd.

Budi menambahkan, pesawat terbang CN235-220M ini dapat berfungsi sebagai angkutan VIP, troop transport, medical evacuation, passanger transport, dan kargo yang dapat dimanfaatkan bergantian sesuai kebutuhan RTP.

Pesawat ini juga dilengkapi pintu depan yang bisa dipakai sebagai pintu masuk dan keluar untuk tamu VIP atau VVIP.

"Terdapat juga pintu belakang khusus yang dibuka ke arah dalam dan cukup besar untuk dipakai operasi terjun payung," kata dia.

Ramp door diberikan di pesawat ini untuk jalur keluar masuk barang yang ukurannya cukup besar untuk satu kendaraan kecil.

Thales to Upgrade Sonar System of RAN's Collins-Class Submarines

Thales Australia has been awarded an AUD100 million (USD74.3 million) contract to design a major sonar system upgrade for the Royal Australian Navy's (RAN's) six Collins-class submarines, Australia's minister for defence industry, Christopher Pyne, said on 23 November.

Pyne said Thales Australia would engage other Australia-based companies, including Sonartech Atlas and L3 Oceania, as well as suppliers from the United Kingdom and France to design the upgrade, which will involve installing improved sonar system arrays and enhanced signal processing systems aboard each of the 3,407-tonne conventionally powered submarines.

Thales Australia said in a statement that it plans to utilise some of the latest developments in underwater sensing to replace the Collins' arrays, which have not been upgraded since first entering service in the mid-1990s. The proposed system design would be subject to final government approval in 2018.

The legacy cylindrical array is set to be replaced with a modular cylindrical array based on technology developed by the company in the United Kingdom. The existing flank array is expected to be replaced with the latest generation flank array developed by Thales in France, with integration work being carried out by Thales in Sydney, the company said.

The upgrade programme follows an AUD22 million (USD16.3 million) contract awarded to Thales Australia in 2012 to update the Collins' on-board sonar hardware and electronics to improve reliability and help reduce space, weight, and power requirements.
